1 Highlands County IDA/EDC Economic Development Website Design and Construction Request for Proposals August 14, 2015 Deadline for Submission: September 15, 2015
2 Background: The following Request for Proposal (RFP) provides information regarding a planned new construction or redesign of the Highlands County Industrial Development Authority (IDA)/ Economic Development Commission s (EDC) website: The website developer selected through this RFP process will be expected to work in consort with the IDA/EDC staff to insure successful integration of GIS-based data collected, photography and graphic design, developing user-friendly, interactive maps and economic development data searches, and other critical features of the website. While not a requirement, it should be noted that the IDA/EDC previously utilized GIS Planning-based Zoom Prospector for its mapping and data services to its members and that vendors with an ability to import, integrate or otherwise utilize data already collected through Zoom Prospector may receive strong consideration. The IDA/EDC is a public/private economic development organization serving Highlands County. The IDA/EDC partners with county and municipal elected and appointed officials, public and private economic development agencies and professionals, state economic development agencies, K-12 and higher education institutions, health care agencies and facilities, Workforce Development agencies, and various private and corporate sector entities including utility and energy providers, financial institutions, engineering and infrastructure planning and implementation firms, telecommunication companies, among others. The activities of the IDA/EDC are governed by a Board of Directors comprised of individuals representing the diversity of sectors of the economy of Highlands County. The IDA/EDC s primary mission is to enhance the quality of life in Highlands County by attracting a diversity of new businesses and increasing industrial investment while facilitating the retention and successful expansion of existing business and industry. The organization serves as the primary resource for promoting and marketing Highlands County s economic development assets in an effort to attract new and expand existing economic development and job growth opportunities. To fulfill this mission, the IDA/EDC s major functions are to: provide and maintain a centralized, current portal of economic development data, including a database and GIS-based integrated map of existing buildings, land, and infrastructure in the county; provide access to this data and information to site development/selection consultants and IDA/EDC partners; and provide economic development planning and project technical assistance to IDA/EDC s partners and site selection consultants on behalf of the county. The development of a world-class, website and economic development data base are critical to these efforts.
3 Project Goals: Primary Goals of Website: 1.) Create a state-of-the-art data and integrated map resource for site selection consultants and companies to investigate, analyze and research Highlands County as a viable and attractive county for job creation and investment. 2.) Provide access to data, information and interactive maps for Highlands County s cities, economic development professionals, corporate partners, and existing businesses in their efforts to recruit new, expand existing, and/or retain current businesses and industry in the county. 3.) Develop a comprehensive and relevant economic development profile for the county (and possibly cities) including hard (e.g., infrastructure, buildings, land) and soft assets (e.g., local incentives, professional services available, workforce, etc.). 4.) Develop a resource that enables and allows IDA/EDC staff to provide ongoing content and data maintenance and updates to Website. 5.) Provide relevant content and information on the IDA/EDC s Board Members, Partner Organizations and Members and current news events. 6.) Incorporate automated means of analyzing website traffic (i.e., analytics). 7.) Result in a content, data rich site that is easily navigated, aesthetically attractive and engaging, and provides ease in updating/publishing/editing content and photographs.
4 Target Audiences of Website: 1.) Primary Audience: Site selection consultants, corporate real estate executives and staff, and companies exploring, investigating and analyzing prospective communities for business location or relocation. 2.) IDA/EDC public and private partners, existing businesses, state and local government economic development agencies, and IDA/EDC board members and staff. Navigation/Content: The outline below is intended to give vendors a sample of a possible page structure for the website; however, the IDA/EDC expects the selected website developer to provide the IDA/EDC staff with creative and substantive input on website design, functionality, and marketing. 1) Site Location a. Partners website links 5) News Additional content may need to be developed for some of these sections or new sections created altogether. Proposing firms are asked to provide a quote for copywriting services. The IDA/EDC may elect to develop this content themselves, contract, or use the web design firm for developing copy. Further, responding firms are asked to provide a quote for editing copy produced by another entity. Graphics: The IDA/EDC desires to work in cooperation with the website developer to create and develop the graphic design and aesthetics brand of the site, and more specifically is open to evaluating all options for graphic aesthetics. Responders should state whether or not graphic design capability is available in-house or if a subcontractor will be used for that purpose. Subcontractors should be clearly identified in the response, to include any related fees. Also, responding firms should provide a quote or fee structure for the development of graphics content such as data maps to be featured on the applicable pages above.
