1 OFFICE OF INSURANCE REGULATION LEADERSHIP Kevin M. McCarty, Florida s Insurance Commissioner Kevin McCarty began his career in public service in 1988 becoming an expert in workers compensation issues with the Department of Labor & Employment Security. His experience gained him a position with the Florida Department of Insurance in In 1992, McCarty became a point-man to implement strategies to improve the private marketplace following the devastation of Hurricane Andrew. The Governor and Florida Cabinet announced McCarty as the first appointed insurance commissioner in January Throughout his career, McCarty has cited three main principles that have guided his vision of government s role in society: 1.) Government should serve and ultimately be accountable to the people; 2.) Government should be transparent in its operations, and treat its clients fairly and equitably; and 3.) Government should promote a vibrant, competitive marketplace while protecting those unable to protect themselves. McCarty has cemented his reputation as an innovator utilizing technology to improve the regulatory process, with the electronic rate and form filing and application processes, increasing speed to market for insurers and reducing administrative costs for insurers. He continues to focus on stabilizing the Florida property insurance market, implementing personal injury protection (PIP) reform and protecting Florida s consumers. McCarty remains committed to promoting growth and attracting capital to the Florida insurance market through continued interactions with domestic and foreign companies as well as global reinsurers and investor groups. As an advocate for encouraging business and capital growth, McCarty supports expanded opportunities for international insurers to operate in Florida. His work within the National Association of Insurance Commissioners (NAIC) ensures Florida consumers and insurers have a voice on national insurance issues. He served as President of the NAIC in Florida will participate on over 50 committees, task forces and work groups in McCarty also serves as Secretary of the Non-Admitted Insurance Multi-State Agreement (NIMA) group. He has elevated Florida s international presence by serving as a NAIC representative on the International Association of Insurance Supervisors (IAIS) Executive and Technical Committees and is the co-vice chair of the IAIS Executive Committee. McCarty received his Bachelor s Degree and Juris Doctorate from the University of Florida. Rebecca Matthews, Chief of Staff Rebecca Matthews was appointed as Chief of Staff to Florida Insurance Commissioner Kevin McCarty in December 2013 after serving as the Deputy Chief of Staff for five years. In this position, Ms. Matthews serves as a policy advisor to the Commissioner, chief lobbyist on agency fiscal matters and manages the operations of the Office. She directly oversees the offices of Deputy Chief of Staff, Government Affairs, Communications, Market Research & Technology, Budget, Personnel, and Contracts. Prior to joining the Office, Ms. Matthews served as Legislative Affairs Director for both the Florida Department of Management Services and the Florida Lottery. She also served in lead communications positions, including as Vice President of Communications at the Florida Bankers Association. Ms. Matthews received her Bachelor of Science degree in Communications from Florida State University with a minor in Political Science. 1
2 Belinda Miller, General Counsel As the Office of Insurance Regulation s (Office) General Counsel, Ms. Miller directs the Legal Services Office which consists of 22 lawyers that are divided into two broad functional areas, Regulatory Actions and Litigation. In addition, she provides legal counsel to the Commissioner and the Financial Services Commission regarding all matters related to the regulation of insurers. Belinda Miller has over 20 years of insurance regulatory and receivership experience. She has worked for the Office since 2003 and for the Department of Insurance prior to the creation of the Office. Her recent responsibilities as Property & Casualty Deputy Commissioner included the oversight of Property and Casualty Insurance Product Review and Financial Oversight. She first served as an attorney for the receiver beginning in 1986, and later as Director of the Division of Rehabilitation and Liquidation, accumulating over 10 years of receivership experience. She is certified by the International Association of Insurance Receivers as a Certified Insurance Receiver, qualified for appointment as deputy receiver for either Property & Casualty or Life and Health insurers. In 1999, Ms. Miller moved to the Division of Insurer Services, a part of the Department of Insurance at the time, where she served as Director of that Division for two years. In 2001, she became the Director of the Legal Services Division. She had a briefly worked as a private attorney primarily representing receivers and regulators during before returning to the Office. She has