II Up to 2% of the funds for subpart 1 of part A of title II of the ESEA shall be reserved by the Secretary for competitive awards for teacher or principal recruitment and training or professional enhancement activities to national not-for-profit organizations, of which up to 10 percent may be used for related research, dissemination, evaluation, technical assistance, and outreach activities. III Teacher and is a new proposed program to build on and replace school leadership, teacher quality partnership, and transition to teaching programs. IV ConnectEDucators is a new proposal by the Administration that compliments the President s ConnectED initiative through competitive funding for local educational agencies and consortia. V Fund for the Improvement of Education in the President s FY 2016 Budget Request includes: services to disconnected youth, data quality initiative, youth data pilot, full-service community schools, Javits gifted and talented education, education facilities clearinghouse and the noncognitive skills initiative. VI Funding for Full-Service Community Schools is consolidated as part of the 21 st Century Community Learning Center program. VII The Department of Education would place an emphasis on projects designed to improve readiness for college and careers in STEM fields, especially for student groups historically underrepresented. VIII The Final FY 14 Race to the Top (RTT) funds may be used for competitive awards to States to develop, enhance, or expand high-quality preschool programs and early childhood education programs for children from low- and moderate-income families, including children with disabilities. IX The Successful, Safe and Healthy Students program would broaden the field of narrowly targeted programs such as the Safe and Drug-Free Schools and Communities National Activities, Elementary and Secondary School Counseling, and the Physical Education Program to create safe, healthy and drug-free environments for students to focus on learning and teachers on teaching. The national activities would include a few Now Is the Time initiatives including: $50 million for School Climate Transformation Grants and $25 million for Project Prevent grants. X The $2.5 million for the National Center for Information and Technical Support for Postsecondary Students with Disabilities is funded under the Fund for the Improvement of Postsecondary Education. XI The bill includes new language clarifying that the level of effort under Part B that a LEA must meet in the year after it fails to maintain its fiscal effort is the level that it should have met the prior year. This language clarifies congressional intent and is consistent with the Office of Special Education Program's April 4, 2012, informal guidance letter on this issue. The bill also includes new language clarifying that funds reserved under section 611(c) of the IDEA may be used to help improve State capacity to meet data collection requirements under IDEA and improve data collection, quality and use under the act. XII The First in the World Initiative is funded under the Fund for the Improvement of Postsecondary Education with the caveat that up to 2.5 percent of the funds are to be used for technical assistance and evaluation. XIII The President s budget proposes to restructure the Perkins Loan program as an extension of the Direct Loan program. The proposal would expand institutional participation by up to an additional 2,700 postsecondary education institutions, but offer loans to students with less favorable terms and conditions. Proposed in each of the President s Budget Requests, Congress has never authorized this proposal on Perkins Loans, but also has not provided new discretionary funding for the program in the past five years.
