8 Access to Capital

9 Jobs Act SBA has seen continued improvement in increasing access to capital for small businesses since the implementation of the Jobs Act. Significant and increased loan activity: SBA approved 1 $10.9 billion in Jobs Act loans, and supported $12.8 billion in lending to small businesses 2. These loans were made by 1,842 7(a) lenders and 216 CDC lenders. Increased active lenders: From Feb 17, 2009 through Sep 2, 2011, 1,232 lenders became active in the 7(a) program who had not been active since at least FY Of those, 616 have only made loans with either Recovery or Jobs Act provisions. Broad-based support to small businesses: a significant share of Jobs Act loans has gone to rural (22%), minority-owned (21%), women-owned (16%), and veteran-owned (7%) businesses 3. Creation or retention of small business jobs: small businesses report that 7(a) and 504 Jobs Act loans will help them support over 260,571 jobs 4. In addition, small businesses report that Non-Jobs Act loans approved during the same period are helping them to support over 358,293 jobs.

17 Purpose of Office of Native American Affairs To ensure access to SBA tools, products, and services for Native Americans, Alaska Natives, and Native Hawaiians.

18 Major Office of Native American Affairs Projects/Initiatives Emerging 200 (e200) Initiative funding to expand e200 into 12 Native American communities in support of SBA s ongoing effort to increase entrepreneurial and job opportunities in underserved areas. Native American Veterans Outreach Project targets Native American Veterans, Disabled Veterans and Reserve National Guard Members. It provides outreach, education and technical expertise to help address the challenges of starting a business in Indian Country and accessing loan capital and other financial assistance. Technology Transfer Project ONAA completed the preliminary phase of this project, which is designed to enhance the ability of tribal colleges and universities to create small technology-based business opportunities on American Indian reservations.

19 Major Projects/Initiatives Continued Tribal Consultation ONAA developed the Agency s first American Indian and Alaska Native Policy and Tribal Consultation Plan SBA takes Nation to Nation dialogue extremely seriously Interagency Agreements and other Partnerships IGWIA Committee on Economic Development Procurement Training Workshops ONAA, DOI/OIEED and five Native American Procurement Technical Assistance Centers conducted a series of procurement training workshops to provide procurement information and technical assistance to tribal and individual small businesses interested in pursuing Federal procurement opportunities. Economic Development in Indian Country Workshops ONAA, CDFI Fund/Treasury, DOI/OIEED, USDA/Rural Development, Commerce, and the Federal Reserve System co-sponsored five workshops (Oklahoma City, Sacramento, Seattle, Anchorage and Albuquerque) to address economic development issues in Indian Country.
