2 Standards are a basis for comparison and represent a reference point against which things can be evaluated. Gold Standard refers to a reference point that is considered to be the ideal or near to ideal and one that needs to be aspired for at all times.

4 As defined in ISO/IEC Guide 2:1996, a standard is a document, established by consensus that provides rules, guidelines or characteristics for activities or their results. March 2013 Dr. SB Bhattacharyya 4
5 Standards are vital for commonality and interoperability. Without them there is a "free-for-all, leading to a non-interoperable environment, as anyone is free to interpret the subject of interest in any manner they see fit. March 2013 Dr. SB Bhattacharyya 5
6 Standards allow the industry to move forward without each individual company having to do the ground up implementation on their own. With standards, everyone can innovate and interoperate March 2013 Dr. SB Bhattacharyya 6
7 Standards allow the systems to be engineered and released into the market in a commonly used and well-known form. This permits the users to achieve comfort-levels that leads to wider-acceptance and commercial success. Standards usually means the difference between success and failure. 10 Different types of data needs to be exchanged if an Integrated Healthcare Enterprise (IHE) needs to be set up Diverse sources of data sources A common set of Health Information Exchange (HIE) standards is necessary to achieve interoperability technical, semantic and process
11 The IEEE defines interoperability as the ability of two or more systems or components to exchange information and to use the information that has been exchanged.
12 Two types can be defined: 1. Syntactic Interoperability 2. Semantic Interoperability
13 If two or more systems are capable of communicating and exchanging data, they are exhibiting syntactic interoperability. Specified data formats, communication protocols and the like are fundamental. In general, XML or SQL standards provide syntactic interoperability. Syntactical interoperability is required for any attempts of further interoperability.
14 Beyond the ability of two or more computer systems to exchange information, semantic interoperability is the ability to automatically interpret the information exchanged meaningfully and accurately in order to produce useful results as defined by the end users of both systems. To achieve semantic interoperability, both sides must defer to a common information exchange reference model. The content of the information exchange requests are unambiguously defined: what is sent is the same as what is understood.
