Gillet Dear Law Enforcement Official: It is my pleasure to present to you the Winter/Spring 2015 Middlesex County Police Training Center Course Catalog which is provided on behalf of the Middlesex County Prosecutor s Office, the Middlesex County Board of Chosen Freeholders, and the Middlesex County Association of Chiefs of Police. This catalog is the result of the dedication of the members of the MCPO and others to provide quality training and education to the honorable men and women of law enforcement. The range of course offerings addresses the training needs of police personnel who are equipped with varying degrees of experience and skill. The catalog provides a wide variety of courses in such areas as tactical skills, investigative techniques, ethics, and interrogation and interview techniques. With multiple classrooms outfitted with high-tech audio-visual equipment, a FATS machine (firearms training simulator), driving simulator, ample parking, and a central New Jersey location, the Middlesex County Police Training Center is the optimal location to provide quality classroom training to law enforcement. Furthermore, the Middlesex County Police Range is located nearby. In addition to providing valuable hand-on firearms training, the range has an on-site temperature-controlled trailer which can be used for classroom instruction throughout the year. We are grateful to the Middlesex County Board of Chosen Freeholders for their continued financial support which allows us to offer state-of-the-art training opportunities taught by experienced and knowledgeable instructors. 4 MIDDLESEX COUNTY POLICE TRAINING CENTER MISSION STATEMENT The mission of the Middlesex County Police Training Center is to support, promote, and enhance the personal and professional development of law enforcement leaders by preparing them for complex, dynamic, and contemporary challenges through innovative techniques, facilitating excellence in education and research, and forging partnerships throughout Middlesex County and the State of New Jersey. RANGE/DRIVING SIMULATOR/LAW ENFORCEMENT TRAINER (LET) To book the Range, Driving Simulator, or the Law Enforcement Trainer please contact Sgt. Alan Bandics or Nicole Ducca at The Department/Agency shall hold harmless and indemnify the County of Middlesex, its officers, agents and employees from any and all injuries, damages and claims for damage to persons and/or property arising from the actions of its attendees at the Middlesex County Police Training Center, except as such injuries and damages are caused by the gross negligence of the County or its employees or agents. The approving authority certifies that the students enrolled do not have any physical and/or other conditions which would prevent them from actively participating in all portions of this course. The approving authority also certifies that all personnel enrolled in the above course are covered by Workman s Compensation and Liability Insurance, or are otherwise insured, as indicated by a copy of such insurance attached to the current Authorized Signature form on file.
6 Class information: General Information, Rules and Regulations Classes are generally scheduled to start at 9:00 am and run until 4:00 pm, unless noted otherwise in the course description. It is suggested that attending officers arrive minimally 15 minutes prior to any scheduled training. Classes are held at the Middlesex County Police Training Center unless stated otherwise in the course description. All Live Fire/Firearms Courses are held at the Middlesex County Police Range. Directions to all the Middlesex County facilities utilized for training are located in the back of this catalog Dress code: Proper attire for all students is either a department uniform or minimally a collared shirt and dress slacks/trousers. Dress may be modified according to class requirements as indicated on the specific course description or the instructor s guidance on the first day of a multi-day training program. Non-uniformed personnel wearing weapons should ensure their weapons are concealed at all times upon leaving the classroom. Class Attendance: Class attendance is required in order to obtain a course completion certificate. If you are unable to attend a class that you are registered for, you should notify the Training Center. Order: All students are expected to set the example for appropriate law enforcement conduct by refraining from using profane, loud or offensive language while in a training environment. All students are expected to treat instructors as well as other training participants and Training Center Staff with courtesy and respect; fostering a positive educational environment for all participants. 12 NJ LEARN SUPERVISOR S COURSE NJ Learn is a complete Learning Management System, managed by the Office of Homeland Security and Preparedness, at no cost to State, County, and Local First Responder Agencies. It is available to sworn Law Enforcement officers, certified Emergency Medical Technicians, and Level one certified Firefighters. Its capabilities include web accessible Standardized Training of Online courses, Course Catalog Registration process, a Digital Resource Repository, Communications capability, and a Reporting Management System. This half day training is designed for NJ Learn Coordinators who are in charge of NJ Learn for their respective agencies. There will be training for new coordinators as well as training that will serve as an update and refresher course. 