1 New Theft-Proofing Incentive Program A bold new plan to protect 90 per cent of Winnipeg vehicles within the next five years

3 Introduction On June 24, 2005, Manitoba Public Insurance introduced a five-year $40 million strategy that will make 130,000 more vehicles virtually impossible to steal. The plan provides powerful financial incentives to encourage the use of electronic ignition immobilizers, which are considered the most effective protection against auto theft. The goal of the program is to ensure 90 per cent of the vehicles in Winnipeg are protected by immobilizers by In doing so, this plan is expected to drive down auto theft rates to levels not seen in more than a decade. This would help prevent $95 million worth of auto theft claims and remove a growing risk to community safety. This information package contains important facts about this new program and what it means to Manitoba. 4 Overview of the Program For some vehicles in Manitoba, the odds of theft are as bad as 1 in 5. Now Manitobans can reduce those odds to zero, and save money too. Through this new program: You can protect your vehicle with an immobilizer for as little as $140. You can finance that cost at zero interest. You can use our easy one-stop process to arrange financing and set up an appointment to have your immobilizer installed. AND you ll receive a $40 discount each year on your Autopac premium. It s a partnership between Manitoba Public Insurance and vehicle owners. For a standard installation, there s nothing to pay up front. And chances are, you ll keep more money in your pocket, year after year. Here s how it works: By special arrangement with CAA Manitoba and VSS Enterprises, Manitoba Public Insurance has secured a price of $280 for the purchase and standard installation of approved immobilizers. That s substantially less than the usual price of $350 or more. You pay just half of that $280. Manitoba Public Insurance rebates the other $140. You ll get a $40 discount off your Autopac premium. Added to your $140 rebate, that brings your immediate saving to $180. And you ll keep getting that $40 discount for years to come. You can finance your immobilizer interest-free for up to five years. Your payment can be as little as $28 a year, less than $3 a month. 2

5 Cost and Return for the Vehicle Owner In insurance discounts alone, an immobilizer purchased through this program can pay for itself within three and a half years ($40 x 3.5 = $140). If the immobilizer is financed at no interest over a five-year term, the customer may actually pay $12 less to Manitoba Public Insurance each year. For example: A standard installation costs the customer $140. 6 Why This Program Was Introduced The problem Manitoba Public Insurance has been telling Manitobans for years how serious a problem auto theft is not only for rate payers but the general public as well. In 2004, more than 10,000 auto thefts resulted in more than $35 million in claims. In addition, four people were killed and 68 others injured as a direct result of auto theft. More recently, we have seen vehicles used as unmanned projectiles in Winnipeg neighbourhoods. Every single day about 30 vehicles are driven throughout this city by untrained young kids with little regard for public or personal safety. Manitoba Public Insurance recognizes the need for decisive action to protect premium payers and the community. Most notably, we ve joined with law enforcement and justice officials in a strict curfew program aimed at controlling the worst offenders. But that approach is not sustainable over the long term. 4 The solution We believe that the only long-term solution is prevention, and the most effective way to protect vehicles from theft is with electronic ignition immobilizers. The federal government recently acknowledged the seriousness of the problem and the effectiveness of immobilizers by passing legislation to make them mandatory on vehicles manufactured after That requirement will help us reach our goal of protecting 90 per cent of the Winnipeg fleet within the next five years. However, this province has a larger proportion of older vehicles, and older models tend to be stolen more often. Without a strong push to equip older vehicles with immobilizers, it would be 2020 before most vehicles in Manitoba would be protected from theft. Since 2000, the corporation has been offering financing and insurance discounts to encourage Manitobans to equip their vehicles with aftermarket immobilizers. But those incentives have not been sufficiently effective. From 2000 to 2005, only 2,660 Manitobans protected their vehicles and fewer than 200 of those vehicles were among those most at risk of theft. When we asked Manitobans why they weren t taking advantage of the program, they told us that cost was still a barrier to acquiring an immobilizer, even with the financing and discounts we had made available. The typical cost of purchasing and installing an immobilizer was $350 to $400 more than many people want to invest in a vehicle, particularly the older models that are most at risk of theft. Therefore, we introduced much stronger financial incentives that bring the protection of an immobilizer within reach of any Manitoban.

