6 QUESTIONS AND ANSWERS WHEN WILL THE CONVERSION TO COLUMBIA STATE BANK ACCOUNTS AND SERVICES OCCUR? The conversion is scheduled for the weekend of May 28-31, However, the changes to your accounts will not be noticeable until Tuesday, June 1, WILL THE BUSINESS HOURS AT MY BRANCH CHANGE? All branches will retain the same hours of operation for your convenience after the conversion. The Cherry Heights and Hood River branches will be closed on Saturday, May 29, 2010 due to the system conversion. WILL MY BRANCH PHONE NUMBER CHANGE? No, local phone numbers will remain the same. WILL ANY OF MY CURRENT COLUMBIA RIVER BANK SERVICES BE UNAVAILABLE DURING THE CONVERSION WEEKEND? Personal Online Banking: The CRB Personal Online Banking system will be accessible during conversion weekend. Transfers and payments will not be available after 5:00 pm on Friday, May 28, As of 8:00 am on Tuesday, June 1, 2010 you may begin accessing your accounts through the Columbia State Bank Online Banking system at Business Online Banking: The CRB Business Online Banking system will not be available during conversion weekend. All business online banking services will be unavailable after 5:00 pm on Friday, May 28, As of 8:00 am on Tuesday, June 1, 2010 you may begin using Columbia State Bank s Online Banking system at Telephone Banking: New transfers and payments may not be initiated after 5:00 pm on Friday, May 28, As of 8:00 am on Tuesday, June 1, 2010 you may begin using the Columbia On Call telephone banking system at Personal and Business Bill Pay: You will not be able to make changes to existing scheduled payments or create any new payments from 5:00 pm Thursday, May 27, 2010 through 8:00 am Tuesday, June 1, Any payments you previously scheduled to occur during this period will be processed as usual. ATM: Two ATMs at CRB currently accept deposits. This function will be unavailable from 8:00 am on Friday, May 28, 2010 through 8:00 am on Tuesday, June 1, Should you need to make a deposit, you may do so through the Night Depository. Account Information WILL MY ACCOUNT NUMBERS CHANGE? Although most account numbers will remain the same, a small number of customers will be 6
7 notified that their account numbers will be changing. If your account number is changing, you will receive further details about the transition to your new account number. WILL MY ROUTING NUMBER CHANGE? Yes, your routing number will change to on June 1, However, items with the old Columbia River Bank routing number will continue to be routed and processed correctly. AFTER THE CONVERSION, CAN I STILL USE MY COLUMBIA RIVER BANK CHECKS? Yes, we will continue to honor your CRB checks. As you re-order checks, your checks will carry the Columbia State Bank logo and routing number. If you order checks from somewhere other than the Bank, please contact your local branch prior to placing your order. WILL THE FEATURES OF MY ACCOUNT BE THE SAME? The features of your account will change. Please review the Account Conversion Charts to locate your current account and learn the features of your new Columbia State Bank account. WILL FEES CHANGE? Your fees will change as of June 1, Please review the Account Conversion Charts and Services and Fees Schedule for a detailed list. WILL MY STATEMENT CYCLE DATE CHANGE? You will receive a final statement for your Columbia River Bank account ending on May 31, The new statement cycle date for your Columbia State Bank account will be similar to your current cycle date. Business accounts will continue to receive a statement cycle that ends on the last day of each month. WILL THE INFORMATION ON MY STATEMENT CHANGE? No, the information you are used to seeing on your statement will remain the same. However, the layout will change after the conversion. A sample statement is available for you to review in the Online Welcome Center at WILL MY AUTOMATIC TRANSFERS BETWEEN PERSONAL ACCOUNTS CONTINUE? Yes, all automatic withdrawal and deposit functions between your personal accounts will continue without interruption. After conversion, if you need to change or delete a recurring transfer, please contact your branch. New automatic transfers may be created using Columbia State Bank s Personal Online Banking system beginning June 1,