13 LAW ENFORCEMENT RESPONSE TO SUICIDE BOMBERS This course addresses some of the major considerations a jurisdiction is required to answer when creating plans, procedures, and tactics to prevent and respond to suicide bombing incidents as well as incidents involving Large Vehicle Bombs (LVBs). Successful preparation and response for future suicide bombing threats in the U.S. will require emergency response agencies to complete extensive preparatory actions developing plans, acquiring equipment, and conducting training and exercises that focus on likely attack scenarios. This course uses a blend of classroom presentations and performance exercises designed to help participants develop a greater understanding of the complex demands a suicide bombing and LVB threat present. Upon completion of this course, participants will understand the suicide bombing tactic, the participant s role in situational awareness, use of deadly force, and personal protection issues. This is a one day, 8 hour course taught by the New Jersey State Police Bomb Unit. 14 PRESCRIPTION DRUG CRIMES This one day training developed by Purdue Pharma, L.P. will discuss current trends in prescription drug crimes which will include identification and trends, lawful prescribing, abuse and diversion of controlled substances, methods of diversion, major case studies and Prescription Patrol. 15 INTRODUCTION TO SEARCH WARRANTS This four-hour training seminar will teach the officer how to write an effective and detailed search warrant that will provide the greatest latitude in searching the scene and will withstand any court challenge. This course is designed for the officer with little or no experience writing search warrants. 16 SEARCH AND SEIZURE UPDATE This four-hour training seminar will update the officer on search and seizure case law. The course will emphasize the most recent court decisions regarding all aspects of search and seizure law. 17 BASIC SEX CRIMES INVESTIGATIONS This training is being conducted by the Middlesex County Prosecutor s Office. The training is designed for investigators and detectives who have been newly assigned to investigate crimes involving sexual assault. Topics include interviewing of victims and witnesses, interrogation of the suspect; use of a telephonic consensual interception, crime scene search and drug induced sexual assault. In addition, specific case studies involving sexual assault will be discussed. 18 FBI INTERVIEW AND INTERROGATION This three-day course presented by the FBI is designed for investigators and detectives. It will cover the following areas: preparing for the interview, the background interview, Miranda warnings, non-verbal behavior, verbal behavior, the behavior analysis interview, and the eight-step interrogation method. 19 FINANCIAL CRIMES INVESTIGATION This four day course is a certificate program designed by and will be delivered by Mark Malinowski, MS, CFE, CAMS from Framework Financial, LLC. Mr. Malinowski has over 15 years of financial Crimes Investigative experience while working in the banking industry and as a detective with the Ocean County Prosecutor s Office Economic Crimes Unit. 20 FINANCIAL CRIMES INVESTIGATION Course #1 The Financial Crimes Law in New Jersey Date: March 9, 2015 This one-day course will provide a detailed analysis of NJSA Chapters 20 & 21 related to financial crimes investigations. Case studies will describe key elements for both investigative and prosecution purposes. Police officers will gain an in-depth understanding of New Jersey s theft and forgery statues while acquiring the tools needed to address today s white-collar criminals. Course #2 The Elements of Financial Crimes Investigations Date: March 16, 2015 This one-day course will provide an officer with the essential foundation to conduct a financial crimes investigation in today s technology driven society. This course will highlight core financial crimes including, but not limited to, embezzlement, mortgage fraud, counterfeit checks, credit card fraud, identity theft, power of attorney fraud and document fraud. Attendee will participate in analysis of multiple present day financial crimes investigations and case studies exposing them to the methods and trends utilized by modern day white-collar criminals. Course #3 Investigating and Prosecuting Money Laundering Date: March 23, 2015 This one day course will discuss the criminal elements and case law for NJSA criminal statue 2C:21-25, Financial Facilitation of Criminal Activity, also known as Money Laundering. The course focuses on the stages involved in the process of money laundering and how to utilize this knowledge in developing both your investigative and prosecution strategy. A detailed breakdown of each section of this statue will be provided as well as case examples for each section including the calculation of anti-money laundering profiteering penalty. Course #4 How to Locate Assets during a Financial Crimes/Narcotics Investigation Date: March 30, 2015 This one-day course will benefit any detective and/or prosecutor assigned to whitecollar crime/narcotics investigations. Preliminary discussion will center on the types of fraud, methods utilized to move currency and basic investigative measures to assist in identifying the flow of money and assets. Specific focus will be on the investigative measures for narcotics-related cases and how to build a financial profile of your target(s) along with identifying assets of the individuals and organization. Emphasis will include, but not be limited to, forfeiture of assets/seizures of properties and bank accounts; various investigative databases designed to identify fraudulent activity, proactive and reactive investigative measures and the steps used to strengthen court testimony.
