1 INTERNAL & EXTERNAL JOB POSTING Job Title: Job Developer Job Posting #: 623 Program: Wesley Employment Services Rate of Pay: $ 19.91/hour Classification Level: B Effective Date: A.S.A.P. Posting Date: October 16, 2015 Posting Closing: October 4PM Status: Full-time, permanent, union Purpose: Duties To provide Assisted employment services in accordance with the client job search, job matching, job placement and incentives, job training, and job retention (JPMI) components of the Employment Ontario (EO) Employment Service (ES), and Youth Employment Fund (YEF) programs. The focus of the current EO programs is to serve individuals from targeted vulnerable populations that face multiple barriers to employment in their search for sustainable employment, further education, and/or job training opportunities. 1. Provide job search; job matching; job placement and incentives; job training; and job retention (JPMI) components of the Employment Ontario (EO) employment Service (ES), and Youth Employment Fund (YEF) programs for eligible clients in accordance with EO and YEF program guidelines and Wesley Urban Ministries policies and procedures. 2. Achieve monthly statistical targets as specified in the current WES Business Plan. 3. Engage Wesley Employment Services (WES) staff and clients in the job development process. 4. Provide clients with a comfortable, courteous, and welcoming service experience in a helpful, highly knowledgeable, non-judgmental and professional manner. 5. Offer services to clients such as workshops at main location and off-site as required. 6. Be accessible to clients by being mobile within the community. 7. Demonstrate appropriate boundaries and safety precautions. 8. Assist clients to connect to employment opportunities by using the following Job Development strategies: 1
2 a. Marketing: Conduct effective and ongoing marketing activities targeted at employers to expand the WES network of employer contacts through a variety of proven sales and marketing techniques. The Job Developer will be required to promote and create awareness of WES by engaging in cold calling; networking; connecting with the Chamber of Commerce, BIA s, and other business groups; participate in job fairs; attend community events and set up information materials and displays as may be required; and generally market the ES and YEF programs as effectively as possible to meet the occupational needs of clients participating in these programs. Seek out hidden job market opportunities by connecting with other resources in the community and through active networking with contacts knowledgeable in labour market statistics and trends. b. Develop and maintain a database of employers in the community. c. Advocating on behalf of WES clients: The Job Developer will advocate on behalf of ES and YEF clients by contacting local employers. The objective of this strategy is to publicize and create awareness of WES employment services, promote the ES and YEF programs, discuss the current and future recruitment needs of their business, and to submit resumes of WES clients recommended as being potentially suitable for interviewing by the employer. d. Placements with Financial Incentives: The Job Developer will provide potential employers with suitable client resumes for their consideration. By skillfully tailoring an applicant s relevant background information and emphasizing client strengths that closely match the requirements of a specific job opening, the JD will attempt to make the client appear like a good fit for the position, negotiate an appropriate financial incentive for training, and persuade the employer to interview the client. e. OTJ Training: Develop in collaboration with the employer an appropriate on-thejob (OTJ) training plan to ensure that client s succeed in receiving a valuable work experience and acquire transferrable hard and soft skills during the placement. f. Job Retention: Conduct on-site employer visits to monitor the progress of job placements and provide appropriate job retention support as required in accordance with program guidelines. Act as a mediator between employee and employer in situations where conflicts have occurred. Find creative solutions to resolving conflicts while preserving satisfactory and productive relationships with the employer and in the employer s workplace. 9. Develop strong business relationships with a broad range of employers from a variety of industries by providing valuable information and value-added employment services free-of-charge through WES. 10. Provide value-added time-saving and cost-reducing recruitment and HR support services along with access to Financial Incentives all free-of-charge through WES. These valuable services include fast (sometimes instant) access to a broad range of suitable applicants for employers to choose from. Also; screening of job candidates prior to interviewing by employer; and assistance with developing performance-based on-the- 2
3 job employee training plans; and employee job retention and conflict resolution/mediation services all at no cost to the employer. Provide assistance to employers with completing claim forms and submitting documents for subsidized employment training in accordance with their Placement Agreements. 11. Retain a suitable case-managed and active case-load of clients with a wide range of employment goals. 12. Maintain files with up-to-date case notes and ensure that all mandatory MTCU and WES forms and documents are fully completed in a timely manner and that files are securely stored in accordance with the clean desk policy and under government confidentiality guidelines at all times. 13. Enter all up-to-date data into the EOIS CaMS database in a timely manner. 14. Work collaboratively as a part of a larger team. 15. Attend team meetings regularly and other meetings as required. 17. Be pro-active and creative in developing and improving service delivery techniques. 18. Work with community partners to develop and advance the WES program mandate and to find ways to enhance the overall opportunities of those individuals looking for work. 19. Participate in WUM and other relevant professional development activities as required. 20. Participate in regular supervision meetings with Program Manager and update manger as needed. 21. Follow agency and program policies and procedures. 22. Assist or fill in for other team members as required. 23. Perform other duties as assigned. Qualifications: 1. Two years experience working in a social service or HR employee recruitment environment. 2. Diploma or degree in a related discipline 3. Proven track record of successfully working in a target driven environment 4. Previous Job Development or appropriately similar sales experience 5. Demonstrated knowledge of career development and job search strategies applicable to serving individuals from targeted vulnerable populations that face multiple barriers to employment in their search for sustainable employment, further education, and job training opportunities. 6. Knowledge of the following employment components and ability to provide appropriate assistance to clients using this knowledge is required: a. Employment Standards Act; Ontario Human Rights Code; Client Needs Assessments; Employability Dimensions; b. ability to identify transferable client skills; knowledge of work search strategies; Resume and effective Cover Letter writing, thank you letters; Using portfolios or other visual work samples; Interview skills; Networking; References, etc. c. Knowledge of professions and other occupational job requirements 3
4 d. Knowledge of Apprenticeship Training programs 7. An understanding of the challenges of job placements involving individuals from targeted vulnerable populations with multiple barriers to employment often involving highly challenging issues such as the following typical examples: a. Previous Job Retention issues b. Drug and/or alcohol abuse c. Criminal record d. Anger management issues e. Lack of understanding of employer expectations f. Low motivation level g. Mental disabilities such as a learning disability, autism, anxiety disorder, depression; Schizophrenia; and many others etc. 8. Knowledge of Employment Ontario programs and MTCU expectations. 9. Advanced computer skills with Microsoft Office software applications. Experience working with databases preferred. Knowledge and experience with the EOIS CaMS database would be an asset. 10. Experience working with a diverse client population with an understanding of the challenges facing individuals looking for work in the Hamilton area. 11. Ability to work independently and within a team. 12. First Aid and CPR, and Non-violent Crisis intervention training would be considered as assets. 13. Ability to meet the local travel requirements of the position. 14. Excellent oral and written communication/interpersonal skills. 15. Fluency in other languages an asset. 16. Strong organizational and time management skills. 17. Able to meet deadlines in a fast paced environment. 18.
