1 MASSACHUSETTS PORT AUTHORITY Job Title: Job Type: Location: ABO Finance Portfolio Manager Full-Time East Boston, Massachusetts Apply URL: Description The ABO Finance Portfolio Manager at the Massachusetts Port Authority, oversees financial performance and contract compliance with financial and business terms for the portfolio of agreements managed by the Airport Business Office, which includes the portfolios of Concessions, Property and Leasing groups and encompasses Logan International Airport, Hanscom Field, and Worcester Regional Airport. Maintains Airport Business Office (ABO) Sales and Revenue Database and analyzes the data to ensure accuracy and provides trend analysis for the Airport. Assist in developing financial and business terms for leases using complex economic and financial analysis. Essential Tasks of the Job: Administers the accounting process for ABO, including those with outstanding balances due to Massport 1. Prepares and completes monthly Revenue Recaps for tenants to ensure that billing information is accounted for and is accurate. 2. Serves as liaison with the Accounting Department on ABO Revenue Recaps. 3. Reviews reports on those tenants that have outstanding balances due to Massport. Follow up with tenants to ensure that payment is sent. 4. Works with Massport s Accounting Department to ensure that payments have been received and recorded to the appropriate tenants. 5. Prepares status report to senior staff on outstanding balances. Administers the finance portion of lease management for ABO. 1. Prepares and completes Billing Recaps for concessions to ensure that billing information is accounted for and is accurate. 2. Works with MPA staff on researching historic billing information to ensure accuracy.

2 3. Works with ABO staff to ensure billing information is accurate per the various lease agreements. 4. Works with tenants in communicating lease requirements, billing adjustments, etc. 5. Serves as liaison with MPA Accounting Department for portfolio of concessions related billing recaps. 6. Reviews Annual Certified Statements within Portfolio; Conducts Annual Reconciliation of lease requirements, reported revenue and amounts invoiced/collected by MPA. Assists in Airport Sales and Revenue Process 1. Oversees the ABO sales and revenue reporting process to ensure information is provided in accordance with the agreements and in a timely fashion to meet all MPA internal reporting deadlines. 2. Analyzes and develops comprehensive monthly, quarterly and annual concession sales and revenue reports for internal distribution. 3. Produces monthly and quarterly sales and revenue reports, including analysis on data collected. 4. Analyzes the sales and revenue data to determine ABO s performance on a per enplaned passenger, per square foot, and other measures as needed. 5. Analyzes the sales and revenue data to determine trends. 6. Compares annual reports against ABO and Tenant s projections. 7. Develops and produces reports for Massport s metrics reporting system. 8. Prepares ad-hoc sales and revenue reports as requested. 9. Tracks concession information for use in Federal reporting requirements, including completing the FAA Annual Sales Report. 10. Assists in audit reviews. Conducts research, analyses and makes recommendations on designated projects within Portfolio. 1. Conducts cost benefit analyses develops proformas, financial projections, and similar analyses on rates, charges and business terms. 2. Researches and applies appropriate benchmarks, including survey administration. 3. Develops pricing alternatives and implementation plans.

3 4. Assists with the development of comprehensive policies. 5. Assists in establishing financial objectives. 6. Supports activities and efforts of the Airport Business Office. Analyzes and recommends business plans and rates, long term leases and new ventures to be undertaken by Massport within ABO Portfolio. 1. Participates in restructuring of business arrangements and fee collections. 2. Evaluates regional economic impacts of projects. 3. Prepares analysis of tenant/user proposals as well as new ventures relating to rates, charges and revenue development. 4. Participates in meetings and negotiations, as necessary, to explain Massport s policies, procedures, goals and projects and to ensure smooth flow of oral and written communications with relevant parties. Assists the Airport Business Finance Manager in the development, administration and monitoring of the ABO s annual revenue budget, operating budget and capital budget. 1. Assists in development of annual revenue budget in accordance with tenant s budgeted projections. 2. Monitors data, reconciles yearly goals, and identifies discrepancies. 3. Works with ABO staff to develop annual operating and capital budgets, including requests for funding. 4. Provides monthly status reports of revenue stream performance compared to budget and past performance, profit and loss statements, and tracks monthly expenditures compared to budget. 5. Tracks status of approved items, monitors expenditures, identifies discrepancies and reconciles data. 6. Prepares monthly status reports, including monthly expenditures, cumulative expenditures and profit and loss statements. 7. Makes transfers to balance budget when necessary. 8. Acts as ABO liaison with the aviation budget office and, accounting unit and collaborates on strategies for meeting departmental goals.

4 9. Participates in the development of revenue budget for Hanscom and Worcester. Tracks expenses as needed. Assists with the Enforcement and monitoring of the business terms of all Leasing and Concession Agreements. 1. Conducts internal ABO Audit of each Airport agreement as required. 2. Researches tenant s compliance with business terms and contractual obligations including, but not limited to, review of Monthly Certified Statements, Performance Bonds, Security Deposits, Insurance Certificates, Annual Certified Statements, Annual Business Plans, certification of Capital Investment in facilities. 3. Works closely with Internal Audit Department with respect to their audits of agreements. 4. Work with account managers on the overall accounting/billing process for all ABO agreements and tenants to ensure accuracy and timeliness of billing, and to ensure payments are made and received in accordance with lease terms. 5. Works with Aviation Data and Reporting Manager to ensure that all aviation financial billing information (CLMS, Landing Fees; Aircraft parking) is accurate and timely. Assists the Airport Business Finance Manager in the development of annual rates and fees for aviation properties. 1. Performs tasks as needed to support the development of aeronautical and non-aeronautical rates, including analysis, research, data collection, and quality control. Performs all other tasks and projects as assigned. SECONDARY JOB TASKS: Develops clear, consistent and comprehensive policies and objectives for specific projects as assigned. Ability to clearly communicate, in written and oral format, financial analysis/findings to other managers and staff. Job Requirements and Qualifications: EDUCATION: Bachelor s Degree in Economics, Finance or Business Administration required. Master s degree or postgraduate work in business preferred. A Bachelor s degree in another field combined with equivalent, relevant experience may be considered.

5 EXPERIENCE: 5-7 years' experience performing economic/business analysis and/or business/financial policy development required. Experience in aviation, transportation or real estate related industries preferred. UNIQUE EXPERTIES/CERTIFICATION/REGISTRATIONS: 1. Demonstrated knowledge of airport financial issues and operations preferred. 2. Demonstrated ability to perform sophisticated and transparent financial analyses preferred. 3. Working knowledge of spreadsheet; database, graphics, Word and PowerPoint applications. 4. Ability to research topics and provide written proposals/recommendations to supervisors and coworkers. 5. Ability to effectively communicate with tenants. Demonstrated ability to draft correspondence in appropriate business-writing style. 6. Ability to maintain confidentiality in all assignments. 7. Ability to pass a Massport controlled substances test and security background checks.
