3 Swedish Federation of Consulting Engineers and Architects (STD), Foreword The 740 member companies of the Swedish Federation of Consulting Engineers and Architects (STD), with a total of members, have a major influence on the development, welfare and transition to longterm sustainability that has begun to take place within society. We develop and play a key role in the construction of new urban districts, housing areas, schools, hospitals, commercial centres, streets and squares, parks, leisure centres, railways, bridges, power stations and utility supply systems, as well as new products and processes for the manufacturing industry, etc. We are concerned with innovations, new construction, conversion, maintenance and rationalisation. STD s member companies create sustainable value. Project managers, architects, engineering and industrial consultants investigate, plan, design and participate on the Swedish market in the development of fixed investments and products worth approximately SEK 320 billion per year. As a consequence, the sector influences the development of some 10 % of the country s GNP. Both 2007 and 2008 have been good years as regards social development. The member companies have expanded, and the order situation and the economy have been good. This has enabled the companies to focus on and invest in the development of new technology and competence. During autumn 2008, the prospects have changed dramatically. At the time of writing there is considerable uncertainty over how the financial crisis and the heavy downswing in the economy will develop. The consulting market for housing, commercial property and services for industry is already in a state of rapid decline. The downswing can probably be partially compensated by increased investments in infrastructure, the environment and energy, as well as in public building. Competition, and in particular international competition, is increasing and the rationalisation of all production is a decisive factor. Consulting firms thus have an important part to play in the continued development of both the community development sector as well as industry. Through their knowledge, consultants can contribute to research, development and the rationalisation work. It is now time to rationalise and improve efficiency so that we can create as sound a platform as possible for when the economy begins to recover again. Because it will! Efforts are already being made to create a society that is sustainable in the long term, and in this context STD s consultants have an important role to play. The Sector Review is distributed to the member companies of the Swedish Federation of Consulting Engineers and Architects as well as to the other companies that take part in the survey. It is also distributed to influential client companies, journals, economic forecasters, corporate analysts, etc. as well as to Swedish embassies and export offices. This English version, the Sector Review, is distributed to other Nordic organisations and to those foreign companies that take part in our survey, as well as to international development banks, development organisations and administrations within the EU and to international journals. 4 4 Swedish Federation of Consulting Engineers and Architects (STD), 2008 Factors behind the sudden brake in the economy This year, the overall production development in Sweden and the rest of the world has suddenly slowed down, and in several countries it has even begun to decline. The latest figures for GNP growth in Sweden show a small increase of 0.4 per cent in the third quarter compared with the same period last year. But if we look at the development between the two most recent quarters, Sweden s total production has decreased for two quarters in succession, which is a definition in some quarters that the economy has gone into recession. The most recent development, between the last two quarters, adjusted to the year rate, shows that Sweden s GNP dropped by 0.4 per cent in the third quarter. The corresponding calculation for USA s GNP growth indicated a drop of 0.5 per cent 7,5 in the third quarter, see graph. The sudden braking this year, following 5,0 the healthy economy of the past five years, is primarily a result of the weak demand being experienced in major export markets 2,5 in the USA and the EU area. The slowdown started with the onset of the financial crisis in summer 2007, when the housing 0,0 mortgage crisis in the USA deteriorated. This in turn led to higher interest rates for -2,5 short-term borrowing, and a general credit squeeze. It subsequently proved that the financial crises had links to lending -5,0 institutes and investors in countries all over the world, and that major losses would emerge that were linked to investments in so-called -7,5 structured securities, which are partially based on the sub-prime lending to US households. The growing uncertainty as to where the losses were likely to appear next rapidly eroded the confidence that existed between finance institutes, which in turn forced up the interest rates. The retrenchment contributed to an increasingly tangible economic downswing during the first half of 2008, among other things in the form of declining export orders in several branches of industry. A slowing down also began to be noticed within large parts of the service sector. The weaker demand originated from the outside world, but began also to be noted in weaker household consumption and investments in the domestic market. Another contributory factor was the growing inflation, which was fanned by, above all, higher energy and food prices, and spiralling interest costs for private homes. The declining economy also became increasingly apparent on the labour market, with a slower growth in employment and increasing redundancy. The downturn in housing prices, in combination with higher interest rates and stricter conditions from mortgage institutes for the granting of housing purchase loans, has also served to slow down the housing market. While the financial crisis worsened during the course of 2008, a number of central banks continued to raise their key interest rates. This also helped to raise the house mortgage rates. For example the Bank of Sweden, continued to raise the repro rate up until September, when it peaked at After this, the Swedish economy and the economies of several other countries has been reined in at record speed as the financial crisis has gradually escalated. No-one appears to have foreseen that the major investment bank Lehman Brothers in mid- September was on the brink of bankruptcy and would not receive the required rescue assistance from the American government. With this, the financial crisis deteriorated dramatically. This development has forced the central banks to make a rapid turnabout, once they realised the extent of the economic slow-down and the fact that inflation levels would begin to fall rapidly. The key interest rates have been cut dramatically during GNP, lump-sum prices, percentage change % Sweden, change compared with corresponding quarter last yea the autumn. In December, the Bank of Sweden lowered its repro rate by as much as 1.75 percentage points. At the same time, a number of governments, including the Swedish government, have presented various packages to stimulate the economy as well as schemes to guarantee inter-bank loans and to recapitalise banks if the need arises. It remains to be seen whether these measures will be enough to prevent an even greater braking of the economy than is currently foreseen. The level of uncertainty in different forecasts is still very high, but most sources seem to be agreed that the growth in GNP will be negative next year, in among other countries Sweden, but that there will be a certain recovery with positive growth in 2010, due very much to the various stimulation schemes. In the latest forecast announced by the OECD, a historically slow level of growth is predicted for the entire OECD area of -0.4 per cent next year. In the case of Sweden, zero growth is forecast for However, other forecasters anticipate negative growth, for instance the Bank of Sweden which in December predicted a growth rate of minus 0.5 per cent in For 2010, both the OECD and the Bank of Sweden anticipate a growth rate of 2.2 per cent in Sweden. The overall turnover increased to a little over SEK 40 billion (just under SEK 38 billion in 2006) and the number of employees to approximately ( in 2006). The turnover per employee was SEK , a slight increase compared with 2006 (SEK ). The profit margins increased for architects to 9.78 % (8.92 %) and for engineering consultants to 8.69 % (7.49 %) while they dropped for industrial consultants to 3.46 % (4.79 %). For the 300 largest architectural, engineering and industrial consulting firms, the total profit margin was 6.8 % in other words, a little higher than the record figure for 2006! A major contributory factor to the improved profitability, apart from the good order situation, is the fact that the companies have in general been able to increase their prices an ongoing trend over the past four years. The sound order situation has resulted in billing levels of over 77 %, which are the highest levels recorded so far this century. At the same time, salary expenses have increased significantly, by just over 4.5 %, which is a worrying development for the future. If billing levels were to drop by one or two percentage points, it would have an impact on the profit margin. With a decrease in orders, the companies risk suffering negative figures during the coming year. The high salary expenses will then be a heavy burden to bear, and there will be a greater risk of having to lay people off. Investments in construction Investments in housing development increased during 2007 by 9 %, to SEK 