1 PRE-DEPLOYMENT TRAINING FOR CSDP MISSIONS Brussels June 2015 Draft No 1, 11 May Draft Course Agenda implemented by Crisis Management Centre ( Finland) *This Course is open to experts selected to be deployed to EU missions (contracted and seconded)
2 DAY 1, Tuesday 23 June 2015 CONTEXT SETTING Welcome of participants Ice-breaking session Entry test Coffee break Overview of the development of international crisis management Understanding EU structures relevant to civilian CSDP missions The EU comprehensive approach towards crisis management and prevention Lunch CSDP Missions: planning elements Training team & participants CMPD - Be familiar with the organizers - Know what to expect from the course - Be aware of administrative issues related to the course - Get to know each other - Identify the latest learning needs - Explain concepts and strategies for conflict prevention and crisis management - Explain civilian crisis management in the context of international crisis interventions - Know the legal framework of peace support operations (incl. SOMA) - Define transition strategies and concept of sustainability - Know the major EU institutions (European Parliament, European Commission, European Council, EEAS, role of the HR/VP and FAC chair) - Understand the role of CSDP decision makers (Council, PSC, CIVCOM) - Understand the role of CMPD and and Civilian Crisis Management procedures - Understand financial instruments to fund CSDP, in particular the role of FPI CMPD - Understand the elements of the EU comprehensive approach CMPD - Explain how EU and Missions mandates interlink - Describe link between the EU political objectives and missions mandate - Understand the benchmarking and programmatic approach