represented the Commissioner on a variety of boards and working groups, and has testified in court proceedings and legislative hearings. Ms. Miller holds a Bachelor of Arts degree with a major in International Studies from Emory University and has a law degree from Florida State University. She has been a member of the Florida Bar since Richard Koon, Deputy Commissioner of Property & Casualty As Deputy Commissioner for Property and Casualty Insurance, Mr. Koon provides executive, regulatory, and policy leadership, as well as administrative direction and support for the business units regulating the property and casualty insurance industry. Mr. Koon advises the Insurance Commissioner and, upon request, the Legislature, on policies, trends, and opportunities relating to the property and casualty insurance markets, companies and consumers. Some of the primary areas within the scope of the Office of the Deputy Commissioner are company rate and form filings; solvency monitoring; reinsurance and Florida Hurricane Catastrophe Fund assessments; residual market entities, including Citizens Property Insurance Corporation; the Florida Insurance Guaranty Association; data collection; and various boards and committees at the state and national level. Mr. Koon directly supervises the Property and Casualty Product Review and Property and Casualty Financial Oversight business units. He has over 25 years of insurance regulatory and management experience. Prior to being appointed Deputy Commissioner, Mr. Koon served as Director of Property and Casualty Product Review where he provided leadership to the actuarial and contract staff. He has taught courses in homeowners and private passenger automobile insurance for employees of the Office of Insurance Regulation, the Department of Financial Services, and the Collins Center for Public Policy. He has served as an adjunct professor at Florida State University where he received his Bachelor of Science degree in Risk Management and Insurance. 2
3 Richard Robleto, Deputy Commissioner of Life & Health As Deputy Commissioner for Life & Health, Mr. Robleto oversees the daily activities of the Product Review and Financial Oversight units for life and health insurance. These units provide regulatory oversight, including form and rate filings, licensure, and financial solvency for life and health insurers operating in Florida. Additional duties include policy development, presenting before the Florida Legislature, and serving as an active member of the National Association of Insurance Commissioners (NAIC). Prior to joining the Office, Mr. Robleto served as the Executive Director of Florida Healthy Kids Corporation, where he was instrumental in Florida KidCare s milestone of six consecutive years of enrollment growth and an overall 35% reduction in the number of uninsured children. Previously, Mr. Robleto worked eight years for the Office and received the highest recognition given by the NAIC the Robert Dineen Award which is presented annually to an individual in honor of his/her exceptional success as an insurance regulator. Before moving to Florida, Mr. Robleto spent over 25 years in the life and health insurance industry with Blue Cross and Blue Shield of Delaware and the Allnation Life Insurance Company. Mr. Robleto received his Bachelor s degree in Mathematics from Temple University and his Master s degree in Business Administration from the University of Delaware. He is also a Chartered Life Underwriter (CLU), a Fellow in the Life Management Institute (FLMI), and a Health Insurance Associate (HIA). Monte Stevens, Deputy Chief of Staff As the Deputy Chief of Staff, Mr. Stevens responsibilities include leading legislative, cabinet and communications initiatives and serving as an advisor on internal operations, including budget, personnel, and contracting for the Office. He previously led government affairs efforts for the Office from Most recently, Mr. Stevens served as Director of Government Affairs and Public Policy at the Florida Medical Association. Prior to joining the Office in 2007, he served as a Senior Legislative Analyst in the Florida House of Representatives Majority Office and the Deputy Director of Legislative Affairs at the Florida Department of Financial Services under Chief Financial Officer Tom Gallagher and the Florida Agency for Health Care Administration. Mr. Stevens received his Bachelor s degree in Political Science from the University of Missouri- Kansas City and his Master s degree in Communication Studies from Kansas State University. 