5 FOREWORD (February, 2001) National Informatics Centre (NIC) has taken many initiatives to design and develop informatics for sustainable agricultural development, in collaboration with the Ministry of Agriculture, since the National Conference on Informatics for Sustainable Agricultural Development (ISDA-95), held in May, The Information Technology Plan (1998) of National Informatics Centre submitted to the Ministry of Agriculture envisaged Agricultural Informatics and Communication over NICNET (AGRISNET) for decision support on sustainable agricultural development programmes in the country, and also Indian Agriculture On-line. This Plan is under different phases of implementation in the Ministry of Agriculture. As a step to globalise Indian Agriculture, it was felt necessary to establish a state-of-the-art Agricultural Marketing Information System Network (AGMARK-NET) by linking all Wholesale markets, located through out the country over NICNET. The Directorate of Marketing and Inspection (DMI), headed by the Agricultural Marketing Advisor, has formulated a Central Sector Scheme in this regard and sponsored to NIC for implementation using NICNET facilities available through out the country, as a turn-key project. NIC commits itself for successful and qualitative implementation of this project. The Project Implementation Guidelines will facilitate in achieving this goal. 6 NICNET Based Agricultural Marketing Information System Network (AGMARK-NET) 1. Introduction 1.0 Agricultural Marketing is an area for the "second generation" of green revolution problems. Indian Marketing is undergoing a significant metamorphosis because of economic liberalization and globalisation. Infrastructure development is the critical factor for determining the success of market-oriented strategy and macro-economic policies in developing countries. Both national and global players are trying to capture the urban markets of India, which has already reached a saturation level, and it is extremely difficult to tap the urban markets with high profit margin. In export market, a firm has to face challenges from Multi-National Corporates (MNCs), other foreign companies and domestic firms of the concerned export markets. While urban market or export market is difficult to plough, rural market is relatively easy and feasible to cultivate, in India. 1.1 Market information is an important aspect of Agricultural Marketing. The importance of sound agricultural marketing policies for ensuring fair returns to the farmers can hardly be overemphasized. It, therefore, becomes necessary on the part of regulatory agencies to ensure remunerative prices to the farmers for the sale of their produce, to boost up their efforts for increasing and sustaining the agricultural production. A number of measures have been taken by the Government to protect and safeguard the interests of farmers, like regulation of markets, grading of agricultural produce, cooperative marketing etc. Still the benefits are not percolating down to the farmers, as they are unable to plan their strategies for sale of their produce at remunerative prices, in the absence of correct and timely market information and advice about arrivals, prices, market trend, etc. NIC-AGRID-AGMARKNET-PIG-001 Version 1.2 Release: 20/07/2004 Page 6 of 40

7 1.2 Almost all the States and Union Territories are providing market information in one form or the other for the benefits of market users like producers, traders and consumers. However, the information is collected and disseminated by use of conventional methods which cause inordinate delay in communicating the information to different target groups, and thus adversely affecting their economic interest. Therefore, there is an urgent need to bring improvement in the present market information system by linking (i) all Agricultural Produce Wholesale markets in the States and Union Territories, and (ii) the State Agricultural Marketing Boards and State Directorates of Agricultural Marketing, with the Directorate of Marketing & Inspection of the Ministry of Agriculture, for effective and efficient information exchange. Investment in networking of about 7000 Wholesale Agricultural Produce Markets in the Country will facilitate globalisation of Indian Agriculture (and also globalisation of Indian Markets) in addition to strategically establish Supply-Chain Model (SCM). In view of this importance, the Department of Agriculture & Cooperation, in the Union Ministry of Agriculture has sanctioned a Central Sector Scheme "NICNET Based Agricultural Marketing Information Network (AGMARK-NET)", Project Cost estimate of about Rs Crores, to link 810 nodes (735 agricultural markets and 75 State Marketing Boards/DMI offices) to begin with, through its attached office, Directorate of Marketing and Inspection (DMI), during the year During the X five year plan, further expansion to 2000 additional markets, Regional Portals and GIS based National atlas of Markets has also been approved. 