We are seeking comments and feedback from members within the HNELHD in relation to this proposal. Any member feedback or concerns will be raised with the LHD for clarification and response. Also in attendance at the teleconference was Mr Nathan White, Senior HR Consultant. I write to you to summarise our discussion and to formally confirm the organisation change which is proposed in relation to the Manager Rural Mental Health Service position based at Tamworth. Mental Health Services wish to consult with the HSU regarding a proposed organisation change process in accordance with NSW Health Policy Directive Managing Excess Staff of the NSW Health Service PD 2012_021. As discussed, the primary purpose of the Manager Rural Mental Health Service position has been the provision of operational management for the three clusters (Peel, Mehi/McIntyre and Tablelands) Mental Health Services supported by the services managers, clinical directors and the senior nurse manager. Since February 2013, the Service Managers of the three clusters have reported directly to the General Manager, Mental Health Services. This is now consistent with other similar positions, as across Mental Health Services all other Service Managers report directly to the General Manager. This change in reporting line has resulted in the removal of duties and responsibilities from the Manager, Rural Mental Health. Due to changes in the Health District s delegation manual, this has resulted in delegations being escalated from the Manager, Rural Mental Health to the General Manager, hence the overall primary purpose of Manager, Rural Mental Health has been removed. The incumbent was on extended leave from February 2013 for 3 months and the position was not required to be backfilled. 1 P age
3 With the Service Managers of the three clusters now reporting to the General Manager, the Manager Rural Mental Health has four remaining direct reports. Out of the four, it is proposed that the Deputy Manager Innovation Partnership & Performance (IP&P) (already has a dual reporting line to Manager IP&P) and Promotion Prevention & Early Intervention Coordinator will report to the Manager IP&P (Health Manager Level 3) given the greater synergies with quality related functions. The other two remaining direct reports are two Administration staff 2FTE. It is proposed the two Administrative staff will report to the Executive Administration Manager (Health Manager Level 1). The position of Manager, IP&P has the capacity to take on the proposed additional direct reports as does the Executive Administration Manager. Informal discussions have occurred with the Manager, Rural Mental Health s directs reports, Manager, IP&P, Executive Administration Manager and the Service Managers of the three clusters who all support the proposal, as does the incumbent Manager, Rural Mental Health. Please see attached (Appendix 1) the Manager, Rural Mental Health Position Description which has been highlighted to show which key accountabilities are proposed to be no longer required and those already being undertaken by the General Manager and have been for some time due to the changes outlined above. Also attached (Appendix 2 and 3), is the current and proposed organisational charts. As I have stated above, the Mental Health Service wishes to consult further with the HSU and the affected staff members in relation to the proposal with respect to NSW Health PD2012_021. The role and responsibilities previously undertaken by the Manager, Rural Mental Health has changed overtime and it is proposed the position is no longer required within the Health District. It is the view of the Mental Health Service there will be no hardship or onerous work conditions placed on other employees of the Health District, as a result of the proposal. Following further consultation with the incumbent, staff and the HSU, I foreshadow the incumbent of the Manager Rural Mental Health Service position is declared an affected and excess staff member in accordance with NSW Health PD2012_021.