4 KEYNOTE SPEAKER George Rankin Dale, Former Mississippi Insurance Commissioner & Senior Public Policy Advisor, Baker Donelson George Dale, senior public policy advisor in the Jackson office, concentrates his practice in the area of insurance regulatory, governmental and legislative matters. Mr. Dale served for 32 years as Insurance Commissioner for the State of Mississippi. Elected to that position in 1975 at the age of 35, Mr. Dale was the youngest insurance commissioner in Mississippi history and became the longest serving, elected insurance commissioner in United States' history. As chief executive officer of the Mississippi Insurance Department (MID), Mr. Dale was responsible for all aspects of MID operations including licensing, regulatory approval of transactions, litigation, financial and market conduct investigations, and legislative initiatives. Mr. Dale was actively involved at the National Association of Insurance Commissioners (NAIC) and served multiple times on numerous committees and work groups. Mississippi endured eight hurricanes, including Hurricane Katrina, while Mr. Dale held office. As a result of his leadership, Mississippi successfully navigated the aftermath of those eight hurricanes without a collapse or mass exodus of the Mississippi market by insurance carriers. Mr. Dale worked to form substantive coalitions involving local, state and federal government agencies, as well as stakeholders from the private sector, to bolster the state's economic recovery efforts after Hurricane Katrina. Mr. Dale's knowledge of the insurance industry, coupled with his professional and personal credibility, his relationships with state regulators and insurance executives across the country, and his ability to problem-solve and think "outside the box," enable him to take a results-oriented approach to the most complex regulatory issues. Mr. Dale received both his Bachelor s degree and Master s in Business Administration from Mississippi College. BUSINESS UNIT SPEAKER BIOS BUSINESS DEVELOPMENT & APPLICATION COORDINATION BUSINESS UNIT Robert Ridenour, Area Financial Manager, Business Development and Application Coordination As the Area Financial Manager of the Property & Casualty Company Admissions Section, Mr. Ridenour s primary responsibilities include overseeing the licensure and acquisition of property & casualty insurers in Florida. Robert began his 14 year career with the Office in 2000 as a Financial Examiner in the Property & Casualty Examination Section. During his time with the Office, he has served in various capacities within the Property & Casualty Examination, Financial Analysis and Company Admissions/Business Development sections. Robert received a Bachelor of Science degree in Business Administration with a major in Finance from the University of Florida. 4
5 LEGAL BUSINESS UNIT: Virginia Christy, Chief Assistant General Counsel As the Chief Assistant General Counsel, Ms. Christy oversees the Legal Division s Regulatory Actions Section which provides legal counsel to the Commissioner and staff of the Office, regarding all matters related to the regulation of insurers, including the review and analysis of the legal sufficiency of admissions applications and other company documents. She is also responsible for public records dissemination under Chapter 119. Ms. Christy received her Bachelor of Science Degree in Business Administration with an emphasis in Accounting from Missouri Southern State College in Joplin, Missouri and her Juris Doctor from Florida Coastal School of Law in Jacksonville, Florida. Before joining the Office, Ms. Christy served as an Assistant Public Defender with the 2nd Judicial Circuit for four years. LIFE & HEALTH BUSINESS UNIT: Life & Health Product Review Jack McDermott, Director, Life & Health Product Review Jack McDermott was appointed Director of Life & Health Product Review in October 2012, and oversees a unit that review life and health forms and rate filings. Prior to this position, Jack served as the Office s Communications Director, including several years as a senior policy analyst and speechwriter for Commissioner McCarty. Jack began his 18 year career with the Office in 1996 as a senior management analyst in the former Department of Insurance. During his time at the Office, he worked in the Life & Health Solvency section, and served for five years as a manager for Life & Health market conduct examinations. Jack received a bachelor s degree in political science from Colgate University, and a Master in Public Policy (M.P.P.) from Harvard University; recently, he completed a bachelor s in business degree from Excelsior College. He is a Chartered Property Casualty Underwriter (CPCU), a Fellow of the Life Management Institute (FLMI), a Certified Public Manager (CPM), and has numerous other insurance designations. Eric Johnson, Deputy Director, Life & Health Actuarial, Life & Health Product Review As the Deputy Director of Life & Health Actuarial, Life & Health Product Review, Mr. Johnson s primary responsibilities include management of product review and evaluation of actuarial staff, as well as evaluation of the appropriateness of health insurance rates, including long-term care and major medical. Mr. Johnson also serves as actuarial consultant regarding legislative changes, life and health insurance marketplace trends, and National Association of Insurance Commissioners (NAIC) model revisions. He began his career with the Office in 2011 as a Senior Actuarial Analyst. Prior to joining the Office, he served for two years as the Managing Director of Research for Flagler Trust in Tallahassee. Mr. Johnson received a Doctor of Philosophy and Master of Science degree in Nuclear Physics from Florida State University, and a Bachelor of Science degree in Physics from Nebraska Wesleyan University. 5
