1 M C E L H O E S & D U F F Y I N S U R A N C E B R O K E R S Newsletter Volume 1, Issue 1 Insurance Update One-piece driver s licence and new, multi-year renewals now available to Manitobans: Manitoba Public Insurance Inside this issue: Types of Insurance 2 M&D History 2 Insurance Programs 3 Vancouver Mission Statement 4 Driver Safety Rating 5 Special points of interest: A new higher tech one -part driver s licence new head office will be located at Unit 1, 604 St. Mary's Road. Instead of five merits, Manitobans will be able to earn up to 15 merits for safe driving A new higher tech one-part driver s licence and new, multi-year Autopac renewal system are now available for Manitobans, Manitoba Public Insurance President/CEO Marilyn McLaren announced today. The one-piece driver s licence will improve customer service by eliminating the current two-part licence, bringing Manitoba in line with other North American jurisdictions, said McLaren. This new durable licence card will be made of sophisticated tamper-proof material and will comply with the standards set out in the Canadian Driver s Licence Agreement. Starting today, Manitobans who apply for or renew a drivers licence will receive Manitoba s new one-piece driver s licence. Those Manitobans who wish to obtain the new, one-piece licence before their renewal date can make a special application and pay a $10 replacement fee. All Manitoba drivers will be fully converted to the new, one-piece drivers licence by Feb. 28, 2011, explained McLaren. Multi-year renewal The new, multi-year renewal program will mean that drivers and vehicle owners will be required to visit their Autopac agent only once every five years, unless they want to make a change to their policy. The new multi-year system was implemented after customer surveys reported that the majority of Autopac customers 80 per cent made no changes to their policy. As of November 2, 2009 our new head office is located at Unit 1, 604 St. Mary's Road. It's the Old St. Vital Civic Office Building next to the Fire Hall. Visitors Our new, multi-year renewal process will make it more convenient for customers to renew, said McLaren. With vehicle insurance, drivers licence and identification cards in effect for up to five years, customers will only need to renew in person once every five years, instead of having to make a yearly visit to an Autopac agent or MPI Service Centre. Customers will still pay for their licence and insurance annually. However, in the years in between renewals, customers will have additional payment options such as online payments for added convenience. In order to stagger renewals over a five year period, not all customers will be placed on a five year renewal cycle when they transition to multi-year renewals. Instead most customers policies and drivers licenses will expire on their existing licence photo card expiry date. With documents initially expiring anywhere from one to five years, it will take four years until everyone is on the full, five year renewal cycle, explained McLaren. In their renewal year, customers will need to attend their Autopac agent to renew their driver s licence, policies, and identification cards. In between renewal years customers will continue to be insured by simply making a payment or allowing their financing to continue. For customer convenience E-payments and telephone banking will be available in between renewals. The validation stickers on plates will change due to multi-year renewals. The day sticker will be replaced by a month We Have Moved parking is by the back door or you can park on St. Marys Rd. till 3:30 pm. Entrance to the rear parking lot can also be done off Major Dr. sticker and will be placed on the lower left side of the plate. The month/year sticker will be replaced with a year sticker and will be placed on the lower right side. The new validation stickers will be good for up to five years and will be replaced every five years at renewal. If Manitobans have any questions, regarding the new one-piece drivers licence, enhanced drivers licence or multi-year renewal system, they are encouraged to visit their Autopac agent. Enhanced Drivers Licence Manitoba drivers will also have the option of obtaining a new enhanced drivers licence, which is a photo identification card that denotes identity and citizenship, effective today. The new enhanced drivers licence which can be used instead of a passport meets entry requirements for travelling to the U.S. (by land and water only). Those cardholders wishing to exchange their enhanced identification card for an enhanced drivers licence can do so at no extra charge upon their first renewal date, upon presentation of their enhanced identification card and drivers licence. For those licence holders who don t have an enhanced identification card, but want an enhanced drivers licence, they can do so at an additional charge of $30, said McLaren.

