2 LCP DIRECTIVE 2001/80/EC( Overall Objective Emissions reduction of acidifying pollutants, ozone precursors, and particles (SO 2, NO x and dust) protection of human health and environment Scope This Directive shall apply to combustion plants, the rated thermal input of which is equal to or greater than 50 MW, irrespective of the type of fuel used (solid, liquid or gaseous) Common Stack Where several combustion units release waste gases through one common stack the combination formed by such units single combustion plant Compliance Emission values - limit values for SO 2, NO x and dust - according to the LCPD Reporting Total annual emissions of SO2, NOx and dust Total annual amount of energy input and related net calorific value for each of the fuels
3 Requirements and specifications (TOR) Introduction The ToR of the project defines the following three general activities planned in the project: Preparation of inventory of LCP in Turkey including the important characteristics such as capacity, emission values, technology used, treatment (abatement) methods used, fuel type, etc. Preparation of RIA report for the implementation of LCP directive in Turkey, including social, environmental and economic analysis, covering the issues such as investment plan, feasibility studies for the plants etc. Training workshops, study tours and evaluation of the institutional and technical capacity for the implementation of LCP directive in Turkey. Inventory of LCP in Turkey Activity comprises: Collection of the data necessary for the inventory Development of a Database System Development of a WEB site
4 Requirements and specifications (TOR) Web based database application that will: Support inventory of LCPs (emission sources) Evaluate installations compliance with LCPD, BLCP (and IED) directives; Provide for regular (annual) reporting on the emissions Provide minimum requirements needed for reporting to the EC in the scope of E-PRTR Supported by a GIS system on which location of each plant will be marked and published on the internet site that will be prepared by the project Database can be administered by the MoEU, the responsible body for the assessment of any application done by the facilities for registration to the system The application software can be conceived as a register of installations under the scope of the LCP (IED) directive and part of the emissions cadaster in Turkey, providing the regular reporting on the emissions.
5 Requirements and specifications (TOR) Information structure Requirements from the ToR related to dataset: Plant general (basic) information Types of technologies used for each plant Capacity of the plants (rated thermal input, output power, fuel type and characteristics) BAT methods and techniques Emission sources and their characteristics Emission limit values (regarding LCP, IED and the related BREF) Emission (annual) values Monitoring conditions and results
6 Combustion Plant - Common Stack
7 Reporting requirements and specifications (LCP, IED) Requirements coming from the article 72 of the IED. For all Combustion Plants covered by Chapter III of the IED, Member States shall, from 1 January 2016, establish an annual inventory of the sulphur dioxide, nitrogen oxides and dust emissions and energy input.
8 Reporting requirements and specifications (LCP, IED) (continued) Taking into account the aggregation rules set out in Article 29 ( common stack ), the competent authority shall obtain the following data for each combustion plant: the total rated thermal input (MW) of the combustion plant; the type of combustion plant: boiler, gas turbine, gas engine, diesel engine, other (specifying the type); the date of the start of operation of the combustion plant; the total annual emissions (tons per year) of sulphur dioxide, nitrogen oxides and dust (as total suspended particles); the number of operating hours of the combustion plant; the total annual amount of energy input, related to the net calorific value (TJ per year), broken down in terms of the following categories of fuel: coal, lignite, biomass, peat, other solid fuels (specifying the type), liquid fuels, natural gas, other gases (specifying the type).
9 Application and database functionalities (1) Basic functionalities Data editor: add, edit, delete functions; Navigations system: menus, hierarchically organized thereby allowing navigation through different levels of the menu structure; Grid View: Details View (Master/Detail) control and view; Search system: allowing for easy access to the data according to record identifier, title, sector, region, etc. Interoperability with the existing software and database systems within the MoEU like the Permits and Licenses database; Data import export using standardized (specific) data delivery protocols using the predefined and agreed layout and structure; Document management system allowing for document upload and view.
10 Application and database functionalities (2) Presentation and reports Generation of predefined set of reports Ad-hoc reports using flexible search, grouping and filtering possibilities to present summary reports and sectorial or regional distribution of installations, emissions etc. GIS presentation of the information
11 Application and database functionalities (3) Users management system Built on the MoEU system for users registration and approval; Integrated security: authentication, authorisation; Consistent information no duplicate records; Facilitates data entry for the same facility to more than one application; Users access is limited to the data they are authorised to add, edit or explore (browse, generate internal reports or print); Different types of accounts consisting of both a user name and password that allows access to a system's resources; Data access according to a predefined set of credentials/roles (reader, editor, approver, etc).
12 Application and database functionalities (4) Technical specifications Web interface that will enable online data entry by users from related stakeholders (Companies operators, Ministries, Provincial Directorates etc.); Integrated in the central structure and compliant with the existing database of the Ministry; Multi-layered and developed on the worldwide recognized development environment (J2EE or Microsoft.NET); Capable to work with RDBMS like MS SQL Server or Oracle databases.

16 Development of the WEB site Dedicated website accessible through the MoEU portal. Serve as a source of information relating to LCP (legislation, reports, FAQ, useful links). Facilitates communications between the stakeholders Increases the public awareness on LCP in general. Gateway to the WEB based application already described above only for registered users. The content of the public side of the WEB is organized in sections with predefined structure: news, events, training materials, download etc. The content is updated using Content Management System (CMS) that enables ordinary users, without programming knowledge to update the content of the web.