8 AGMARKNET Portal 2. Objective of the Central Sector Scheme The Objectives of the Central Sector Scheme Agricultural Marketing Information System Network are as follows:- i) To establish a nation-wide information network for speedy collection and dissemination of market information and data for its efficient and timely utilization. ii) To facilitate collection and dissemination of information related to better price realization by the farmers. This would cover: (a) Market related information such as market fee, market charges, costs, method of sale, payment, weighment, handling, market functionaries, development programmes, market laws, dispute settlement mechanism, composition of market committees, income and expenditure, etc. (b) Price-related information such as minimum, maximum and model prices of varieties and qualities transacted, total arrivals and dispatches with destination, marketing costs and margins, etc.; NIC-AGRID-AGMARKNET-PIG-001 Version 1.2 Release: 20/07/2004 Page 8 of 40

9 (c) Infrastructure related information comprising facilities and services available to the farmers with regard to storage and warehousing, cold storage, direct markets, grading, rehandling and repacking etc.; and (d) Promotion related information covering accepted standards and grades, labeling, sanitary and phyto-sanitary requirements, pledge finance, marketing credit and new opportunities available in respect of better marketing; iii) To Sensitize and orient farmers to respond to new challenges in agricultural marketing by using ICT as a vehicle of extension. iv) To Improve efficiency in agricultural marketing through regular training and extension for reaching region-specific farmers in their own language. v) To Provide assistance for marketing research to generate marketing information for its dissemination to farmers and other marketing functionaries at grass-root level to create an ambience of good marketing practices in the country. 3. National Informatics Centre - Implementing Agency National Informatics Centre (NIC) 1 is the nodal S&T organization in the Ministry of Communications & Information Technology, for informatics development and networking in government, corporate and cooperative sectors for decision support. NIC offers state-of-the-art network services in the country, over C-band and Ku-band (TDMA, FTDMA & SCPC) VSATs, Wireless Metropolitan Area Networks (MANs) and Local Area Networks (LANs) with NICNET gateway for Internet resources, so as to facilitate economic, social, scientific and technological activities, and also for macro-economic adjustment programme of the Government. 10 (iv) District Administration sponsored Projects. 3.1 NIC provides the state-of-the-art IT solutions to information management, information dissemination, and decision support requirements of the Central as well as state Governments, the Corporate Sector and the Cooperative Sector. NIC plays an important role in the area of informatics for development, which inter alia includes :- Data warehousing (Data Bases & Model Bases) Network services (Internet, Intranet, & Extranet) Geographical Information System (GIS) Application of Remote Sensing Data Multi-media Information System, E-Governance & E-Commerce, Decision Technology System, and Sectoral IT Plans IT Training for Government Employees IT empowerment NICNET Video Conferencing NIC Project Offices have been established in 1980s, with NICNET facilities for Internet & Intranet access, through an Memorandum of Understanding (MOU), in all the Central Government (Civilian) Departments/ Ministries, 28 State Government Secretariats, 6 Union Territories Administration Secretariats, 1 National Capital Territory Government Secretariat, and 550+ District Collectorates. 4. NICNET Based Agricultural Informatics & Communication (AGRISNET) In view of the recommendations given by ISDA-95* and various sub-groups for formulation of the Ninth Plan in the Agriculture Sector, and also the NIC s IT Plan for the Agricultural Sector, NIC-AGRID-AGMARKNET-PIG-001 Version 1.2 Release: 20/07/2004 Page 10 of 40

11 the Department of Agriculture and Cooperation (DAC) has taken steps to establish "Agricultural Information System Network (AGRISNET)" in collaboration with NIC, during the Ninth Plan. The Proposal recommends (i) the state-of-the-art IT infrastructure requirements to establish AGRISNET as the INTRANET over NICNET, (ii) development of databases and information systems for decision support for evaluation, monitoring and policy formulations, and (iii) human resources development, (iv) multi-media based training and demonstration of transfer of technology to strengthen Farm Research and Education using broadcast VSATs, (v) special interest groups in respect of subjects, problems, programmes, schemes, etc, and above all, to make Indian Agriculture on-line for INTERNET and INTRANET access through AGRISNET Nodes. AGRISNET Nodes are envisaged to be established at DAC Hqrs (Krishi Bhawan), DAC Attached Offices and its regional offices, DAC Subordinate Offices and its regional units, DAC Public Sector Undertakings (NSC&SFCI) and sub-units, DAC Autonomous Organizations, Apex Cooperative Organizations State Agriculture Departments NCT/UT Agriculture Departments District Agriculture Offices [520+], and Block Agriculture offices [5000+] "Network-centric" applications using Data warehousing techniques, Expert Systems & Knowledge Bases, GIS Technology, RS Technology, and Internet/Intranet Web Technology, will be made available in AGRISNET Nodes. * ISDA-95 : National Conference on "Informatics for Sustainable Agricultural Development" (ISDA-95), organised by National Informatics Centre, in collaboration with the Ministry of Agriculture and the Ministry of Rural Development, May, 1995, Vigyan Bhawan, New Delhi. 4.1 Department of Agriculture and Cooperation (DAC) has already been equipped with NICNET LAN (as a backbone) with KU-band VSAT and RF link for INTERNET/INTRANET access at NIC-AGRID-AGMARKNET-PIG-001 Version 1.2 Release: 20/07/2004 Page 11 of 40