6 Betty Jo Pate, Deputy Director, Health Forms, Life & Health Product Review As the Deputy Director of Health Forms for the Life & Health Product Review Unit, Ms. Pate oversees the health forms unit for compliance with Florida insurance law. She began working for the Office in 2006 as an Insurance Analyst in the Market Investigations Unit and has since served in various analyst and supervisory positions within the Office. Ms. Pate received her Bachelor of Arts Degree in Psychology from Ashford University. She also holds an Associate Professional in Insurance Regulation (APIR) designation through NAIC and a Market Conduct Management (MCM) designation from the Insurance Regulatory Examiner s Society. Chris Struk, Deputy Director, Life & Specialty Forms, Life & Health Product Review As Deputy Director of Life & Specialty Forms for Life & Health Product Review, Mr. Struk oversees the section responsible for the review and approval of Life, Annuity, Viatical and Continuing Care Retirement Community (CCRC) form filings. Chris has worked for the Office since Prior to his current position, Chris worked in the Life & Health Financial Oversight unit beginning as a CCRC analyst and eventually moving up to become Deputy Director over the Managed Care section. Chris graduated from the University of Michigan with a bachelor s degree in Computer Engineering and from Eastern Michigan University with a Masters of Business Administration. Benjamin Ben, Senior Actuarial Analyst, Life & Health Product Review As a Senior Actuarial Analyst for Life and Health Product Review, Mr. Benjamin s primary responsibilities include rate review of health filings, reviewing conference calls and data projects. He began working for the Office as an Actuarial Analyst in December Mr. Benjamin received his Bachelor of Science Degree in Actuarial Science from Florida State University. James Dunn, Government Analyst II, Life & Health Product Review As a Government Analyst II for the Life and Health Product Review Unit, Mr. Dunn is one of the lead compliance analysts for the Patient Protection & Affordable Care Act (PPACA), Major Medical, HMO, Indemnity, Disability and all supplemental lines of insurance. Mr. Dunn has been with the Office since Mr. Dunn holds an Associate of Arts and an Associate of Science degree from Miami Dade College and is currently pursuing his Bachelor of Science Degree from Florida State University. Teresa Howell, Health Forms Analyst Supervisor, Life & Health Product Review As a Health Forms Analyst Supervisor for the Life and Health Product Review Unit, Ms. Howell is the lead compliance trainer for the health forms section which includes PPACA, Major Medical, HMO, Indemnity, Disability, Discount Medical and all supplemental lines of insurance. She joined the Office in 2007 as an Insurance Analyst II and now holds the position of a Senior Management Analyst II. Ms. Howell has been in the insurance industry since 1994 and her 20 years of experience has proven vital in the insurance industry. Her experiences range from provider contracts to claims processing to regulatory compliance. 6
7 Tiffany Nelsen, Government Analyst II, Life & Health Product Review As a Government Analyst II for the Life and Health Product Review Unit, Ms. Nelsen s primary responsibilities include the forms review of health filings. She is one of the lead compliance analysts for PPACA, Major Medical, HMO, Indemnity, Disability, Discount Medical Plans and all supplemental lines of insurance. Ms. Nelsen began working for the Office in August 2012 as an Insurance Analyst II. Ms. Nelsen received her Bachelor of Arts Degree in Creative Writing and Religion from Florida State University. Dalora Schafer, Financial Administrator, Life & Health Rates As the Financial Administrator for the Office s Life and Health Rates unit, Mrs. Schafer s primary responsibilities include review of premium rates and supervision of the rates staff. She has over 35 years of experience in the insurance field and over 31 years as an insurance regulator. She began her insurance career as an a life and health company underwriter in 1979 and began working for the Oklahoma Insurance Department in 1983, where she became the Assistant Insurance Commissioner and served until her retirement in She began working at in her current position at the Office in June Mrs. Schafer received her Bachelor of Business Administration from the University of California. Since that time she has worked on both state and federal issues and has served on committees for the NAIC. Jim Walker, Life Forms Supervisor, Life & Health Product Review As a Senior Management Analyst II and Supervisor of the Life Forms section for the