2 GENERAL INFORMATION 2015 IICL Chassis Inspector s Examination: Saturday, October 10, 2015 The IICL, organized in 1971, maintains its headquarters and staff in Westchester County approximately 35 miles north of New York City. It is active in governmental, regulatory, safety, technical, electronic communication, and environmental fields throughout the world. The members of IICL are engaged in leasing marine cargo containers to ship operators and others on a broad international basis and chassis within the United States. IICL members account for approximately half of the world s containers and one-third of the chassis fleet in the United States. The U.S. Department of Transportation (FMCSA, formerly FHWA) has issued regulations on the periodic inspection, repair and maintenance of commercial motor vehicles, including chassis (49 CFR 396 and 393). The regulations require annual inspections of chassis by a qualified chassis inspector according to specific USDOT criteria, and set forth record keeping requirements, inspectors qualifications and other rules. The federal regulations are included in one manual on chassis published by IICL: the Guide for Container Chassis Inspection and Maintenance, 4 th edition (2006). REQUIREMENTS FOR CERTIFICATION The chassis examination is open to anyone in the U.S. or elsewhere interested in becoming certified as a chassis inspector. Prior experience in the field will be helpful to a candidate, but is not a prerequisite for taking the test. Certification is awarded to all candidates who pass the examination and is valid for five years. An inspector must pass the examination again before certification is reissued. The chassis test will be given at test centers in the United States, and elsewhere, if requested. Certification does not authorize an individual to represent IICL in any manner. Certification may be revoked by IICL for any of the following reasons: willfully falsifying information on the registration form, making unauthorized material available to others, or misuse of certification. DESCRIPTION OF THE EXAMINATION The examination consists of 100 multiple-choice questions. You will have 2 hours to complete the examination. The questions are based on the following guide: 1. 3 REGISTRATION Forms & Fees must be received by the deadlines outlined in page 1. Complete the 2015 registration online electronically - Registration Fees. Online registrations that have not been paid will remain pending until payment is received. Photograph for Photo ID Card. Candidates who pass the examination will be issued a photo-identification card indicating their 5-year certification period. your digital photos AFTER you pass the exam by viewing your exam registration number in the passing list that will be posted on on 11 December All candidates who pass the examination must read the document titled 2015 Certification Procedures and follow the guidance posted for processing of the certification documents. Registration Notification. Notification of Registration is sent by upon registration completion online. When your complete and submit your registration online you will receive a purchase confirmation number. Contact IICL if you do not receive a prompt notification to make sure IICL received your materials. Record and save your purchase confirmation number for ALL future correspondence with IICL. Address Changes. Notify IICL immediately if you change your address.

In the event that the test center is cancelled, IICL will allow test candidates to take the test at another location or give a full refund to the candidate if no other location is acceptable. SPECIAL TEST CENTERS If a regular test center is not within 200 miles of the city in which you want to be tested, you may request that a special center be established. Please note that if you request a special center, you are responsible for organizing five (5) candidates in your location in order to have the minimum number needed to establish a special test center. While there is no guarantee that a new center can be set up, IICL will make every effort to publicize your test center, but cannot be responsible for locating the minimum number of candidates. A minimum of five registrations and fees must be received at IICL by the regular deadline of July 31, 2015, or the special test center will be cancelled. SPECIAL TEST CENTER REQUEST DEADLINE: 31 July 2015 IICL reserves the right to cancel a regular test center that does not have sufficient registrations. REFUND POLICIES and CANCELLATION SCHEDULE TEST CENTER CODE NUMBER A candidate may cancel his/her registration before the examination date; however, IICL does not retain credit towards future tests. All fees for candidates canceling before the test date will be refunded according to the schedule below. Refunds will only be made if a candidate notifies IICL prior to one of the cancellation dates by , phone, or letter. 5 ABSENCE If a candidate does not appear on the exam date at the testing site shown on the Admission Letter or cancel on or before September 18, 2015, the entire test registration fee will be forfeited. It is the responsibility of test candidates to notify IICL if admission letters are not received by Thursday, October 1, SUBSTITUTIONS Deadline: August 14, 2015 If a candidate is unable to sit for the exam and wishes to substitute another candidate from the same company for the examination, the substitute candidate must , fax or mail the completed registration form to IICL. ADMISSION LETTER Candidates should receive an letter by September 30, 2015 IICL will /fax Admission Letters to candidates approximately three weeks prior to the examination. Admission Letters indicate the test date, reporting time, reporting test center address and your unique Registration Number. Record the Registration Number for future correspondence concerning your score report. Take your Admission Letter to the test center indicated in the letter; you will be required to show it to the test supervisor. In addition, bring recent (current) photoidentification; e.g. driver s license or passport. CONTACT IICL IMMEDIATELY IF YOU DO NOT RECEIVE YOUR ADMISSION LETTER BY FRIDAY, SEPTEMBER 30, IICL will confirm that you are registered and advise you of your test center address and reporting time and fax/ a copy of your Admission Letter to you. If you are properly registered, however, you may take the examination without an Admission Letter providing you bring recent (current) photo-identification. TESTING DAY PROCEDURES Saturday, October 10, 2015 Report to the assigned test center no later than 11:15 AM unless your Admission Letter states a different time. The Chassis Inspector s Examination is usually given directly after the Container Inspector s Examination unless enrollment is small and the tests can be given simultaneously. Since examinees may still be at work on the Container Examination when you arrive, please be courteous and do not disturb the candidates by talking or entering the testing room. Wait in the hallway outside the testing room or in the waiting area designated by the supervisor s posted instructions, and you will be admitted as soon as the Container Examination is finished and the last candidate is dismissed. Please be prompt! Persons arriving after the test supervisor has started the instructions may not be admitted. WHAT TO BRING TO THE TEST CENTER Your Chassis Inspector s Examination Admission Letter At least three No. 2 pencils (medium soft; 2B in some countries) and an eraser Recent photo-identification (such as passport or driver s license) REGULATIONS AT THE TEST CENTER To ensure that all candidates are tested under equally favorable conditions, the following regulations and procedures will be observed at each center. NO beepers, cellular telephones, books or papers of any kind are allowed in the examination location. This means that NO dictionaries can be brought into the testing room. All answers to questions are to be marked on the separate answer sheet and all scratch work must be done on the blank spaces in the test books. Candidates needing to use the restroom during an examination must secure permission from the supervisor. Candidates discovered engaging in any kind of misconduct, such as giving or receiving help, talking during the