103 billion. This is largely a consequence of the Odell slabs that gave interest and investment contributions to construction projects that were started at the end of Many projects were initiated in November and December 2006 in order to be eligible for the grants. Builders were required to have a fully-cast foundation slab before the end of the year in order to be qualified for the grant. During 2007, the investments in housing construction gradually declined, and in 2008 have decreased dramatically. Volumes are expected to drop by 2 % during 2008 and by 5 % during Total building investments for the previous year amounted to SEK 247 billion, which was an increase of 7 %. During 2008, building investments are expected to have increased by approximately 4 % and industrial investments by some 7 %. A good start to 2008 which continued well into the autumn The year 2008 began at the same fast pace as 2007 ended. The companies in the various segments continued to have high order and employment levels. However, by the end of 2007 the industrial consultancies had begun to experience an approaching downswing, which began to be felt more keenly at the beginning of The architects and engineering consultancies continued at the same pace as before, however, and set new records in orders in hand and employment levels. The good times continued until the beginning of the summer, and the industrial consultancies were able to recoup their losses from the beginning of the year. In June, concern began to be expressed for the slowdown that was beginning to make itself felt, Result margins 10 % Architect firms Engineering consultancies Industrial consultancies June p 09p 10p and which in time began to be reflected in the forecasts. But despite this, our surveys in September showed that all three sectors continued to progress well, with retained order and employment levels. A surprisingly strong autumn marred by a growing concern for the future The period of prosperity lasted longer than was expected, and continued in part throughout the rest of the year for several of the companies in the sector. On the other hand, the concern for the future has increased more strongly in the shadow of the financial crisis and the economic downturn. By November, this had begun to make itself especially felt among the industrial consultancies, where many firms have been affected by the crisis in the automobile industry. Many of the consultants who have been hired out to other companies have now returned to their employers. The employment level among industrial consultancies was in September on the same level as in September 2007, but by November had decreased significantly. The swing in Payroll cost/employee (fte) % p 09p10p Several major firms have, as a financial target, an operating margin of approximately 8% over the course of a business cycle. Many have a target of 6%. The forecast figures for increase in salary expenses per yearly employee for 2009 and 2010 lie above what the companies can reasonably cope with in order to achieve a margin in the vicinity of 6% in the prevailing economic downswing. The collective agreement with Unionen has been cancelled and expires on 31 March Prior to this, it is possible for a new agreement to be negotiated. 7 Swedish Federation of Consulting Engineers and Architects (STD), the market is also being felt by architects, since some projects have been postponed or stopped owing to the deterioration in financing potential at the same time as they have a marked decline in the number of incoming orders. Some architectural firms have begun to lay off staff in anticipation of the continued downswing that is expected during the coming year. The engineering consultancies active within the areas of construction, civil engineering and installation have experienced a more stable development with constant levels of employment. The companies forecasts for the future have taken a swing with the financial crisis and the downturn in the economy during the autumn. They anticipate a slowing down or reduced volume of commissions during Economic downturn balanced by stimulation schemes and infrastructure projects Even though a sense of pessimism is spreading among companies as a result of the disappointing forecasts, there are those companies that are still doing well and anticipate continuing to do well in If we look at the construction and design segments, there are sectors that are continuing to expand, such as infrastructure, energy facilities and environmental projects. The government has also launched a number of stimulus packages incorporating investments within, primarily, infrastructure. Investments will in all probability also be made in order to encourage housing construction. In addition, it has been decided to introduce subsidies to encourage repair, conversion and extension works. It 0 is estimated that some people will be -20unemployed over the coming two-year period, which would mean an open unemployment figure of 10 % during the election year Many of these jobs are expected to disappear within industry, which is sensitive to downturns in demand on the export markets. According to the employment office, employment levels in the construction sector are expected to decrease by jobs during 2009, regardless of the investments being made in infrastructure. Above all, there has been a shortage of civil engineers, and there has been a worrying lack of incoming competence to the sector because the interest being shown in taking the required courses of study has been minimal. On the engineering side, there may have to be a certain amount of relocation or retraining, for example among electrical consultants where there is an acute need for engineers. Vägverket and Banverket have indicated a shortage of experienced project managers and specialists, and Vägverket, for example, is investing heavily in training both its own and our consultants. Structural business The volume of corporate transactions recorded so far during 2008 has been considerably fewer than during the record year Nevertheless, a number of interesting international and Swedish transactions have been concluded. Swedish corporate events SWECO, which continues to be Sweden s largest consulting engineering and architectural group, expanded in Denmark in April when its subsidiary Skaarup & Jespersen acquired Birk Nielsen Planlaeggere og Landskapsarkitekter with 18 employees. This gave SWECO some 55 employees in Denmark. Via SWECO Norway, April saw the acquisition of Opticonsult A/S with its head office in Bergen and just over 150 full-time employees. Following the acquisition, SWECO now has approximately 800 employees in Norway. In June, the Finnish mechanical engineering division in SWECO Industry, with some 130 employees, was sold to Comatec Oy. In May, the remaining 50 % of the Russian consultancy Lenvodo kanalproet, with almost 160 employees, was sold. In July, expansion continued in Central Europe with the purchase of Bulgarian energy and environmental consultancy firm Energoproekt Hydropower Ltd with just over 80 employees. This gave SWECO a total of over 1000 employees in Lithuania, Estonia, Russia, Bulgaria, the Czech Republic and Slovakia. Autumn saw the acquisition of B & B VVS- Konsult AB with 7 employees in Skåne. ÅF in Ångpanneföreningen out, after 113 years ÅF is easily the second largest engineering consultancy in the country. The Group commenced its activities in 2008 with the acquisition by the System Division of the consulting operations run by Proplate IT with 22 employees in Karlstad, Karlskoga and Örebro. Via ÅF-Kontroll, in April Sweden s fourth largest engineering control company Kvalitetsteknik NDT AB was acquired with 30 employees. In April, the AGM decided to revise the Articles of Association by, among other things, changing the name of the company to ÅF. After 113 years, the name Ångpanneföreningen was on 5 May replaced by the undeniably shorter ÅF. May saw the acquisition of engineering consulting firm OrbiTec AB, with some 30 employs in Jönköping. The company has been integrated as a local office of ÅF- Engineering. In July, Berg Bygg Konsult AB was purchased with 12 employees in Stockholm, and has been integrated into the Infrastructure Division. A major order during the second quarter was placed by Stockholm Vatten for the replacement of control systems at the wastewater treatment plants in Henriksdal and Bromma. The order is estimated to be worth some SEK 125 million and will continue to the year In September, ÅF-Control acquired Czech Qualitest s.r.o with 80 employees and profitable business operations with an annual turnover of SEK 30 million (2007). In September, ÅF-Process purchased UAB Termosistemy Projektai (TSP) in Lithuania with 16 employees. WSP contributes to architectural merger In July, WSP Sweden entered into an agreement with the Norwegian firms LINK Signatur and Multiconsult on the establishment of one the largest architectural firms in the Nordic area with some 300 employees. Merging with LINK Signatur AS are WSP Arkitektur s 60 employees and the architects from Multiconsult. WSP Sweden owns 20%, Multiconsult 32 % with the remaining shares are owned by LINK Signatur s founders. In Sweden, the company will be known as LINK Signatur AB. In October, WSP purchased the Stockholmbased building consultancy firm SZ Konsult with some 10 employees. In March, Ramböll Sweden purchased K- Center Byggkonsult with approximately 10 employees and offices in Norrköping and Nyköping. May saw the acquisition of Uppsala-based VKAB, VVS- och driftkonsult AB. Tyréns is expanding in Sundsvall through the double acquisition of GERY Arkitekter and Ingenjörer AB with some 10 employees. Grontmij Sweden signed an agreement in May on the purchase of electrical engineering consultancy Teldako with 25 employees.
