2 *TENTATIVE AGENDA Thursday, November 20-6:30 7:30 p.m. Welcome Reception Ambassador Luis Alfonso De Alba International Policy on Human Rights Ambassador Luis Alfonso De Alba has served as the Permanent Representative of Mexico to the United Nations and other International Organizations in Geneva since In May 2006 he was unanimously elected first president of the Human Rights Council of the United Nations. Under De Alba s leadership, the Human Rights Council designed a new systematic framework of mechanisms for securing the advancement of human rights and humanitarian issues. Since his initiation as a Mexican Foreign Service Officer in 1981, De Alba has been committed to issues of protecting and promoting human rights in issues of immigration, persons with disabilities, trafficking of people and firearms, and terrorism. 7:30 p.m. Networking Reception Friday, November 21 - & The Bronc Room 8-8:30 a.m. Open Remarks and Vision Statement 8:30-10 a.m. Keynote Speaker Richard Horowitz "Ethics in Intelligence and Immigration: Setting the Framework" Richard Horowitz is an attorney concentrating in corporate, security, and international matters and has provided legal assistance and consulting services to companies from various industries including pharmaceuticals, telecommunications, financial services, computer and software, and aviation. He is admitted to practice law in New York and the District of Columbia and has also pursued graduate and fellowship studies in international relations at New York University and Columbia University. Mr. Horowitz was born and raised in Brooklyn, N.Y., and after college and graduate school moved to Israel and served in the Israel Defense Forces for six years, attaining the rank of captain, where he researched, planned, and implemented national security projects. After his return to the United States, Horowitz earned a private investigator s license and graduated law school. He began lecturing on the threat of Islamic terrorism after the World Trade Center 1993 bombing. After the passage of the Economic Espionage Act in 1996 he was asked by the Society of Intelligence Professionals (SCIP) to write a policy analysis on how this new law would affect competitive intelligence. The March 29, 2000 edition of the National Law

3 Journal reviewed his Policy Analysis, and commented that in Horowitz s view the EEA s impact on legitimate competitive intelligence gathering would be negligible, and that nearly four years later, it appears that Horowitz s predictions were on target. Horowitz also helped revise the SCIP s Code of Ethics. Mr. Horowitz has become a recognized expert in the substantive and ethical aspects of corporate intelligence, national security, terrorism, and related topics and has given 129 presentations in 16 countries since In 1999 he published an article in the Journal of Counterterrorism and Security International titled The International Problem of Islamic Terrorism, where he connected the dots before many people realized there was a problem. He was the terrorism consultant on Fox New York during the week of Sept. 11, has testified to the Public Safety Committee of the New York City Council on post-sept. 11 security in New York, and has also appeared on NBC, MSNBC, and the Fox News Channel. Horowitz served as security consultant for a public relations event held in 1993 for Bosnia under the auspices of the president of the United Nations General Assembly and has prepared educational material for the U.S. Department of Defense. He is a member of the steering committee of the Business Threat Awareness Council and has served as a member of the International Security Affairs Committee of the New York City Bar Association, the Trade Secrets and Interference with Contracts Committee of the American Bar Association, and the Economic Crime Council of the American Society for Industrial Security. Dr. Jan Goldman is the author or editor of numerous articles and books on intelligence studies to include Ethics of Spying: A Reader for the Intelligence Professional, Words of Intelligence: A Dictionary, and the recently declassified Anticipating Surprise: Analysis for Strategic Warning. He is the editor for Scarecrow Professional Intelligence Education Series. In 2006, he co-organized the first international conference on ethics and intelligence. He is a founding member of the International Intelligence Ethics Association and a board member of the Competitive Intelligence Foundation. He teaches at the National Defense Intelligence College and Georgetown University; holding a doctorate from George Washington University, graduate degrees from Virginia Tech and Georgetown University, and undergraduate degrees from the University of Texas at Austin. Brisack (B.S. cum laude, J.D.) is an Immigration Judge serving in Houston since May of Previous to this, he was a partner in the McAllen law firm of Norquest & Brisack, LLP. Brisack is licensed to practice in all Texas state courts, the U.S. Southern District of Texas, the U.S. Fifth and Sixth Circuit Courts of Appeals, and the U.S. Supreme Court. He has spoken to lawyers, businesses and cities on numerous topics including: appellate procedure; criminal law; labor law; federal procedure; business law; consumer law; and no evidence motions for summary judgment. In 2000, he was appointed by then Governor George W. Bush and served on the Texas State Library and Archives Commission until March of For seven years he was Chairman of Special Olympics (Rio Grande Valley) and for two years he chaired Leadership Edinburg. After finishing law school, he served as a law clerk to U.S. District Court Judge Ricardo Hinojosa.
