The rates payable and charges levied are subject to review during the year. We hope you find the booklet both informative and handy for quick reference. 4 1 Foster Care Payments With effect from 5 April 2015, the rates below (per week) will be paid: Maintenance Element All foster placements Reward Element Non-related placements only Age - Years Under Note: Connected Person foster placements receive only maintenance element unless the required training is undertaken. All other KCC Local Authority foster carer placements are required to undertake the training and therefore receive both reward and maintenance elements. 2 Foster Care Skills Based Payments Payments to reward foster carers for their level of skills. With effect from 5 April 2015, the rates below will apply: Level Level Page 4
5 3 Specialist Foster Care Payments With effect from 5 April 2015, the rates below will apply: Single Placement Supplements Reward (per week) Plus maintenance according to age Therapeutic Fostering (per week) Age - Years Note: All foster carers will receive one consolidated weekly payment which will incorporate all the fixed allowances, including maintenance/personal allowance, etc for the child. Incorporated into the national minimum payment (maintenance element) is financial provision for carer s holidays, birthdays, religious observances & Christmas. Page 5
6 4 Adoption Service Charges Inter-Agency Charges Charges are set by the British Association for Adoption and Fostering Local Authorities - One Child - 27, Siblings - 43, Siblings - 60, Voluntary Adoption Agencies One Child - 27, Siblings - 43, Siblings - 60, Siblings - 68, Siblings - 80, Adoption Order, Special Guardianship Order and Child Arrangements Order Allowances In calculating allowances for Adoption Orders, Special Guardianship Orders or Child Arrangements Orders, Kent County Council has regard to the amount of fostering allowance which would have been payable if the child were fostered. The Local Authority s maintenance element of the fostering allowance, plus any enhancement that would be payable in respect of the particular child, makes up the maximum payment the Local Authority could consider paying the family. Kent County Council uses the Department for Education means test to calculate the allowance, using this maximum payment as a base. Page 6
