1 BOARD MEETING DATE: December 4, 2015 AGENDA NO. 7 PROPOSAL: SYNOPSIS: COMMITTEE: Issue RFP for the Purchase of Enterprise Content Management System SCAQMD uses OnBase software for its Enterprise Content Management (ECM) system to manage critical documents and other electronic files to support the agency s mission and comply with our Record Retention Policy. The purpose of this Request for Proposals (RFP) is to solicit vendors capable of providing a high quality ECM solution to capture, store and manage a robust workflow; and deliver documents and electronic files related to the organizational processes. The ECM must support a broad array of document capture and retrieval technologies and file types. This action is to issue an RFP for a cost-effective ECM solution, including any/all migration services. Administrative, November 13, 2015; Recommended for Approval RECOMMENDED ACTION: Approve the release of RFP # to solicit vendors capable of providing a high quality, cost-effective Enterprise Content Management system including any/all migration services. Executive Officer Background SCAQMD has used an Enterprise Content Management (ECM) system to maintain permits and application documents as well as other critical records since The system currently uses OnBase software, provided by Hyland Software, Inc. Total storage to-date is 2.5 terabytes or 4 million multi-page documents. The Windowsbased, menu-driven, ECM system is designed to store and retrieve critical SCAQMD documentation in electronic format. Users can easily navigate and perform their primary tasks with little-to-no training utilizing intuitive ribbon-style toolbars, tabs, and easy access features that are based on the familiar look and feel of Microsoft Office
2 products. The system has a flexible compound document structure where images coexist with text and data within a single document. It also contains tools that allow the user to add notes, comments and drawings to pages without compromising the original document's integrity. It has full network support so that information can be distributed rapidly throughout the organization regardless of architecture, and can be readily customized without programmers. Proposal This action is to issue RFP #P to solicit proposals from qualified contractors to provide a state-of-the-art, cost-effective ECM solution, including any/all migration services. This new system is a possible replacement for our existing ECM solution, while continuing to maintain flexible business processes with regard to current technology trends and future advancements. Outreach In accordance with SCAQMD s Procurement Policy and Procedure, a public notice advertising the RFP/RFQ and inviting bids will be published in the Los Angeles Times, the Orange County Register, the San Bernardino Sun, and Riverside County s Press Enterprise newspapers to leverage the most cost-effective method of outreach to the South Coast Basin. Additionally, potential bidders may be notified utilizing SCAQMD s own electronic listing of certified minority vendors. Notice of the RFP will be ed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations, and placed on the Internet at SCAQMD s website ( where it can be viewed by making the selection Grants & Bids. Bid Evaluation Proposals received will be evaluated by a diverse, technically qualified panel in accordance with criteria contained in the attached RFP. 3 SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT REQUEST FOR PROPOSALS FOR ENTERPRISE CONTENT MANAGEMENT SYSTEM RFP #P South Coast Air Quality Management District (SCAQMD) requests proposals for the following purpose according to terms and conditions attached. In the preparation of this Request for Proposals (RFP) the words "Proposer," "Contractor," Vendor, "Consultant", Bidder, and Firm are used interchangeably. PURPOSE The purpose of this Request for Proposals (RFP) is to solicit vendors capable of providing a high quality Enterprise Content Management (ECM) solution to capture, store and manage a robust workflow; and deliver documents and electric files related to organizational processes. There are 283 user created document types, 784 user created keyword types, and 156 custom queries. The Windows-based, menu-driven, ECM system is designed to store and retrieve critical SCAQMD documentation in electronic format. Users can easily navigate and perform their primary job tasks with little-to-no training utilizing intuitive ribbon-style toolbars, tabs, and easy access features that are based on the familiar look and feel of Microsoft Office products. It has a flexible compound document structure where images co-exist with text and data within a single document. It has full network support so that information can be distributed rapidly throughout the organization regardless of architecture, and can be readily customized without programmers. Also note, SCAQMD qualifies for GSA pricing as an instrumentality of a State government as defined in 40 U.S.C. 502(c)(3)(A). Please see Attachment D for details. SECTION IV: PARTICIPATION IN THE PROCUREMENT PROCESS It is the policy of SCAQMD to ensure that all businesses including minority business enterprises, women business enterprises, disabled veteran business enterprises and small businesses have a fair and equitable opportunity to compete for and participate in SCAQMD contracts. Attachment A to this RFP contains definitions and further information. SECTION V: STATEMENT OF WORK/SCHEDULE OF DELIVERABLES A. Project Goals and Objectives The overall goal is to provide a three year contract for a state-of the-art, cost-effective ECM solution, including any/all migration services, maintaining flexible business processes with regard to current technology trends and future advancements. B. Statement of Work/Deliverables The Contractor shall be responsible for providing substantial value to the SCAQMD in the form of software solutions and technical services to ensure successful business operations, maintenance, and enhancement of the systems supporting the role and responsibilities of the ECM system for SCAQMD. This work includes providing an ECM software solution, assisting staff and infrastructure contractors to complete the installation and integration of the ECM, customizing processes specific to SCAQMD needs, training staff in the use of the ECM and providing ongoing support, especially throughout the implementation process. The effort includes ensuring that the systems are fully compatible and integrated with current software programs and hardware and fully functional in relation to existing operating environments within the SCAQMD. The Contractor shall provide a schedule of activities and a formal implementation plan to serve as a means of communicating information, prioritizing issues and projecting milestone dates. Desired features of ECM system Proposals will be ranked, in part, on the extent to which they include the features listed below. The most competitive proposals will include all of these features. The following features reflect requirements for the software solution. 