In addition, targeted sanctions against individuals and entities have been incorporated into cooperation mechanisms primarily in the context of terrorism. This session will explore the Red Notice system and recent crossborder extradition proceedings, as well as the evolving use of countermeasures designed to delay and possibly defeat them. These include the assertion of potential human rights violations and the right to travel; reliance on European equality principles; and the initiation of parallel proceedings challenging extradition requests and special proceedings to create double jeopardy. This timely discussion will be presented by a distinguished panel of international business crime lawyers and the Ombudsperson for the United Nations Security Council Al-Qaida Sanctions Committee, who formerly served as a judge of the International Criminal Tribunal for the former Yugoslavia. Conference sell-outs The IBA places its conference in venues of a suitable size for the event; however there are times when our conferences may sell out. Should this happen, prospective delegates will be informed and a waiting list will operate. The waiting list will function on a first come, first served basis, subject to receiving registered delegate cancellations. The IBA will not be liable for any travel or accommodation expenses incurred by an individual who travels to the conference without a confirmed place at the event. Cancellation of registration If cancellation is received in writing at the IBA office by 10 April, fees will be refunded less a 25 per cent administration charge. We regret that no refunds can be made after this date. Registrations received after 10 April will not be eligible for any refund of registration fees. Berlin city tax The City State of Berlin levies an accommodation tax pursuant to overnight stays in Berlin. A fee of five per cent shall be levied as tax for each overnight stay without any auxiliary services. Professional expenditure in the context of an overnight stay will be exempt from taxation. The overnight guest shall be required to provide plausible evidence for the professional nature of the expenditure to the hotel by the end of the stay at the latest. European Regional Forum overview The European Regional Forum has been developing and strengthening the existence of the IBA within the whole of Europe by promoting the goals of the IBA to members, nonmembers and others, disseminating professional know-how, and assisting the committees and other constituencies of the IBA to increase their presence in the different sub-regions of Europe, including parts of North Africa and the Middle East. The Forum s goals include addressing current and long-term needs of professional organisations and individual members within the geographical reach of the Forum, as well as increasing membership and participation in the IBA and integrating them within the organisation.
