9 Safety Belt and Child Restraint Enforcement Adults age 18 and over must wear safety belt when passenger in the front seat. Citation goes to the passenger/violator (5) Children age 3 and under must be in a separate, federally approved child restraint device or integrated child seat. Citation goes to the driver (1)(a) For children aged 4 through 5 years, a separate carrier, an integrated child seat, or a child booster seat may be used.