7 Support for the concept As we developed this program, we tested the concept with Manitobans and found it had overwhelming support. When we asked Manitobans if they believed Manitoba Public Insurance should make this investment in battling auto theft, 78 per cent said yes. More than 80 per cent said they supported this exact proposal, and 77 per cent said they would participate. We also found strong support for this proposal among our close business partners including the Winnipeg Police Service, Manitoba Safety Council, the RCMP and the Provincial Auto Theft Task Force. A $40 million investment with a $95 million return This is a serious bottom-line issue for Manitoba Public Insurance and its ratepayers. Without concrete action this year, the long-term outlook for auto theft claims would have required Manitoba Public Insurance seek an increase in 2006/07, instead of holding the line on rates. Fortunately, Manitoba Public Insurance is in the financial position to invest in this solution. Our $40 million investment in the program will pay for itself within four years through lower claims costs. By reducing auto theft in Winnipeg to 1993 levels, we expect to prevent $95 million worth of auto theft claims in the years ahead. However, we know that success hinges on our ability to convince the right people to immobilize and to do so quickly. We are strongly encouraging the participation of those owning the vehicles most at risk. We have a great ally in CAA Manitoba and VSS Enterprises, which is helping to make the program possible by providing access to its network of accredited installers and by guaranteeing a substantially reduced price for quality equipment and installation. 8 3 Easy Steps to a Theft-Proof Vehicle 1 Contact our call management centre. One call takes care of everything. A call centre representative will schedule your appointment with an approved installer and arrange for financing. All of the necessary paperwork will be sent to the installer. The call centre is open from 7:00 a.m. to 9:00 p.m., Monday to Friday, and from 8:30 a.m. to 4:00 p.m. on Saturday. Call , toll-free , deaf access TTY/DDD Take your car to the installation facility. The time required to install an immobilizer can vary. For a better idea of how long the installation of your vehicle will take, contact the facility before your appointment. First the installer will estimate the cost of installation for your vehicle. If you have a remote starter, for example, additional costs may apply. If financing, you ll be asked to sign a promissory note. The installer will collect payment from you directly for any costs not financed through Manitoba Public Insurance. When it s completed you ll receive a Certificate of Installation, which you should keep with your records. The installer will then send all of the necessary paperwork back to Manitoba Public Insurance. 3 Enjoy peace of mind and easy financing terms. You ll be billed according to the financing terms you ve selected. You can pre-authorize monthly withdrawals from your bank account, or monthly charges to your MasterCard or Visa. 6

9 Program Details Eligibility The incentive program is available to passenger vehicles and light-duty trucks insured through Basic Autopac. The immobilizer must meet the Canadian Theft Deterrent Standard of the Insurance Bureau of Canada. The unit must be installed by a technician accredited by the national Vehicle Security Installation Bureau. As a reward for being proactive, Manitoba Public Insurance is providing the $140 rebate to any eligible vehicle owner who had an aftermarket IBC-approved immobilizer installed before June 24, The corporation is automatically providing the rebate and refunding interest costs to the 2,660 participants in the previous incentive program. Others may obtain the rebate by providing proof of the installation to Manitoba Public Insurance. Financing The customer s cost ($140 for a standard installation, plus any additional costs for special circumstances such as remote starters) can be financed through Manitoba Public Insurance at 0 per cent interest for a term of up to five years to a maximum of $400. Payments are made over 12, 24, 36, 48 or 60 months. When financed over 60 months, the monthly withdrawal is less than $3. Monthly payments can be made by way of pre-authorized withdrawals from bank accounts or automatic monthly charges to MasterCard or Visa. Approval for financing is handled during your first phone call. An appointment with an installer will be booked during the same phone call, at a time most convenient to the customer. 7

