1 EMERGENCY TELEPHONE SYSTEM BOARD GURNEE 911 ETSB REGULAR MEETING 3/17/ :00 AM GURNEE VILLAGE HALL Meeting called to order by Chairman Velkover at 10:00 am Present: Velkover, Friedl, Hood, Burkhart, Lambert, Mann, Marquardt, Kincaid, Muetz Absent: None Also present was Commander Willie Meyer from the Gurnee Police Department. Administrative Approval of Minutes of the 01/16/2015 Regular Meeting Velkover thanked Mann for preparing the minutes. He entertained any comments or corrections. Hearing none he entertained a motion to approve the minutes as presented. Motion to approve by Muetz, 2 nd by Lambert Aye All Nay None Motion Carried Correspondence and Communications Gurnee PSAP/ETSB 2015 Annual ICC Filing Chairman Velkover noted the procedural requirement for the annual filing. He thanked Marquardt for preparing the filing and sending it to the ICC. FCC Adopts Rules to Help Emergency Responders Better Location Wireless 911 Callers FCC approves new 911 location accuracy rules Urgent Communications 01/29/2015 FCC Adopts Tighter Accuracy for 911 Calls 911dispatch.com 01/29/2015 It was noted that the above three articles outline the FCC s plan that was worked out with the wireless carriers, APCO/NENA and other interested parties in getting greater standards for accuracy for cell caller location (50 meters X Y) over the next few years. It also introduces vertical locations for buildings, with a longer timeframe for adoption. Time limits for Phase II location fixes were also included. FCC A1 FCC Proposed Rulemaking CPE Backup Power 11/21/2014 FCC A1 National Association of State 911 Administrators Comments It was noted that the above 2 articles outline the FCC s proposed rulemaking in relation to backup power at residences and businesses for telephone lines. With phone over cable, fiber, and voice over IP the equipment is no longer powered over telephone lines from telco central offices. Proper notification to customers is being required as part of the rulemaking. Charter of the FCC Task Force on Optimal PSAP Architecture FCC Task Force on Optimal PSAP Architecture Overview 1/26/2015 FCC O Rielly hints at PSAP consolidation as task force begins Urgent Communications 01/29/2015 Regarding the FCC Task Force, an included PowerPoint presentation and 3 working groups were noted: Cybersecurity, NextGeneration Implementation, and Optimal Resource Allocation.

Joint Jurisdictional Agreement Renewal Letter Waukegan Fire The letter from Waukegan Fire was noted as a procedural requirement. Reports Treasurer s Report Period of May 1, 2014 February 28, 2015 Velkover outlined revenues of $278,591.00, expenditures of $293,777.00, a fund balance of $1,144, for a net loss year to date of $15, Velkover also thanked Brian Gosnell for preparing that report. Velkover entertained any discussion on the report and there was none. Motion to approve the Treasurers Report as made by Friedl, 2 nd by Lambert Aye All Nay None Motion Carried Communications Statistics November 2014 December 2014 January 2015 Summary for Calendar Year 2014 Chairman Velkover thanked Marquardt for preparing the reports. Velkover noted for the 3 months, police calls for service were down for the first time in 2 years. The statistics now show 3 years for comparison purposes. For 2014 Gurnee Police and Gurnee Fire were up about the same percentage in Calls For Service. This was about a 10% increase. Newport Fire was down a small amount. Consolidation Baker Tilly/IXP Consulting Engagement Velkover stated at this point a lot of the focus is on identifying potential partners. The working group has a list of 8 or 9 potential agencies. Baker Tilly identified some other areas of work like the alarm board and gave some metrics on evaluating call hold time, call answer time. Velkover s overall impressions continue to be positive. Marquardt agreed with Velkover s comments and said Baker Tilly was doing a good job to date. He added that he hoped Baker Tilly would continue to be involved in the Lake County Initiative going forward, and that partnership opportunities with Lake County would become available.
3 Lake County 911 Consolidation Initiative Velkover noted that Lake County s Phase II study had an associated RFP document issued. He went out and looked to see if that was awarded but could not find any information on it. Muetz advised he had a meeting with Lake County coming up and would inquire about it. Marquardt believed the RFP due date had passed and that in looking back at the Starcom project it took some time to make an RFP award. Velkover noted that Chairman Lawlor s letter to Governor Rauner noted Dispatch Consolidation efforts under potential cost savings in the long term. Lake County ETSB Vendor Event Velkover related Lake County held an ETSB vendor event that had approximately 12 vendors present that the Lake County ETSB uses. Everything from Panasonic with their Toughbooks, CAD system, logging recorders, 911 phone system, point to point data vendor. They made a number of presentations and it since held locally it was easy to attend. Velkover believed it was a positive step in Lake County trying to build consensus among the participants. He also noted that FATPOT demonstrated their phase II system which allows two way communication between CAD systems. CAD System Lake County ETSB CAD Fusion Project (FATPOT) Velkover and Marquardt noted the client was installed and operational in the communications center. Marquardt stated there was no negative feedback at this point and believed there was more than 90% of the county PSAP s now participating. Lambert noted that post dispatch notes for Fire were at times infrequent depending on the agencies involved. Notice was given that FATPOT was purchased by another company but they assured there would not be any major changes. PSSI CAD Monitor Application There has been some successful testing with this. Mann noted there has been some difficulty in getting it tested consistently by dispatchers, this is mostly due to having to work with something new. Marquardt has not heard of any negative feedback at this time. Mobile Data Computers (MDCs) MDC Replacement Project for Fire Department (Datalux) Velkover noted 4 responses were received from 3 vendors from the RFP process and this will be discussed further later in the agenda. Newport Fire MDC CAD Integration Velkover noted workup has been done to get Newport connected that will be more cost effective. There was some question as to whether Lake County was going to pay for a means of connection for Newport. Lambert advised that was still being discussed and worked out. Radio & Answering Systems Heather Ridge & Northwestern Tower Equipment Mounting / Cabinets Velkover stated he has been out and visually inspected the installation. He noted ChiComm did a nice job and it is a significant improvement regarding how the equipment is mounted. It also paves the way for installation of networking equipment at the towers. Data has been received on the Pembrook cabinets on temperature and may go back and put some small heaters in for extreme cold weather conditions.
