1 PART B: Description of the Project Title: Postgraduate Academic Mobility for n Physician-Scientists (PAMAPS) Grant amount requested: 2,132,650 EUR (Use the budget form- Annex 1 to the Application form- to calculate the Grant amount requested) Duration of the mobility activities: 48 months (Indicate the longest individual mobility planned) Project summary (around 400 words) (Describe in short the wider and specific project objectives, results and outcomes) Background: Human Resources for Health is strengthened when physicians undertake postgraduate academic degrees of Masters or Ph.D. in applied sciences. Current trend in North America/Europe is the promotion of integrated academic and specialised professional skills through postgraduate academic degrees for enhanced performance of physician-teachers. This trend appears to be the hope and future of. Though several postgraduate programs exist in n HEIs, only a few are sufficiently structured to meet the peculiar needs of producing physician-scientists. PAMAPS recognises this gap and therefore aims to increase the number of qualified physician-scientists in selected n HEIs. Main objective: To build capacities and enhance performance of a new generation of physician-scientists through coordinated actions that will harness both professional and academic resources from six n HEIs. Specific objectives: 1. To implement physician-students exchange and staff mobility exchange systems in support of the MSc. and Ph.D. programmes in highly-specialised medical disciplines. 2. To provide platforms for n physicians to obtain joint/dual sandwich postgraduate medical science degrees. 3. To develop legal frameworks between the HEIs within this consortium for recognition of qualifications and transfer of credits. 4. To develop inter-institutional guidelines for exchange of staff in academia/research within HEIs on short-term basis. 5. To build local training/teaching/research capacity of physician-scientists in the HEIs through seminars and workshops. Methods: PAMAPS seeks to implement academic mobility scheme among HEIs in for a 48-month period for 16 staff and 72 students. PAMAPS will select young academic staff and physicians wishing to pursue postgraduate academic training from eight selected HEIs in four regions of and provide support for mobilised individuals. The cooperation among HEIs will be based on shared philosophy and recognition of diversity in existing postgraduate programs and academic policies. Experiences of the individual members of the consortium in previous initiatives will be utilised for the proposed academic mobility. The choice of the courses is based on the uniqueness and potential of programs meet the cross-cutting needs of of the 21 st century Science of Medicine. Expected outcomes: It is hoped that PAMAPS activities will increase the number of qualified physician-scientists with teaching skills as well as foster academic excellence for improved societal development. The consortium will be the starting point for future south-south collaborative research and developments that will ensure sustainability in once the PAMAPS activities end.
