3 Foreword Northern Grampians Shire was impacted by a number of fires during January They varied from relatively minor to quite severe incidents. The Bushfire Action Plan has been developed to aid in the recovery of those affected communities. The clean-up and rebuilding of physical assets can and will commence relatively quickly, but support needs to be ongoing to address the full scope of the resulting damage. The effect on the business community, while in most cases not directly impacted by these fires, has also been severe. It will take considerable time to rebuild and return these businesses back to a normal turn-over. While this rebuilding is in progress the longer term resilience of our communities, which has endured much in these recent, past years, should be given careful consideration. I take this opportunity to again thank all those emergency service workers who responded to the fires in the first instance and over the many days and weeks that followed, and also to again thank all those who have assisted with the recovery phase. Finally thank you to the Team who will implement this Plan and will be instrumental in returning our communities back to normal. Cr. Kevin Erwin Mayor, Northern Grampians Shire Council. Introduction Northern Grampians Shire Council is situated in the North Central Region of Victoria and is home to 11,912 residents. There are eleven affected areas within the municipality including Halls Gap and the Grampians National Park, Roses Gap, Wartook Reservoir, Stawell-Black Range, Carapooee, and Emu. The Northern Grampians Region boasts a strong tourism industry, along with farming and manufacturing in and around the Grampians. Major employment for the region includes tourism, agriculture, mining, meat production, health and trade. The 2014 Northern Grampians complex fires and the Black Ranges fires were suspected to have started from lightning on Wednesday, 15 January. Weather conditions and a merging of a number of smaller fires resulted in the fires becoming a significant natural disaster. It is estimated the Northern Grampian fire have burnt more than 51,800 hectares. A Municipal Emergency Coordination Centre (MECC) was opened on the morning of the 17th January, along with a Relief Centre to cater for evacuated residents and visitors in the fire affected areas. A Centre and a Post impact Assessment program has also been undertaken. For the Northern Grampians Shire municipality the loss of homes, and damage to buildings, equipment and property were a significant tangible example of the effect of this fire. What is also apparent is these fires have had a major impact on the tourism industry through immediate losses of visitation, the strain on tourism operations and the future visitor experience and confidence. Additionally the cumulative effect of natural disasters [fires, drought, fires, locust, landslides, floods and fires] over the last decade is noticeable when engaging with the community and individuals. The Northern Grampians Shire Council response to the disaster event has until the adoption of this plan in April 2014 been guided by an Inception Period plan. 6 Municipal Committee Introduction The impacts of the January 2014 bushfires in the Northern Grampians Shire have had a significant impact on the townships of Halls Gap, Roses Gap, Stawell, Emu, Wartook and the community living in the Black Range and accessing the Grampians National Park. In line with the Emergency Management Act 1986, the Municipal Emergency Management plan, and as a clear commitment to the communities of the municipality, the Shire has convened a Municipal Bushfire Committee. The principal role of the committee is to oversee all aspects of the work required to assist the recovery of the community from the impact of the Bushfires and to foster a cooperative and shared approach to emergency recovery from key agency stakeholders. The Northern Grampians Shire Council Municipal Incident Committee has the following Terms of Reference: Structure The structure of the Municipal Incident Committee is as defined in the Municipal Emergency Management Plan. 7 Objectives The objectives of the Municipal Incident Committee are to: (a) Develop a Municipal Incident Action Plan to identify all actions necessary to ensure recovery is undertaken in a systematic, affective and timely manner appropriate to the community s capacity; (b) To recommend that Council adopts the Municipal Bushfire Action Plan as an approved Council document; (c) Facilitate and oversee the implementation of the Action Plan; (d) Monitor the progress and on-going developments arising through the recovery process to ensure actions are flexible and responsive to emerging needs, trends and relevant issues; (e) Report to the Council, State and Commonwealth with recommendations for resources and actions needed to assist with recovery across all areas; (f) Foster and facilitate recovery initiatives at the local level; (g) Partner with a range of organisations to: Facilitate community engagement; Provide knowledge on local issues and initiatives; Encourage communities to become involved; Link with current Federal and State Government policies and directions; Advocate the need for a shared response to the issues; (h) Inform the community of progress on Municipal Incident and major initiatives and achievements; and (i) Coordinate dissemination of relevant information. Member s representation organisations will be encouraged to provide a nominee if a committee member is unable to attend a meeting on a particular occasion. Members from organisations may invite others (with the prior approval of the Chairperson) to attend Committee meetings to provide advice or support on relevant issues. The term of membership on the Municipal Bushfire Committee will be for 12 months from the date of the first meeting of the committee. After 12 months of operation, the committee will conduct a review process to consider the need for the ongoing operation and composition of the committee. 