This has included the development and implementation of national security policy, implementation of requirements, and the conduct of detailed vulnerability assessments (VA) and self assessments, audits, and inspections in the physical protection of nuclear weapons, weapon components, special nuclear materials, classified and sensitive information (Information Security), personnel security, classification and declassification of sensitive and national security information, antiterrorism, and Law Enforcement and protective force operations. We have conducted VAs of federal nuclear facilities/assets, civil aviation facilities/assets, Department of Homeland Security facilities/assets, and international and domestic petroleum reserve facilities. GEM has exceptional capability in the management of programs and projects affecting energy, the environment, and various defense-related programs. GEM s engineers also provide many years of experience in solving the difficult problems associated with the government s transition from defense-related activities to the stabilization and environmental clean-up activities. GEM currently provides expertise in all disciplines of security to the Department of Energy (DOE) and its National Nuclear Security Administration (NNSA) and VA support of the Department of Homeland Security (DHS). 3 GEM provides program management, drafting & design, administration, procurement, and information system support to DM, the M&O SPR Contractor. GEM staff covers all areas of program management and execution, including front office and department administration, procurement and all related fiscal responsibilities, drafting & design of as-built configuration of the SPR facilities, and information systems (systems administration, application maintenance, training, and graphics). GEM also oversees all office procurement and fiscal activities, ensuring complete accounting for all expenses and proper budget formulation and execution is conducted. GEM also produces and maintains SPR s docket tracker, which provides up-to-date information on all United States Strategic Petroleum Reserve activities. Additional support includes graphics production, audio-visual equipment hook-up and operation, and keeping a ledger of all work orders. GEM was awarded the Global Threat Reduction Initiative (GTRI) a worldwide Multiple Award Schedule (MAS) contact under the US DOE s NNSA, valued at $10,000,000. GEM provides services to the NNSA Office of Global Threat Reduction (NA-21) mission, within the Office of Defense Nuclear Nonproliferation (NA-20). NA-21 and NA 20 prevents terrorists from acquiring the nuclear and radiological materials needed for use in weapons of mass destruction (WMD) and other acts of terrorism. Within the context of this proposed procurement action, NA-21 works at sites worldwide to remove and/or protect nuclear and radiological materials deemed to be at risk for theft or misuse. Projects can range from evaluation and augmentation of the physical security of nuclear and radiological materials to removal and disposition of such materials in a secure and safe manner. Currently, NA-21 is active in more than 40 countries around the world. GEM currently has the DOE/NNSA Technical, Engineering, and Programmatic Services (TEPS), and was awarded the DOE/NNSA Enterprise-Wide Management, Organizational, and Administrative (MOA) Support Services BPA in The services covered under the BPAs are: Program Management and Integration; Technical Services; Engineering Services; Safeguards and Security; Personnel Management; Acquisition Support; Records Management; Workshop/Conference Support; Human Resources; Financial Management; Translation and Interpretation Services; Training; Configuration Management; Mailroom and Correspondence Support; and Inventory Control/Management. These two BPAs are for five years and have an estimated ceiling of $250 million each. GEM was awarded the Federal Bureau of Investigation (FBI) Solutions for Administrative and Program Services (SOAPS) BPA in February The services covered under the BPA are: Program Management and Analysis; Administrative Services; Engineering and Operations Research; Risk Management; Quality Assurance; Budget Management; Program Requirements Definition; Subject Matter Expertise; Systems Planning and Development; and Training. This BPA is for five years and has an estimate ceiling of $750 million. GEM currently provides special personnel security services, access control support, and weapons of mass destruction (WMD) support to various FBI sites. Additionally, GEM has provided support to DOE s Richland Operations Office, Hanford Plateau Remediation Project. GEM provides technical support in all disciplines of S&S, including Protection Program Management, Emergency Management, Protection Program Operations, Page 2
4 Information Security, Badging and Security Education/Awareness, Technical Security Countermeasures, Communications Security, Security Incidents, Foreign Ownership, Influence and Control, Classification, Material Control and Accountability (MC&A), Personnel Security, Operations Security, Cyber Security, Protective Force, and Physical Security Protection Systems. Specifically in the area of Emergency Management, GEM provides support and interfaces to ensure compliance with Emergency Response requirements at applicable HRP facilities, including conducting Emergency Preparedness (EP) drills and support access to the MSC fire services personnel. GEM support of the Emergency Management Program includes: Surveying and assessing hazards Developing Emergency Action Plans Preparing Building Emergency Plans Documenting Contingency Plan requirements Issuing Emergency Response Procedures Staffing Site Level and Facility Emergency response organizations Developing, conducting, and assessing emergency training and drills Providing emergency equipment Conducting assessments Corporate Revenues and Staffing Numbers and Retention Statistics GEM has become a successful small business by hiring conscientious employees and developing sound technical expertise, offering high technology services at low competitive rates, and demonstrating exceptional talent for problem solving.
