CMS Announces Next Round of Closed Hospital Redistributions Section 5506 of the Affordable Care Act (ACA) authorizes the Secretary of Health and Human Services to redistribute full time equivalent (FTE) resident slots when a teaching hospital closes. Regulations and an application process were established in the calendar year 2011 outpatient prospective payment system (OPPS) rule and have been clarified and amended in subsequent rules. In accordance with these rules the Centers for Medicare and Medicaid Services (CMS) recently published notice of the fifth round of the closed hospital process, which will redistribute cap slots from Infirmary West Hospital, Mobile, AL and Montgomery Hospital, Morristown, PA. For Infirmary West, the process will redistribute a total of FTE resident slots for indirect medical education (IME) purposes, of which were awarded to the hospital under the Medicare Modernization Act (MMA). Slots gained under the MMA resident redistribution process have an IME adjustment factor that is slightly less than half the usual IME multiplier. For direct graduate medical education (DGME) purposes, a total of slots are available for redistribution, including FTEs awarded to the hospital under the MMA. Direct payment for these slots is set at the hospital s locality-adjusted national average. For Montgomery Hospital, the process makes available a total of FTEs for IME purposes and FTEs for DGME purposes. Applications for slots from these hospitals must be received by CMS Central Office