1. The solution shall allow the users to easily navigate and perform their primary tasks with little-to-no training and with intuitive ribbon-style toolbars, tabs, and easy access features that are based on the familiar look and feel of Microsoft Office products. The solution shall allow the users to easily view all of the associated metadata about a document such as index values, notes, related documents, renditions, revisions, discussion threads, and document history. 3. The solution shall provide ability to display the document being indexed in a preview pane during the uploading/indexing process. 4. The solution shall enable users to play, stop, and pause multimedia files (audio/video) with the native viewer. 5. The solution shall enable users to export data, documents, and or links to documents out of the system via , to a file share or a spreadsheet. 6. The solution shall enable users to organize documents in nested, parent-child folders that create and populate themselves as document enter the system or are processed via workflow. The same document instance can exist in unlimited number of folders. 7. The scanning client shall support Kofax, Twain, or Paper Stream scanner drivers for the following models of scanners: a. Fujitsu Fi-6130 b. Fujitsu Fi-4340 c. Fujitsu Fi-5530 c2 d. Fujitsu Fi-5650 c e. Fujitsu Fi-6240 z f. Fujitsu Fi-6670 g. Fujitsu Fi-7160 h. Fujitsu Fi The solution shall offer full support for the Internet Explorer, Safari and Mozilla Firefox ESR browsers on the Windows platform as well as full support for the Mozilla Firefox ESR browser on the Macintosh platform. 9. The solution shall enable administrators to create parametrized custom queries for users. 10. The solution shall provide the ability to use meaningful document names to appear in a search results list that can contain both static text as well as defined index values, offering a more detailed description of the documents returned. 11. The solution shall include a virtual print driver to allow third party applications to add documents to the ECM solution by simplify printing them and filling in a indexing popup. 12. The solution shall provide the ability to view a single document and a collection of documents for a custom query using a secure URL using either a fixed login or an authenticated user. 13. The solution shall provide advanced full text search capabilities that include fuzzy, inflectional, proximity, wild card, Boolean, and SOUNDEX technologies. 14. The solution shall provide the ability to utilize full text searching concurrent with index value searching. 15. The solution shall allow users to search for multiple document types (e.g., text, image, PDF, Word, Excel, Power Point, MSG, etc.) in one search with hit-highlights directly on documents and easy page-to-page navigation between hits. 16. The solution shall provide the capabilities to not only retrieve and archive to the ECM system from the native Office tabbed ribbon toolbar, but also search and retrieve ECM stored content from directly inside the native Office application. 17. The solution shall provide ability to automatically link related documents of similar or different file types to each other. Page 4 of 43

Solution s workflow engine is integrated to provide task buttons and user interaction on a menu right from selected or open documents through standard document retrieval (e.g., user does not need to enter the workflow client). Provide a screen shot depicting this embedded workflow functionality in your viewer. 19. Solution shall provide capabilities for an offline/mobile worker e.g. to conduct business access documentation, complete forms, capture signatures) while disconnected and then synchronize work back into the system. 20. The solution shall provide natively built interfaces to standard mobile devices - ipad, iphone, and Android. 21. The solution shall allow drag-and-drop import of messages into the ECM system using client folders in order to automate the classification and indexing of s and attachments (e.g., users create a folder for purchase orders, one for invoices, and another for resumes, etc.). 22. The solution shall allow users to search for, retrieve, and work with content from the ECM system directly from the client, including full-text search, folders, signatures, and more. 23. The solution shall allow s and attachments to be automatically imported and fully indexed into the system without any user intervention or data entry. 24. The solution shall fully support Microsoft Office 2007 and 2013 files. 25. The solution shall allow users to access the ECM system s workflow processes from the client interface, with the ability to decision items (execute tasks) and view related documents directly from the message notification. 26. The solution shall provide the ability to search on index values and / or perform a full-text search on and attachment content. 27. The solution shall include a fully integrated and robust scanning client that supports the scanners listed in the existing hardware section of this RFP. 28. The solution shall include the ability to import documents and other electronic files on an individual basis or by sweeping a given directory and optionally its sub-directories. This includes support for UNC paths. This import feature shall allow the capture of select file metadata such as file name, etc. 29. The solution shall include the ability to import documents and other electronic files based on a metadata file which includes the file path and index values. 30. The solution shall include the ability to perform quality assurance (QA)/verification of captured image documents. For instance, the solution should provide options to QA image quality and/or index accuracy. It should also provide a simple image re-scan process that automatically replaces the poor images with the newly-scanned images. 31. The solution shall include a capture process that allows for page separation and reordering. This process shall support both image and PDF file types. 32. The solution shall include the ability to full-page OCR image and PDF documents in an automated process. 33. The capture solution shall be fully integrated with the workflow engine. 34. The solution shall include a capture process with the ability to automatically fill several index values on a document based on a primary index value that triggers the automatic look up of additional index information already contained within the system or call to a VB script or a.net script to populate the values. 35. The solution shall include the ability to easily create redacted copies of a document. Page 5 of 43