10 Annual premium discount Manitoba Public Insurance will discount your Basic Autopac premium by $40 each year when you have an approved aftermarket immobilizer installed by an accredited facility. The discount increases to $45 if you choose to purchase a $100, $200 or $300 optional deductible. These discounts also apply if you have an approved immobilizer installed as optional equipment at the factory or dealership. If you have a new vehicle with an immobilizer as standard equipment, the discount has already been built into your insurance premium. Partnership with immobilizer suppliers Manitoba Public Insurance has entered into agreements with CAA Manitoba and VSS Enterprises, aimed at assuring a reliable supply of units at a substantially reduced price and a high standard of installation quality. CAA Manitoba supplies MasterGard M6000 immobilizers and VSS Enterprises supplies Autowatch 573PPi immobilizers to a network of installation facilities, which will sell and install the units for the guaranteed price of $280. (The cost of installation will be higher for vehicles with remote starters or vehicles currently equipped with aftermarket immobilizers that don t meet the Canadian standard.) CAA Manitoba and VSS Enterprises also provide quality control of completed installations, including site inspections, customer follow-up and examination of installations. The Vehicle Security Installation Bureau (VSIB) approves the installers by ensuring that they meet accreditation standards, including criminal record checks, financial stability and other certification requirements. 11 Auto Theft Facts A safety issue In 2004, four people died and 68 others were injured as a direct result of auto theft. Reckless behaviour such as car launchings has taken the problem to a dangerous new level. A social issue In Manitoba, most auto thieves are between 12 and 17 and looking for "kicks." Once they make the poor decision to steal a car, their lives are often permanently derailed and they risk injury and death themselves by driving the vehicles. A business/financial issue Auto theft cost Manitoba Public Insurance more than $35 million in 2004, a cost that is passed on to ratepayers. More than 10,000 cars were stolen in Manitoba last year. Without any program to help address the problem, Manitobans would pay more for auto insurance in This program has a four-year pay back. Over the five years, claims reduction savings from anti-theft initiatives will amount to $95 million. A Winnipeg issue In 2004, auto thefts in Winnipeg increased by 31 per cent while the rate for rural Manitoba decreased by 1.1 per cent. The odds of theft in Winnipeg are 1 in 52, compared to odds of 1 in 159 in rural Manitoba. About 84 per cent of Manitoba auto thefts occur in Winnipeg, and no neighbourhood is immune from the crime. 9

12 About Electronic Ignition Immobilizers An immobilizer is the surest protection against theft. It disables the car s ignition system so it can t be started without a special key or code. When someone tries to start your car without the key or code, the immobilizer cuts power to the starter, ignition and fuel supply. In the eight years that the Insurance Bureau of Canada has been tracking such thefts, no vehicle in Canada with an immobilizer meeting the national standard has been stolen due to the defeat of an immobilizer. The Manitoba Public Insurance program requires immobilizers to meet the Canadian Theft Deterrent Standard of the Insurance Bureau of Canada. Our theft-proofing program requires that the equipment be installed by a technician accredited by the Vehicle Security Installation Bureau. 10

13 Vehicles Most at Risk Thieves seek out certain vehicles because they know how to steal them. Most often, these vehicles are older vehicles not expensive, new models. The risk is greatest in Winnipeg, which accounts for 84 per cent of auto thefts in the province. The following table shows the odds of theft for the 100 vehicles stolen most frequently in Winnipeg. These vehicles comprise 17 per cent of all vehicles in Winnipeg, but account for 68 per cent of all the thefts in the city. While the average theft premium paid by all Manitoba vehicles is about $40, the actual theft premium for the vehicles listed below is closer to $200. These are the vehicles Manitoba Public Insurance will aggressively target through this program. The corporation will be contacting each owner of these vehicles at least three times over the next year, explaining how they are at risk and how their vehicles are posing a risk to our community and to future rate stability. This listing was compiled by comparing the number of theft incidents for each vehicle type with the number of them on the road. This comparison shows the actual odds of each vehicle being stolen, rather than merely the gross theft numbers. 11