11 Swedish Federation of Consulting Engineers and Architects (STD), Flygfältsbyrån is expanding in Stockholm through the acquisition by its subsidiary FB Engineerings of GM Consult AB with 9 employees within the landscape design sector. Structorgoup is one of the fastest growing consulting firms in the country. On the principle of organic growth, prior to November 2008 they had set up new offices in 6 towns, 2 of which by starting new companies. White arkitekter has expanded and at the beginning of the year was awarded 3 international architectural assignments with strong environmental profiles in China, Poland and Norway. The decision made by the City of Stockholm in May to invest in a large multi-functional arena gives more work to White. Together with WSP Sweden and UK Arup (Sport), White is designing the new Stockholm Arena, which is planned to be inaugurated in The AROS Group strengthened its position in the Roslagen region through the acquisition of Norrtälje-based Thorins Arkitektkontor AB, which comes into effect in In July, EnergoRetea acquired the renowned Helingborg-based firm CLC Installationskonsult AB with just over 60 employees and an annual turnover of SEK 54 million (2007/2008). Following the acquisition, Bure Equity-owned EnergoRetea now has some 270 employees with a pro forma turnover (including CLC) in 2007 of approximately SEK 258 million. CLC will operate as an independent company within the EnergoRetea Group. Norconsult AB is the new name of the company known previously as GF Konsult AB, which in May acquired Akustikon AB with 10 employees. Tengbom, which has won a number of new assignments in China, is expanding in Sweden. In February it acquired Arkoteknik Arkitekter och Ingenjörer in Kalmar. The deal gave Tengbom its sixth office in Sweden. The seventh was set up in Umeå through its own establishment of an office in June. In September, interior architects Studio31 in Gothenburg were acquired (official hand-over on 1 October). Hifab also purchased INKO, who are advisers in the area of investigation permits for the mining sector in Sweden. On 23 May, IT consultants Thalamus Networks AB listed on First North made a bid for the Hifab Group. One of the reasons for this was that during 2007 and 2008, heavily specialised Thalamus only had one IT consultancy worth approximately SEK 80 million left, and was too small to be listed on the stock exchange. One of Thalamus major owners, Traction AB with a 29 % holding, is also a major owner of Hifab and at the same time a financier of the transaction. The bid made for each Hifab share was SEK in cash plus 7 B-shares in Thalamus. This corresponded on the date on which the offer was made to SEK 72 per share, which in turn corresponded to SEK million for the entire Hifab Group. Following the transaction, Hifab s shareholders would own 2/3 of the shares in Thalamus, which would change its name to Hifab. For a number of years, Hifab has been traded 4 times a year on the Alternative Shares Market. On 23 September, the transaction was completed and Thalamus became the Group parent company. The new Hifab (the namewas changed to Hifab Group AB in November) had a pro forma turnover of approximately SEK 460 million (2007). The Rejler Group is moving rapidly towards the achievement of its stated goal of 1000 employees by the year The year 2008 commenced with an agreement by Rejlers Oy on the acquisition of the Finnish KL- Team Oy with 14 employees in Tammerfors. In January, Rejlers set up operations in Norway by acquiring 15 % of the shares in APAS (with 5 employees) within the energy control of industrial processes. Statoil owns 50 % and APAS founder 35 %. In April, Ingenjörsbyrån Ukiplan Oy, with 28 employees in among other locations Åbo, was repurchased through Rejlers Oy. In August, Örnsköldsvik-based Danatec AB, with some 40 employees, was acquired. Danatec focuses on product and production development for the manufacturing, mining and process industries along the Norrland coast. Epsilon started 2008 with a very strong first quarter. In March, Epsilon took part together with major owners of its sister company Sigma in buying out the company from the stock exchange. However, the offer was withdrawn following opposition. In October, Epsilon received its largest order ever in the form of a robot engineering commission worth over SEK 60 million from a leading European vehicle manufacturer. Semcon is a few sizes larger after its acquisition of German IMV and Swedish competitor Caran, accelerating the integration of its new activities and refining the older ones. At year-end, Semcon made an agreement to sell the business area Zpider (and several other Z-companies) to Finnish IT supplier Enfo oy. This also served to dispel the need for a new issue in order to help finance the purchase of IMV and Caran. Zpider s annual turnover is estimated to be in the region of SEK 320 million, and the purchase was completed in February. The growing recession in autumn 2008 is having a major impact on the Swedish and international vehicle industries. During the course of the year, 200 consultants employed by Semcon have had to end their commissions at Volvo Personvagnar. This is causing problems for Semcon in Sweden, and in November 300 employees in Gothenburg were given notice. At the same time, Semcon has won international commissions of about the same size as those lost from Volvo PV. Avalon Enterprise decided in October to apply to be listed on NasdaqOMX Norden. The principal reason for this was the debacle with NGM Equity. During recent years, the Finnish firm Etteplan has expanded heavily on the Swedish market started with the purchase of Gothenburg-based Cool Engineering AB with some 50 employees in the testing and analysis segment in primarily the vehicle industry. In July, an agreement was made on the purchase of 70 % of the shares in Halmstad-based Innovation Team AB with approximately 40 employees, some of whom work in Copenhagen. Xdin acquire a French owner The French are clearly interested in the Swedish and at the same time the international industrial engineering market. In October, the French and Euronext-listed industrial consultancy giant Alten Group with employees made a bid for Xdin with some 550 employees. In 2007, Xdin had a turnover of approximately SEK 379 million and is also planned to serve as the hub of continued expansions in the Nordic markets. The French acquisition was concluded through an extraordinary meeting of shareholders in Xdin in November. Over the past two years, Teleca has been heavily rationalised and slimmed down. The company now has an industrial consultancy side that is focused on the automobile industry. The low-cost centre in Russia with almost employees makes up just over half the company s numerical strength and the operations in Sweden account only for some 30 % of the turnover. The latest refinement activities were concluded in October when 95 % of the shares in the product operations with associated consulting activities in South Korea were sold for approximately SEK 56 million. On 31 October, Cay Tel 1 L.P, a whollyowned subsidiary of the Indian Symphony Technology, announced a cash acquisition bid. Symphony offered SEK 3.25 per share in Teleca, or a total of approximately SEK 250 million. Danes moving into Sweden We have, during the course of the year, seen two new Danish inroads into the Swedish market. The NIRAS Group, which is already established in Sweden, purchased effective from July the project management company TP Gruppen with some 120 employees, including staff at offices in Finland and Estonia. This was followed by the purchase of the considerably smaller Linköping-based environmental consultancy Johan Helldén AB with some 10 employees. And Denmark s second largest consultancy group, COWI, took yet another step into the Swedish market with the acquisition of Gothenburg-based PICON Teknikkonsult AB. At the time of purchase in April, rapidly expanding PICON had approximately 80 employees. In anuary 2009, the company changed its name to COWI. New kids on the block Well, perhaps not exactly new kids, but as of January 2009, the consulting market will gain a major addition when the previously in-house designers at Vägverket Konsult and Banverket Projektering merge and following a Parliamentary decision on 27 November become a state-owned consultancy, Vectura AB. During 2007, Vägverket Konsult had a turnover of approximately SEK 458 million, a profit margin of some 4.7 % and 504 employees. 19 Swedish Federation of Consulting Engineers and Architects (STD), The Nordic market During 2007, the consulting engineering and architectural sector enjoyed a positive market situation in all the Nordic countries. However, the downswing on the housing market was noticed at an earlier stage in Denmark than in the other Nordic countries, a situation that began to make its mark among many of the Danish architectural firms already in During the course of 2008, the downturn in the important housing market gradually began to hit the architectural firms in other countries and from spring onwards decline was dramatic. In other investment areas, the demand for the sector s services has been good up until the autumn, with the possible exception of Iceland where they have had, and still have, a somewhat special financial situation. So the annual accounts for 2008 will, despite all, be relatively positive in the case of most companies. A common feature in all countries is that incoming orders during the latter part of the autumn given the general economic turbulence are declining and, above all, extremely unpredictable. Our co-operation with the organisations FRI, RIF, FRV and SKOL is continuing to develop, and in this Sector Report they are responsible for the descriptions in English of market trends and corporate news in the respective companies. Prior to the financial crisis, the consulting engineering industry experienced a growth in gross revenue of 10 % in 2007 and a growth in export revenue of 10 %. Throughout 2007 and 2008 growth in the domestic market has been particularly strong within the building, construction and energy sectors, while environmental consulting has picked up in Industry exports have grown by a rate of 10 15% annually since In 2007 the export revenue for the members of FRI was DKK 1.9 billion, or equal to 20 % of total revenue. In addition to export revenue, Danish consultancies generate substantial revenues in foreign subsidiaries, in 2008 it is expected that revenue generated through exports and by subsidiaries abroad, will equal the value of revenue generated in Denmark by Danish firms. The high levels of growth have been achieved without severing the industry s profit margin, as seen in the firms accounts for Gross revenue in the domestic Danish market for the members of the Danish Association of Consulting Engineers (FRI) went up by 10 %, corresponding to industry revenue of DKK 9.4 billion. It is estimated, that total industry gross revenue will grow to DKK 10 billion in Sector market performance The performance of the Danish consultancy industry shows that its traditional sectors Building and Construction combined account for 56 % of revenue. Other distinctive sectors are Environment and Energy, accounting for 14 % and 12 % of industry revenue repectively. Outlook The forecasts for 2009 regarding earnings and revenue in the Danish consultancy industry indicate that revenue will grow by 3 5 % on the previous year and that the average profit margin will remain at the current level.