The solution shall include the ability to natively provide data and text extraction capabilities for scanned image documents, including OCR, OMR, and signature detection, in order to provide hands-off processing of scanned documents directly into the system without involving third-party software applications. 37. The solution shall include the ability to control and track the modification of documents through multiple revisions, allowing users to view prior revisions and track document history. The solution should clearly display the number of revisions associated with a specific document. The solution should allow for the addition of comments per revision. 38. The solution shall provide ability to stamp a specific revision of a document as a version, limiting which revisions of a document a certain user can see. 39. The solution shall include the ability to compare revisions of a Microsoft Word document, outlining in exact detail all differences between the two documents. 40. Users from clients such as Outlook can import s, attachments and more into the ECM system with minimal data entry. 41. The solution s workflow user interface environments are integrated with the rest of the ECM solution (e.g., you can access the workflow interface from within the client environment). 42. The solution shall include a robust workflow engine that support similar functionality to workflows currently in testing or production at the SCAQMD. (Bidders may make appointments to review workflow scripts in testing and production.) 43. The solution should allow documents to be added to a workflow in several different ways, including: a. Scanning b. Electronic forms processing c. Document import processing d. API e. interface f. Drag and drop from a line-of-business application screen g. Adding documents already stored within the solution s repository to a workflow process at a specific point-in-time 44. The solution shall provide the ability for the workflow process to interact directly with defined Web services, allowing external data received to be used as part of a workflow process (e.g., confirm a delivery date from a website such as ups.com). This is to be accomplished out-of-the-box with point-and-click configuration. 45. The solution shall allow for the automatic distribution and sorting of work based on load balancing rules. Rules should include role, availability, percentage, order of arrival, index values, or the size of existing workloads for users, as well as custom-built work distribution rules. This load balancing should also allow for the rebalancing of work to users if inequity is discovered within the workflow processes. 46. The solution s workflow engine shall include the ability to conditionally present a targeted set of user tasks, based on user role and the location in the workflow process. 47. The solution shall allow for ability to retrieve or perform activity on related documents that may exist in the solution s ECM repository (file server), outside of the documents that currently exist within various stages of the workflow process. 48. The solution shall provide the ability to perform parallel processing by automatically routing a single document through multiple business processes simultaneously and allowing multiple users to access and work on the same document. 9 49. Upon execution of a task within a workflow process, the solution shall provide the ability to automatically present a prompt requesting additional information for downstream processing. 50. The solution shall provide the ability to present and access workflow from the locations noted below. This should be accomplished out-of-the-box or through a productized offering. Provide a screen shot depicting this functionality within these viewers: a. ipad b. iphone c. Android d. Standard Client e. Outlook f. Web Client g. URL string 51. The solution provides timer services for: a. workflow actions b. OCR processing, c. Directory sweeping d. Automated Indexing (scraping index data off of documents) e. Image processing such as conversion to tiff or pdf 52. The solution shall natively and robustly support the use of electronic forms as a file type and include a robust electronic form design tool. 53. The solution shall maintain revision control on electronic forms to offer flexibility to display forms in their submitted state or with a new layout, allowing business processes to advance. 54. While completing an electronic form, users have the ability to attach documents to it, allowing those documents to automatically be associated with the form. 55. The system shall offer well-documented, robust API, including the following features: a. Add new documents b. Add document renditions c. Add document revisions d. Add/delete pages e. Add index value f. Update index value g. Delete index value h. Convert and export document from image, word, excel, text to PDF i. Convert and export document from PDF, word, excel, text to image j. Export file in native format k. Add and manage user accounts 56. The system shall offer the ability to trigger events when information changes in the business system or the ECM system. 57. The solution shall include a reporting tool on utilizing the ECM system attributes that directly exports reports to Microsoft Excel. 58. The system shall support an unlimited number of index values per document. 59. The solution shall support the ability to define multiple instances of the same index value field to a single document without any programming. 60. The solution shall support validation of attribute values, including data sets (internal and external), and masking. Page 7 of 43
10 61. The solution shall support an unlimited number of document types within the system. 62. The solution shall provide an underlying ability to easily pre-define document relationships for use in search and retrieval. 63. The solution shall store all documents in their original, native file format, not in a proprietary format, so that we are not forced to use solely your software to access our data. 64. The solution shall contain an export tool for massive exporting of content in a nonproprietary format. This should supply both the document and the index values. 65. The solution shall allow for ease of configuration, in that, most administrative tasks (e.g., adding new document types and index values, user administration, configuring workflows, etc.) can be done by an internal resource as opposed to a third-party software expert. 66. The solution shall support virtualization of the servers. 67. The solution shall support a robust security model. 68. The solution shall support different security options for logging into the system, allowing the system administrator to decide which option is the best for our company (e.g., using a separate security model for an additional logon and password, NT Authentication, or integration with Windows Active Directory). 69. The solution shall support the ability to publish select content onto removable media (CD/DVD) in an encrypted format, allowing access to a self-contained/runtime version of your client. 70. The solution shall support the ability to scrap data off of third party screens (including web base applications) to retrieve relevant documents. 71. The solution shall support the ability for the system administrator to hold a specific number of licenses for different features such as logging into the system, importing documents, or using workflow for specific user groups that must be guaranteed access to these features regardless of who else is logged into the system. 72. The solution shall allow for development, test, and disaster recovery environments. 73. Provide examples of scalability using real customer examples and metrics: a. Peak number of users in a single instance at one time b. Peak number of retrievals per hour c. Peak number of documents ingested per day d. Peak number of documents stored in the ECM repository 74. The system utilizes a file storage system to store documents, as opposed to storing directly into the database. 75. Provide the maximum number of documents that the system can hold. C. Task Outline The ECM system project will follow a phased project approach that incorporates planning, analysis and evaluation, information architecture, design, site implementation and integration, quality assurance testing, and launch. It is understood and expected that the project as a whole will involve iteration and parallel development within and among each phase as further detailed in Vendor s proposal and incorporated into the Contract Statement of Work. Task 1: Analysis and Evaluation Page 8 of 43
