1 KICK-OFF MEETING Naples, Report This document summarizes the results reached at the March 25, 2011 Project COLOUR Kick-off Seminar (Naples, Italy), co-organised by lead partner Agenzia per il Lavoro (ARLAS) and coordinating partner ISFOL. A total of 80 participants, including national and transnational partners, Italian policy makers and various local actors from the Campania Region, attended the meeting. I. MORNING SESSION 1. Opening After welcoming the participants and transnational partners, ARLAS Director Paolo Gargiulo briefly illustrated the mission and tasks of the agency assisting the Campania Region in the field of VET and employment policies. Mr Gargiulo pointed out how with the great challenges - huge unemployment rates and ever-increasing migration flows - faced by the Campania Region (an ESF Convergence Objective Area), Project COLOR is very relevant both for policymakers and for practitioners. This is why, he concluded, this small-scale project is expected to deliver sound and practical solutions.

Key Speeches Severino Nappi, Campania Region Councillor for Employment, Vocational Training and Guidance, Migration and Immigration Policies welcomed national and transnational partners and local actors. He stated that Project COLOUR will pave the way towards greater social integration as it addresses the qualification recognition needs of migrant workers in the construction field. The Project will restart the process for establishing a regional repertory of qualifications, which has been on hold since 2003, and is expected to contribute to relevant employment policy priorities for the current Programming Period at the Regional level. Monica Lippolis, Italian Ministry of Labour, confirmed the DG s interest in this small-scale, yet promising project. Ms Lippolis placed ECVET in a broader context as one of the many tools promoting the transparency of citizens competences, along with Europass, EQARF, etc. She then explained how ECVET is a niche (a total of 8 ECVET projects are underway at EU-level involving 16 Member States and a total of 43 partners), a suitable test bed whose results will be assessed in 2014 against the ECVET Recommendation. Finally, she emphasised how the project focus on two sectors is in-line with the New Skills for New Jobs Recommendation and, in particular, green and white jobs. Marina Rozera, Director of the ISFOL Leonardo da Vinci National Agency, emphasised that COLOR is fully consistent with the national policy objectives in the field of competence recognition. In Italy, the Leonardo da Vinci (LdV) subprogramme addresses six projects in the construction sector and 8 white-collar jobs. Moreover, 67 project proposals on competences were evaluated for the national LdV call. COLOR is a small, yet highly relevant project and an integral part of a broader dynamic testing ground. 3. Technical Presentations Two ISFOL experts from the Learning Systems and Methodologies Area gave technical presentations. Manuela Bonacci illustrated the ECVET system and its synergies with the implementation of the EQF and with other relevant processes in the field of transparency and mobility of qualifications across Europe. 3 Then, Marta Santanicchia presented the main actions envisaged by the COLOR Work Plan. These range from the consolidation of the institutional partnership to the application of ECVET mechanisms to a range of qualifications in the construction and family care sectors. The presentation is available here (Italian version). 4. Video Presentation ISFOL produced a video on Project COLOR that includes a general presentation and interviews with the national project partners. The video, which was shown to the audience at the kick-off meeting, will be available on the project website in the autumn. 5. Roundtable: ECVET for Recognising Competencies: investment and benefits Marina Rozera moderated this roundtable with the representatives of the Partner Regions: Marco Albanese (Basilicata), Gianni Biagi (Tuscany), Arcangela Galluzzo (Latium), Nadia Cordero (Piedmont), Pasquale Di Marzo (Campania). The project partners had the opportunity to describe both the main challenges of implementing ECVET in their specific regional contexts and the expected benefits of Project COLOR. In brief: The Tuscany Region identified the challenge of ensuring that the 250 professional figures approved at regional level be consistent with ECVET; in terms of benefits, COLOR is expected to contribute to the development of a common language on qualifications at the national level. The Campania Region expects COLOR to help relaunch the establishment of a regional system (Repertory of Social Professions), a process that has been on hold since The Lazio Region aims to strengthen the family carer and construction sector local networks and technical groups. Moreover, with respect to the construction sector, COLOR can contribute to fighting irregular work. The Piedmont Region has a fairly advanced system under implementation with an additional 200 qualifications. A Handbook for Credit Certification and Recognition was recently approved following a wide consultation with local actors. COLOR will provide an opportunity to fine-tune the Handbook and its procedures. The Basilicata Region sees its involvement in COLOR as very timely and profitable. The Region is just beginning to lay the foundations for its Repertory (a preliminary methodological document was drafted on February