21 Swedish Federation of Consulting Engineers and Architects (STD), The majority of consulting companies in Denmark expect stagnating growth in the course of the next 6-12 months. Within a very short time span, the biggest challenge to continued growth has changed significantly, from being shortage of staff to being lack of new orders on the 6-12 months horizon. Continued growth in Danish GDP The Danish government forecasts real growth for 2008 of 3.0% in investments in residential construction and of 1.25 % in corporate investments. In 2009, residential construction is set to decline by 5.0% and corporate investments are set to decline by 2,75 %. The government expects GDP to grow by 1.1 % in 2008 and by 0.5 % in Increased government focus on the environment The liberal-conservative government of Mr. Anders Fogh Rasmussen is currently following a program where three areas are of particular interest for the consulting engineering industry: an increased focus on environmental issues in preparation for the 2009 UN Climate summit in Copenhagen (COP-15), increased efforts to meet labour shortages in the Danish labour market, and a tax reform. While the efforts to increase the flexibility of the Danish labour market, thereby meeting labour shortages, to a large extent has failed, the current financial crisis is making labour shortages much less of an issue. In spite of the financial crisis, a major tax reform is being planned for the spring of 2009 and preparations for the COP-15 conference are still on track. Important infrastructure projects The contours of a number of important infrastructure projects in the Danish market are emerging on the horizon. The Danish government will by the end of 2008 launch a major investment initiative for infrastructure. The initiative is expected to focus on improvement of the public transportation sector, in particular railways, and to launch an initiative for handling congestion of traffic in and around the major cities in Denmark. Three major infrastructure projects are currently being realised. First, agreement has been reached between the Danish and the German government, to build a bridge across the Fehmarn Belt, a link close to 20 km long between Rødby, Denmark, and Puttgarten, Germany. Second, renovation of the Danish rail network and an improvement of capacity on a number of major roads in the years have been agreed upon by the Danish parliament (value: app. DKK 9 billion). This initiative will be further boosted by the new investment plan. Finally surveys and design of the extension of the Copenhagen Metro (the City Circle Project) has been initiated. Construction is expected to begin in Internationalisation and Company News 2008 Danish consultancy firms have in the last decades increased their presence internationally through the ownership of foreign subsidiaries and a permanent presence in the markets close to Denmark. The presence is particularly focused on the Nordic region and Europe and on global growth markets such as the Middle East and Asia. In 2006 the Middle East became the 2 nd most valuable market for Danish consulting engineers, after the European Economic Area (EEA), this position was unchanged in In 2008 the revenue generated outside of Denmark by Danish Consulting Engineering companies and their subsidiaries abroad will equal the revenue generated in Denmark. Strong position in telecom for Rambøll COWI involved in the worlds longest bridge project Rambøll increased its revenue and profitability in 2007 from the high levels that had been reached in Furthermore, the number of employees grew with more than 1,600 people. During 2008, the international expansion of Rambøll continued at a high pace. In January, Rambøll Telecom established an office in Indonesia. In March Rambøll acquired the two Norwegian companies A1 Prosjekt in Narvik and Sivilingeniørerne Inglingstad & Tørnqvist AS in Fredrikstad. In april the Indian engineering firm IMIsoft, which specialises in the design of mobile towers, software development and mobile networks surveillance and employs more than 650 people, was acquired, making Rambøll the largest global consultant within design of telecom constructions. In November, Rambøll acquired the company Neocom ApS, which specialises in software for the health care sector. On the project side, Rambøll has signed a contract for the master planning of Vilnius, Kaunas and Palanga Airports in Lithuania. Another significant project is that Rambøll is part of the winning consortium to design and lead the construction of the largest hospital project in Northern Europe the New University Hospital in Aarhus which will be built as an extension of the existing Aarhus University Hospital in Skejby. The consortium consist of Rambøll, C.F. Møller Architects, Cubo Architects, Avanti Architects (UK), Schønherr Landskab, Tegnestuen Havestuen, Alectia, Søren Jensen Rådgivende Ingeniørfirma, Nosyko (N), Lohfert & Lohfert and Capgemini Denmark. Finally, The Copenhagen Opera, which Rambøll has projected, won The 2008 IABSE Outstanding Structure Award. This is an international prize, which is awarded once a year. COWI A/S was even more profitable in 2007 than it was in the high profit years of 2005 and In addition to generating record profits, COWI continued its strategy of international growth. In March COWI opened a new office in Wroclaw, Poland. In April COWI consolidated its position in Sweden with the acquisition of PICON Teknikkonsult AB, which has a staff of eighty. In May COWI took over the specialist wind company Tripod Wind with five employees, with the aim of becoming one of the top wind energy consultants globally. On the project side, COWI has been involved in some of China s first biomass power plants and COWI is playing an instrumental part in realising additional biomass plants. Also in China, COWI has developed green solutions to reduce the energy consumption in skyscrapers while being involved in the Bamboo Towers construction project. In the Middle East COWI is to design the longest bridge in the world, with a total lengths of 40 km, as part of the Qatar-Bahrain Causeway

Finally, in Belgium, COWI has designed a new foundation for offshore wind turbines for the Thornton Bank wind farm project. In 2007 NIRAS, along with most other Danish consultancies, produced strong financial results. In 2008 NIRAS acquired a number of additional companies, making the total workforce of the company exceed 1,000 employees. In June, NIRAS signed an agreement on the acquisition of TP Group, a Swedish company with more than 100 employees. TP Group has offices in Sweden, Finland and Estonia. In July NIRAS Portconsult PBP Sp. Z o.o. with headquarters in Szczecin (Stettin) was set-up jointly with Polish company PBP Inwest Sp. Z o.o.. Also in July, NIRAS merged with Biota of Finland, making NIRAS one of the largest players in the Finnish development aid industry. For Grontmij Carl Bro 2007 was a good financial year in Denmark. In 2008, two of the high profile projects in Denmark has been the design of fully automated underground parking facilities in Copenhagen and the design of the first house in Denmark which, within a year, produces more energy than what it use (SIB-Zero+). First international acquisition for Alectia Alectia (formerly Birch & Krogboe) expanded internationally in 2008, following strong results in The acquisition of Penborn Technical Services on August 1 st was Alectias first international acquisition, motivated by the fact that more than 25% of ALECTIA s revenue is now generated outside Denmark. A couple of the more significant Alectia projects in 2008 are the New University Hospital in Aarhus and project management and design of four new breweries in Africa and Australia for SAB-Miller. Expansion and international growth among specialists and medium-sized companies For Atkins Denmark 2008 has given the company the opportunity to be involved in a number of exciting projects. Atkins Denmark has developed a new GIS-based Land Parcel. Identification System which will be used by the Danish Directorate for Food, Fisheries and Agri Business for the administrative procedures, when farmers apply for payment of agricultural subsidies. In the railway sector, Atkins Denmark are providing project management and are in charge of planning, control and coordination of all DSB activities when the Danish Öresund trains are to be equipped with ETCS (the new common European train control system). Moe & Brødsgaard opened their first international office in Oslo, Norway, in order to have a permanent presence in the Norwegian market where the company is already involved in a number of projects. In adition to Moe & Brødsgaard, also the company Esbensen Rådgivende Ingeniører has expanded in Norway, by opening a new office in Oslo. Esbensen are specialising in energy consultancy and construction in the Norwegian market. As a consequence of its growing international activities (USA, Bulgaria and China), the FLH Group has been accredited by LEED and projects by the FLH group can thus be certified to the LEED standard for environmentally friendly construction. In Denmark, the FLH group has been awarded the technical design for the extension of the national football stadium PARKEN. Orbicon, the large environmental consultancy firm, has made a strategic alliance with Nordic Consulting Group in order to strengthen the position of both companies in the field of sustainable development. Consolidation and internationalisation among architects A number of mergers and acquisitions have taken place among Danish architects throughout 2007: In January Friis & Moltke acquired Venndt Arkitekter in Aalborg and in april CF Møller acquired Vibeke Rønnow Landskabsarkitekterne. At the same time there has been further international expansion. In January JDS Architects opened an office in Belgium and in Norway Årstiderne Arkitekter expanded further, by acquiring the Nesbyen office from the engineering firm Roar Jørgensen AS. In February Bjerg Arkitektur opened an office in Warzaw, Poland, and later in 2008 Bjerg Arkitektur won the design of a new town hall for the city of Garwolin, Poland. BIG Architects have designed a spectacular project, Walter Towers, for the Czech developer Red Group and have won spectacular projects in Norway and Sweden in Also in 2008, Vilhelm Lauritzen Arkitekter won there first project in Norway, in the Norwegian city of Hamar. Henrik Garver, FRI About FRI The Danish Association of Consulting Engineers (FRI), founded in 1904, is a trade association for Danish consultancy firms providing independent consultancy services on market terms. FRI is a part of the Confederation of Danish Industries (DI). 