11 Vendor will work with Information Management (IM) to develop an implementation plan that meets the objectives for the software solution initiative. Deliverables for this phase of the project shall be based on expert analysis and consultation with IM staff. Deliverables shall include: 1) A comprehensive written analysis of the current document management practices. 2) A project plan which details the software solution and business plan. Task 2: Agenda Tracking Solution The vendor proposal may include an optional agenda tracking solution to replace our existing custom system. The costs associated with this optional task shall be separated from the other elements in the cost proposal. This solution shall be: 1) Fully integrated with the ECM solution 2) Included a flexible approval process 3) Automatically creates, assembles, updates and distributes meeting packets 4) Automates the addition of rules and resolution numbers, page numbers and placeholder pages 5) Supports securely distributing electronic board packages to governing board members and their assistants ipads. Task 3: System Architecture Vendor proposal must include the following details. 1) The operating system that will support your proposed application. 2) A detailed overview of the standard System Architecture required by your solution. Please include detailed listing of hardware, software, and required ancillary products needed by your applications that are required for successful deployment. 3) A description of the security architecture employed by your application, and detailed description of how it provides server, client, application layer and database security. 4) Your recommended backup, disaster recovery, and business continuity strategy and how your system accommodates the solution. Task 4: Network Architecture Page 9 of 43
12 Vendor proposal must include a detailed listing of configurations, storage sizes, etc. of all hardware, software and licensing required for implementing the communication needs of your application. Task 5: Database Architecture Vendor proposal must include the database management software that your application requires. Task 6: Implementation The vendor must provide a detailed plan for installing, configuring, and implementing the proposed document management system. Proposal must include the following details: 1) An overview of project management approach and services proposed. 2) A description of your methodology for implementation including timeframe, overview of deliverables, assumptions and assumed responsibilities. 3) A description of how your Project Manager and project team will work with the SCAQMD project team members to assist in design, training, knowledge transfer, process re-engineering, and configuration. 4) A description of implementation activities that will occur onsite versus offsite. 5) A description of how your technical support staff will work with the IM technical team to provide onsite technical training. 6) A description of the roles of the IM staff and vendor staff for interface configuration. 7) A description of the intended data conversion methodology, procedures and controls. 8) A description of the roles of the IM and vendor staff for workflow and business rules development and configuration. 9) A description of the roles of the IM and vendor staff for report development. 10) A description of the roles of the IM and vendor staff for customizations or modifications to the software. 11) A description of your test plan. 12) An explanation of your quality assurance procedures to ensure the SCAQMD achieves its objectives. 13) A description of any deliverable sign-off criteria assumed for this proposal. 13 14) A description of any services proposed with this proposal that plan to utilize subcontractors. 15) A recommendation of how many people the SCAQMD should have dedicated to the project. Indicate what functional or technical competencies and subject matter expertise these staff must have and the amount of time these staff members should be expected to devote to this project. 16) A description of the hardware infrastructure requirements of the ECM system. Include production, testing, development, communications, storage, and any necessary hardware to support this effort. 17) A description of infrastructure software requirements including operating systems, system communication software, security and any necessary software to support this effort. 18) A description of your post implementation support strategy including incident reporting and response times, escalation procedures, etc. 19) A description of your proposed documentation. Please include the types of documents you provide and an example of at least one provided document. Task 7: Data Conversion and Customizations 1) All data conversion scripts required to migration all existing documents and e-forms and unity forms to the proposed ECM solution. 2) All data conversion scripts required to migration all existing fixed datasets, cascading data sets, and fixed autofill datasets to the proposed ECM solution. 3) Workflows scripts/projects with equivalent functionality to exiting production workflows in OnBase 4) Scripts to provide equivalent functionality to all exiting production OnBase External Autofills. 5) Scripts to provide equivalent functionality to all exiting production OnBase External Datasets. 6) Custom Reports to provide equivalent functionality to all exiting production OnBase Report Services Custom Reports 7).Net Scripts, configuration setting,or workflow scripts to provide equivalent functionality to all exiting production OnBase Unity Scripts Task 8: Training End-user training will use the train-the-trainer approach. Administrator training will be two pronged. One though work closely with vender during the system configuration and Page 11 of 43