6 Technical: Additional Functionality: The site will need to be compatible for viewing on mobile devices including tablets, smart phones, etc. Further, the organization is willing to consider suggested changes to the website s domain name in order to increase brand recognition and traffic to the site. Moreover, the IDA/EDC is contemplating the opportunity for member partners to utilize the website to create, develop and be able to print customized maps (e.g., PDF versions) based on data available. Content Management System: The website will need to be compliant with the top, industry standard browsers and the immediate past versions of each. The IDA/EDC would like to utilize a Content Management System (CMS) that is reliable, will ensure proper functionality for an extended period of time, and gives the user control of full page features to allow for management of most page characteristics. The following CMS features are required: Ability to upload and change documents and photographs Ability to publish pages Ability to add/edit page titles Editable Calendar function The IDA/EDC is open to suggestions from vendors that could increase the effectiveness, functionality, and better achieve the intended goals of the website. We ask that vendors explain their choice for the CMS that they are recommending and the reasons why the suggested product will meet our organization s needs. Responders should note whether or not CMS training will be included in fee(s) or if additional training costs would be incurred for IDA/EDC staff. Also, address whether or not support for CMS issues that are not able to be resolved by IDA/EDC staff will be provided, who this service will be provided by, and at what price. Analytics: Responses should include an analytics component outlining the benefits of utilizing analytics. Address how staff education would be handled, including what to look for in the analytics reports in order to measure the success of the site.
7 Web Hosting: Proposers should provide recommendations for web hosting and associated costs. Online Marketing: Proposers should outline specific strategies to increase traffic to the website. Include the benefits of Search Engine Optimization, online advertising, social media or any other method that your firm would propose to increase the visitor count. If there are additional costs for any of these products (particularly online advertising) outline these estimates in the response. Other: Provide a quote or fee structure for each add on of any recommended products not specifically outlined in this RFP. Format of the Proposals: The proposal should not exceed twenty (20) pages; the IDA/EDC desires a well-thought out, concise reflection of the firm s ability to produce a state-of-the-art, content rich, end-user friendly Website (more is not always better). Proposals should be formatted in the following order: 1.) The firm s understanding of the purpose, goals and desired outcomes of the IDA/EDC s request. a. Explain methods for addressing each item under the Technical section of this RFP, and provide details on the benefits of each proposed solution as well as pricing for any ala carte items. b. Provide additional suggestions and recommendations to enhance the site, and achieve the organization s goals, that may not be included in this proposal.
8 2.) Credentials: provide company information, including: a. Company size, major areas of current activity and how long established. b. Company experience and qualifications. Including specific examples that demonstrate the company s ability to meet the organization s outlined goals. c. Profiles of key team members to be used on this effort and clearly identify who will be the designated individual to work directly with the IDA/EDC Staff day-today. Specify if these are current employees or if subcontractors will be used 3.) Sample work: provide samples of previous work related to web design including website addresses for review by our selection committee. It is anticipated that direct and practical experience related to developing Economic Development-targeted organization websites will be weighed heavily in the selection process. 4.) Timeline: IDA/EDC staff has launched some initial outreach tasks; indicate the availability to begin work if selected. The absolute final deliverable (website finalized and live launch) is required no later than December 15, 2015; however, the IDA/EDC is hopeful that this deadline could be significantly reduced depending on data and map integration requirements. 5.) Vendor/IDA/EDC staff expectations: Outline the company s expectations of the responsibilities of the IDA/EDC staff that will be required in order to assure successful project completion. 6.) Quoted price or fee structure for the scope of work outlined in this proposal. Also, firms are encouraged to provide separate price or fee structure for any recommended or suggested features which are not included in this proposal. 9 2. submit RFP responses to the following address: Highlands County IDA/EDC Attention: Michelle Boylan Economic Development Coordinator 128 Authority Lane Sebring, Florida, All proposals must be received no later than close of business (5:00 PM EST) on Tuesday, September 15, Evaluation Criteria: Submissions will be evaluated based upon quality, completeness, and thoroughness of the response. A selection committee comprised of IDA/EDC staff and Board Members will evaluate each proposal and make the selection. While not definitive, the IDA/EDC may request in-person and/or oral presentations of proposals. The IDA/EDC reserves the right to reject all submissions and shall select the submission that they find to be most appropriate to meet the IDA/EDC s needs as outlined above. The quoted price or fee structure will be one factor of evaluation; however, it will not be the sole factor in the submission selected.
