In addition, targeted sanctions against individuals and entities have been incorporated into cooperation mechanisms primarily in the context of terrorism. This session will explore the Red Notice system and recent crossborder extradition proceedings, as well as the evolving use of countermeasures designed to delay and possibly defeat them. These include the assertion of potential human rights violations and the right to travel; reliance on European equality principles; and the initiation of parallel proceedings challenging extradition requests and special proceedings to create double jeopardy. Berlin city tax The City State of Berlin levies an accommodation tax pursuant to overnight stays in Berlin.
