Minutes Prepared by: Tony Mucci Tyco Integrated Security 4700 Exchange Ct Boca Raton, FL Introductions: Members, alternates, and guests introduced themselves. Count of eligible voters was taken, 24. Committee approved the meeting Agenda and the meeting minutes for June 24, 25, 26, 2013 St Louis, MO. NFPA Staff Remarks: Lee Richardson - Reviewed Second Draft participation and rules for principals and alternates. - Covered Legal requirements (essential patent claims). - Attendance sheet was passed around with request to review contact info for correctness. - Safety review for the event of a fire or fire drill. - All upcoming dates for cycle were presented. Dates can be found on NFPA.org. - Covered Robert s Rules of Order and a review of the meeting process and rules - Slide presentation New Process, change in terms, grouping items, Second Draft voting, Committee Statements, global revisions, and other basic workflow. Task Group Reports: - none Industry Round Table: AFAA none NEMA none CSAA - none AICC Lou Fiore presented slides. Update on POTs with ATT and Verizon activity with FCC. 2G sunset status. Decline in POTs usage with stats. IP transition status on AT&T trial programs. Telcom Communications Act update. Chair remarks: No additional remarks. There are18 inputs to process. 3 tasks groups formed to handle 14 of the 18 items; 1 - Don Panell, Preverification , 2 - Art Black Remote Station Facilities FR37, 3 - Tony Mucci DACT supervision (A) 6 hours. Task group work began 9:25AM, Resumed at 11:30 for task group reports Task group 2 - Remote Station Facilities Warren Olsen stepped down as Chair and asked Don Pannell to Chair discussion. Lunch 12:15PM to 1:30PM Warren Olsen returned to Chair. 4 What we are seeing with POTS AT&T has previously announced the sunset of POTS by 2017 AT&T has asked the FCC to allow 2 (of its 20,000) wire centers to go IP (the so called IP Transition ) Verizon is substituting cellular devices for wired POTS More than 30 states have some form of telco deregulation more to come (c) L.T.Fiore, Inc. 3 Perfect storm with 2g migration to 3G and beyond (c) L.T.Fiore, Inc. 2
5 GSM Sunset 2 Years Away an incredible challenge facing the alarm industry: on Jan 1, 2017, AT&T will entirely shutdown their 2G GSM/GPRS cellular network.. But this shutdown has already begun! This requires replacing an estimated 4 to 5 million GSM alarm devices before 2G GSM service is removed and d the deadline dli is now 2 ½ years away! FCC data says only 5% of households have only traditional POTS. 11 IP Transition (c) L.T.Fiore, Inc. 17 FCC Chairman s Fourth Network Revolution The first network revolution was Gutenberg s printing press, which enabled the original information revolution. The second was the railroad the first high- speed network, which enabled the Industrial evolution. The third was the telegraph, which converted information to signals, paving the way for the telephone, radio and television, and eventually the binary on-off off signaling of computers and computing networks. AT&T s IP Transition Plan recognizes that t some of their solutions will are not compatible with alarm systems or PERS systems. Yet, their stated outreach program does not mention the alarm industry.