Office s Division of Life and Health Product Review, Mr. Walker is responsible for the review and approval of Life, Annuity and Viatical form filings as well as those filings made with the Multi-State Review Program. He began working for the Office as an Insurance Analyst in September 1996 and has served in various other positions. His prior experience includes 12 years in the insurance industry. Mr. Walker is a Chartered Life Underwriter and Certified Public Manager. He received his Bachelor of Arts Degree in Communications from Chapman University. Debbie Williams, Government Analyst II, Life & Health Product Review As a Government Analyst II for the Life and Health Product Review Unit, Ms. William s is responsible for reviewing Medicare Supplement and Long-Term Care form filings. Ms. Williams duties are enhanced by over two decades of insurance knowledge and considerable experience with a variety of programs and issues involving seniors such as Florida Medicaid, Assisted Living Facility Regulation, and Communitybased Senior Housing development. Prior to joining the Forms Team, Ms. Williams worked for the Department of Financial Services in the Consumer Services Unit where she investigated insurance consumer complaints and legislative inquiries. Ms. Williams received her Bachelor of Science in Geography and Interdisciplinary Social Science from Florida State University. 7
8 Life & Health Financial Oversight Linda Ziegler, Actuary, Life & Health Product Review As an actuary in the Life and Health Product Review unit, Miss Ziegler has primary rate review responsibility for Medicare Supplement products. In her nearly 25 years with the Office, she has had rate review for nearly all life and health products at one time or another, with a concentration in senior products. Miss Ziegler received her Bachelor of Science degree from Vanderbilt University, with a double major in Mathematics and Business Administration. She completed the requirements to become an Associate of the Society of Actuaries in 1984 and became a member of the American Academy of Actuaries in She came to the Office after working in the insurance industry for several years. Carolyn Morgan, Director, Life & Health Financial Oversight As the Director of Life & Health Financial Oversight, Ms. Morgan s primary responsibilities include the overall supervision and operation of this business unit. The unit is responsible for the licensure and regulation of all life and health insurers. She began her career with the Office in 2004 as an Insurance Examiner in this unit. In 2006, she joined Property & Casualty Financial Oversight and served as Director from October 2011 to January Ms. Morgan received a Bachelor of Science degree in Accounting from Florida State University and holds the Associate Professional in Insurance Regulation designation through the National Association of Insurance Commissioners. Paul Johns, Deputy Director, Life & Health Financial Oversight As the Deputy Director of Life & Health Financial Oversight, Mr. John s primary responsibilities include monitoring the financial condition of Life and Health insurance companies for compliance with Florida regulations as well as assisting with licensure of new insurance companies. Mr. Johns began his career with the Office in 1993 as an Insurance Examiner and then served as the Life and Health Analyst Supervisor for several years before his current position. Prior to joining the Office, Mr. Johns was a Credit Analyst, Commercial Lender and Loan Review Analyst with Bank of America. Mr. Johns graduated from Florida State University with a Business Degree in Finance. MARKET RESEARCH & TECHNOLOGY BUSINESS UNIT: Austin Noll, Systems Project Administrator As the Systems Project Administrator within the Market Research and Technology Unit, Mr. Noll s primary responsibilities include oversight of the unit programming staff, supervision of all applications supporting the various business units, as well as managing the IT infrastructure of the Office. Austin began his career with the Office in 2011 as an Actuarial Analyst within the Life & Health Product Review business unit. Prior to joining the Office, Austin worked as a Business Development Manager in the private sector. Austin received his Bachelor and Master s of Science degrees in Economics from Florida State University. 8