16 Other Anti-Theft Efforts The immobilizer incentive program is a key component of a larger anti-theft strategy dealing with all aspects of the problem. Manitoba Public Insurance is working with the justice system, law enforcement and community services to address this major challenge. The Winnipeg Auto-Theft Suppression Strategy, a two-year program announced in April 2005, targets the worst repeat offenders with a strict curfew program. The Multi-Media Challenge and community-based programs make youth aware of the negative consequences of stealing cars and encourage healthier alternatives. Legal remedies are pursued by dedicated theft investigators, a specialized auto theft prosecution team and the Winnipeg Police Stolen Auto Unit, and through increased sanctions under The Highway Traffic Act and lobbying for changes to The Youth Criminal Justice Act and The Criminal Code of Canada. The corporation also actively pursues thieves to recover the cost of claims caused by auto theft. The Combat Auto Theft (CAT) decal program alerts police to vehicles that are rarely driven late at night. Citizens on Patrol Program (COPP) mobilizes people to participate in community-based crime prevention initiatives in co-operation with law enforcement. 14

17 Common Questions Vehicles 1 Does my vehicle require an immobilizer? Most vehicles would benefit from having an immobilizer installed, and for some vehicles it should be considered a necessity. Auto thieves know how to steal certain types of vehicles, and they prey on them again and again. For some, the odds of being stolen are as bad as 1 in 5. If you own one of these vehicles, you should definitely invest in an immobilizer. Also, it s important to consider that you re at far greater risk if you live in or commute to Winnipeg. Although no community is immune from auto theft, about 84 per cent of thefts take place in Winnipeg. It s a big problem all across the city. 2 How do I find out my vehicle s risk of being stolen? Go to the Manitoba Insurance website ( and look under Auto Theft ("Odds of Theft"). Please take note that vehicles in Winnipeg are at far greater risk than those in rural Manitoba. 3 I have a motorcycle, can I install an immobilizer under this I program? Motorcycles are not included in this program because there is no immobilizer that prevents a motorcycle from being loaded into another vehicle. Program Financing 1 Do I qualify for interest-free financing through your immobilizer program? Most people will qualify. Our call centre reps will confirm your eligibility based on our records. 2 How do I participate in the immobilizer financing plan? One telephone call takes care of everything. Contact our call management centre at (toll-free , deaf access TTY/DDD ). The call centre is open from 7 a.m. to 9 p.m., Monday to Friday, and from 8:30 a.m. to 4 p.m. on Saturday. A customer representative will make financing arrangements and schedule your appointment with the approved installer of your choice. When you call, please have ready the registration for the vehicle you wish to protect. You should also have the information you ll need to arrange for payments through your bank account, MasterCard or Visa. The customer representative will send all the necessary documentation to the installer. 15

18 On the day of your appointment, take your vehicle to the installation facility. When it s completed you ll receive a Certificate of Installation. You ll be billed monthly according to the terms you ve selected. 3 How does the financing work? Upon completion of the installation, the installer will send an invoice to Manitoba Public Insurance. We will then pay the installer the full $280 for installation and set up a loan for the customer of $140. The customer can select a repayment plan between 12 and 60 months with payments occurring monthly. 4 Why can t I pay quarterly? We are offering the most popular payment options while still containing our costs. You can choose to finance your installation on your own terms by using your credit card, or you can pay monthly. For those customers who financed an immobilizer under the previous program and who made quarterly payments, we will honour the payment terms of that contract. Installers 1 How did Manitoba Public Insurance choose the approved installers? Why can t I go wherever I want to have mine installed? Installing an immobilizer is a specialized type of work that requires special training. Substandard installation could compromise the reliability of the device, and absolute reliability is what immobilizers are all about. That s why we insist that the units be installed by people who are specially trained. It s also why the immobilizer has to be one that meets the Canadian Theft Deterrent Standard, because in eight years of tracking, a vehicle protected by these immobilizers has never been defeated and stolen anywhere in Canada. By calling us first, we can ensure you are getting this high quality of service, equipment and protection. 16