12 Krishi Bhawan & Shastri Bhawan. NICNET based Public Information and facilitation Centre (PIFC) is operational for information access by the Common Public at Krishi Bhawan as a common facility in the Ministry of Agriculture. For INTRANET Web database access, web enabled database are under construction for access over the LAN with 600 Nodes and also through PIFC. 13 Portal of Agricultural Informatics Division 5. Directorate of Marketing & Inspection (DMI) - Sponsoring Agency The Directorate Of Marketing and Inspection (DMI), headed by Agricultural Marketing Advisor to the Government of India (AMA), implements agricultural marketing programmes of the Central Government, under the supervision and control of the Central Ministry of Agriculture. DMI aims at bringing integrated development of marketing of agricultural and allied produce in the country, and maintains a close liaison between the Central and State Governments through its regional offices (11) and sub-offices (37) spread all over the country. DMI has a network of 22 regional Agmark Laboratories with its Central Agmark Laboratory at Nagpur. Its thrust areas / functional responsibilities include :- promotion of standardization and grading of agricultural and allied produce; market research and surveys; NIC-AGRID-AGMARKNET-PIG-001 Version 1.2 Release: 20/07/2004 Page 13 of 40

Agricultural Marketing Information System 2 Marketing of agricultural products comprises different business activities, different flows of products (called marketing channel ) and different firms (called middle man ) performing two main functions: Physical handling, storage, processing and transfer of goods as they move from producers to consumers operational efficiency ; and Exchange and price setting processes in the market system pricing efficiency As in all aspects of business, realising potential net gains of efficient marketing activities requires technically sound analysis. Increasing competition and complexities in agricultural marketing will require more sophisticated analysis and understanding (Information Technology diffusion) in the future than what has been in the past. 6.1 The availability of prompt and reliable market information about what is happening in the market, what quantities are arriving and what prices are quoted for different commodities considerably improves the decision making capability of the farmers and strengthens their bargaining power. At present, the information is disseminated through various media like radio, newspapers, blackboard display and public address system at Wholesale Market yards. The information provided by these methods has a limited use and does not help much to the farmers in taking decisions in marketing of their produce. The farmers are also not able to know about the prices prevailing in other markets, as the Market Committees are able to disseminate information mostly in respect of their own markets. The farmers are, therefore, left with no alternative but to dispose off their produce in the nearest market, even at uneconomic prices. Further, the market intelligence data are presently compiled in registers, which are difficult to maintain. It is also difficult to analyse the voluminous information thus collected for making decision. 16 linking all the important Wholesale Markets in the States and Union Territories, the State Agricultural Marketing Boards, and State Agricultural Marketing Directorates, under Agricultural Marketing Information Network, by installing computer facilities and connecting with NICNET for Internet and Intranet services. 6.2 A large amount of data with more accuracy, can be stored in computer, analysed and retrieved within shortest possible time. AGMARKNET will ensure dissemination of data through network to any distance with the help of communication devices for the benefit of citizens, farmers, traders, consumers, etc. The improved communication system will enable the producers to know about probable markets where they can dispose of their produce more profitably. The traders and consumers can also derive maximum advantage out of their purchases at low communication cost. The modernisation of market information system, will lead to the efficiency in the markets and increased participation of the farmers. This efficiency of the markets and farmers participation in the markets will be increased. This will increase the income of the farmers which, in turn, will activate them to increase the agricultural production. 