14 secondly through formal classroom or web-based training offered by the vender Deliverables shall include: 1) An overview of your proposed training plan/strategy, specifying how and when training is to be delivered for on-site, off-site training, configuration training, web training services, etc. for the core project team, end users, and technology personnel. 2) An explanation of how your training approach will ensure adequate knowledge transfer to prepare the IM support staff to configure and maintain the system after it is placed into production. 3) A description of the roles of the IM and vendor staff for training including the design and implementation of the training plan, development of training materials, and level of assistance with training. Task 9: Hardware Vendor proposal must include all hardware, software and licensing required for implementing the proposed solution. D. Schedule of Deliverables Deliverables are noted above in the Statement of Work. As part of the scope of work, the vendor will develop a detailed project timeline that includes the timing of all deliverables. E. Capability and Functionality Demonstration The Contractor may be required to provide a demonstration of product compatibility and functionality. Any required demonstration will be restricted to a one hour presentation including 15 minutes dedicated to question and answer. Presentations will be conducted using remote conferencing and desktop sharing services such as those provided by WebEx, GoToMeeting or other similar service as approved by the SCAQMD. Completed responses to the RFP must be received by the SCAQMD no later than 1:00 p.m. on January 20, SECTION VI: REQUIRED QUALIFICATIONS A. Vendors must demonstrate that they are capable to provide services and/or components that meet or exceed the minimum requirements for this RFP. B. Vendor must submit the following: 1. 15 2. A list of at least three references of organizations of similar size (or larger) who have used similar components or services from the vendor. 3. A summary of vendor's general qualifications to meet required qualifications and fulfill the statement of work. SECTION VII: PROPOSAL SUBMITTAL REQUIREMENTS Submitted proposals must follow the format outlined below and all requested information must be supplied. Failure to submit proposals in the required format will result in elimination from proposal evaluation. SCAQMD may modify the RFP or issue supplementary information or guidelines during the proposal preparation period prior to the due date. A separate cover letter including the name, address, and telephone number of the contractor, and signed by the person or persons authorized to represent the Firm should accompany the proposal submission. VOLUME I - TECHNICAL PROPOSAL DO NOT INCLUDE ANY COST INFORMATION IN THE TECHNICAL VOLUME Summary (Section A) - State overall approach to meeting the objectives and satisfying the scope of work to be performed, the sequence of activities, and a description of methodology or techniques to be used. Program Schedule (Section B) - Provide projected milestones or benchmarks for completing the project (to include reports) within the total time allowed. Project Organization (Section C) - Describe the proposed management structure, program monitoring procedures, and organization of the proposed team. Provide a statement detailing your approach to the project, specifically address the Firm s ability and willingness to commit and maintain staffing to successfully complete the project on the proposed schedule. 16 Qualifications (Section D) - Describe the technical capabilities of the Firm. Provide references of other similar studies or projects performed during the last five years demonstrating ability to successfully complete the work. Include contact name, title, and telephone number for any references listed. Provide a statement of your Firm's background and related experience in performing similar services for other governmental organizations. Assigned Personnel (Section E) - Provide the following information about the staff to be assigned to this project: 1. List all key personnel assigned to the project by level, name and location. Provide a resume or similar statement describing the background, qualifications and experience of the lead person and all persons assigned to the project. Substitution of project manager or lead personnel will not be permitted without prior written approval of SCAQMD. 2. Provide a spreadsheet of the labor hours proposed for each labor category at the task level. 3. Provide a statement indicating whether or not 90% of the work will be performed within the geographical boundaries of SCAQMD. 4. Provide a statement of education and training programs provided to, or required of, the staff identified for participation in the project, particularly with reference to management consulting, governmental practices and procedures, and technical matters. 5. Provide a summary of your Firm s general qualifications to meet required qualifications and fulfill statement of work, including additional Firm personnel and resources beyond those who may be assigned to the project. Subcontractors (Section F) - This project may require expertise in multiple technical areas. List any subcontractors that will be used, identifying functions to be performed by them, their related qualifications and experience and the total number of hours or percentage of time they will spend on the project. Conflict of Interest (Section G) - Address possible conflicts of interest with other clients affected by actions performed by the Firm on behalf of SCAQMD. SCAQMD recognizes that prospective Contractors may be performing similar projects for other clients. Include a complete list of such clients for the past three (3) years with the type of work performed and the total number of years performing such tasks for each client. Although the Proposer will not be automatically disqualified by reason of work performed for such clients, SCAQMD reserves the right to consider the nature and extent of such work in evaluating the proposal. Additional Data (Section H) - Provide other essential data that may assist in the evaluation of this proposal. VOLUME II - COST PROPOSAL Name and Address - The Cost Proposal must list the name and complete address of the Proposer in the upper left-hand corner. Cost Proposal SCAQMD anticipates awarding a fixed price contract. Cost information must be provided as listed below: 1. Detail must be provided by the following categories: Page 14 of 43

