Lord is a 19-year veteran of the Federal Bureau of Investigation, and has served in a wide variety of investigative and supervisory positions in the forensic and behavioral sciences. Dr. Lord is currently assigned to the Aviation-Special Operations Group of the FBI s Washington Field Office (WFO). From , SSA Lord served as Unit Chief of Behavioral Analysis Unit III (BAU- III), a component of the FBI's Critical Incident Response Group (CIRG). The CIRG is an FBI field entity located at the FBI Academy, Quantico, Virginia. Established in May 1994, the CIRG is designed to provide rapid, multidisciplinary assistance to incidents of a crisis nature. BAU-III 1

2 is one of four CIRG Units that comprise the FBI s National Center for the Analysis of Violent Crime (NCAVC). The NCAVC, one of the major components of CIRG, combines investigative/operational support functions, research, and training in order to provide assistance to Federal, state, local, and foreign law enforcement agencies investigating unusual, bizarre, or repetitive violent crimes. The NCAVC serves as an international resource for law enforcement agencies investigating serial homicide, homicide, child abduction, sexual assault, serial rape, arson/bombing, kidnapping, extortion, stalking, public corruption, threatening communications and counterterrorism matters. Specifically, Behavioral Analysis Unit-III provides a wide variety of behaviorally based consultation services to time sensitive and complex investigations involving crimes against children. SSA Lord lead a diverse cadre of behavioral scientists, mental health professionals, and Supervisory Special Agents who provide Congressionally mandated operational, research and training services in child abductions, child homicides, mysterious disappearances of children, and child sexual victimization cases. Additionally, Dr. Lord provided management oversight for the NCAVC s behavioral research program. Prior to appointment to the NCAVC, SSA Lord served in the Hartford, Connecticut Resident Agency of the New Haven Field Division and the Forensic Science Research and Training Center of the FBI Laboratory Division. SSA Lord's field experience includes the investigation of a wide variety of violent crimes, white-collar crimes, organized crimes and drug offenses. SSA Lord served as an NCAVC Coordinator for the New Haven Division, providing local law enforcement agencies assistance in obtaining criminal investigative analyses, personality assessments, and other NCAVC services. In addition to a myriad of investigative responsibilities, SSA Lord traveled throughout the United States at the request of FBI headquarters, the FBI Laboratory Division and the FBI Behavioral Sciences Unit assisting with significant homicide investigations. SSA Lord is internationally renowned for his expertise in forensic entomology, remains detection and recovery, and crime scene analysis. SSA Lord has served as an FBI field division relief supervisor, SWAT team member, and Bureau pilot. SSA Lord was promoted and transferred to the Laboratory Division in June Initially assigned to the Forensic Science Research and Training Center, he provided forensic science instruction to New Agents, National Academy participants, and numerous state and local law enforcement agencies. Additionally, SSA Lord developed and implemented new course curricula, organized international forensic science symposia, and conducted research in the fields of forensic entomology, entomotoxicology, DNA, and child abduction/homicide. SSA Lord managed the research efforts of visiting scientists, interns, and laboratory personnel, and maintained cooperative research programs with other Federal agencies and academic institutions. SSA Lord has authored over 50 theses, dissertations, scientific papers, and book chapters. SSA Lord was instrumental in the development and implementation of the FBI's national Evidence Response Team (ERT) program. This effort culminated in the formation of the ERT Unit within the FBI Laboratory Division and the FBI Director s mandating ERT team 2

3 establishment in FBI field divisions nationwide. SSA Lord served as one of the Evidence Response Team Unit's (ERTU) primary instructors, and as program manager for special events and critical incident responses. SSA Lord traveled extensively throughout the United States providing basic and advanced instruction, administrative guidance, and case consultations to ERT field personnel. SSA Lord has participated in numerous complex multi-agency investigations including OKBOMB, WACMUR, SPLITRAIL, PENTBOMB and the 1996 Olympic games. Prior to entering on duty with the FBI in 1986, SSA Lord served as a medical entomologist/parasitologist for the United States Air Force. He was assigned to the Walter Reed Army Medical Center, Washington, D.C., and was adjunct assistant Professor of Preventive Medicine and Tropical Public Health at the F. Edward Herbert School of Medicine, Uniformed Services University of Health Sciences, in Bethesda, Maryland. SSA Lord holds academic degrees in biology, entomology/ecology, and zoology. He has co-authored over fifty scientific articles, theses, and book chapters, and lectures extensively throughout the United States and abroad. SSA. Lord has conducted research in the fields of forensic entomology, entomotoxicology, DNA, vertebrate taphonomy, child abduction and child homicide epidemiology, and serial murder. Dr. Lord s current research interests included the study of juvenile mortality in social organisms, the behavioral ecology of child abduction and child homicide, the biology of human decomposition, and the ecological aspects of violent crime. CIA is an investigative, forensic, and behaviorally based investigative tool utilized to assist law enforcement in the solution of unsolved crimes. It employs psychological concepts and principles in the assessment of offender behavior and personality characteristics. CIA is a comprehensive method of reviewing and assessing the facts 9

10 of a criminal act, or series of criminal acts, by personnel who have extensive investigative experience, specialized academic training, and have participated in research involving violent offenders. CIA entails an in-depth, multidisciplinary review of submitted case materials from investigative, forensic, and behavioral perspectives and often includes an analysis of an offender's behavior and interaction with his/her victim(s), as exhibited during the commission of a crime, or as evidenced in the crime scene. Dr. Lord has provided criminal investigative analysis (CIA) services to state, local, and federal law enforcement agencies involved in the investigation of unresolved child abductions, child homicides, mysterious disappearances of children, single and multiple adult victim homicides, serial murders, spree killings, serial sexual assaults, arsons, bombings, extortion matters, threats of violence, and weapons of mass destruction (WMD) cases.