6.3 In order to make the Agricultural Marketing Information system demand-driven, User's Groups comprising the potential users both from the private & public sector need to be formed both at the State and Central Level. This Group will provide a forum for interaction between the supplier and the users of the data. At the state level, the Director, Marketing/Managing Director, State Agricultural Marketing Board and at the central level Agricultural marketing Advisor to the Govt. of India can be the chairman / convenor of the group. The group should meet at least twice a year and the recommendations of the Group should be implemented for making the system needs-based in all respects. Since the Potential members of the Users group themselves may not know the utility of the data base, it should be properly marketed at the state level by the respective Board/Directorate for enlisting move and more number of members both from private sector (traders, exporters, food processors, NGOS, chambers of commerce) and the Public Sector. 7. 17 The scheme is being implemented at Agricultural Produce Wholesale Markets, State Agricultural Marketing Departments/Boards (Annexure-II) by DMI through National Informatics Centre (NIC) on a turn-key basis. NIC will procure, install and maintain the hardware, software, connectivity, impart training to computer operators and implement a customised application software in the identified AGMARKNET Nodes (Wholesale Markets) under this scheme and State Agricultural Marketing Departments/Boards. The software will facilitate transmission of daily prices (Minimum, Maximum, Modal) [commodity-wise, varietywise, originwise, gradewise] and arrivals data [commodity-wise], to the respective State Marketing Boards/ Directorates and DMI Headquarters for updating in the AGMARKNET server for Internet/Intranet Access. Since the concerned Agricultural Marketing Departments and Marketing Boards are required to implement the Market Information System at the state level, and Directorate of Marketing & Inspection (DMI) at national level, it is desirable to evolve market portals at appropriate levels to facilitate information dissemination. The national database on prices and arrivals and a portal on market information is being maintained at DMI Faridabad. This portal will have linkages with Regional Portals being evolved as per the approved X plan scheme. Networking 7.1 The Directorate of Marketing and Inspection (DMI), Faridabad has been equipped with (i) one State-Of-Art FTDMA KU Band VSAT, (ii) a powerful Computer Server, and (iii) Software tools, to facilitate the development of AGMARKNET as an INTRANET over NICNET. Each identified Wholesale Market will be linked to NICNET for up-linking data, via Dial-up connection, through /ftp services, for which Rs.2750 per annum has been earmarked for Internet Access Charge. The comprehensive database on Prices and Arrivals and other related aspects is being maintained at AGMARKNET central database for generating various analytical reports. Necessary interface, using the local language support, for transmitting the daily data has been developed and customized at AGMARKNET Nodes, by NIC State Units. 18 Computerisation of various functions of Markets can be taken up subsequently with financial assistance either from the Market Committee or DMI as a sponsored project. Project of Rajkot Market Committee implemented, as a pilot project, by NIC State Unit (Gandhinagar) will be customised for other market committees through out the Country. Training 7.2 Necessary training programmes (in batches of about 25) are arranged with the support of the NIC State units and NITPUs, for which approved project funds are made available to them. During IX Plan, one official from each market was imparted training under the project. During X Plan, provision has been made to train two officials from each market. The respective State Marketing Boards/Directorates have to nominate these officials for undergoing at least 5 days training on computer handling & awareness and application software, for transmission of data. Further, provision has been made to conduct 3 types of training viz Basic Awareness programme, Research & Analysis and Refresher training. The nominations should be notified to NIC at least 3 weeks in advance. Regional Portals 7.3 Refer to Annexure-III Software Tools 7.4 At each AGMARKNET node, the following Software Tools are provided:- Operating System - Windows 98/XP preloaded along with the Recovery CD; Office Productivity Tool - Lotus Smart Suite Millennium; and Application Software AGMARK, developed using Lotus Smart Suite, to facilitate the daily flow of Market Information on prices and arrivals. The software tools earmarked for DMI Headquarters are: Operating System : Windows NT RDBMS : MS SQL Server 7.0 NIC-AGRID-AGMARKNET-PIG-001 Version 1.2 Release: 20/07/2004 Page 18 of 40

