1 Reserve for Future Episcopal Elections No single year Assessment Budget could bear the cost of a search for a new bishop. Each year s budget makes a contribution to build up an adequate reserve. This fund covers the cost of surveys, Search Committee expenses and travel, as well as travel and hosting of the final candidates, as well as the liturgical and practical expenses of the bishop s ordination and installation. Reserve for Lambeth This reserve fund is maintained to pay travel, lodging, and meals for all of our bishops who attend Lambeth Conferences. Canon Jeff Golliher Parish or Organization: Committee on the Environment of the Social Concerns Commission Telephone and ; Title of Resolution(s): Appoint a Task Force to Study Socially and Environmentally Responsible Investing Text of Resolution(s): [5] Resolved: That the 237th Convention of the Diocese of New York ask the Bishop, in consultation with the Committee on the Environment and the Diocesan Investment Trust, to appoint a Task Force to study the merits of socially and environmentally responsible investing for The Episcopal Diocese of New York, which will make an interim report at Diocesan Convention, 2014, and make recommendations to its congregations and institutions at the Diocesan Convention, Explanation Socially and environmentally responsible investing provides a real and substantial focus for promoting values at the heart of the church s mission. According to Forbes, $3.74 trillion dollars in total managed assets in the United States today fall under investment guidelines of this kind. By taking advantage of tools like investment screening, shareholder activism, and community investing, we can be part of a growing movement to exert a positive, ethical influence over corporate policies in the direction of sustainability, human rights, equity, and justice. Explanation The completion of energy audits will allow our congregations to assess how they can reduce energy usage and operating costs, while reducing greenhouse emissions. In The Book of Common Prayer, we pray to God for a reverence for the earth as your own creation, that we may use its resources rightly in the service of others and to your honor and glory. We are called to become better stewards of energy use in the sacred space of our church buildings, as part of being better stewards of the earth. 62

Explanation Young adults and their leadership, enthusiasm and gifts for ministry are valuable and necessary to our life as a Church in this millennium. Incorporation of young adult leaders on all levels of the Church is needed and desirable to bring fresh perspectives as well as to pass on the living histories of our communities from one generation to the next. Actively seeking young adult companions in leadership is a mutually beneficial relationship that requires intentionality and willingness to invite more laborers to take part in bringing forth the harvest. Explanation The title of Chief Administrative Officer was changed to Chief of Finance and Operations by Bishop Sisk, and the Canons should be amended to reflect the change. 63

8 Task Force On Human Resource Policy Minimum Compensation Resolution RESOLUTION ON MINIMUM COMPENSATION Proposer: Task Force on Human Resources Policy (Bishop Knudsen, staff to the Task Force) Bishops Offices, Diocese of New York Resolved [11] That the 237 th Convention of the Episcopal Diocese of New York raise the minimum annual stipend for Clergy by 2.3% effective January 1, [12] Be it further resolved that furthermore; that this standard (All Urban Consumers: US City Average) be applied to inform a triennial review of the minimum annual stipend for Clergy. Explanation: The minimum cash compensation has not been reviewed since the Diocesan Convention of , at which time a 3 year plan was adopted, to have effect through Our study of clergy salaries across the wider church, and reference to various indices, informed our work. We believe an increase of 2.3% is both reasonable and appropriate, and reflects the average Cost of Living increase documented by the Bureau of Labor Statistics Consumer Price Index for All Urban Consumers: US City Average for the last three calendar years. A review of the minimum annual stipend every three years allows the affected clergy some relief from the increasing cost of necessities while having a modest and predictable impact on parish operating expenses.

9 RESOLUTION : Sunday Supply Clergy Fees Proposer: Task Force on Human Resources Policy (Bishop Chilton Knudsen, staff to the Task Force) Bishops Offices, Diocese of New York Resolved: [13] That the 237 th Convention of the Episcopal Diocese of New York set the minimum fees for Sunday supply clergy as follows: $180 for one service, plus travel expenses at the IRS rate $270 for two services, plus travel expenses at the IRS rate $100 for a week-day service and furthermore be it resolved: Resolved: [14] That ministry in addition to the Sunday or week-day service be compensated at an additional amount agreed upon by the parish and priest Explanation: Supply fees have not been reviewed in several years. The sub-committee reviewed supply fee structures of The Dioceses of Long Island, New Jersey, New York, and Newark and the recommendation for supply fees in neighboring dioceses. We also identified that pastoral ministry, educational programs, etc. are not covered within supply fees. Additional requests beyond liturgy with sermon should be compensated at an amount agreed upon between the parish and the clergy.

10 Task Force on Human Resource Policy RECOMMENDATION: Compensation for clergy serving part-time We recommend that letters of agreement between a parish and priest use the guidelines suggested below for clergy serving part-time. Such agreements need to take into consideration the same categories of compensation as for full time clergy compensation, i.e. pension, medical insurance, travel, education, housing, self employment tax, etc. The letter of agreement should be negotiated based on a percentage of the clergy's minimum compensation: 4 days of work inclusive of Sunday: 80% of the clergy's minimum compensation 3 days of work inclusive of Sunday: 60% of the clergy's minimum compensation. 2 days of work inclusive of Sunday: 40% of the clergy's minimum compensation. 1 day of work inclusive of Sunday: 20% of the clergy's minimum compensation There is a broad range of clergy and parish situations in the Diocese of New York and compensation needs to be negotiated with all parties concerned, taking into consideration both the needs of the priest and the parish. It is worth remembering that minimums are precisely that, and higher compensation is an element in the negotiations. In the Compensation materials of the Diocese of NY it should be noted that : The Church Pension Fund for Clergy requires by Canon that every church unit must pay a pension assessment on behalf of its clergy based on the compensation package. This applies to full-time, part-time, supply or interim work or consultant work that continues for at least three months and where the stipend is at least $200 per month for other than reimbursement of travel expenses.