19 Refunds 1 I have an approved device that came as standard equipment when I bought my vehicle. Customers who purchased approved aftermarket immobilizers get a rebate, so is the corporation going to provide a rebate for standard equipment? The cost for optional equipment and aftermarket equipment is well documented. Automobile manufacturers pay for immobilizer components they install in vehicles. Therefore, Manitoba Public Insurance will not provide a rebate. 2 I had an approved immobilizer installed at a VSIB-accredited dealer when I purchased my vehicle. I paid more than $140. Will this program cover the remaining amount? Manitoba Public Insurance will refund to a maximum of $140, regardless of the cost the customer paid for equipment and installation. This program pays half of the $280 price that is guaranteed by CAA Manitoba and VSS Enterprises for a standard installation. We can provide interest-free financing for costs above the $140, but the vehicle owner is responsible for those costs. 3 Under your plan, how do I get my $40 discount once my immobilizer is installed? Your $40 premium discount for installing an aftermarket immobilizer will be applied directly to your basic Autopac policy. You ll see it as a separate item once you receive your next renewal notice. 17

20 Immobilizers 1 Why aren t other electronic immobilizers included in your plan? Don t they reduce my risk of theft too? Any immobilizer meeting the Insurance Bureau of Canada s Canadian Theft Deterrent Standard is eligible, provided it is also installed by an accredited technician. We insist that these immobilizers meet the IBC standard because it is considered the gold standard for this type of equipment. IBC has been monitoring the performance of these units for eight years, and reports that no vehicle in Canada has ever been stolen due to the defeat of one of these immobilizers. 2 There are five approved aftermarket devices. Do I get to choose which of these devices I want installed in my vehicle? Yes. CAA Manitoba is supplying the MasterGard M6000 immobilizer and VSS Enterprises is supplying the Autowatch 573PPi at a guaranteed price through its agreement with Manitoba Public Insurance. Other immobilizers meeting the Canadian standard are eligible for this program, providing they are installed by an accredited technician. However, prices may vary, and we will only provide $140 toward the cost. Also, it s important that you contact our call centre FIRST to ensure that both the immobilizer and the installer meet the standards for this program. 3 I already have a car alarm. Is there going to be a cost to remove my old alarm in order to get an approved device and will the program finance this cost as well? Manitoba Public Insurance will rebate a maximum of $140 for purchase and installation of the immobilizer. All costs above this amount are the responsibility of the customer, although the corporation will provide interest-free financing for other costs within reasonable limits. 18

21 4 Dealer warranty agreements won t normally cover items that could break down as a result of someone other than the dealer doing work on the vehicle. If I m buying or I ve already purchased a vehicle from a dealer and I decided to purchase the aftermarket device you offer, will this nullify the warranty on my vehicle if there are problems to my electrical, for example as a result of the aftermarket ATD? If it does nullify my warranty will the corporation compensate me? Manufacturer s and dealer s warranties vary on these points. You will have to determine the effect on your specific warranty, as part of your decision whether or not to install an anti-theft device. Manitoba Public Insurance does not guarantee the work done by any installer, and will not compensate customers for any result of that work. Negotiations of that kind should be carried out by the owner of the installation facility where you chose to have the work done. 5 I use an anti-theft device on my steering wheel. Why do I need an immobilizer too? Unfortunately, auto thieves can overcome other anti-theft devices. And too often, devices such as steering wheel locks are found unused in the back seat when stolen vehicles are recovered. Immobilizers meeting the Canadian Theft Deterrent Standard are proven to be the most reliable security feature available. 19

22 The Process 1 What if I have an auto theft device installed in my vehicle and sell it, and then purchase another vehicle without one. Will I still get another $140? You will be eligible for a $140 rebate of the cost to install an approved immobilizer for every vehicle you own, as long as it doesn t already have an approved factory installed device. 2 How long will my car be tied up during the installation? Installation times can vary, depending on individual circumstances. For example, the work will take a little longer if you have a remote starter. For a better idea of how long the installation for your vehicle will take, contact the facility before your appointment. General 1 My vehicle is already equipped with an approved electronic immobilizer. How does your plan benefit me? You too can benefit from this program, provided the electronic immobilizer meets the program s standards for quality and installation, and if the immobilizer was installed as either an aftermarket unit or as optional equipment from the factory.