19 Office Productivity Tool - Lotus Smart Suite Millennium and MS Office 2000 (Prof.) Application Software AGMARK-National Level, developed using Visual Basic & Seagate Crystal Reports, to facilitate the daily downloading of market information on prices and arrivals and for generating Analytical Reports. Hardware Tools 7.5 At each AGMARKNET node and State Agricultural Marketing Directorates and Boards, the following Hardware will be provided :- Client System : One Power Supply (500 VA Line Interactive UPS) : One Communication Equipment (Modem) : One Printer ( 80 Column) : One (supporting Hindi, English and a local language by default) At DMI Headquarters, the following Hardware will be provided :- Server System (Wipro) : One (Server Pentium-III 450 MHz, 128 MB RAM, 18 GB HDD, 17 Digital Colour Monitor) Client systems (HCL Infiniti Model) : Two Power Supply (Tritronics) (2 KVA on-line UPS) : One LAN Switch (12-port) with accessories (Baystack 304 ) : One Communication equipment : One (M/s Gilat FTDMA KU Band VSAT with sky surfer Card) Printer Laserjet Printer ( Xerox Modicorp) : One Inkjet Printer (Xerox 9520+) : Two NIC-AGRID-AGMARKNET-PIG-001 Version 1.2 Release: 20/07/2004 Page 19 of 40

Vendors Details for installing systems at AGMARKNET Node in States/UTs In order to facilitate system integration, it has been decided to go in for a single vendor solution to the extent possible. The vendor will be responsible for supply and installation of systems at each AGMARK node in states. The vendor will also establish Internet Connectivity through dial up modem and demonstrate to the Users on-site. The Support services (Warranty and AMC) will be provided by vendor to AGMARKNET Nodes for three years from date of installation. After three years from installation, the respective AGMARKNET nodes will be responsible for AMC of the equipment installed. Responsibilities of National Informatics Centre (NIC) NIC procures, installs and maintains the hardware, software, connectivity, impart training to computer operators and implements a customised application software in the identified AGMARKNET Nodes (Wholesale Markets) under this scheme and State Agricultural Marketing Departments/Boards. 21 Networking of AGMARK nodes, State Marketing Directorates/Boards and DMI (Faridabad); Training support to the officials at all the three levels to ensure effective use of the computing facilities (Annexure-IV); Development of application software to up-link data on daily prices (Minimum, Maximum, Modal) [commoditywise, varietywise, originwise, gradewise] and arrivals data [commodity-wise] to DMI Headquarters for updating in the AGMARKNET server for Internet/Intranet Access; Providing necessary support to the users for implementation of the system; Designating Nodal Officers in states for coordinating with the users at AGMARKNET nodes; Design and Development of Agricultural Marketing Portal for DMI (Faridabad) by Agricultural Informatics Division of NIC (New Delhi) and at State Levels through respective NIC State Units/ NITPUs (as has been done by NIC Andhra Pradesh State Unit); Support services (Warranty and AMC) to AGMARKNET Nodes for three years from date of installation. Restoration of Computer System at AGMARKNET Nodes due to virus infection, mishandling, and voltage fluctuation will be undertaken only on payment basis from the User by the designated Vendor. 10 Responsibilities of the Directorate of Marketing & Inspection (DMI) The major responsibilities of DMI to implement this scheme will be as follows:- To provide all necessary infrastructure like site preparation, electrical points with proper earth pit including sockets with switches, telephone line (with STD if required), space (minimum 100 Sq.feet) and furniture to keep computing system facilities & computer stationary, at Wholesale Markets, State Marketing Directorates, and State Agricultural Marketing Boards. Power requirement Electrical points - 3 ( 5 Amp, 3 pin sockets with switches), input to be protected by 6 amp MCB; 220/230 V power supply; Line, neutral & Earth Connections on the specified socket terminals; Proper Earth Pit copper wire earthing (with earth to neutral voltage less than 3 V) with an exclusive phase. Telephone requirement A dedicated telephone with STD facility (if required) and RJ 11 compatible sockets with two ports near the computer at each site. 22 Timely payment of telephone rentals to ensure smooth connectivity Consumables requirements Provision for recurring expenditure on consumables like floppy boxes, stationary and printer ribbons & printer head; To designate nodal officers for coordination with NIC offices at state and sub-state levels; To extend the necessary assistance to NIC project team for studying the requirements to facilitate application development at AGMARKNET Nodes level; To provide necessary inputs (e.g. Market wise commodity- variety lists) for System Requirement Specification (SRS) by NIC; To assist NIC State Units, through State Agricultural Marketing Boards and Directorates for specifying and translating the software requirements for local language implementation; To maintain, upload and update the national and state level Marketing Portals, by consolidating data from AGMARKNET Nodes in the state; To liaison with State Directorates/ Marketing boards:- To ensure that