385 firms are members of FRI and they employ together more than 20,000 people in Denmark and abroad. The association is the only trade association for independent technical consultants in Denmark. The objective of FRI is to support its member firms by contributing to improving their business conditions, strengthening the industry s framework conditions, profiling the industry and increasing its recognition on the national and international levels. In the last-mentioned categories the often several partner s hard work have a comparatively more favourable effect on the Companies turnover and profitability. For the groups no in the chart above the total turnover in 2007 increased with 6,6 % to some 1962 MDKK and the number of employees (FTE) increased with 4,6 % to The turnover/employee therefore increased substantially to 783 kdkk (769). The earning/ employee before tax increased to some 107 kdkk (54). Converted to a result margin that means some 5,5 %. The average balance/employee was some 457 kdkk (418). 25 Swedish Federation of Consulting Engineers and Architects (STD), Norway On the verge of a financial crisis and recession Norway, in common with other western economies is entering into a recession. At this point in time we have no real indicators to the reduction in activities for Norwegian consulting engineers. That the market and level of activities will be negatively effected is self-evident as we approach Taking into account the rise in prices (2.7 %), low unemployment rate (2.7 %), and an increase in mainland Norway GDP (3.0%) and historically excellent results for consulting engineers, 2008 looks like being a good year overall. High oil and gas price stretched over many years with subsequent major investments in both mainland Norway, together with an export surplus of more than NOK 350 billions in 2008, all should indicate a continued high level of activity within the Norwegian economy and for Norwegian consulting engineers in 2009, but the financial crisis will hit hard in 2009 and the economy is entering into a recession. To counteract an excessively high cost level, and to moderate domestic consumption, Norway established the Government Pension Fund (The Global state Pension Fund) in the 1990s. The market value of this fund is expected to surpass NOK 2100 billion in 2008, after major losses incurred in connection with the financial crisis. Economic development is expected to come to an abrupt halt in 2009 with zero growth in the Norwegian economy and the business sector as a whole. The building and construction sector is expected to see a marked downturn in building activities, but a slight increase in construction is forecast, which will be linked to an increase in public infrastructure projects. It is impossible to estimate in December 2008 how long the financial crisis will last and what the effects on the real economy will be. National priorities National priorities during the period are focussed on improving kindergartens and schools, health and social objectives, increased use of funds for road-building, railways and public transport, and energy & environmental profiles that look to the future, instead of general tax decreases. With a general election looming in the autumn of 2009, these efforts have been further concretised in the budgets for 2009 and in new crisis and initiative packages. Declining market for consulting engineers? In Norway, total building and construction investments increased dramatically from 2005 to 2008, and are now at a historically high level, with a total investment of NOK 253 billion in 2007, and an estimated NOK 247 billion in 2008, In 2009 and 2010 the estimated total investment will drop to 227 billion. The number of employees increased during the same period, from to , partly due to labour imports from the EU. Persons who are now leaving the country as layoffs within the sector are increasing. For 2009 and 2010 the number of persons employed is expected to be just below The downturn in the building market in 2008 is expected to be just over 10 %. Housing construction has fallen by 30 % in 2008 and is expected to fall be a further 30 % in The market for office buildings and commercial property (+10 % in 2008) is expected to show a sharp downturn of 15 % in 2009, and industrial and energy building construction is expected to fall by a similar figure. Public rehabilitation/ refurbishment projects are expected to increase in Many construction projects were halted in the autumn of 2008, and companies are holding off on initiating projects until economic development can be more clearly projected and financing can be clarified. Investments in construction did not show an increase in 2008, but are expected to increase by 5 % in Investments in larger oil and gas plants are under finalization, and public expenditure in roads, railway, and other infrastructure projects will show a considerable increase in Public-private cooperation projects (OPS projects) for roads and toll road financing have contributed to a rise in activities within transport sector projects, (roads, bridges and public transport). A new national plan that will be presented in 2009 seems to hold the promise that OPS projects will continue and/or be extended. Exciting energy and environmental projects After the completion of works for transportation and mainland oil and gas production plants for Snøhvit in Hammerfest, Ormen Lange in Aukra (Molde) and the development of the Heidrun oil and gas field, there are great expectations linked to oil and gas activities in the Barents Sea, where one expects to confirm some of the world s largest undeveloped oil and gas reserves. Investments in the development of oil, gas fields, and land-based plants in Norway and on Norwegian offshore continental shelves in 2008 alone are calculated to be NOK 115 billion. Investments are expected to reduce slightly from 2008, with the level of investment being dependent on new projects in Norwegian or Russian sectors and developments in the price of crude oil. Traditionally, Norwegian energy and electric power production has been based on hydroelectric power. This energy source is now limited, but the rehabilitation of older power plants, development of wind power, and investments in energy supply systems will lead to increased activity and more projects that are attractive and challenging to consulting engineers. New technologies for removing CO2 from gas are being developed, and many comprehensive development projects for gas generating stations with CO2 cleansing are forecast to commence during the coming decade. The first gasworks using such technology will be constructed at Mongstad near Bergen. A new gas-fired power station will also be built at Kårstø in Rogaland. The Oslo Package III is a transportation and environmental project. A total of NOK 53 billion will be invested in roads, railways, and public transportation in Oslo, financed by toll and turnpike revenues. The project will produce a number of exciting tasks for the branch in the years ahead. Several road and bridge projects, including a bridge spanning the Hardagerfjord the Hålogaland Bridge, a 1350 meter suspension bridge, and several