8 QUESTIONS AND ANSWERS WILL MY AUTOMATIC TRANSFERS BETWEEN BUSINESS ACCOUNTS CONTINUE? If your automatic transfers were created using Columbia River Bank s Business Online Banking system, they will not continue. You may re-establish your automatic transfers through the Streamlined Online Banking system after the conversion. WILL MY AUTOMATIC PAYMENTS CONTINUE WITHOUT INTERRUPTION? Yes, all automatic payments will continue to be withdrawn from your accounts as they were originally created (vendor payments, utility payments, club dues, etc.). WILL THE ORDER IN WHICH MY ITEMS ARE PAID CHANGE? Yes, your current account pays checks in numeric order. Your new Columbia State Bank account will pay items in the order of the smallest dollar amount to the largest. WILL MY BOUNCE PROTECTION SM CONTINUE? Though Columbia State Bank does not offer the Bounce Protection program, we will continue to provide overdraft privilege services for customers currently enrolled in Bounce Protection. The service will now be called the Overdraft Coverage Program. As always, no action is needed on your part to participate in this courtesy program and your overdraft limit will be automatically assigned. The following chart shows the different ways you may access your Overdraft Coverage and indicates whether or not this limit will be reflected in the available balance provided. As your financial partner, we have several options available to help you manage unanticipated expenses. Please speak with your local branch to review which option best meets your needs. New federal regulations require you to opt into overdraft coverage that is accessible by your Debit or ATM card. In order to continue to receive access to your Overdraft Coverage
9 through your Debit and ATM card, we need to hear from you. We have enclosed a form that explains the overdraft program requirements and provides you with the means by which you may notify us to continue this service. If we have not received a notification from you by August 15, 2010 we will no longer be able to provide you with access to your Overdraft Coverage through your Debit or ATM card. If you are enrolled in Bounce Protection and also have an automatic transfer from savings to prevent overdrafts, please see the following question. MY SAVINGS ACCOUNT AUTOMATICALLY TRANSFERS MONEY TO PREVENT MY CHECKING ACCOUNT FROM BEING OVERDRAWN. WILL THIS CONTINUE? Yes, your savings account will continue to automatically transfer funds to your checking account in order to prevent an overdraft. As a result, your account will not be entered into Columbia State Bank s traditional Overdraft Coverage Program. The savings account transfer fee will remain at $10.00 per transfer. If you wish to add the traditional Overdraft Coverage Program to your account, your automatic savings transfer will be discontinued. WILL MY KLICKITAT VALLEY BANK IRA CHANGE? Your KVB IRA is currently classified as a savings product. It will be re-assigned as an IRA CD and will default to a six month auto-renewable term with applicable rate. (See attached rate sheet) WILL MY CD OR IRA CHANGE? Your CD or IRA will continue its current term and rate until maturity. If your CD or IRA is set to auto-renew, your interest rate will default to the posted rate at that time and interest payments will either be paid quarterly or at maturity. WILL MY HEALTH SAVINGS ACCOUNT CHANGE? Your Health Savings account will continue to be administered as it is today. WILL MY VISA CREDIT CARD CONTINUE TO AUTOMATICALLY TRANSFER FUNDS TO PREVENT MY CHECKING ACCOUNT FROM BEING OVERDRAWN? Your VISA credit card will no longer transfer funds to prevent an overdraft. If you are enrolled in this service, you will receive a letter with details about our Personal or Business Reserve Line of Credit overdraft product. I ALREADY HAVE ACCOUNTS WITH COLUMBIA STATE BANK. WITH MY COLUMBIA RIVER BANK ACCOUNTS, MY DEPOSIT TOTALS WILL BE MORE THAN $250, WILL I STILL BE COVERED BY FDIC INSURANCE? Your transferred deposits will be separately insured from any accounts you may already have at Columbia State Bank for at least six months after the date of the acquisition 9
10 QUESTIONS AND ANSWERS (Monday, January 25, 2010). This grace period gives you a chance to restructure your accounts, if necessary, to make sure you have 100% FDIC coverage. Time Deposits (CDs) transferred to Columbia State Bank are separately insured until the earliest maturity date after the end of the six-month grace period. Time Deposits (CDs) that mature during the six-month grace period and that are renewed for the same term in the same dollar amount (either with or without accrued interest) continue to be separately insured until the first maturity date after the six-month grace period. If a Time Deposit (CD) matures during the six-month grace period and is renewed on any other basis, it would be separately insured only until the end of the six-month grace period. Debit & ATM Cards WILL MY ATM OR VISA DEBIT CARD STILL WORK? Yes, all Columbia River Bank ATM and VISA Debit Cards will continue to work with your existing Personal Identification Number (PIN) without interruption. WILL THE DAILY LIMITS ON MY ATM AND VISA DEBIT CARD CHANGE? VISA Debit Card daily limits will be: $ at the ATM $ for PIN based transactions $3, for signature based transactions $5, for VISA Business Debit Card signature based transactions. ATM card daily limits will be: $ at the ATM $ for PIN based transactions VISA Debit and ATM card limits are subject to available account balances. WILL MY DEBIT CARD CONTINUE TO ACCRUE POINTS WITH THE SCORECARD REWARDS PROGRAM? All points will stop accruing on April 30, 2010 and must be redeemed by June 30, WILL ATM BANKING FEES CHANGE? Some of the ATM fees may change. Please refer to the Services and Fees Schedule. 10