Labor The Cost Proposal must list the fully-burdened hourly rates and the total number of hours estimated for each level of professional and administrative staff to be used to perform the tasks required by this RFP. Costs should be estimated for each of the components of the work plan. B. Subcontractor Costs - List subcontractor costs and identify subcontractors by name. Itemize subcontractor charges per hour or per day. C. Travel Costs - Indicate amount of travel cost and basis of estimate to include trip destination, purpose of trip, length of trip, airline fare or mileage expense, per diem costs, lodging and car rental. D. Other Direct Costs -This category may include such items as postage and mailing expense, printing and reproduction costs, etc. Provide a basis of estimate for these costs. E. Hardware Costs - This category must include such items as the cost of any servers required for the proposed solution and any associated software licenses required such as operating system and databases licenses. F. Software Costs - This category must include such items as the acquisition cost of software licenses required for the ECM solution itself and annual maintenance cost for the proposed solution. G. Training Costs - This category must include such items as the cost of the user or administrator training classes recommended as part of the proposed solution. 2. It is the policy of the SCAQMD to receive at least as favorable pricing, warranties, conditions, benefits and terms as other customers or clients making similar purchases or receiving similar services. SCAQMD will give preference, where appropriate, to vendors who certify that they will provide most favored customer status to the SCAQMD. To receive preference points, Proposer shall certify that SCAQMD is receiving most favored customer pricing in the Business Status Certifications page of Volume III, Attachment B Certifications and Representations. VOLUME III - CERTIFICATIONS AND REPRESENTATIONS See Attachment B to this RFP. SECTION VIII: PROPOSAL SUBMISSION All proposals must be submitted according to specifications set forth in the section above, and this section. Additional copies and materials will be returned only if requested and at the vendor's expense. Modification or Withdrawal - Once submitted, proposals cannot be altered without the prior written consent of SCAQMD. All proposals shall constitute firm offers and all prices quoted shall remain valid for a period of ninety (90) days from January 20, Proposals may not be withdrawn for a period of ninety (90) days following the last day to accept proposals. SECTION IX: PROPOSAL EVALUATION/CONTRACTOR SELECTION CRITERIA A. Proposals will be evaluated by a committee of three to five SCAQMD staff members familiar with the subject matter of the project. The panel shall be appointed by the Executive Officer or his designee. In addition, the evaluation panel may include such outside public sector or academic community expertise as deemed desirable by the Executive Officer. The panel will make a recommendation to the Executive Officer and/or the Governing Board of SCAQMD for final selection of a contractor and negotiation of a contract. B. Each member of the committee shall be accorded equal weight in his or her rating of proposals. Self-Certification for Additional Points The award of these additional points shall be contingent upon Proposer completing the Self-Certification section of Attachment B Certifications and Representations and/or inclusion of a statement in the proposal self-certifying that Proposer qualifies for additional points as detailed above. 2. To receive additional points in the evaluation process for the categories of Small Business or Small Business Joint Venture, DVBE or DVBE Joint Venture or Local Business (for non-federally funded projects), the proposer must submit a selfcertification or certification from the State of California Office of Small Business Certification and Resources at the time of proposal submission certifying that the proposer meets the requirements set forth in Section III. To receive points for the use of DVBE and/or Small Business subcontractors, at least 25 percent of the total contract value must be subcontracted to DVBEs and/or Small Businesses. To receive points as a Low-Emission Vehicle Business, the proposer must demonstrate to the Executive Officer, or designee, that supplies and materials delivered to the SCAQMD are delivered in vehicles that operate on either clean-fuels or if powered by diesel fuel, that the vehicles have particulate traps installed. To receive points as an Off-Peak Hours Delivery Business, the proposer must submit, at proposal submission, certification of its commitment to delivering supplies and materials to SCAQMD between the hours of 10:00 a.m. and 3:00 p.m. To receive points for Most Favored Customer status, the proposer must submit, at proposal submission, certification of its commitment to provide most favored customer status to the SCAQMD. The cumulative points awarded for small business, DVBE, use of Small Business or DVBE Subcontractors, Local Business, Low- Emission Vehicle Business and Off-Peak Hour Delivery Business shall not exceed 15 points. 20 The Procurement Section will be responsible for monitoring compliance of suppliers awarded purchase orders based upon use of low-emission vehicles or off-peak traffic hour delivery commitments through the use of vendor logs which will identify the contractor awarded the incentive. The purchase order shall incorporate terms which obligate the supplier to deliver materials in low-emission vehicles or deliver during offpeak traffic hours. The Receiving Department will monitor those qualified supplier deliveries to ensure compliance to the purchase order requirements. Suppliers in noncompliance will be subject to a two percent of total purchase order value penalty. The Procurement Manager will adjudicate any disputes regarding either low-emission vehicle or off-peak hour deliveries. 3. For procurement of Research and Development (R & D) projects or projects requiring technical or scientific expertise or special projects requiring unique knowledge and abilities, technical factors including past experience shall be weighted at 70 points and cost shall be weighted at 30 points. A proposal must receive at least 56 out of 70 points on R & D projects and projects requiring technical or scientific expertise or special projects requiring unique knowledge and abilities, in order to be deemed qualified for award. 4. The lowest cost proposal will be awarded the maximum cost points available and all other cost proposals will receive points on a prorated basis. For example, if the lowest cost proposal is $1,000 and the maximum points available are 30 points, this proposal would receive the full 30 points. If the next lowest cost proposal is $1,100 it would receive 27 points reflecting the fact that it is 10% higher than the lowest cost (90% of 30 points = 27 points). C. During the selection process the evaluation panel may wish to interview some proposers for clarification purposes only. No new material will be permitted at this time. Additional information provided during the bid review process is limited to clarification by the Proposer of information presented in his/her proposal, upon request by SCAQMD. D. The Executive Officer or Governing Board may award the contract to a Proposer other than the Proposer receiving the highest rating in the event the Governing Board determines that another Proposer from among those technically qualified would provide the best value to SCAQMD considering cost and technical factors. The determination shall be based solely on the Evaluation Criteria contained in the Request for Proposal (RFP), on evidence provided in the proposal and on any other evidence provided during the bid review process. E. Selection will be made based on the above-described criteria and rating factors. The selection will be made by and is subject to Executive Officer or Governing Board approval. Proposers may be notified of the results by letter. F. The Governing Board has approved a Bid Protest Procedure which provides a process for a bidder or prospective bidder to submit a written protest to the SCAQMD Procurement Manager in recognition of two types of protests: Protest Regarding Solicitation and Protest Regarding Award of a Contract. Copies of the Bid Protest Policy can be secured through a request to the SCAQMD Procurement Department. G. The Executive Officer or Governing Board may award contracts to more than one proposer if in (his or their) sole judgment the purposes of the (contract or award) would best be served by selecting multiple proposers. 