2 Home Employment with Healthcare Designed specifically for those who are employing personal assistants to carry out healthcare tasks. Incorporates all the benefits of the Home Employment Deluxe policy. Also covers up to 5m if the service user is injured by one of their employees carrying out a delegated healthcare task.
3 What is Employers Liability Insurance?
4 Insurance is a legal requirement Liability (Compulsory Insurance) Act In the event that an employee is injured at work or becomes ill as a result of their work and seeks redress, ELI enables an employer to meet the cost of a compensation claim.
5 Insurance Standard ELI for DP recipients does not provide any cover if service users are harmed by a Personal Assistant. Some LAs were concerned about this risk. In a minority of cases Local Authorities were funding Personal Care Assistant (PCA) insurance for PAs to protect themselves in the event that they injured or harmed the person they were supporting.
6 Personal Care Assistant (PCA) cover 5 million Liability Cover Originally designed for Self- Employed PAs Covers for manual handling accidents, food prep, oral administration of medication
7 Limitations of PCA cover PCA insurance is sufficient to cover standard social care tasks such as moving handling, food preparation, oral administration of medication etc. PCA insurance is not sufficient for PAs being asked to perform delegated healthcare tasks.

14 What training is required for PAs undertaking delegated healthcare tasks?
15 PA training for healthcare tasks There is a requirement for employees to be trained to perform delegated healthcare tasks in order to be fully covered. Training must be provided by a health/medical professional. This can be a district nurse (DN), physiotherapist, professional trainer. In many areas the DN is filling in a short form (signed and dated) to say that the employee is competent in whichever medical task they are assessing.
16 NHS England PA training Statement is appropriate training and assessment of competence for any clinical tasks that are to be delegated to PAs. Training needs to be delivered by someone with the correct skills and knowledge. Assessment of competence is the responsibility of an appropriately skilled practitioner. Family members may be consulted and involved in the process, but cannot be given responsibility for training and signing off competencies of PAs in
