2 The Joint Accommodation Strategy for People with Care and Support Needs Surrey County Council and Borough and District Councils are working together. Surrey County Council organises social care for adults in Surrey. Surrey has 11 Borough and District Councils who are in charge of housing in their local area. This plan is about housing for people with care and support needs in Surrey. It has been written by Surrey County Council and the 11 Borough and District Councils. 3 More choice and control We want people to have the chance to live in homes other than residential care. Many people want to live in different kinds of housing. They want more choice about where they live. They want more control over who supports them. They want to be more independent. Having a personal budget helps people have more control. See page 4 for more information about this. Supported Living and Extra Care Housing are different types of housing that give people more control. We will tell you more about these on pages 5 and 6. 3

4 Personal Budget Many people now plan and pay for their care and support themselves. This is called Self Directed Support. In the past Surrey County Council would do this for them. Surrey County Council now gives people a personal budget and they choose what to spend it on. For example: Employing a personal assistant Equipment to stay safe at home Having a personal budget means you can choose the right care and support for you. This will help you to live as independently as possible in your own home. 4

5 Supported Living Supported living is when you own or rent a house or flat. The support you get is separate. You can change your support without moving home. If you move home you may be able to keep the same support. You can claim more benefits in supported living than in residential care. You can live on your own or share with others. Supported living can be for people who need lots of support. Many people find using Telecare equipment, like alarms, keeps them safe. They then don t need staff with them all the time. 5

6 Extra Care Housing Extra Care Housing is a group of flats or bedsits. You have your own flat or bedsit in the building with your own bedroom kitchen, bathroom and toilet. You can share places like the restaurant or an activity room with other tenants. Staff are there on weekdays to help with housing issues and bills. Care staff are there every day and night. The staff are shared by all the people who live in the building. If you need extra support you can use your personal budget to pay for this. Having extra support stops people needing to move to a residential home. Some disabled people have told us they like the idea of Extra Care Housing. They think this should be for disabled people as well as older people. 6

7 Housing in Surrey costs a lot of money There is not enough cheaper housing in Surrey. There is not much money for more housing. X There is not much land in Surrey we can build housing on. Lots of land in Surrey can t be used for new housing because it is near rivers that could flood, or because wildlife and the countryside need to be protected. We have agreed it is important to have more housing with support for these people: Adults who need care and support Older people 16 / 17 year olds who are at risk. 7

8 Homes that are right for disabled people There are some disabled people who need homes with things like ramps, stairlifts and disabled toilets. Sometimes homes like this become vacant when people move out. It is not easy to find the right person for the right home.? We need to keep a register to match these homes with the people who need them most. We also need to try to make it quicker and easier to apply for Disabled Facilities Grant. This money helps to pay for aids and adaptations to people s homes. Disabled facilities grant For more information contact your Borough or District Council. See pages 12 to 14. 8

9 Housing information People need information about housing to help them make choices. You can find information about housing at: Your local Borough or District Council office. 10 Finding out what people need Surrey County Council and the Borough and District Councils need better information about the housing people need. We need people to join the housing register at their local Borough or District Council. We need to look at how special needs housing panels work.? We need to use the information we have about the housing needs of young people in transition who will soon be adults. We need people to join the Surrey Adult Linked Disability Register (SALDR). 11 Borough and District Council Housing Action Plans Each Borough and District Council has a Housing Action Plan. These plans will tell you: what the housing issues are what action is being taken who is taking the action what date the work will be finished. Woking Borough Council willl make sure that 12 flats or houses are used for people whoo need support. 15 Glossary of useful terms Housing Register Each Borough and District Council has a Housing Register. This is a list of people who need housing in their area. You can join the Housing Register by contacting your Borough or District Council. Social Care This is support people need to live independently. It can include help with personal care, activities, cooking, shopping and staying safe. Self Directed Support This gives people more choice and control over their social care support. After finding out what support they need Surrey County Council gives people a personal budget to buy the support and equipment they need. Special Needs Housing Panel Some Borough and District Councils have a Special Needs Housing Panel. The panels work to make sure that people with special needs in their area have the housing and support they need. Supporting People Supporting People is a Government Grant. It pays for housing related support for people including people with learning disabilities, older people, people who suffer domestic abuse and homeless people. Telecare This is equipment to use at home to help stay safe and independent. It includes things like community alarms, pill dispensers, smoke alarms, fall alarms and flood alarms. 15