You will be able to make deposits through the ATMs at the following locations: 202 W Main St Goldendale, WA E 3rd St The Dalles, OR Credit Cards WILL MY COLUMBIA RIVER BANK VISA CREDIT CARD STILL WORK? Yes, your card will remain open unless you are otherwise notified by Elan (U.S. Bank). DO I CONTINUE TO SEND MY COLUMBIA RIVER BANK VISA CREDIT CARD PAYMENTS TO THE SAME LOCATION? Your CRB credit card was issued by Elan (U.S. Bank). You will continue to send the payment to the address identified for payment processing. You will not be able to make direct payments at former CRB branches. Online Banking WILL MY PERSONAL ONLINE BANKING BE CONVERTED? Yes, your Personal Online Banking service will be transferred to the Columbia State Bank system during conversion. Your User ID and password will change. You will receive a temporary User ID and a temporary password in the mail prior to conversion weekend. For a preview of the Columbia State Bank online banking system, please visit the home page at WILL MY BUSINESS ONLINE BANKING BE CONVERTED? Yes, your Business Online Banking services will be converted to the Columbia State Bank Streamlined Online Banking system during conversion. Your User ID and password will change. You will receive a temporary User ID and a temporary password in the mail prior to conversion weekend. For a preview of the Streamlined Online Banking system, please visit the home page at Some business customers may be contacted by the Columbia State Bank Treasury Management department to determine if they would benefit from our Commercial Online Banking product. A Treasury Management representative will provide you with details about the conversion to Commercial Online Banking. 11
12 QUESTIONS AND ANSWERS HOW WILL I ACCESS PERSONAL OR BUSINESS ONLINE BANKING? As of 8:00 am Tuesday, June 1, 2010, you may access any Columbia State Bank Online Banking service from the home page at WILL MY estatements CHANGE? After the conversion, your estatements will be available through the Online Banking system. You will continue to receive notification when future statements are available for viewing. Statements prior to December 2009 will not be accessible through the Columbia State Bank Online Banking system. If you anticipate needing these statements, you may wish to print them out prior to conversion. As always, copies of your statements will be available upon request at your local branch. WILL I SEE MY FULL TRANSACTION HISTORY IN MY PERSONAL OR BUSINESS ONLINE BANKING? Activity that occurred prior to June 1, 2010 will not appear in the transaction history of your new Online Banking system. You may refer to your final Columbia River Bank account statement or contact your branch for transaction detail. WILL I BE ABLE TO VIEW IMAGES OF MY CHECKS ONLINE? Images of checks that cleared your account prior to June 1, 2010 will not be available for viewing. If you would like a copy of a check prior to that date, please contact your local branch. WILL MY PERSONAL OR BUSINESS BILL PAY CHANGE? No, your Bill Pay service will remain the same. All of your established payees will remain available. HOW WILL I LOG INTO PERSONAL AND BUSINESS BILL PAY? Once you have logged into Online Banking, select Bill Pay from the menu on the left. You will no longer need to provide a separate login. You will automatically be logged into the Bill Pay system. Telephone Banking WILL THE TELEPHONE BANKING PHONE NUMBER CHANGE? Yes, the new Telephone Banking number will change as of 8:00 am June 1, At that time, you may begin accessing the Columbia On Call Telephone Banking system at WILL MY TELEPHONE BANKING PIN CHANGE? Your Telephone Banking PIN will be changed to the last four digits of your social security 12
13 number as of 8:00 am on June 1, We encourage you to change this to a more secure value by calling and selecting the PIN change option from the main menu. WILL TELEPHONE BANKING MENUS AND OPTIONS CHANGE? The menus and options will change, however most of the options you are used to will remain available. You may use either the speech recognition menus or those responding to your touch tone keypad. (Speech recognition features are not available in Spanish.) The Columbia On Call system does not support an option to request a fax of your statements. You may contact your branch or enroll in estatements to access a copy of your last statement. Loans & Lines of Credit WILL MY EXISTING LOAN ACCOUNT NUMBER AND INFORMATION CHANGE? No, your loan numbers and information will remain the