21 H. If additional funds become available, the Executive Officer or Governing Board may increase the amount awarded. The Executive Officer or Governing Board may also select additional proposers for a grant or contract if additional funds become available. I. Disposition of Proposals Pursuant to SCAQMD s Procurement Policy and Procedure, SCAQMD reserves the right to reject any or all proposals. All proposals become the property of SCAQMD, and are subject to the California Public Records Act. One copy of the proposal shall be retained for SCAQMD files. Additional copies and materials will be returned only if requested and at the proposer's expense. J. If proposal submittal is for a Public Works project as defined by State of California Labor Code Section 1720, Proposer is required to include Contractor Registration No. in Attachment B. Proposal submittal will be deemed as non-responsive and Bidder may be disqualified if Contractor Registration No. is not included in Attachment B. Proposer is alerted to changes to California Prevailing Wage compliance requirements as defined in Senate Bill 854 (Stat. 2014, Chapter 28), and California Labor Code Sections 1770, 1771 and SECTION X: FUNDING The total funding for this RFP will be included in the FY Proposed Budget. 22 ATTACHMENT A PARTICIPATION IN THE PROCUREMENT PROCESS A. It is the policy of South Coast Air Quality Management District (SCAQMD) to ensure that all businesses including minority business enterprises, women business enterprises, disabled veteran business enterprises and small businesses have a fair and equitable opportunity to compete for and participate in SCAQMD contracts. B. Definitions: The definition of minority, women or disadvantaged business enterprises set forth below is included for purposes of determining compliance with the affirmative steps requirement described in Paragraph G below on procurements funded in whole or in part with federal grant funds which involve the use of subcontractors. The definition provided for disabled veteran business enterprise, local business, small business enterprise, low-emission vehicle business and off-peak hours delivery business are provided for purposes of determining eligibility for point or cost considerations in the evaluation process. 1. "Women business enterprise" (WBE) as used in this policy means a business enterprise that meets all of the following criteria: a. a business that is at least 51 percent owned by one or more women, or in the case of any business whose stock is publicly held, at least 51 percent of the stock is owned by one or more or women. b. a business whose management and daily business operations are controlled by one or more women. c. a business which is a sole proprietorship, corporation, or partnership with its primary headquarters office located in the United States, which is not a branch or subsidiary of a foreign corporation, foreign firm, or other foreign-based business. 2. "Disabled veteran" as used in this policy is a United States military, naval, or air service veteran with at least 10 percent service-connected disability who is a resident of California. 3. "Disabled veteran business enterprise" (DVBE) as used in this policy means a business enterprise that meets all of the following criteria: a. is a sole proprietorship or partnership of which at least 51 percent is owned by one or more disabled veterans or, in the case of a publicly owned business, at least 51 percent of its stock is owned by one or more disabled veterans; a subsidiary which is wholly owned by a parent corporation but only if at least 51 percent of the voting stock of the parent corporation is owned by one or more disabled veterans; or a joint venture in which at least 51 percent of the joint venture's management and control and earnings are held by one or more disabled veterans. b. the management and control of the daily business operations are by one or more disabled veterans. The disabled veterans who exercise management and control are not required to be the same disabled veterans as the owners of the business. Page 20 of 43
23 c. is a sole proprietorship, corporation, or partnership with its primary headquarters office located in the United States, which is not a branch or subsidiary of a foreign corporation, firm, or other foreign-based business. 4. "Local business" as used in this policy means a company that has an ongoing business within geographical boundaries of SCAQMD at the time of bid or proposal submittal and performs 90% of the work related to the contract within the geographical boundaries of SCAQMD and satisfies the requirements of subparagraph H below. 5. Small business as used in this policy means a business that meets the following criteria: a. 1) an independently owned and operated business; 2) not dominant in its field of operation; 3) together with affiliates is either: A service, construction, or non-manufacturer with 100 or fewer employees, and average annual gross receipts of ten million dollars ($10,000,000) or less over the previous three years, or A manufacturer with 100 or fewer employees. b. Manufacturer means a business that is both of the following: 1) Primarily engaged in the chemical or mechanical transformation of raw materials or processed substances into new products. 2) Classified between Codes and , inclusive, of the North American Industrial Classification System (NAICS) Manual published by the United States Office of Management and Budget, 2007 edition. 6. "Joint ventures" as defined in this policy pertaining to certification means that one party to the joint venture is a DVBE or small business and owns at least 51 percent of the joint venture. 7. "Low-Emission Vehicle Business" as used in this policy means a company or contractor that uses low-emission vehicles in conducting deliveries to SCAQMD. Low-emission vehicles include vehicles powered by electric, compressed natural gas (CNG), liquefied natural gas (LNG), liquefied petroleum gas (LPG), ethanol, methanol, hydrogen and diesel retrofitted with particulate matter (PM) traps. 