4 Lake County Starcom 21 Update Velkover advised the police department budgeted for Starcom 21 portables. The 800 MHZ mobiles will be phased out over time. Work continues on the talk groups for those agencies that are already on Starcom 21. Velkover also noted they have a deadline of acceptance testing for the Lake County system before leaves come off the trees this fall. Motorola Consoles / Answering Equipment / RoIP Voter Draft Proposal Velkover has a copy of the latest draft from Motorola. Velkover believes the real questions on that at this point is the 911 answering equipment. It is written up as Intrado equipment. They also provided Solacom Equipment for Lake County. Lake County has standardized on Solacom. There will be an eventual decision needed on which direction to go. The deadline to take advantage of the Lake County Radio Project pricing is September 2015, with a longer timeframe for the Solacom equipment pricing Related Legislation & Funding ICC Part 729 Changes 2/11/2015 This primarily related to the annual enumerated reporting requirements for PSAP s and penalties for noncompliance Services Advisory Board Marquardt reviewed a number of bullet points on this. He advised April 1 st is the deadline for the board to report to the legislature. Because it is coming down to crunch time they decided to hold a series of workshops. They have been sitting down at the table and talking about a lot of things. Every day it changes so there is nothing concrete at this time. He noted that currently: The advisory board will transition to a Governing Board and will continue to receive system accounting information. They want the board to have the authority to force consolidation. They want to have the same Wireline and Wireless rate of $0.79 for ETSB s. The state will pay for all network costs (both legacy and NG 9 1 1). All systems will hold harmless on their Wireline Surcharge Remaining funds will be distributed based on formula and/or grants in support of consolidation RFI/RFP state wide NG9 1 1 system Work toward the phase out of the Wireless Carriers Reimbursement fund after NG9 1 1 transition occurs Provision of service to all of the unserved counties (9 counties do not have E9 1 1 currently) Some thought to elimination of ETSB s in favor of a single State ETSB Local tax options to be discussed Business Items Approval of Expenditures / Invoices / Bills 911 Fund Expenditure Summary 01/15/ /11/2015 Account Activity Listing 01/15/ /11/2015 Budget Summary Spreadsheet Fiscal Year 2015 to Date Budget Transfer Requests Totaling $3,020 Invoices / Expenditures
5 Velkover outlined the 2 biggest items for expenditures were Xybix maintenance contract and payment for the radio cabinets Heather Ridge and Northwestern towers. In the account activity listing there was $7.28 in revenue that was put under wireless that should be put under wireline. The budget summary meeting and convention is still over and is due to 2 people that were charged to the and were going to be backed out and charged to General Fund Communications. Velkover reviewed a budget transfer for 2 line items. $ from hardware to software to cover the proposed CAD Geo Upgrade and $20.00 from printing and publishing to cover public relations items purchased. Velkover entertained any further comment and none was had. Motion to approve as presented by Marquardt, 2 nd by Friedl Roll Call Vote Aye Velkover, Friedl, Hood, Burkhart, Lambert, Marquardt, Kincaid, Muetz, Mann Nay None All aye Motion Carried Consideration of Award of 2015 Fire Mobile Data Computer Project, $55, 135 Velkover noted the 4 responses were received from 3 different vendors. One response included tablets and not MDCs, while another response included no mounting hardware or installation services. Velkover stated the lowest complete response cost was from our incumbent vendor, Future Link. Velkover entertained any discussion and none was had. Motion to approve with a cost not to exceed $55, by Mann, 2 nd by Kincaid Roll call vote Aye Mann, Muetz, Kincaid, Marquardt, Lambert, Burkhart, Hood, Friedl, Velkover Nay None All Aye Motion Carried Consideration of Proposal for CAD Geo Upgrade Proposal from Public Safety Systems Inc, $9,200. Velkover noted that this item goes back to when CAD was implemented and how city and zip codes were configured. This is needed to better be able to dispatch for alternate jurisdictions. Marquardt advised when the system was implemented we were not thinking globally and didn t think about ZIP codes. In 2008 the Fire Department spoke to Eric Venden with GIS about putting the entire county in the GIS system. This was a good thing but was not thought about was if you have an address of 1234 Main St in 4 different towns it is going to come up with all 4. With the upgrade it will show a city code designation so the correct address is selected. It was found out that if the city code is implemented it causes the system to lose connection to premise history. The proposed upgrade will prevent this loss of premise history. Mann advised PSSI did present a plan to implement this. Marquardt spoke with PSSI about splitting the cost, with half prior to implementation and the other half being paid after testing completed. 6 Resolution National Public Safety Telecommunicators Week April 12 18, 2015 Velkover reminded the members of the dates for National Public Safety Telecommunicators Week and thanked the members for approving and signing the resolution. Marquardt added that April is also Public Education Month. Public Comment No public comment and no further comments by board members.