8 Sub-Committees There will be four sub committees established to oversee discrete areas as defined within the Municipal Incident Action Plan. Each subcommittee has Terms of Reference and report directly to the Municipal Incident Committee. The four sub committees are: Social Environment Sub-Committee focussing on building stronger communities beyond the Bushfires. Built Environment Sub-Committee focussing on building better infrastructure beyond the Disasters. Natural Environment Sub-Committee focussing on creating a better natural environment beyond the Disasters. Economic Environment Sub-Committee focussing on building business and employment beyond the Disasters. In accordance with the Terms of reference for each Sub-committee, there may not continue to be a need for the sub-committee to continue to meet or advise the Municipal Bushfire Committee if the recovery activities have been addressed. Meetings The Municipal Bushfire Committee shall meet each month in the first year and then as determined by the committee, and the quorum for each Municipal Incident Committee shall be half the membership of the committee. Roles & responsibilities of members and Code of Conduct Members will: Attend meetings and participate in accordance with the Terms of Reference; Provide constructive input into matters related to local issues, concerns, ideas and solutions; Report back to their respective parent organisations as required to ensure those interests are kept informed and up to date on progress of the committee s work. All members will be responsible for upholding the following values: Respecting the views, ideas and beliefs of all members; Providing an atmosphere where all members feel safe and comfortable to participate and express their views openly; Being transparent, honest and trustworthy; and Contributing in a positive and collaborative way to finding solutions to issues and concerns. Role and responsibilities of the Chair The Chair will be responsible for ensuring that: The meeting is facilitated to enable independence and fairness; Meetings are consistent with the terms of reference; The meetings start and end at the appointed times; The agenda is relevant and manageable within the time constraints of the meeting; Agreed actions are recorded, followed up and resolved; and An appropriate atmosphere and standard of behaviour is maintained to allow all members to feel comfortable in attending. 9 Relationships & Support Secretariat support will be provided by the Northern Grampians Shire Council through the Municipal Bushfire Committee functions. Reporting The Municipal Bushfire Committee will provide reports or briefings through Council staff to the State and Commonwealth Governments, the Northern Grampians community and other relevant organisations as required. The Municipal Bushfire Committee will provide advice and advocacy to State and Commonwealth governments and relevant authorities regarding ongoing recovery issues. 44 Appendix 1: Social Environment Sub-Committee Terms of Reference Building stronger communities beyond the 2014 Bushfires... Introduction The bushfire events of January 2014 exacted a significant toll on many communities in the Northern Grampians Shire. In line with the Emergency Management Act 1986, the Municipal Emergency Management Plan, and as a clear commitment to the communities of the municipality, the Shire has convened a Municipal Bushfires Committee. The principal role of the committee is to oversee all aspects of the work required to assist the recovery of the community from the impact of the disaster and to foster a cooperative and shared approach to emergency recovery from key agency stakeholders. The Social Environment of the communities affected by these events will be a key aspect of ensuring the success of this Municipal Bushfires Committee. After the eventual conclusion of the Municipal Bushfires Committee the sub committee will continue to have a role in monitoring social recovery outcomes and community preparedness. Council will provide, where possible, the necessary administrative and technical support to ensure the effective operation of this sub committee. Membership of this sub committee is implicit of an active operational involvement. Terms of Reference Objectives To ensure the effective delivery of Social Environment in the communities of the Northern Grampians Shire affected by the. To identify the community and agency involvement in the recovery structure. To assist Disaster affected communities to manage the personal, psychosocial and financial impacts of the Bushfires. To support the community s recovery through community events and projects. To endorse and oversee the structure for matching the supply of volunteer services with the requests for volunteer assistance with community recovery efforts. 46 Appendix 2 Built Environment Sub-Committee Terms of Reference Building better infrastructure beyond the 2014 Bushfires... Introduction The bushfire events of January 2014 exacted a significant toll on many communities in the Northern Grampians Shire. In line with the Emergency Management Act 1986, the Municipal Emergency Management Plan, and as a clear commitment to the communities of the municipality, the Shire has convened a Municipal Bushfires Committee. The principal role of the committee is to oversee all aspects of the work required to assist the recovery of the community from the impact of the disaster and to foster a cooperative and shared approach to emergency recovery from key agency stakeholders. The Built Environment of the communities affected by these events will be a key aspect of ensuring the success of this Municipal Bushfires Committee. Council will provide, where possible, the necessary administrative and technical support to ensure the effective operation of this sub committee. Membership of this sub committee is implicit of an active operational involvement. Terms of Reference Objectives To ensure the effective delivery of Built Environment in the communities of the Northern Grampians Shire affected by the event. To identify agency involvement in the recovery structure. To control hazards to public health that has arisen as a result of the Bushfires. To reinstate public infrastructure to provide a similar level of service to that which existed prior to the Bushfires. To assist with the restoration of private infrastructure damaged by the Bushfires. To ensure planning permissions and processes are administered in line with legislation but not in a way that prohibits quick recovery. Membership term and attendance The status of the Built Environment Sub Committee and membership will be reviewed bi-annually The Built Environment Sub Committee shall meet each six to eight weeks for the life of the recovery plan. The quorum for decision making for each Built Environment Sub Committee meeting shall be a third of the membership of the committee. The Natural Environment Sub Committee shall meet as need determines for the duration of the MBRAP. The quorum for each Natural Environment Sub Committee shall be half the membership of the committee.