8. Off-Peak Hours Delivery Business as used in this policy means a company or contractor that commits to conducting deliveries to SCAQMD during off-peak traffic hours defined as between 10:00 a.m. and 3:00 p.m. 9. Benefits Incentive Business as used in this policy means a company or contractor that provides janitorial, security guard or landscaping services to SCAQMD and commits to providing employee health benefits (as defined below in Section VIII.D.2.d) for full time workers with affordable deductible and co-payment terms. Minority Business Enterprise as used in this policy means a business that is at least 51 percent owned by one or more minority person(s), or in the case of any business whose stock is publicly held, at least 51 percent of the stock is owned by one or more or minority persons. a. a business whose management and daily business operations are controlled by one or more minority persons. b. a business which is a sole proprietorship, corporation, or partnership with its primary headquarters office located in the United States, which is not a branch or subsidiary of a foreign corporation, foreign firm, or other foreign-based business. c. "Minority person" for purposes of this policy, means a Black American, Hispanic American, Native-American (including American Indian, Eskimo, Aleut, and Native Hawaiian), Asian-Indian (including a person whose origins are from India, Pakistan, and Bangladesh), Asian-Pacific-American (including a person whose origins are from Japan, China, the Philippines, Vietnam, Korea, Samoa, Guam, the United States Trust Territories of the Pacific, Northern Marianas, Laos, Cambodia, and Taiwan). 11. Most Favored Customer as used in this policy means that the SCAQMD will receive at least as favorable pricing, warranties, conditions, benefits and terms as other customers or clients making similar purchases or receiving similar services. 12. Disadvantaged Business Enterprise as used in this policy means a business that is an entity owned and/or controlled by a socially and economically disadvantaged individual(s) as described by Title X of the Clean Air Act Amendments of 1990 (42 U.S.C note) (10% statute), and Public Law (42 U.S.C. 4370d)(8% statute), respectively; a Small Business Enterprise (SBE); a Small Business in a Rural Area (SBRA); a Labor Surplus Area Firm (LSAF); or a Historically Underutilized Business (HUB) Zone Small Business Concern, or a concern under a successor program. C. Under Request for Quotations (RFQ), DVBEs, DVBE business joint ventures, small businesses, and small business joint ventures shall be granted a preference in an amount equal to 5% of the lowest cost responsive bid. Low-Emission Vehicle Businesses shall be granted a preference in an amount equal to 5 percent of the lowest cost responsive bid. Off-Peak Hours Delivery Businesses shall be granted a preference in an amount equal to 2 percent of the lowest cost responsive bid. Local businesses (if the procurement is not funded in whole or in part by federal grant funds) shall be granted a preference in an amount equal to 2% of the lowest cost responsive bid. Businesses offering Most Favored Customer status shall be granted a preference in an amount equal to 2 percent of the lowest cost responsive bid. D. Under Request for Proposals, DVBEs, DVBE joint ventures, small businesses, and small business joint ventures shall be awarded ten (10) points in the evaluation process. A non- DVBE or large business shall receive seven (7) points for subcontracting at least twenty-five (25%) of the total contract value to a DVBE and/or small business. Off-Peak Hours Delivery Businesses shall be awarded two (2) points in the evaluation process. SCAQMD will ensure that discrimination in the award and performance of contracts does not occur on the basis of race, color, sex, national origin, marital status, sexual preference, creed, ancestry, medical condition, or retaliation for having filed a discrimination complaint in the performance of SCAQMD contractual obligations. F. SCAQMD requires Contractor to be in compliance with all state and federal laws and regulations with respect to its employees throughout the term of any awarded contract, including state minimum wage laws and OSHA requirements. G. When contracts are funded in whole or in part by federal funds, and if subcontracts are to be let, the Contractor must comply with the following, evidencing a good faith effort to solicit disadvantaged businesses. Contractor shall submit a certification signed by an authorized official affirming its status as a MBE or WBE, as applicable, at the time of contract execution. SCAQMD reserves the right to request documentation demonstrating compliance with the following good faith efforts prior to contract execution. 1. Ensure Disadvantaged Business Enterprises (DBEs) are made aware of contracting opportunities to the fullest extent practicable through outreach and recruitment activities. For Indian Tribal, State and Local Government recipients, this will include placing DBEs on solicitation lists and soliciting them whenever they are potential sources. 2. Make information on forthcoming opportunities available to DBEs and arrange time frames for contracts and establish delivery schedules, where the requirements permit, in a way that encourages and facilitates participation by DBEs in the competitive process. This includes, whenever possible, posting solicitations for bids or proposals for a minimum of 30 calendar days before the bid or proposal closing date. 3. Consider in the contracting process whether firms competing for large contracts could subcontract with DBEs. For Indian Tribal, State and Local Government recipients, this will include dividing total requirements when economically feasible into smaller tasks or quantities to permit maximum participation by DBEs in the competitive process. 4. Encourage contracting with a consortium of DBEs when a contract is too large for one of these firms to handle individually. 5. Using the services and assistance of the Small Business Administration and the Minority Business Development Agency of the Department of Commerce. 6. If the prime contractor awards subcontracts, require the prime contractor to take the above steps. H. To the extent that any conflict exists between this policy and any requirements imposed by federal and state law relating to participation in a contract by a certified MBE/WBE/DVBE as Page 23 of 43
26 a condition of receipt of federal or state funds, the federal or state requirements shall prevail. I. When contracts are not funded in whole or in part by federal grant funds, a local business preference will be awarded. For such contracts that involve the purchase of commercial offthe-shelf products, local business preference will be given to suppliers or distributors of commercial off-the-shelf products who maintain an ongoing business within the geographical boundaries of SCAQMD. However, if the subject matter of the RFP or RFQ calls for the fabrication or manufacture of custom products, only companies performing 90% of the manufacturing or fabrication effort within the geographical boundaries of SCAQMD shall be entitled to the local business preference. In compliance with federal fair share requirements set forth in 40 CFR Part 33, SCAQMD shall establish a fair share goal annually for expenditures with federal funds covered by its procurement policy.