21 GLOCK ARMORER COURSE This one day course (8 hours) will sanction officers as Certified GLOCK Armorers for all GLOCK Model Pistols (except G18/C select-fire models). Training includes Safe Action System Design, Detail Disassembly & Reassembly of Slide and Receiver, Fire Control Component Configurations/Engagement, Diagnostics and Troubleshooting guides. Students must supply their own safety glasses for eye protection and a small flashlight. Lunch will be provided by GLOCK Professional, Inc. (Maximum number of students is 35) Certification 3 years. 22 FBI ADVANCED CRIMINAL INVESTIGATION This five-day course is designed for newer investigators to provide an introduction to various types of advanced criminal investigative techniques, as well as provide specific knowledge that law enforcement officers can use in their day-to-day activities. Blocks of instruction are designed primarily for patrol officers and detectives. Depending on instructor availability, topics may include gang identification and culture, major case management, child sexual exploitation, undercover matters, evidence recovery, human trafficking and narcotics detection and concealment. 23 METHODS OF INSTRUCTION This class is a Police Training Commission approved course designed for officers who plan to teach at commission approved police academies and/or in their respective departments. The course is designed to develop teaching and public speaking skills through planned presentations. The participants learn to select appropriate teaching methods, establish goals, prepare performance objectives, and develop and use lesson plans. An overview of the principles of learning, classroom management, and the selection and use of training aids will be discussed. Students are required to successfully complete their presentations to receive certifications. Presentations will be evaluated. Jacket and tie dress code for men and business attire for women is strictly enforced in this class and full attendance of all seven days is mandatory. All students must bring a 4GB USB Drive. 24 FIELD OFFICERS TRAINING The Middlesex County Police Training Center in conjunction with Stockton College Center for Public Safety and Security will be hosting a three-day Field Training Officer course. The course is designed to prepare supervisors and police officers who are assigned to train and mentor new police personnel. The training will cover coaching, leadership, performance evaluations, motivation, practical role playing, ethics, job task analysis, adult learning, racially influenced policing, and other important blocks of instruction to assist FTO s and supervisors in meeting the challenges faced by trainers on a daily basis. 25 INTERNAL AFFAIRS POLICY AND PROCEDURES FOR MIDDLESEX COUNTY LAW ENFORCEMENT This two-day class is designed for officers that are assigned to the Internal Affairs function in a Middlesex County Law Enforcement Agency. This course replaces the DCJ Internal Affairs Policy and Procedure course which is no longer offered. This new course offered by the County Prosecutor will ensure that each municipal police department has sufficient training to conduct investigations in compliance with the New Jersey Attorney General s Internal Affairs Policy and Procedures. Training will include the following topics: Administering the Internal Affairs Function Accepting Reports of Misconduct Internal Affairs Records and Case Management Interviewing Officers, 45- day Rule, OPRA, Garrity Protection Domestic Violence Considerations for Internal Affairs Law Enforcement Drug Testing Review July 2014 Revisions to the policy Panel Discussion Each Middlesex County Department may register (3) three participants. 26 FBI CRISIS NEGOTIATION This five-day course is designed to familiarize police officers with the current doctrine and theory of successful negotiation with individuals who are suicidal or in crisis, as well as criminal, mentally ill, or fanatic hostage takers. Instruction stresses the goal of approach in dealing with the hostage taker. During the course, all officers are exposed to negotiation situations using practice problems. Students should be patrol officers or detectives who will act as negotiators during actual crisis situations. 27 CRASH INVESTIGATION 1 Crash Investigation 1 is the basic or at-scene course that teaches the student the proper techniques for recognizing and properly recording collision results on roadways and gathering critical evidence that may be used to reconstruct a crash at a later date. The police officer will learn how to take measurements, sketches, after crash diagrams and to systematically photograph the vehicles and scene. All students must bring a scientific calculator. Also, basic math skills are required to successfully complete the course. 28 CONDUCTED ENERGY DEVICE (CED) END USER COURSE TIER TWO AND TIER THREE In October of 2011, Attorney General Paula T. Dow authorized police departments in New Jersey to purchase and deploy Conducted Energy Devices (CEDs). Attorney General Dow developed the policy for CEDs and approved a training program for law enforcement officers through out New Jersey. Representatives from state and county law enforcement agencies throughout the state have received training to train end users on how to effectively operate the TASER X2. The TASER X2 is the approved CED, which is manufactured by Taser International, Inc. and on the New Jersey Conducted Energy Device (CED) Certification Course which includes instruction on the Use of Force. CLASS SIZE IS LIMITED TO 20 PARTICIPANTS. MIDDLESEX COUNTY ONLY!!! ONLY TWO PER DEPARTMENT TIER ONE The first component of this training program is the online training component available to New Jersey law enforcement through NJLearn (maintained by the New Jersey Office of Homeland Security). A certificate will be issued upon successful completion of this component. Officers must successfully complete the NJLearn component regarding Conducted Energy Devices prior to participating in the tier two and tier three training. Officers must provide a copy of the certificate, from this NJLearn training, to the training center prior