2 Minority Business Development Division (Who We Are And What We Do) The Minority Business Development Division (MBDD) mission is to provide Minority and female owned businesses the maximum practicable opportunity to participate in the performance of contracts awarded by the County. We accomplish this by: Promoting and serving as an advocate for the Minority Business Enterprise (MBE) community, as well as, advocating equity in County and other private procurement matters; Acting as a resource in developing entrepreneurial capabilities in minority firms aspiring to partner with minority firms; Working in tandem with the Contract Administration and Procurement Division (CAP) to help achieve the County s established goal of 30% minority business participation on County procurements. 2

3 Components of MBDD Program The MBDD program is comprised of five major components: MBE Procurement Assistance Business Development MBE Certification DBE Certification Training and Outreach 3

4 MBE Procurement Assistance To enhance the opportunities for MBE s to participate in the County s procurement, the following instruments are used: Bonus Point System Mandatory Subcontracting Restricted Bids 4

5 Business Development The MBDD is fully committed to the development of the minority business community. We provide the following services: Advocacy Procurement Opportunity Guidance Vendor Days Seminars/Workshops 5

6 Taking The Puzzle Out of Minority Business Certification Process What Is A MBE? Minority Business Enterprise (MBE) is a firm that is at least 51% owned by one or more minority individuals; and, whose management and daily operations are controlled by one or more such individuals. The County legislation defines minority individuals as those from the following groups: African- Americans Asian Americans Females Hispanic Americans 6

7 Taking The Puzzle Out of Minority Business Certification Process (cont d) The MBE Program in Prince George s County requires certification with either the Maryland Department of transportation (MDOT), the Washington Metropolitan Area Transit Authority (WMATA) or the Maryland District of Columbia Minority Supplier Development Council, (MD-DC/MSDC) plus the completion of our Vendor/MBE online registration listed on the Prince George s County website. I. Complete a Minority Business Enterprise/Disadvantage Business Enterprise (MBE/DBE) application with one of the following organizations: i. MDOT /Website: ii. iii. 8 Taking The Puzzle Out of Minority Business Certification Process (cont d) Once your company is approved by MDOT, WMATA, or MD- DC/MSDC submit a copy of your MBE Certification letter to : Minority Business Development Division 1400 McCormick Drive, Suite 281 Largo, MD II. Certification is for one year only; re-certification letters will be mailed prior to the expiration of your current certification and is required annually. 8

9 INTERIM CERTIFICATION To obtain Interim MBE Certification (6 months only) All of the following criteria must be met: 1. Complete an electronic filing application: 2. The company must be currently certified as a Minority Business with one of the following agencies: Federal Government/Small Business Administration (SBA) 8(a) Program (202) /Website: District of Columbia Government/Dept. Of Small and Local Business Development (202) /Website: City of Baltimore/Minority & Women s Business Enterprise (410) /Website: Commonwealth of Virginia Department of Minority Business Enterprise (804) /Website: 9

10 INTERIM CERTIFICATION (cont d) III. Submit a letter from MDOT, WMATA, or MD-DC/MSDC acknowledging that your application for MBE Certification has been submitted, reviewed for completeness, including the initially required supporting documentation and assigned to an investigator IV. If the minority owned firm identify an upcoming solicitation in the County, that they plan to bid, they can request a waiver of the requirement number 2 requirements above. The waiver request must be in writing, The waiver request must be accompanied by an acknowledgement letter from MDOT, WMATA or MD- DC/MSDC stating that the company has submitted the initially required supporting documentation and the case has been assigned to an analyst/investigator. 10

11 MBE DIRECTORY The County Directory of Certified Minority Businesses is a comprehensive list of more than 700 Certified MBEs with Prince George s County, classified by economic activity. The Directory is posted on the County website: 11

12 DBE Certification DBE program allows the County to receive grant funding from the U.S. Department of Transportation and allows DBEs to be qualified by the County. The Executive Director of MBDD serves as the DBE Liaison Officer, and is responsible for the DBE program. County accepts DBE Certification from MDOT, and requires proof of all such certifications obtained by DBEs. Firm must be a small business that does not exceed U.S. Small Business Administration s (SBA) size standard. 12
