4 Introduction Childhood lead poisoning is currently the leading preventable environmental health risk to children in the United States. In the state of Colorado, nearly 200 children were confirmed to have elevated blood lead levels between 2008 and The Centers for Disease Control (CDC) recently changed their definition of elevated blood lead levels from 10 micrograms per deciliter to 5 micrograms per deciliter, which means that many more children are considered to have elevated blood lead levels. This is concerning because it means that even low levels of lead exposure for young children can lead to speech, language, and behavior problems, decreased muscle and bone growth, learning disabilities, nervous system damage, and many other serious health issues. 2 In adults, lead exposure can lead to fertility problems, digestive disorders, nerve disorders, and memory and concentration problems. 3 Although lead-based paint was banned in 1978, many older homes still currently being used contain lead-based paint. Renovation or demolition of these homes can create lead dust which can be unknowingly inhaled or ingested. Even houses not under renovation or demolition can contain peeling, chipping, or cracking lead-based paint, which constitutes a serious health hazard. In addition, children and adults can be exposed to lead from plumbing with lead pipes, contaminated soil, industrial airborne pollutants, and common hobbies such as antique furniture refurbishing, classic car restoration, and pottery making. This Lead Services Directory has been compiled as a resource for people concerned about lead poisoning. It includes listings of private and public agencies offering lead poisoning prevention services, as well as listings for certified companies that are trained in the safe removal of lead-based paint. 15 Laboratories Providing Blood Lead Analysis All clinical laboratories must satisfy the requirements of the Clinical Laboratory Improvement Act (CLIA) by participating in nationally recognized proficiency testing programs such as those sponsored by the College of American Pathologists (CAP), the Centers for Disease Control (CDC), and the New York State Department of Health (NYSDOH). The ELPAT program is a cooperative effort of the AIHA, the CDC, NIOSH, and the EPA Office of Pollution Prevention and Toxics. (This should include past clients for whom they have worked and the clients phone numbers.) 4. How many people do you employ? May I see some evidence of their training and experience in the field of lead-based paint? 5. What kind of equipment do you have? What kind of personal protective equipment do you use? What precautions will you take to ensure that the occupants and the building are protected from contamination? 6. What methods will you use to do this job? Are these methods in compliance with the: Colorado Air Quality Control Commission Regulation No. 19, or the EPA s Renovation, Repair and Painting Rule (RRP)? 7. Are you certified by the: state of Colorado to perform lead-based paint abatement, or by the EPA to perform RRP work? If using suppliers and rental agencies, be sure to use the proper equipment (e.g. vacuums equipped with High Efficiency Particular Air (HEPA) filters). Possible sources of this equipment are Wise Safety and Environmental ( ), or Airgas On-Site Safety Services ( ). You can also check listings in the Yellow Pages under Safety Equipment and Supplies.