same. WILL MY EXISTING LINE OF CREDIT ACCOUNT NUMBER AND INFORMATION CHANGE? No, your line of credit account number and information will remain the same. AFTER THE CONVERSION, CAN I STILL USE MY COLUMBIA RIVER BANK PAYMENT COUPONS TO MAKE LOAN PAYMENTS? Yes, you may still use your current loan payment coupons. WILL MY AUTOMATIC LOAN PAYMENTS CONTINUE WITHOUT INTERRUPTION? Yes, all automatic loan payments will continue without interruption. WILL MY LOAN OR LINE OF CREDIT ACCOUNT STATEMENT CHANGE? Although the appearance of your statement will change, the payment detail will remain the same. HOW DO I APPLY FOR A LOAN? Visit your local branch or print out a loan application from our website DOES COLUMBIA STATE BANK OFFER AGRICULTURAL LOANS? Yes, we will continue to offer agricultural loans. Yes, if you are currently enrolled in Identity Guard, you will continue to see the same identity theft benefits. WILL MY ID PROTECT ALL COVERAGE CONTINUE? You will no longer be enrolled in the ID Protect All product. 19 IF YOUR CURRENT ACCOUNT IS: PERSONAL HEALTH SAVINGS Transition to: NO CHANGE There will be no changes to your Health Savings account. Your account will continue to be administered as it is today. PERSONAL BANKING ACCOUNT DISCLOSURES 1. Check Imaging The ideal system for organizing cancelled checks. Check images are printed in check number order and sent with your monthly statement. Image copies of cancelled checks are widely accepted as proof of payment. 2. Check Safekeeping Eliminates the need to store cancelled checks. Every month, you will receive a detailed statement showing transaction dates, check numbers and amounts along with all other activity. You may then utilize Online Banking to make inquiries. Check images are kept for seven years and may be requested at any time. 3. One convenient statement Combine your Columbia State Bank accounts on a single monthly statement. The combined statement may include your checking, savings & certificate of deposit accounts. 4. The number of transfers & withdrawals is limited for savings and money market accounts. A $5.00 charge per withdrawal may be assessed after the sixth withdrawal per statement cycle. If you continue to exceed the number of transfers or withdrawals, your account may be closed or the account type may be changed. 5. If the balance requirement to avoid the monthly maintenance charge is based on a minimum, you must maintain that minimum balance each day to avoid the disclosed maintenance charge. 6. Up to two boxes of checks per calendar year. 7. Requires enrollment in Online Banking. Please refer to the Services & Fees Schedule for additional fees that may be assessed against your account. 19

21 PERSONAL ONLINE BANKING Personal Online Banking combines the convenience of 24 hour access to your accounts with the powerful online tools you need to effectively manage your money. HOW MUCH WILL IT COST? To process sales drafts for deposit, a fee is assessed called a Discount. We charge a straight forward and competitive Discount. Some card processors quote a reduced Discount, or what is commonly known as an unbundled rate, and then tack on additional costs, i.e. interchange, per item charges, transaction charges, statement fees, charge-back fees, and other miscellaneous charges. Our base Discount covers the cost of processing your credit card sales without those extra charges. Your quoted Discount will be charged once a month on the actual drafts processed for deposit that month. The rate you will be quoted includes the costs involved in processing those drafts. If you rent Point of Sale (P.O.S.) terminals for draft capture, the fee is listed separately. VOICE AUTHORIZATION We provide voice authorization at no costs for merchants as a back-up support for merchants utilizing the P.O.S. terminal and dial pay program. REASONABLE SET-UP AND RENEWAL CHARGES For each location, the set up charge is competitive and includes new application processing, 36

At the end of the day, credit cards are reconciled and transmitted to the financial institution for deposit processing into your business checking account. CASHING OR DEPOSITING FOREIGN DRAFTS Columbia State Bank will purchase drafts (checks) drawn in foreign currencies and payable in foreign countries, providing immediate access to U.S. dollars and eliminating the need for a lengthy and expensive collection process. Our daily exchange rate sheet is updated each morning. We provide immediate credit if the check is not stale-dated and has been endorsed correctly, and the dollar amount is in the same currency as that of the country in which the check is drawn (Canada may be in USD or CAD). If we are unable to provide immediate credit, we will send the check on a collection basis. FOREIGN CURRENCY When planning a trip abroad, save time and trouble by securing foreign currency before departure.
