1 Frequently Asked Questions Re: Bank Change for taxpayers that make ACH credit payments For tax payments made to the North Carolina Department of Revenue (NCDOR) by the Electronic Funds Transfer/ACH credit method, the bank/financial institution has changed from Wells Fargo to Bank of America. This change will directly impact taxpayers using the EFT/ACH credit payment method. The existing NCDOR bank account number (ending in -129) will remain open and active for ACH credit payments through September 5, As of July 18, 2014 the new banking information is available for use for ACH credit payments due to settle in the NCDOR account. Taxpayers using the ACH credit payment method must transition to the new NCDOR bank account by September 5, Notification letters about the bank change were sent to taxpayers enrolled for the ACH credit payment method on July 18, The notification letters contained the new banking account information. General communication about the bank change was sent to numerous Service Providers and Payroll Companies. Q1. I received a letter from NCDOR about a bank account change. How can I confirm this letter is valid? A1. View details of the change at Q2. I received a letter from NCDOR about the change in banking accounts. What changes will I need to make? A2. If you submit NC taxes using the ACH credit payment method, inform the individual responsible for this tax account about the change. Your bank, payroll service provider, CPA, or some other vendor may be the one initiating this payment on your behalf. Be sure to communicate this bank change to them. They will need to go into their payment system and update the banking account information for the tax payments intended for NCDOR. Q3. I hear that NC has changed their bank account where tax payments are deposited, but I did not receive a letter. Why wasn t I notified? A3. Active electronic funds transfer ACH credit accounts were notified about the change by mail on July 18, The notification letter included the new banking information.
2 The letter was sent to the last address on file for that tax account. If you are not enrolled for (or use) the ACH credit payment method, then you would not have received a notification letter. To confirm if your enrollment is active, please contact the Electronic Funds Transfer Unit at Option 2, 1, and 1. Q4. My bank or payroll service provider handles paying these taxes for me. What should I do? A4. Communicate this bank change to your bank or payroll service provider. If they pay on your behalf by ACH credit, they will need to make this update. While NCDOR has taken steps to communicate this change to the service provider community, it is still important for you to share this with your service provider to ensure they have made the update. Q5. These changes will require updates which may not be completed by September 5, What options do I have? A5. Contact your financial institution or payroll service provider to see how they may accommodate making your tax payment until the update is complete. Some tax payments can be submitted using NCDOR s online filing and payment system. For more information about online payments, visit our E-Services page at Q6. I make online payments using the NCDOR website. Do I need to make any changes when using the e-business center or online filing and payment system? A6. No changes are needed for those using the NCDOR online filing and payment system or the e- Business Center. The change only affects those using the ACH credit payment method. Q7. I make my tax payment by bank draft or ACH debit. Do I need to make any changes? A7. No changes are needed for those paying by bank draft or ACH debit. The change only affects those using the ACH credit payment method.
3 Q8. I send my tax payment by check. Do I need to make any changes? A8. No changes are needed for those paying by check. The change only affects those making payments to NCDOR using the ACH credit payment method. Q9. What is ACH credit? A9. The Automated Clearing House (ACH) credit payment method is a form of electronic funds transfer (EFT) where your tax payment credits the NCDOR bank account. For more information about the ACH credit payment method, visit Q10. I received a letter from NCDOR about the change in banking accounts, but I do not use this method to pay my taxes. A10. If you are not using the ACH credit payment method, then no change is needed. Our records indicate that this account was enrolled to pay by the ACH credit method. If you no longer use this payment method- please contact us to update your records (call the EFT Unit at Option 2, 1, and 1). Q11. My payments are rejecting when I try to submit by ACH credit. A11. Please confirm that you are using the correct bank account and routing numbers for North Carolina Department of Revenue tax payments. The North Carolina Department of Revenue has changed its banking financial institution from Wells Fargo to Bank of America. Active EFT ACH credit taxpayers were notified about the change by mail on July 18, The notification letter included the new account information. If no notification letter was received, see answer- A3 If the correct bank account and routing numbers are being used for the new NC bank and the payment still rejects, contact your bank/financial institution to resolve.

The existing NCDOR bank account number ending in -129 will remain open and active for ACH credit payments through September 5, As of July 18, 2014, the new banking account information was made available. Taxpayers using the ACH credit payment method must transition to the new NCDOR bank account by September 5, To avoid penalty, payments should settle in the NCDOR bank account on or before the tax due date. If you receive a late payment Notice, payment options will be printed on the Notice. Q13. I make payments for other NC taxes. Can I use this banking information to make payments for my other tax accounts? A13. You must be pre-enrolled for each tax type and account number before making payments using the ACH credit method. When should I start using the new banking information for NCDOR? A14. As of July 18, 2014, the new bank account and routing number for ACH credit became active and available for use. What happens if I accidently use the wrong bank account number? Q15. You will be unable to initiate a successful ACH credit payment to a bank account number that is invalid or no longer active.