26 26 Swedish Federation of Consulting Engineers and Architects (STD), 2008 major motorway projects contributed to the forecast high level of activity. International projects oil and gas generate high levels of interest declining interest in development aid projects Norwegian participation in the development of the Stockman gas field in the Barents Sea is deemed to be a milestone for the Norwegian oil and offshore industry. StatoilHydro has an ownership interest of 24 percent in the Sjtokman Development Company, where Gazprom (51 percent) and French Total (25 percent) are the two other partners. The Sjtokman Development Company will be responsible for the planning, financing and development of the necessary infrastructure for the first phase of Sjtokman. This includes offshore installations, pipelines to land and processing plants for both liquid natural gas (LNG) and piped gas. The implementation of the project is dependent on the final investment decision, which will be taken during the last half of 2009, but Norwegian consulting engineers have already commenced work on the project. Strong competition, high financial hazards and ethical risks associated with development aid projects, combined with global tie-ups for development aid, have led to Norwegian consulting engineering companies altering the strategy for their international activities. This change has led to a turn away from purely development aid projects and toward working with investments in more developed countries, and towards purely commercial projects with lower risks. The export share on international projects was at almost 10% in 2004 but is forecast to reach 5 % - 8 % in A good home market with relatively limited risk and a high level of foreign ownership (40%) in the larger Norwegian enterprises, contributes to limiting interest in working away from home. Another contributing factor is the difficult national competition situation for independent consulting engineers in development projects. Norwegian development aid authorities have a number of framework agreements with other public enterprises, research institutes, and departments that are exempt from competition. Continued restructuring Major restructuring is taking place in both the Nordic Region and Europe in the consultancy branch towards ever-larger international groups and constellations. To a lesser degree, similar restructuring is occurring in Norway. More than 40% of companies in the branch are now owned in whole or part owned by other Nordic companies, and almost 70 % of employees in the trade work for the 6 largest companies. The restructuring of the Norwegian market typically means by that larger companies are buying up small local firms in order to serve the local markets and to gain access to multidisciplinary in-house resource staff for larger national projects. Restructuring continued in 2008, but to a lesser degree than previously. Norconsult AS, Norway s largest consulting company with projected turnover of NOK 1.6 billions acquired the companies Thomassen Byggteknikk in Molde, QualityAssurance Service AS, CM Consulting AS and Finnmark Teknikk AS during the first 6 months of In February 2008 Multiconsult AS established a new architectural company together with the architects company Link Signature. The new architectural company employs in the region of 200 architects and is the largest in Norway. In November 2008 Multiconsult acquired Kompas AS, a company that works in the fields of area and traffic planing In April 2008 Rambøll Norge AS took over the companies A1 in Narvik, Sivilingeniør Robstad AS in Kristiansand and Siv.ing. Inglingstad & Tørnqvist AS in Fredrikstad. In January COWI AS acquired the companies RIE Notodden and Envinor As with a total of 11 employees in the field of electrical and environmental municipal engineering. In December 2007 SWECO Norge AS purchased the western-norway based company Opticonsult AS with its approximately 160 employees with crossdiscipline expertise in a number of areas and fields. SWECO also purchased the company Tveiten Rådgivende ingeniører AS with 29 employees in Telemark and Agder, and the company Anders Digernes AS with 4 employees. NEAS ASA, a leading Norwegian company in facility management and property management purchased the construction management company F. Holm AS with 40 roughly employees in December Clas Svantesson, RIF RIF Rådgivende Ingeniørers Forening RIF is the organization for approved consulting companies in Norway. RIF member companies encompass both consulting engineers and other professions, and members activities are mainly associated with the building and construction market. IN 2009 RIF has 275 member companies employing in the region of persons and represents approximately 79 % of the independent consulting engineer branch in Norway. RIF works to ensure that member companies have the best possible framework conditions. RIF shall promote the interests of consultants and consulting companies in the public arena, towards the political establishment, the authorities and in relation to public and private principals Activities are based on the following basic principles: n Improve the framework conditions for competition, contracting and purchasing for the branch n Exposure through active participation in the media and in social debate n Be represented in important decisionmaking processes with customers and co-operating partners n Increase recruiting and attract young consultants to the branch n Contribute to the development of skills and expertise and revitalisation RIF is a member of EFCA and FIDIC. 29 Swedish Federation of Consulting Engineers and Architects (STD), The Icelandic market In the first part of 2007 there was still an upswing in the Icelandic economy, rather more than had been anticipated. Icelandic consulting firms had enough projects. Economic growth was about 2.7% in Although large projects in the field of energy-intensive industry and related construction for the provision of electric energy were finished for the most part in 2007, there was a great deal going on in Iceland, and there were enough projects for engineering and architectural firms. On the other hand, it was an established fact that too much housing had been built the last several years, both residential and commercial buildings. It was therefore clear that there would be a downturn for consulting companies working primarily in that market. Regarding the companies in the field of industry and manufacturing, the near future was brighter. There were plans for new energy-intensive industry projects and accompanying projects for power stations, both hydroelectric and geothermal power stations The Icelandic financial market, on the other hand, was in a state of crisis as of the fall of Because of the global financial crisis, the Icelandic banks could not procure refinancing. The Icelandic banking system had expanded in recent years many times beyond Iceland s GDP, and had steeped itself in debt without restraint. Since the beginning of October 2008, three of the largest banks in Iceland have collapsed Landsbanki, Kaupthing Bank and Glitnir. The Icelandic State, in FRV memberfirms Result Margins % Total turnover (estimated) MISK the wake of the collapse, enacted emergency legislation authorizing the takeover of these institutions, the sale of their assets and payment of their debts. Three new banks were also founded on the ruins of the former banks; they are supposed to service only the domestic market and thus enable companies and individuals in Iceland to continue engaging in financial transactions. The exchange rate of the Icelandic krona has also collapsed vis-àvis other currencies; in November 2008 it was about 50% lower in respect of other currencies than it was at the beginning of the year. Certainly, the value of the krona is forecast to increase again quickly but will probably not recover its former value. The Icelandic State will clearly be under enormous financial load because of the collapse of the banking system. Under the rules of the European Union, to which Iceland is bound through the Agreement on the EEA, the Icelandic State must reimburse all deposit owners up to a certain minimal amount. The Icelandic State has received loans from the IMF and a number of other states to be able to engage in currency trading. It has not been established what the value of the assets of the collapsed banks is, but it is expected that they will, in the end, cover a substantial portion of the financial obligations currently resting on the State because of the banks. It is clear that the State and municipalities will greatly reduce all projects; in addition, it is forecast that companies will generally not engage in extensive projects in Iceland in the near future. The exception is that there are energy-intensive industry projects and energy production because of them that are already on the drawing board. As things now stand, a substantial decrease can be firmly anticipated in the operations of consulting firms in Iceland in The Association of Consulting Engineers FRV is the trade and employers organisation for consulting engineering firms in Iceland. FRV is a negotiating body that engages in negotiations with technicians labour unions. The current wage agreements expire at the end of April 2009, while the wage agreement in effect for architecture firms expires at the end of February The current economic crisis in Iceland will surely have its effect on future agreements. FRV s member firms number 25 and their staff totals over 1,100 employees. The number of firms has decreased recently because of the above-mentioned mergers, but the number of staff increased. FRV represents about 85% of the available resources in the sector. FRV aims to support its member firms by contributing to the improvement of its members general business and working conditions and by improving the profile of the industry and its recognition in general. FRV attempts to increase the visibility of engineering consultants and keep attention focused on the importance of good consultancy and quality design. The condition for membership in the association is that the member companies have a certain minimum number of employees with the stipulated expertise and experience in consultancy. FRV is working to improve the working conditions of engineering consultants by having an effect on standard agreement terms, insurance, etc., as well as disseminating information to the member companies. FRV is a member of FIDIC (Fédération Internationale des Ingénieurs-Conseils) and EFCA (European Federation of Engineering Consultancy Associations). 