9 PROPERTY & CASUALTY BUSINESS UNIT: Property & Casualty Product Review: Sandra Starnes, Director, Property & Casualty Product Review As the Director of the Property & Casualty Product Review for the Office, Ms. Starnes has oversight responsibility for the approval of property and casualty insurance policy forms and rates through the supervision of contract and actuarial staff. She began her career with the Office in 1996 as an actuarial analyst in the workers compensation area, then promoted to the senior actuarial analyst position in the commercial insurance lines. She left in 2002 to work for the National Council on Compensation Insurance (NCCI) as an actuarial consultant, but returned to work for the Office in Ms. Starnes received a Bachelor of Science in Mathematics from Florida State University. Michelle Brewer, Deputy Director, Property & Casualty Product Review As the Deputy Director of Property & Casualty Product Review since 2011, Ms. Brewer assists the Director, serves as the unit s Legislative liaison, and reviews insurance programs purchased by Florida municipalities for reasonableness in accordance with the Federal Stafford Act. She joined the Office in 2006 where she started out in the Market Research Unit. Subsequently, she moved to the P&C Product Review Unit in Ms. Brewer received both her Bachelor s in International Affairs and her Master s in Business Administration from Florida State University. She obtained the Associate in General Insurance (AINS) designation and is currently pursuing the Chartered Property Casualty Underwriter (CPCU) designation. Jennifer Schul, Deputy Director, Property & Casualty Product Review As the Deputy Director of Property & Casualty Product Review, Ms. Schul s primary responsibilities include implementing filing systems changes, special projects, and data requests. She began her career with the Office in 2007 as an Actuarial Analyst in the Dwelling Fire and Homeowners area and was promoted to Senior Actuarial Analyst in 2010 and Deputy Director in Ms. Schul received her Bachelor of Science Degree in Actuarial Science and Statistics from Florida State University. Joe Boor, Actuary, Property & Casualty Forms & Rates As an actuary with Property & Casualty Forms & Rates, Mr. Boor s responsibilities include reviewing rate filings for filed commercial casualty lines, and miscellaneous personal lines, medical malpractice, dealer and bank related insurance, as well as providing actuarial support for the financial oversight section. He has been working as a casualty actuary since 1979 and has been a Fellow of the Casualty Actuarial Society since 1988 and has been a Chartered Enterprise Risk Analyst since He has a Bachelor s of Arts Degree in Mathematics from Southern Illinois University and a Master of Science and Doctoral Degree in Mathematics from Florida State University. 9
10 Peggy Cheng, Actuary, Property & Casualty Product Review As an Actuary with Property & Casualty Product Review since 2006, Ms. Cheng s primary responsibilities includes reviewing rate filings for the Commercial Property, Commercial Package, Private Passenger Auto, and Equipment Breakdown lines of business. Ms. Cheng has over 20 years of actuarial experience with the private insurance industry and has worked in areas of Personal and Commercial Lines Ratemaking, Reserving, Forecasting, Strategic Planning and Product Development. Ms. Cheng is a Summa Cum Laude graduate of Florida State University with Bachelor of Science Degree in Applied Mathematics and Statistics and has been an Associate of the Casualty Actuarial Society (ACAS) since Howard Eagelfeld, Actuary, Property & Casualty Product Review As an Actuary with Property & Casualty Product Review, Mr. Eagelfeld s responsibilities include the review of Private Passenger Auto rate and rule filings for compliance with Florida law as well as liaison to Florida International University on the Public Hurricane Model. He began his career with Insurance Services Office (ISO) in 1973 and held several actuarial positions at private property and casualty insurers before coming to the Office in Mr. Eagelfeld has a Bachelor of Science Degree, Magna Cum Laude, with Honors in Mathematics from Brooklyn College of the City University of New York and is a Fellow of the Casualty Actuarial Society. George Feijoo, Private Passenger Auto Forms Supervisor, Property & Casualty Product Review As the Private Passenger Auto Forms Supervisor within Property & Casualty Product Review, Mr. Feijoo s primary responsibilities include the assistance and supervision of a team of analysts in the review of personal auto insurance contracts. Mr. Feijoo began his career with the Office as an Insurance Analyst in 2011, and has since held positions in both the Life & Health Financial Oversight and Property & Casualty Product Review units. He holds a Bachelor s degree in Actuarial Science from Florida State University, and is pursuing his Master s degree in Business Administration from Florida State University. Anne Ivory, Forms Supervisor, Property & Casualty Product Review As the Forms Supervisor within Property & Casualty Product Review, Ms. Ivory s primary responsibilities include overseeing the forms staff, as well as reviewing property and casualty insurance policy forms for compliance with Florida regulations. Ms. Ivory began her career with the Office as an insurance analyst in the Property & Casualty Product Review unit in 2003, and has subsequently served in various positions. Prior to joining the Office, Ms. Ivory was an underwriter for two private insurance companies. Ms. Ivory received a Bachelor of Science degree in Risk Management and Insurance from Florida State University.