5 M&D A new program for setting driver s licences and vehicle premiums that will save Manitobans nearly $1 million in driver premiums will come into effect March 1, 2010 announced Manitoba Public Insurance s CEO and President Marilyn McLaren. The new Driver Safety Rating will bring about greater savings for safe drivers, which is an added financial incentive to drive safely, said McLaren. It s also Manitobans will save up to 30 per cent on vehicle insurance premiums. The majority of Manitobans are good drivers, said McLaren. Under the new program 93 per cent of all Manitoba drivers will pay the same or less for their Autopac. The DSR has a number of built-in incentives for Manitobans to drive safely: Instead of five merits, Manitobans will be able to earn up to 15 merits for safe driving Those with a record of safe driving will earn one merit for every year of driving with no at-fault collisions or traffic convictions. Under the current system it takes two years of safe driving to earn one merit With more merit levels, it will be possible for a driver to have more than one at-fault crash and still receive a discount. Subject to Public Utilities Board approval, very safe drivers could earn even better discounts after reaching the highest point on the scale More merits and greater savings for safe drivers under new Driver Safety Rating program Manitoba Public Insurance customer research supports this approach. In surveys, 95 per cent of good drivers and 84 per cent of average drivers stated it was important or extremely important to consider a person s driving history when determining the individual s insurance rates. Under the new program, drivers will receive the same, or even a larger discount, on their Autopac premium that they had under the old system, said McLaren. Where you re placed on the new scale will depend on how many merits you have, combined with your accumulated years of claims free driving. Example #1: A driver who has five merits and the past 15 or more years of driving with no at-fault accidents or traffic convictions will be assigned to the highest DSR level of 15. This driver will receive a $30 discount on their driver s licence premium, in addition to a 25 per cent discount off their Autopac premium. Example #2: A driver with five merits and the past five years of driving with no at-fault accidents or traffic convictions will be assigned at DSR level 10. This driver will receive a $25 discount on their driver s licence premium, in addition to a 25 per cent discount off their Autopac premium. New program easier to understand Currently, there are four separate programs that determine a driver s vehicle and licence premiums: two surcharge programs for licences (one for convictions and one for collisions), a merit/demerit program for driver s licences and a different merit discount program for Autopac premiums. These programs each have their own sets of rules. McLaren says few Manitobans understand how all of these individual programs work. That limits the system s effectiveness and makes it harder to see that safe driving can save money, while higher-risk driving can lead to higher costs, she says. Sometimes, drivers don t realize where they re headed until these costs become unmanageable. The new DSR program will merge these individual programs and rules into one consistent cohesive program that s easier to understand. Until recently, it wasn t practical to combine all of these different programs, as some of them were administered by Manitoba Public Insurance, while others were overseen by the Department of Transportation. That changed in 2004, when the operations of Driver and Vehicle Licensing were merged into Manitoba Public Insurance. Since then the Corporation has been harmonizing its processes for driver licensing and auto insurance. Now, the Corporation has a more complete set of data and can apply rules consistently across all programs. To learn more about the new DSR, Manitobans can talk to their Autopac agent, or call Manitoba Public Insurance at , or (toll free). Manitobans can also learn more about the new program by going to the DSR Rate Calculator found at Be a Part of our Referral Program & You Can Win The Grand Prize Have them call us and mention your Name. You automatically enter to Win p PLASMA HDTV Tell A Friend Plus every time you refer someone to our Brokerage for Commercial or Residential insurance (Autopac excluded), your name is entered into a draw for monthly and annual prizes. 6 Old St. Vital Biz The B.I.Z. is essentially an association of business people, within a defined commercial/residential area, who join together to promote their collective interests. The basis of these collective interests stem from sharing a common geographical location, promoting a healthy business environment, and directing positive change in the community where necessary. Currently, there are fifteen (15) B.I.Z. groups operating in the City of Winnipeg. A management board elected by the membership, directs each B.I.Z. This Management Board prepares an Annual Program, Budget, and Zone Levy rate for the B.I.Z. which requires the approval of the B.I.Z. membership at its Annual General Meeting (AGM). Subsequently, this package is forwarded to City Council for its approval. The City then collects the Zone Levy as part of the regular business tax and returns the Zone Levy portion to the B.I.Z. to be spent in accordance with the approved program. A B.I.Z. offers clear advantages for the business community. It serves as a vehicle for business people to work cooperatively toward developing a more attractive physical environment in which to conduct successful business and to keep our respective communities from deteriorating. Old St Vital BIZ meetings are held every third Thursday of each month at the Biz office at 604 St. Mary's Rd. If you are a business in the zone area you are most welcome to attend, the coffee is always hot! If you have any questions or require assistance from us, please do not hesitate to call our office at
