3 Executive Summary It is an essential goal of Comanche Nation College (CNC) to preserve culture, language and educate the citizens of our community. We strive to offer an evolving education to meet the particular needs of tribal citizens by providing two year degrees, preparing for transfer, and to prepare students for a diversity of training for jobs in the 21 st century; while maintaining the Comanche Core Values: Relationship, Responsibility, Reciprocity, and Redistribution. In reaching this goal, Comanche Nation College has developed an Enrollment Management Plan (EMP) that incorporates our strengths and uniqueness as a tribal college with our commitment to providing academic excellence and superb student service. The Comanche Nation College EMP will become a comprehensive process that is designed to help our institution achieve and maintain the optimum recruitment, retention, and graduation rates of students with optimum defined by the mission, vision, and strategic plan of the institution. Core Concepts All EMP activities are mission driven. EMP develops an institutional culture of student success. EMP is synonymous with student success and is integrated into the institution s strategic plan. EMP will involve internal and external constituents. Decisions are data driven through assessment processes. Enrollment goals are clear and established on the basis of institutional capacity and the institution s strategic plan, and not simply on the student profile or revenue generation. Appropriate academic programs are maintained that prepare students for the careers of the future while sustaining mission appropriate offerings. Creative thinking and looking outside of higher education for the best practices is necessary. Enrollment Management Mission Statement The Comanche Nation College Enrollment Management s mission is to provide the highest standards of excellence in enrollment planning; actively identifies, counsels, recruits, and enrolls qualified students; and offers student support services that promote student retention, persistence, graduation and; therefore, success. 4 Comanche Nation College will change and improve the undergraduate learning experience. Quality academic advisement is a priority. Assessment of student learning is critical to student success. Student retention is an outcome of a quality student experience and includes student satisfaction and student success. Connectedness to faculty and staff is critical to student success; thus all areas of the institution share the responsibility of facilitating these connections and eliminating barriers to them. Enrollment Management Vision Statement Vision Statement The Comanche Nation College Enrollment Management will: Be a leader in strategic enrollment management; Exemplify quality customer service; Ensure that the AIHEC standards of eligibility are met; Ensure a culture that embraces an integrated approach to enrollment management; Advance Comanche Nation College s statewide image; and Ensure that CNC is the institution of choice for not only the American Indian Community level but also in the local, state, and national levels. Comanche Nation College Mission The mission of the Comanche Nation College (CNC) is to provide educational opportunities in higher education combined with the traditions and customs of the Comanche Nation and other American Indian perspectives. The Comanche Nation College provides students with a high quality and relevant education that is Comanche-Centered, based on the tribal culture, language, history and core values (Relationship, Responsibility, Reciprocity, and Redistribution) that will provide all students with the necessary knowledge, skills and experiences to function successfully in a multicultural society. Comanche Nation College provides lower division programs and educational opportunities in higher education that meet the needs of Comanche Nation citizens, all other tribal members, and the public. 5 Background/History/Location The Comanche Nation College was established as a Tribal College by the Comanche Nation Charter Resolution in Comanche Nation is a federally recognized tribe of Oklahoma. Comanche Nation College opened its doors the Fall On April 2, 2005, the American Indian Higher Education Consortium (AIHEC) accepted the Comanche Nation College (CNC) as its 36th tribal college member. Although home to 39 federally recognized American Indian tribes and designated as Indian Territory in 1834, CNC was also the first tribal college established in the state of Oklahoma. Accreditation Status Comanche Nation College (CNC) received its Initial Candidacy for Accreditation in November CNC is a Candidate with the Higher Learning Commission and an Affiliate of the North Central Association. Moving in this direction and away from Cameron University s structure caused a major drop in enrollment numbers as demonstrated above in Table 1. 11 Strategic Goals & Objectives Goal 1: Student Recruitment and Enrollment Identify, recruit and enroll students guided by the American Indian Higher Education Consortium (AIHEC) enrollment targets. 1. Use all available market and institutional research resources to identify students who represent the best fit for CNC programs, culture and campus. 2. Create or enhance recruiting programs and plans to ensure strategic enrollments. 3. Increase efficiency and productivity of recruiting activities. 4. Continue to attract and enroll a diverse student population. 5. Increase the number of graduate transfers. Goal 2: Student Persistence Increase student retention and graduation rates. 1. Improve the overall quality of the student s educational experience. 2. Provide effective academic assistance and system-wide process improvements to support educational goal attainment for all CNC students. 3. Provide academic advising services for all CNC students. Goal 3: Student Financial Support Promote greater access to higher education through widespread, timely and accurate information regarding financial aid options. 1. Provide early access to information and tools necessary for students to successfully finance and complete their CNC education. 2. Expand student aid outreach and education workshops for families and prospective students throughout the surrounding targeted communities. 3. Develop packaging strategies that provide prospective and continuing students an attractive mix of institutional, tribal, state and federal aid. 12 Goal 4: Infrastructure and Services Provide excellent facilities and services for students, faculty and staff. 1. Streamline academic and administrative processes and procedures. 2. Improve efficiency and delivery time for basic enrollment management processes and services to students, faculty and staff. 3. Link use of space and facilities to CNC Strategic, Academic Quality, Student Success Plans, the Department of Student Services as well as academic program and student life priorities. Goal 5: Financial Sustainability Ensure that CNC enrollment management plans and activities support the Institution s Financial Plan. 1. Connect student enrollment with revenue generation. 2. 14 Future Plans for Comanche Nation College The CNC enrollment management plan and objectives relate to the long term future goals of the institution as well. In summary, the enrollment management plan s strategies and goals will reach for the following primary goal: An enrollment number of 1,000-1,200 students by the year 2016 Fall Semester. In order to achieve this goal and increase the student enrollment, the Comanche Nation College will implement the following strategies: Continue to develop and strengthen the enrollment management plan of Comanche Nation College. Maximize space utilization strategies. Increase CNC s number of concurrently enrolled students. Increase CNC s course offerings options to include night and weekend classes. Increase CNC s summer course offerings. Full establishment of the Financial Aid services including full financial aid packages: Pell, OTEG, OTAG, and VA. Establish tuition waivers for qualified students. Increase and strengthen CNC s articulation agreements with partnering institutions.
