1 NATIONAL ASSOCIATION OF FRIENDSHIP CENTRES NAFC Request for Proposals for work related to: Development and Design of Feasibility Study To Consolidate Labour Market Supply Data on Canada s Urban and Off-Reserve Aboriginal Population March 2014

2 1. Introduction The National Association of Friendship Centres (NAFC) is seeking a contractor/contracting firm (referredto in this RFP as the ) to assist in the full development of a report which improves the understanding of sources of urban Aboriginal labour market supply information. The will be required to complete all work based on the activities/workplan outlined in this RFP to February 28, Background The National Association of Friendship Centres (NAFC) represents the 119 urban based Aboriginal Friendship Centres across Canada and 7 Provincial and Territorial Associations that make up the Friendship Centre Movement. The NAFC is a long-standing national Aboriginal organization with reach across Canada, from coast to coast to coast, serving First Nations, Inuit and Métis, including Aboriginal peoples living in urban, rural and northern communities. For this project, the NAFC will lead in the development of a report outlining potential options and associated costs for improving the breadth, quality and availability of urban Aboriginal labour supply information. 3. Project Executive Summary This 10-month national study seeks to better understand and forecast the urban Aboriginal labour market supply in Canada. The study will focus on information sources of the urban Aboriginal labour market skills supply and identify potential options and associated costs for improving these sources. This research will be done in order to: identify the availability of (pools of) urban Aboriginal skilled workers; match urban Aboriginal workers with available and anticipated jobs; improve capacity to target urban Aboriginal recruitment and skills training strategies to employers present and future needs; and support urban Aboriginal transition to work initiatives. It is intended to complement current efforts that are focused on the Aboriginal labour market supply in Canada; to examine integrating existing data sources; and propose options and recommendations to address data shortfalls and gaps. The objectives of the feasibility study are to assess the scope and quality of urban Aboriginal labour market supply information in Canada; review best practices of existing approaches on the labour market supply modeling, focusing on qualitative and quantitative methods and using econometric analysis and statistically significant relationships; undertake comparative analysis of methods, data sources and best practices in labour market supply analyses in Canada; determine the feasibility and costs associated with data gathering and reporting and prepare an analytical report with visual diagrams, options and conclusions/recommendations. 3 While the Labour Force Survey, Census, Survey of Employment, Payrolls and Hours, and the Aboriginal Peoples Survey are useful starting points, the assessment of data streams will involve an extensive scan at the local, community, regional/provincial and national levels of those involved in collecting, gathering and maintaining supply side data, such as the Association of Canadian Community Colleges, ESDC ASETS holders, mining training societies, former ASEPs, economic development organizations, training organizations, industry (e.g., petroleum, banks) and other organizations that have any involvement with and might gather data on Canada s urban Aboriginal labour market supply. The final report will be prepared in English for final submission to ESDC. 4. NAFC Organization Background The mission of the National Association of Friendship Centres (NAFC) is: To improve the quality of life for Aboriginal Peoples in an urban environment by supporting selfdetermined activities which encourage equal access to, and participation in, Canadian society, and which respects and strengthens the increasing emphasis on Aboriginal cultural distinctiveness. The National Association of Friendship Centres (NAFC) is a national Aboriginal organization representing 119 urban Aboriginal organizations and 7 Provincial/Territorial Associations (PTAs) across Canada. The National Association of Friendship Centres (NAFC) was established in 1972 to represent the growing number of Friendship Centres, as well as the clients they serve. Friendship Centres deliver a wide spectrum of programs and services to Aboriginal people living in towns and cities across the country. Friendship Centres represent a community based and directed Aboriginal institution serving the interests of urban Aboriginal Peoples in the areas of social, cultural, recreational, economic and community development. Friendship Centres across Canada serve more than 2.0 million client contacts through over 1400 programs. All of our programs are provided status-blind, that is without consideration if a person is a status/non-status Indian/First Nation, Métis or Inuit. 5. Current Project Objectives The objectives of this national study are to assess the scope and quality of urban Aboriginal labour market supply information in Canada (including an assessment of its coverage, reliability and validity); review best practices of existing approaches on the supply modeling, focusing on qualitative and quantitative methods and using econometric analysis and statistically significant relationships; undertake comparative analysis of methods, data sources and best practices in labour market supply analyses in Canada (with a key focus on their relevance to the urban Aboriginal labour market); NAFC Urban Aboriginal Labour Market Data Feasibility Study in Canada RFP P a g e 2

4 determine the feasibility and costs associated with data gathering and reporting (both qualitative and quantitative data sources) and prepare a report and analysis with research and analysis options. The NAFC will contract the services of the to lead all necessary activities associated with the successful completion of this project. The will have responsibility to take direction from the NAFC and incorporate feedback from the Technical/Advisory Group including Review throughout the duration of the project. The will develop all materials associated with this project including all working papers and final concept note, budget and implementation plan, survey and data collection instruments and presentation of these to the Technical/Advisory Group including Review and NAFC and adjust according to feedback, and final preparation of the materials for submission to ESDC. Project Oversight To ensure quality deliverables, it is anticipated that the final report and project milestones will be reviewed by the Technical/Advisory Group, consisting of: Those Review already identified consisting of senior, nationally prominent resources through in-kind contributions; Independent third party data specialists (could include Statistics Canada and other Aboriginal data governance organizations); NAFC Project Management and Team. Review (through in-kind contributions) through the Technical/Advisory Group will also be involved at the start of the project and at milestone points including: Review and provide input and feedback on the proposed study approach and methods; Review identified urban Aboriginal labour market supply data sources, both traditional and nontraditional, and propose additional sources; Review proposed key informants and propose additional key informants with knowledge of urban Aboriginal labour market supply data sources and analysis methods and best practices in labour market supply analyses; Review and provide feedback on the findings on scope and quality of urban Aboriginal labour market supply information in Canada; Review and provide feedback on the review of best practices of existing approaches on labour market supply modeling; Review and provide feedback on the comparative analysis of methods, data sources and best practices in labour market supply analyses in Canada; Review and provide feedback on proposed survey or data collection instruments; Review and provide feedback on the summary of current and prospective sources of urban Aboriginal labour market supply data; Review and provide input and feedback on data gathering, reporting and potential survey consolidation or methodology feasibility and costing; NAFC Urban Aboriginal Labour Market Data Feasibility Study in Canada RFP P a g e 3