the next incumbents are properly trained, in case of transfer of officials, State Agricultural Marketing Boards and Directorate; To bear TA/DA for attending training programmes by the respective State Agricultural Marketing Boards and Directorates; To ensure necessary arrangements for periodical maintenance of all the sites where computers will be installed ; To identify an employee who will be responsible for regular collection and supply of data on daily basis after training, by State Agricultural Marketing Boards and Directorates, and who will also ensure the correctness and authenticity of market data; To generate reports for local dissemination at AGMARKNET Nodes level, using the customised application software; 11. Information Flow from Wholesale Markets As the scheme envisages to establish a nationwide information network for speedy collection and dissemination of market information data for pricing efficiency, all AGMARKNET Nodes in wholesale markets will enter the data, in the prescribed format, using the customised application software AGMARK, which will be explained, in detail, in the following sections. This software will facilitate marketwise time series analysis of data, and also at state level and national level. 39 Annexure-III Strategy for building Regional Sub Portals under AGMARKNET This is regarding evolving of regional sub portals under national AGMARKNET portal. Our State co-ordinators are being requested to co-ordinate with respective State Marketing Boards/Directorates for preparation of contents in local languages. The content development in Hindi for the National level portal has been taken-up here by NIC-DMI. As in the AGMARKNET portal, the regional sub portals will include static and dynamic parts. The sub portals will be maintained under AGMARKNET directory so that AGMARKNET provides a single window for accessing state specific sub portal.the states should maintain information in English also besides the local language. The approach for building regional sub portals under AGMARKNET is suggested as follows : A. Content Prepartion Static Part The static pages will include, marketing related information/developments at the State level (schemes, activities,facilities available etc) as well as the material available on AGMARKNET portal.the states may be conducting market research studies under their existing schemes. Besides they are being provided funds by DMI for conducting such studies under 10 th plan. Findings of these studies have also be published by respective State Deptt. on the respective sub portal under AGMARKNET. These contents need to be prepared/translated in local languages. Dynamic Part Various directories of AGMARK software need to be translated and prepared in local languages by respective Boards (one time). These directories will be ported to central database and integrated with the existing application. Necessary modification on the server side application software will be carried out by the project team here. Hyperlinks to appropriate asp pages from AGMARKNET server will be provided to various regional sub portals to facilitate retrieval in regional languages. (The preparation of directories in local languages may be taken up on priority followed by contents for static pages. ) The Directories to be updated are : Commodity,Group,Commodity,Variety,Grade,Unit,State,District, Market Centre. Since AGMARK software as well as ISM fonts CD is awailable with Boards, same can be used for building directories in local languages. IT Infrastructure and Training Support Necessary hardware along with software tools will be provided to State Marketing Boards as well as NIC Co-ordinators to facilitate the content preparation and development work. The State nodal officers will also be provided training for preparing contents. C. Site Hosting and Periodic Updation All the regional portals will be maintained in separate directories in the AGMARKNET portal. Each State will be allotted a password and permitted to access respective information only. Once the regional directories are updated over AGMARKNET, the further requirements for updation of static contents will be minimal. The nodal officer of the Marketing Board can prepare the contents and send through to respective NIC state Co-ordinator for updation. The rights for updation can be granted to nodal officer of Board also. However, initially the periodic updations may be carried out jointly from NIC State unit. [ The Boards have dial-up connectivity through NIC State Units but Remote publishing over dial-up may not feasible. Hence the suggestion for publishing through NIC State unit] Further, once the sub portals are launched, any further additions to national AGMARKNET site or directories of AGMARK software will be alerted to all the States for translation and up-dation of respective regional sub portals. The addresses for sub portals could be (say for Punjab) agmarknet.nic.in/punjab or punjab.agmarknet.nic.in D. Fonts Selection Based on discussions with C-DAC, following fonts have been identified to be appropriate for preparing the contents. The same are recommended on C-DAC web site also.
