Berea is the fastest growing city in the Bluegrass Region and the eighth fastest growing city in Kentucky. Berea has a lower cost of living than the larger cities in the Bluegrass Region. City of Berea has a population of approximately 14,500 and the county 95,000. Berea has two interchanges on I 75 exit 76 and 77. Median age of Berea s population is 31.7 years. Median household income for the county (2005) is $32,861 with 27,152 households with 2.4 persons per households. Median price for a new home (2007) is $135, for the county and $111, for the city. Approximately 31,000 people are employed in Madison County. The City of Berea has a 25 bed critical access hospital (Saint Joseph Berea) which includes a fully staffed 24-hour emergency department with 9 beds, a full surgical service, out patient surgery, Heart Institute and Diabetes and Nutrition Center. 1

Berea is the second fastest growing city in the Bluegrass Region with many of the amenities associated with living near the city of Lexington in Fayette County. Berea s growth will continue as the Bluegrass Region continues to expand. Lexington s development limitations and higher cost of living and land cost means significantly more people will seek the Berea life style alternative. An abundance of housing, from affordable to executive, has created a diverse and growing population for the city and county. Homes in the Berea area are approximately 40% less in price than the same size homes in Fayette County. As the city expands its regional leadership role in the years to come, its leaders are focused on targeted growth that will provide new jobs for its citizens. Madison County is expected to grow to at least 96,102 by Berea s location has made it the logical gateway for the southern and eastern migration to a community that offers many opportunities now and in the future. Growth is inevitable as the Berea area has reasonable lease and housing costs, competitive labor costs and uncontested access to the key transportation routes of I-75, I-64, I-65 and I-40. Founded in 1950 by leaders of Berea s business community, the Berea Chamber of Commerce, as most fledgling organizations, operated for approximately three decades as a group of community minded volunteers that worked to promote the area, strengthen existing businesses, and create new jobs. TOKICO (USA), Inc has been in operation for over 20 years in Berea and is the county's second largest private employer. During those 20 years we have seen peaks and valleys, but are currently having the busiest year in recent memory. Our local community is full of hard-working and dedicated workers who strive to do their best every day. To address your concerns specifically; we have not seen any significant union activity in our area in the last 12 years. This is not to say that it is not a possible threat, and we strive very hard to ensure that it does not become a potential reality. In the twelve years that I have been with TOKICO, I have seen this issue handled strongly and with proactive education for Directors, Managers, and Supervisors. This enables them to recognize potential union activity, and empowers them to address it in the most effective ways possible. Our group does an exceptional job communicating to employees the reality of what unionization truly means; not only to the individual, but the community as a whole. This is an important topic for them, as they have seen first-hand the damage that unions have done to other local factories. Many of our more experienced employees know what the reality of a unionized environment brings, and are not interested in seeing it happen to the company into which they've invested so much time and effort. Additionally, our professional relationships with other factories in the area serve well to recognize and address any local "rumblings" of possible unionization movements in the area. In essence we look out for one another, and if any potential activity is heard of, the information is communicated with one another. 8 . United in a Single Common Goal... Thank you for your interest in the Berea Community. NACCO Material Handling Group has had a presence in the area since We employ over 500 people from Madison County as well as many surrounding counties. Tom McCay asked me to address your questions about union activity. My understanding is that there has not been any activity in the last twelve years. I believe that the Berea area has not been attractive to unions because of the job satisfaction and communication these local companies give their employees. I would also have to add that the community network of Human Resource Managers is also very strong and the City of Berea has been extremely supportive of this issue. Many of our locations have been ahead of the pending Free Choice legislation and have communicated the issue to our employees and leaders to understand the issues and be able to discuss them. We have communicated to our government representatives of the issues involved with this legislation. Union avoidance training is completed each year with supervisors and other leaders at our location. Our company has gone to an all salaried workforce and has created a system of adult expectations when it comes to working conditions. Our employees are empowered to address any safety, quality or delivery barriers they see and it has allowed our workforce to become proud of the work they do. One recent change to the organizing methods is social networking sites. Our monitoring of these sites shows that our employees defend the actions of the company much more frequently that those that communicate the need of a union. Training Resources Bluegrass State Skills Corporation - The Bluegrass State Skills Corporation (BSSC) was established in 1984 by the General Assembly of the Commonwealth of Kentucky as an independent, de jure corporation to stimulate economic development through customized business and industry specific skills training programs. The BSSC works with business and industry and Kentucky's educational institutions to establish programs of skills training. The BSSC is attached to the Kentucky Cabinet for Economic Development for administrative purposes, in recognition of the relationship between economic development and skills training efforts. The BSSC is comprised of two economic development tools, matching grants and recently authorized Skills Training Investment Tax Credit. The BSSC grant program is available to new, expanding and existing business and industry. Eligible training activities include pre-employment skills training and assessment; entry-level skills upgrade and occupational upgrade training; train-the-trainer travel; and capacity building. The Skills Training Investment Credit Act provides credits to existing businesses for skills upgrade training. Information on other customized training, assessment services and adult education services can be obtained by contacting the local economic development agency. 20

Local sales taxes are not levied in Kentucky. The Kentucky Constitution requires the state to tax all classes of taxable property, and state statutes allow local jurisdictions to tax only a few classes.