5 Review and provide input and feedback on final report. All deliverables will be subject to review by the Review prior to internal NAFC/Project Authority review. Project Reporting The project team will consist of: NAFC Project Management NAFC Project Team The NAFC Project Team and will report to the NAFC Project Management, who in turn will report to ESDC s Project Authority. NAFC Project Management will be responsible for monitoring the project against a critical path, ensuring and NAFC Project Team resources are tracked to allow resources to be reallocated based on need. Monitoring will be based on the delivery of the following outputs established in the detailed work plan (see Proposed Project WorkPlan for timelines), and financial monitoring: Contracting; Detailed project schedule; Establish a technical/advisory group including independent third party data specialists (could include Statistics Canada and other Aboriginal data governance organizations) and Review providing in-kind contributions; Interviews with best practice review candidates; Interviews with data owners; Review and assessment of data; Final project documents. The NAFC Project Manager will maintain regular communications with ESDC s Project Authority. Our ability to do this effectively begins with regular status meetings of the NAFC Project Team. The NAFC Project Team will be responsible for: Communicating with current Review throughout the project to ensure they are supported in their role on the Technical/Advisory Group; Seeking out potential additional Review at the start of the project, and, if required, throughout the project, and providing NAFC Project Management with any updates to in-kind contributions; Providing communications support to the and Technical/Advisory Group to support the feedback and input process to facilitate the review of milestone and deliverables; NAFC Urban Aboriginal Labour Market Data Feasibility Study in Canada RFP P a g e 4

6 Assisting the in gaining access to various data sources, key informants and other information, as needed. Evaluation and Dissemination As the project proposed is a ten-month feasibility study for the Urban and Off-reserve Aboriginal Labour Market Information Project, external evaluation and dissemination considerations are not applicable. 6. 8 7. Description of s Activities/Scope of work 7.1. Develop detailed project schedule/workplan in conjunction with NAFC Senior Management that includes the establishment of detailed budget in terms of cost and time In conjunction with NAFC Senior Management, develop detailed job summary tracking costs of the project by, date and project area Facilitate meetings and interactions with Review and Technical/Advisory Group which includes development of the requested parameters for each output to be reviewed Identify best practice review consultants and develop best practice interview questions Conduct best practice interviews Compile, review, revise and develop frameworks, data assessments, concepts, briefing notes, budgets, implementations plans and the final report at appropriate stages of the project lifecycle Prepare and deliver periodic status updates to NAFC Senior Management for submission to Project Authority. 8. Experience/Qualifications 1. Bidders must have three (3) to five (5) years of relevant experience within the last seven (7) years conducting national research on Aboriginal peoples. 2. Applicants must have three (3) years of relevant experience within the last seven (7) years using data to conduct research and analysis on labour market trends. 3. Applicants must have three (3) years of relevant experience within the last seven (7) years conducting research in supply and demand side forecasting and modelling. 9. Contract Parameters 9.1. Value The contract maximum value is for not more than $127,980, including taxes. Proposals coming in above this maximum limit will not be considered for this competition. 9 The contract will be in effect from April 2014 to February Workplace The contractor will be required to work from their usual place of work and provide their own work equipment and workplace infrastructure to complete the work required under this project, including office, computer/laptop, phone/cell phone/blackberry/fax machine, printer, internet access, and all other materials required to complete this project Intellectual Property All information, documents or resource materials developed as part of this contract and work related to this project will remain as the intellectual property of the NAFC. All deliverables intended for public distribution and display under this project will be required to have acknowledgements of government of Canada funding NAFC s Responsibilities The NAFC will provide all background and other relevant materials and information to the pertaining to this project. The NAFC will provide staff support to the throughout all stages of this contract and project. The NAFC will provide communications-related support to the pertaining to this project Requirements The will be required to meet all of the project activities and deliverables described in this RFP. The will be required to take direction and feedback from the NAFC as provided. 10. Requirements for responding to this RFP Individuals/firms interested in responding to this RFP are required to provide the following to the NAFC: NAFC Urban Aboriginal Labour Market Data Feasibility Study in Canada RFP P a g e 8

10 1. A proposal outlining the work the foresees in successfully completing the objectives, activities and deliverables of this project; 2. A detailed estimate of the time requirements for each activity, (time requirements must be stated in days) and a detailed estimate of the projected costs associated with the time requirements for each activity as well as details of the steps (sub-activities) required to successfully accomplish each activity; 3. The contractor must provide their resume and two samples/examples of contract/project work of a similar nature with references and their contact information. 4. Proposals must include project activities and sub-activities, detailed workplan and detailed budget. 11.