30 30 Swedish Federation of Consulting Engineers and Architects (STD), 2008 Mergers the new trend in Iceland in 2007 and As regards Icelandic consulting companies, there has been a standstill until recently for many years when it comes to ownership changes, mergers or takeovers. At the start of 2007, the merger of VGK hf. and Hönnun hf. was announced. In April 2008 Rafhönnun hf. was added to that group, and it was also announced that the company s new name was Mannvit hf. At the start of 2008 the merger of VST hf. and Rafteikning hf. was announced. Fjarhitun hf., RT hf. and Fjölhönnun ehf. have recently been added to that group. The name of this company will be Verkís hf. At the beginning of May, the merger of Línuhönnun hf., Verkfrædistofa Sudurlands ehf., RTS verkfrædistofa ehf. and Verkfrædistofan Afl ehf. was announced. Therefore, 12 engineering firms have merged into three. The number of employees in each of these firms is between , which in Iceland is considered big. The combined number of employees is about 75% of the total number of employees of FRV s member companies. Operating performance of FRV s member companies in 2007 According to a survey (only consulting engineers) carried out by FRV, the total turnover for 2007 was MISK 12,645, an increase of more than 12% from the year before. 31 Swedish Federation of Consulting Engineers and Architects (STD), Finland Economic growth in Finland decelerating The Finnish economy has grown strongly in recent years. Finland s GDP has increased in real terms by over 50 percent over the past ten years. This is double the average of the other euro countries. Thanks to a strong economic growth, unemployment has fallen to 7 percent of the labour force. According to the September forecast of ETLA, Finland s GDP will grow this year by 2.8 percent and only 1.8 percent in The current business situation is already being described as weaker than normal in many sectors, and the expectations for the future are lower than before. Most of the collective labour agreements will remain in force for two and a half years and will expire in spring In the private sector, wage increases of new agreements are on the average 4.4 percent per year. This is considerably higher than in preceding years. Confidence indicators reflect the end of strong economic growth and the new climate of economic slowdown. Although expectations and order books within industry have deteriorated for some time already, this does not mean that growth has now stopped. The confidence indicators in the service sector have remained strong on average. Public investment high, private decrease The volume of public investment increased by almost ten percent 2007, and will continue to rise somewhat this year, largely because of major infrastructure projects. Moreover, the improved financial position of the local government sector will facilitate implementation of infrastructure obligations in urban planning. It is expected that public sector investment will slow down somewhat in 2009, but still remain at a fairly high level. According to the Finnish Industries Investment Survey published in June 2008 fixed investments by manufacturing industry companies in Finland increased seven percent in The total value of fixed investments will increase only one percent this year to almost 4,1 billion euro. Energy sector investments are currently at a historically high level. Investments shall increase in technology and chemical industry, but decrease in forest industry. Finnish construction sector pessimistic Finnish construction confidence indicator fell steeply, too. It scored -41 points in November The indicator is considerably below its long-term average. Order books are well below normal and workforce decrease is expected to continue over the next months. The volume of building construction was up by 7% year Market-financed housing construction began to decelerate 2008, and the number of residential startups was 30,800, ten percent less than the year before. Increased interest rates, high house prices, cyclical uncertainties and other factors have combined to dampen demand for housing. At the same time it is taking longer for houses to sell, and stocks of unsold new houses have increased. The number of residential start-ups is estimated to decrease another ten percent this year, and to remain even lower in 2009, despite active housing policy measures. Housing repairs and renovation, on the other hand, are expected to increase as builders who have been tied up in new builds become available. Industrial construction increased significantly thanks to building work at the Olkiluoto nuclear plant and several other major projects. Construction of public service premises showed only marginal growth in 2008, whereas construction of business and office space is slowing down. Civil engineering activity remained strong. Several major transport infrastructure projects are in the pipeline to replace those that will be completed in 2008, and in addition the strengthened financial position of local government will facilitate implementation of infrastructure obligations in urban planning. SKOL members long growth turn to decline SKOL members preliminary results for turn over 2008 show five percent increase to year Amount of people employed by SKOL member companies totalled in spring 2008, which was ten percent higher than former year. During the year growth has stopped and amount of people as well as turn over shall decrease in Consulting engineers order stocks turned down from a record level in summer The amount of orders in October represent more than five months work for all sectors, but the forecast for markets is declining, 60 percent of members see decline in the markets. Infrastructural engineering had the highest order stock, but one third of the companies expect markets decline next year. In building construction sector many started projects have been discontinued and the future is uncertain, but the same time renovation works are increasing. Industrial engineering orders have decreased almost 20 percent during the year and the trend is declining. Total turn over by SKOL members 2007 was million euro last, about 15 percent growth from former year. Domestic turn over was 840 million euro, growth rate 16 percent and foreign turn over was approximately 360 million with 14 percent growth rate. Turn over is forecasted to increase about five percent this year and turn to decline Building engineering sector and engineering for industrial sectors both invoiced 300 million euro of domestic turn over and infrastructure sector invoiced 240 million. All sectors had a good growth from former year. Russia now number one for export Foreign turn over of 360 million euro came mainly from industrial sector com-

Building engineers had for foreign works worth 45 million euro and civil engineering 30 million. The rest of foreign income 45 million came from development projects in education, health, social sector and others. European countries including Russia made about 60 percent of foreign turn over and Asian countries 20 percent. Finnida development financed projects made 27 million, eight percent, of foreign turn over. Five most important export countries were, Russia, Estonia, Norway, USA and China. SKOL members expectations for foreign works coming year 2009 are rather stable, demand for engineering services shall continue but not as high as before. SKOL member firms must act impartially in commercial, manufacturing and contracting interests and must have practised in independent engineering, architecture or other consulting for at least one year. The executives and leading consultants of a member firm must be full-time consultants and have an adequate education and experience in their special fields. SKOL capacity represents two thirds of the total consulting engineering capacity in Finland. Currently, the yearly invoicing of SKOL s members amounts to about 1200 million Euro. Building construction accounts for 35 per cent, municipal engineering 30 per cent, and industrial projects 35 per cent of domestic works. About 30 per cent of turn over comes from foreign operations. Finnish consulting engineers have references in more than 100 countries in all continents. Personnel in SKOL member companies have high education level. About 70 per cent of people in the member companies have a university or technical college degree. The 30 large companies with over 100 employees have a total staff of people, another 30 medium size companies with 30 to 100 employees have 2000 people and 190 small companies with less than 30 people employ another 2000 people. In these categories the hard work of the, often several, partners have a favorable effect on the companies turnover and profitability. For the groups in the chart above the total turnover in 2007 amounted to some 167 MEUR (169 in 2006) with around 2100 employees (2170 in 2006). If Pöyry Group, which have a dominant influence on the statistics, is excluded the turnover is increased with 9,5 % to some 805 MEUR (735 MEUR) and the number of employees increased with 2,5 % to 9890 (9660).
