1 ADB/OECD Anti-Corruption Initiative for Asia and the Pacific and Kingdom of Cambodia Fighting Corruption and Building Trust 8 th Regional Anti-Corruption Conference of the ADB/OECD Anti-Corruption Initiative for Asia and the Pacific Hosted by the Anti-Corruption Unit (ACU), Kingdom of Cambodia Phnom Penh, Cambodia, 3-4 September 2014 Programme Trust is one of the core foundations upon which all legitimate and sustainable political systems are built: it is essential for social cohesion and well-being. Trust is a vital ingredient for successful policy-making, as the implementation of many government policies depends on behavioural responses from the public. Trust is equally essential for the private sector as it increases competitiveness by lowering transaction and compliance costs. Overall, trust represents a core outcome of governmental performance. However, in recent years, particularly as a result of the economic crisis, citizens trust in public institutions has plummeted in most countries. Citizens across the globe doubt the real control that governments have over events, questioning their role as competent stewards of the public interest. Surveys have shown that corruption is the principal reason for the decline of trust levels. Citizens trust in other actors, such as businesses, is also low. There is an urgent need to address this growing distrust by ensuring the credibility of public decision-making bodies and strengthening the underlying institutional conditions that shape government policy, and equipping businesses with the tools required to build and retain the public s trust. The 8th Regional Anti-Corruption Conference of the ADB/OECD Anti-Corruption Initiative for Asia and the Pacific will discuss the key levers for restoring trust in government and building trust by and in the private sector and civil society. Leading global experts from all the relevant disciplines, representing international organizations, leading enterprises and businesses associations, civil society, and multilateral and donor organizations, will share their experiences on ways to fight corruption and contribute to building trust in governments, private sector and civil society. This Conference is designed for policy makers, legislators, compliance practitioners, and civil society and private sector representatives seeking holistic solutions to corruption in Asia and the Pacific. It can facilitate citizen monitoring of governments use of public resources, which can translate into better delivery of public services. It can also provide the tools necessary to enable civil society and media to contribute to the fight against corruption. This session will introduce the Open Government Partnership (OGP), an international platform for governments to commit to reforms to make them more open, accountable, and responsive to citizens, and highlight examples from OGP members reform programs. It will also discuss best legal frameworks and practices by governments to ensure access to information and to facilitate investigative journalism on corruption. However, although usually underestimated, a sound process for adopting such policies is also important for both designing the right policies and showing citizens that the public interest is behind such decisions. This session will look into ways to ensure that government decisions are well-informed through, for example, stakeholder engagement, and to ensure that the influence of private interests is curbed through managing conflict of interest, increasing transparency of lobbying practices and mitigating risks of political parties and campaigns financing. Enforcing anti-corruption policies and laws When organisations fail to prevent corruption, they are confronted with the application of disciplinary or criminal sanctions through sometimes complex systems. Given the political nature of corruption offences, the media and in turn citizens at times have the perception that enforcement processes are too lenient or that investigations are biased. This session will discuss the remaining challenges of anti-corruption enforcement through both disciplinary and criminal systems and will identify trends and good practices. 7 14:30-16:15 Session 7: Influencing Public Attitudes through Outreach/Education Activities 16:15-16:45 Break Educating the public on the harm done by corruption both on an individual level and to a country s overall development efforts is one of the keys to reducing the public s tolerance to it. Developing a society that is intolerant to corruption is in turn a key to both reducing corrupt activities and increasing support for the institution and rigorous enforcement of anticorruption laws. This session will discuss examples of formal education programs, initiatives with youth, media campaigns, and other outreach activities with a view to discerning the elements that make such efforts successful.