4 and a technical group will be created in June). COLOR will test the feasibility of the methodological approach that will be defined shortly. Marina Rozera closed the morning session by reminding participants of the great opportunities provided by the Europe Festival (Florence, 6-8 May) to increase the visibility of Project COLOUR. 4
5 II. AFTERNOON SESSION The afternoon session was divided into two parts: 1. TRANSNATIONAL PARTNER EXPERIENCES The afternoon session provided attendees with an opportunity to learn about the EQF and ECVET experiences of three transnational partners: Romania, Malta and Scotland. National Centre for TVET Development, Romania Andreea Craciun, National Centre for TVET Development, underlined the fact that transnational partners are not just external experts. We are here to learn, she explained, indicating that EU projects allow them to keep up with LM changes. After presenting the duties of the National Centre TVET, Ms Craciun reviewed the steps taken to apply ECVET to IVET in Romania. Though the recognition of non-formal and informal learning is not currently feasible for IVET, Ms Craciun concluded that the recognition of VET periods spent abroad and the portability of learning outcomes within the country are possible; flexible individual learning pathways are available; and the recognition of parts of VET qualifications from other systems, qualifications or institutions is possible. Opportunities do exist to transfer credits across qualification systems and between qualifications. Ms Craciun s presentation is available here. Malta Qualification Council, Malta Richard Curmi presented the Educational System in Malta, the role of the MQC and explained the far-reaching implications of the Malta Qualification Framework. In providing an account of relevant ESF projects, Mr Curmi especially stressed the key role of stakeholders throughout the process. His presentation is available here. Scottish Credit and Qualifications Framework, Scotland Margaret Cameron illustrated the Council s experience in providing guidance on EQF application. The underlying principle governing the process has been that the benefits for the end user should outbalance the bureaucratic burden. Her presentation is available here. 5
6 Ms Cameron s feedback as an external observer to the Italian processes may be summarised as follows: 1) there is a huge need to share information and listen to each other; 2) keep it simple and minimise bureaucracy ; 3) keep the target groups and employers in mind; 4) find ambassadors for each COLOUR sector; 5) demonstrate the process quality issue; 6) little progress has been made though the assessment of prior learning (APL) started in 1995; an APL Centre is being set up with a University. 2. LOCAL ACTOR EXPERIENCES Claudia Villante (ISFOL Leonardo da Vinci National Agency) moderated the final session in which select local actors presented their experience in the project target sectors (healthcare and construction). Massimo Maciocia, representing the Campania Region School District illustrated an on-going project in the schools of Herculaneum (Province of Naples) that, based on a unique social competence, seeks to create - via teaching modules - a curriculum linking a students record from first grade to the first two years of high school. Gennaro Curallo, from the Dedalus Cooperative in the field of migrant social inclusion, emphasised the importance of engaging stakeholders and reaching agreements in order to pilot-test innovative practices in favour of family carers and promote the inclusion of women from disadvantaged backgrounds. Franco Taurino (CEFME) and Mario Vitolo (OBR, a bilateral body), who addressed the construction sector, are both engaged in the GECO Project on green economy. Mr Taurino presented the activities of the construction school in the province of Benevento, a non-profit training organization for construction workers and new entrants, while Mr Vitolo emphasised how companies need to simplify systems standards and announced that the GECO Project will kick-off a series of testing activities on green job skills, once the current testing on renewable energy sectors is completed. 6
7 3. CONCLUSIONS A. Acocella, Director of the Campania Region Labour Market Observatory (ORMEL) concluded the meeting by highlighting the changes occurring in the occupational make-up of workers, characterised by an increasing exclusion of manual workers and a growing demand for skilled workers. A revolution is taking place in the market, not only in terms of consumption, but also of needs. Therefore, in a knowledge-based economy, innovating in a systematic manner is of paramount importance to remain competitive. Event photo gallery is available at 7