35 Swedish Federation of Consulting Engineers and Architects (STD), I nternational development The financial crisis in the United States does not only affect Sweden, but also Europe and the rest of the world, as Lena Hagman comments in her opening text. The housing mortgage crisis, a consequence of extensive subprime loans, in USA was the starting point of a recession we have yet only seen the beginning of. Investments in construction projects have dropped in Europe as well as in the rest of the world. Barack Obama, the newly elected president of USA, has promised extensive support packages for the American manufacturing- and financial industries, which were received with optimism on the stock markets. These measures have been followed throughout the world. Therefore, despite the recession, we will still see a lot of action in 2009, and the coming investments in infrastructure will have a positive impact on our market. Most companies have been going on overdrive in 2007, which continued during most part of Consolidations have continued and many interesting projects around the globe have recently started. Corporate events in Europe UK consulting giant WS Atkins plc ended 2007 with the purchase of Dutch aviation engineering consultancy Nedtech Engineering B.V with some 50 employees. In October 2008, MG Bennett & Associates was acquired with approximately 30 employees. The purchase strengthened Atkins position The World s top 10 in the nuclear power sector, where the company at present has some 250 employees. Mott MacDonald is expanding en route to achieving one of its financial targets of reaching a turnover of GBP 1.4 billion during 2012, but in such case will require a growth of just over 13 % per year from now on. In April 2008, two consulting firms were acquired in the field of nuclear power technology UK Multi Design Ltd, with over 100 employees, and US-based consultancy EXCEL Service Corporation. Mott is successful as an adviser within the PFI/ PPP project market and was in the summer ranked by the Infrastructure Journal as No 1 in the area. Mott was at that time involved in 200 assignments of this type all over the world. In the USA, Hatch MottMacDonald acquired California-based Higgins Associates Civil & Traffic Engineers, Inc. But we still wish to present the top 10 mererly to give our readers a global perspective on the major European groups. Major commissions in terms of height and length Despite its expansion, WSP Group has made few acquisitions during 2008, but has nevertheless been awarded several assignments that stick out. Or perhaps stick up is more appropriate for the commission that involves being structural engineer for the Nackheel Tower in Dubai. The tower is planned to be over 1 km high! In March, WSP was awarded its largest assignment ever. In a joint venture (50/50) with engineering-service company May-Gurney, they won an infrastructure assignment running over 8 years and worth a total of some GBP 320 million, or GBP160 million for WSP s part. The client is Northamptonshire County Council. In June, Halcrow acquired Community Cartography, active in the GIS area. July saw the purchase of the harbour engineering group within River Consulting, which strengthened Halcrow s marina team with some 20 specialist. In October, transport consultant Masson Wilson Twiney of Sydney, Australia was acquired. In February, RPS Group purchased Kraan Consulting BV in Holland with 65 employees in Rotterdam. In March, R.W.Gregory was acquired with 130 employees at five offices in the UK and heavily represented in, among other areas, the health, education and department store sectors. Soon after this, geology/energy consultants WTW were acquired with just over 50 employees and OIL Oceanfix International Ltd with geophysical operations for the oil and gas sectors with some 150 employees. A month later saw the purchase of US consultants Geolet Group LCC with environmental advice to the oil sector, and with 30 employees in Texas. In September, Mountainheath Services Ltd was acquired with laboratory activities. Hyder Consulting ended 2007 with two German acquisitions water and infratech consultants Voigt Ingenieure GmbH with some 75 employees and SEIB Ingenieuren Consult GmbH & Co KG with approximately 130 employees. During 2008, Hyder had by November purchased a handful of companies. Among these, mention can be made of the acquisition in February of the Australian firm Crescent PSS Pty Ltd, and in March of Dubai-based Holford & Associates with some 220 employees. Ricardo plc, with a major focus on the vehicle industry, had prior to November not made any corporate acquisitions, but is undergoing vigorous expansion in China. Mouchel Group concluded 2007 by reacquiring Mouchel Group (previously Mouchel Parkman). Aukett Fitzroy Robinson plc concluded 2007 by breaking off negotiations on a merger with SMC Group, which was in turn restructured. In May, Scott Wilson acquired installation consultants Terence Lee Partnership, with a dozen specialists in underground railway engineering, and in June Strategic Leisure Ltd, with some 20 employees. A new arrival on the London Stock Exchange Cyril Sweett Group, which was listed on the London Stock Exchange at the end of October 2007, has during 2008 made four acquisitions. In consecutive order, they acquired the UK project management and quantity surveying firms Nisbet LLP and Roger Richards, and the project management firm Jones Sweett and Burns Bridge with their focus of operations on the United Arab Emirates. Turner Townsend was to have been the next UK company on the stock exchange, but terminated the listing process as a consequence of the downturn in the share market. The Dutch company Arcadis has expanded vigorously, but has only 25 % of its turnover on the domestic market and as much as 43 % in the USA. Despite this, listing on Nasdaq came to an end in And Arcadis started 2008 with a major acquisition in the USA of California-based environmental consultancy LRF Inc., with approximately 480 employees and a turnover of USD 127 million. During the winter, the Polish firm Elekol was also acquired, with some 40 employees within, primarily, railway engineering. During the summer, Copijn BV was purchased with 60 employees in the field of landscape design, followed by the Italian environmental consultants SET with 35 employees and the Belgian infratech consultants VDS with about 35 employees. Continued healthy level of profitability Fugro BV, which enjoyed an extremely prosperous 2007, commenced 2008 with the acquisition of infratech consultants Pavement Management Services Pty Ltd, with 40 employees in Australia. In February, the purchase was followed by the acquisition of Roadware Group with 130 employees in Ontario, Canada. The next acquisition

April saw the purchase of BKS Surveys Ltd, Northern Ireland with 100 employees. At the end of the summer, Fugro acquired NexTerra Geophysical Solution in India and SureSpek ISS Pty Ltd in Australia. During the first half of 2008, Grontmij made a handful of acquisitions including landscape architects Whitelaw Turkington with 70 employees, the renowned installation consultancy Roger Preston & Partners with about 160 employees, Trett with 120 employees and the Hungarian firm Canor. In July, it purchased the Belgian firm Libott Groep N.V with some 130 staff and later the Swedish company Teldako AB Source: Swedish Federation of Consulting Engineers and Architects (STD) Major acquisition in the USA Oranjewoud BV, which in terms of size is the fourth largest listed engineering consulting group in Holland, has begun to expand. It concluded 2007 with the acquisition of the Belgian environmental consultancy Belconsulting and its sister company Belcoplan. The purchase, which was made through Belgian Oranjewoud subsidiary Soesma bv, contributed some 60 employees to the group. The acquisition in January 2008 of Delta Consultants, Inc., with a focus on environmental engineering advice, was of an entirely different calibre. Delta had some 700 employees stationed in 45 offices all over the USA. The company has for many years been a partner of the environmental network Inogen Alliance. DHV, through its South African subsidiary SSI, started 2008 by merging with its domestic colleague BCP Engineers with some 100 employees. In March, SSI also acquired Turgis Consulting (Pty) Ltd with some 50 employees within, primarily, mining engineering. May saw the acquisition by DHV of the Polish firm Hydroprojekt S.p.o.o, followed in October by Canadian Vancouver-based InterVISTAS Consulting, Inc. with some 80 employees and operations primarily in the field of aviation industry technology. During the first half of 2008, the French Alten Groupe purchased two companies in France with a total of 70 employees, one in Belgium with 90 employees and a smaller firm in Rumania. In November, acquisition of the Swedish firm XDin AB was concluded, with almost 450 employees. Assystem and the owners of Anglo-Indian Silver Software Ltd reached agreement in February on setting up, in joint venture, a new company called Silver Atena with 500 employees and its head office in England. Assystem acquired a 55 % ownership, and all the operations in Silver Software were shifted to this company with its 330 employees, of whom 230 are based in Bangalore, India. The company commenced operations in September. In November, SII S.A acquired the Swiss Groupe Coris with 40 employees in the area of system integration. AKKA Technology ended 2007 with an agreement on a merger with Groupe COFRAMI.