to attending tier two and tier three training. TIER TWO The tier two component involves obtaining certification from the manufacturer of the TASER X2, Taser International, Inc. This course of instruction is a minimum of six (6) hours of training which is a requirement for new TASER X2 end users. Students will be provided the theory and practical training necessary to reasonably, safely and effectively operate the TASER X2, Conducted Energy Device (CED). TIER THREE The tier three training is the New Jersey Conducted Energy Device (CED) Certification Course, which is required for all law enforcement officers who are authorized in writing by their respective agency heads to carry and use a CED in the performance of their official law enforcement duties. The tier three component is a one-day training of classroom instruction on the Attorney General s Policy on Use of Force and, in particular, the Attorney General s Revised Supplemental Policy on CEDs, and a practical block demonstrating proficiency in the use of the device. Prerequisite: Completion of the NJLearn component on Conducted Energy Devices (CEDs) (Tier One)

43 LAW ENFORCEMENT TRAINER (L.E.T.) OPERATORS * The Training Center offers twenty-four hour training with the use of the Law Enforcement Trainer. In August 2013, the Middlesex County Chief's of Police Association purchased a new Law Enforcement Trainer. Those departments currently enrolled as members of the Middlesex County Law Enforcement Trainer (L.E.T.) are afforded the opportunity to certify operators on the new equipment as well as utilize the system for supplemental firearms training for problem/difficult shooters. Every department must participate in the training before the department can use the equipment. *Formally referred to as F.A.T.S. Please contact the Training Center for scheduling of training and usage dates. DRIVING SIMULATOR OPERATORS The Training Center offers twenty-four hour training with the use of the Driving Simulator. Middlesex County agencies have the opportunity to train individuals to operate the Doron 550 LE Driving Simulator. Those departments currently enrolled as Driving Simulator users are given the opportunity to certify operators as well as utilize the system for supplemental training for problem drivers. Every department must participate in the training before the department can use the equipment. Completion of operators training will allow participating agencies the opportunity to schedule and conduct their own driving simulator training at the Training Center. 44 NJ LEARN LEARNING MANAGEMENT SYSTEM INFORMATION NJ Learn is a complete Learning Management System, managed by the Office of Homeland Security and Preparedness, at no cost to State, County, and Local First Responder Agencies. It is available to sworn Law Enforcement officers, certified Emergency Medical Technicians, and Level one certified Firefighters. Its capabilities include web accessible Standardized Training of Online courses, Course Catalog Registration process, a Digital Resource Repository, Communications capability, and a Reporting Management System. Permission based, users can request and take courses, tests, and surveys. The designation of supervisor in NJ Learn is generally given to agency training officers; specifically those who will manage user accounts in NJ Learn for others from the same jurisdiction. Supervisors can manage requests and approvals, course assignments, and training records of users assigned to them. Users are assigned to, and managed by one NJ Learn supervisor at a time. A supervisor cannot manage their own account. Any user can be assigned the supervisor permissions. The training for those permissions is composed of an introduction to NJ Learn and its capabilities, demonstration of the supervisor functionality, and hands on training in those functions. 45 MANDATORY IN-SERVICE LAW ENFORCEMENT TRAINING THROUGH NJ LEARN BLOODBORNE PATHOGENS The following Bloodborne Pathogens Training meets the Federal Occupational Safety and Health Administration (OSHA) Standard, 29 CFR , which was adopted by the New Jersey State Public Employees Occupational Safety and Health (PEOSH) Program. Training must be provided at the time of the emergency responder s initial employment and at least annually thereafter. The standard requires that emergency responders have access to a qualified trainer while taking on-line training to allow for interactive questions and answers, if needed. This requirement can be met via telephone contact or through only if the trainer is available to answer ed questions at the time the questions arise (e.g., live chat). It is the responsibility of each department s/agency s chief executive to provide their members with the name, contact information and work hours of the qualified trainer designated to assist with any questions. The standard also requires that emergency responders are provided with an explanation of the department s/agency s written exposure control plan, as well as the means by which members can obtain a written copy. It is the responsibility of each department s/agency s chief executive to provide this information to its members. It is critical that each emergency responder knows what to do in the event of an exposure and to be able to articulate their department s/agency s exposure control plan. If the emergency responder has questions relating to any training or modifications made to existing procedures, they should consult with their designated qualified trainer, supervisor, and/or appropriate legal advisor. DOMESTIC VIOLENCE The purpose of this program is to provide law enforcement officers with a general overview of laws and policies in the State of New Jersey. Taking this course satisfies the four-hour requirement annual domestic violence training requirements set forth in N.J.S.A. 2C: However, County Prosecutors may require police officers to participate in additional domestic violence training. HAZARDOUS MATERIALS This 2015 Hazardous Materials Awareness Refresher on-line training course is provided to fulfill the OHSA annual refresher mandate for first responder hazardous materials awareness.
