2 Purpose of AaaS Offering Meet the Customer Challenge Multiple tools and methods prevent rapid utilization and effective outcomes Inability to test data against methods, tools, models and approaches before buying Defining the outcome and staying focused requires experienced advisors More government experience which can be blended with private sector Expertise in IT, Modeling, Analysis, and Programs may be disparate or dependent on one or two people Data Management is a hurdle starting with knowing what, from whom, for what purpose, for what use, and under what authority Domain expertise is needed to bridge the gap between software capability and program objectives or specifics

3 What Is the AaaS Offering Purpose AaaS will be a catalog of shared services to be sold as a central resource for analytics capabilities with initial focus on program, financial, acquisition, security, and oversight areas in agencies as well as the General Services Administration Catalog will integrate tools, license management, environments for testing and deployment planning, and access to an array of data Outcomes Reduce costs government wide and generate customer savings: Uniform licensing and rapid low cost provisioning of environments, utilize methods applicable to government, align tools with objectives Grow market share and increase business volume: offer potential customers ready access to tools and services in support of their analytic needs

4 AaaS Capabilities AaaS will establish four segments of analytics capabilities which support the Managed, Modified and Menu Service delivery models: Software, Licenses, and Tools Environments for testing, development, and production support Data resources (data that is available to an organization) Professional Services Dynamically managed service catalog (as vendors, products, services, technical enabling environments mature or change) Tools for analytics evaluation, data quality/prep, predictive, visualization, geospatial, and prescriptive analytics Pricing and quantitative methods for government-wide procurement evaluation Rapid provisioning of licenses and environments (hours instead of weeks, months) Advanced capabilities to support modeling and build algorithm libraries Impact Analysis Forecasting Help to develop actionable information to improve purchasing and program performance

5 AaaS Delivery Models The AaaS shared service will use specific models of service delivery: Managed Service: enable end-to-end support to agencies that are in the beginning phases of an analytics program, requiring guidance on tools and implementation of those tools Modified Service: capture a blend between the Managed and Menu Driven Service where agencies may have some software and/or services and are seeking to augment or make changes Menu Service: targeted to sophisticated customers that have a clear understanding of their requirements The shared service is based on five initial federal consumer dimensions: Program, Financial, Acquisition, Security and Oversight