6 examination, taking part in an act of impersonation, or removing test materials or notes from the testing room, may be summarily dismissed from the examination and will be reported to IICL. Decisions regarding disciplinary measures will be made by IICL. TEST SECURITY PROCEDURES Any doubts raised about the validity of an individual candidate's score will be thoroughly investigated. Some scores may be rendered invalid because of circumstances beyond a candidate's control, such as faulty test materials. When such circumstances are discovered, IICL will arrange a makeup administration for the candidates concerned at no charge. If misconduct (such as giving or receiving help, attempting to take the examination for someone else, or removing test materials) is suspected, IICL will investigate all circumstances of the case. As a result, scores may be delayed in being reported. INSTRUCTIONS FROM THE TEST CENTER SUPERVISOR At each test center, the test center supervisor will read aloud the standard testing instructions from a manual prepared by IICL. Candidates should listen carefully to all instructions. Be sure to ask any questions before the test starts, as the supervisor is not permitted to answer questions once the test has begun. Before the test begins, the supervisor will explain how to enter the identifying information on the answer sheet. This information is recorded electronically and is used to report scores; therefore, it must be accurate. If the information is inaccurate or incomplete, score reporting and certification could be delayed. Candidates should look at the sample answer sheet in this Bulletin. A similar answer sheet will be used at the test center. TAKING THE TEST When you receive your test book, read the directions carefully and be sure that you understand them before attempting to answer any questions. Once you begin the test, do not waste time on questions containing material that is unfamiliar to you. Go on to the other questions and return to the difficult ones later, if you have time. Make an educated guess at the correct answer rather than leave the answer space blank. With some knowledge about a particular question, you may be able to eliminate one or more of the answer choices as wrong. It is to your advantage to answer ALL questions since your score is determined only by the number of questions answered correctly. It is important to read the questions carefully--don't mark an answer until you have considered ALL of the options. And remember: the questions require precise knowledge of IICL recommendations. Record the answers on the separate answer sheet carefully in pencil only. For each question, be sure to darken thoroughly the appropriately lettered circle on your answer sheet so that the computer scanner will be able to record your answer. The numbering of questions in the test book matches the numbering of responses on the answer sheet. Answer spaces on the answer sheet are lettered to correspond with the letters of the possible answers in the test book. No credit will be given for answers written or indicated in the test book. A sample multiple-choice paper and pencil test is included in this bulletin. Give ONE answer only to each question. Multiple responses to a question will be scored as incorrect on the paper and pencil test. Erase completely any previously marked response; insufficiently erased pencil marks may be scanned as a multiple response, and the question scored as incorrect. Circles that are too lightly or incompletely marked may not be registered by the scanner used to score the answer.

7 SCORE REPORTS Passing scores will be posted on by order of exam registration number by 11 December KEEP YOUR EXAM REGISTRATION NUMBERS. If you do not see your exam registration number in the passing list posted on 14 December 2015, please info@iicl.org with your name, city where tested and exam registration number so we can provide your score report. Score Reports will inform you whether you passed or failed the examination and how many questions you answered correctly out of the 85 questions on the examination. You will also be informed of the score required to pass the examination. Please notify IICL if you change your mailing address. VERIFICATION OF SCORES Due to the overwhelming number of candidates that participate in IICL examinations all passing scores should be posted on our homepage, by 11 December 2015 in order of exam registration number. You will need your exam registration number in order to view your score, so please keep a record of your EXAM REGISTRATION NUMBER at all times for any correspondence with IICL. If you receive a failing score on the examination, you may request a rescoring of your answer sheet via to info@iicl.org This re-scoring process ensures that no stray pencil marks or other conditions interfered with computer-scoring. Requests for re-scoring must be sent to IICL within 8 months after the examination was administered. IICL will re-score your answer manually and will inform you of the results. There are no provisions for allowing either failing or passing candidates to review their test results in detail with persons from IICL. This policy is necessary due to the number of candidates taking the test and the need to protect test security. CERTIFICATES/PHOTO-IDENTIFICATION CARDS/DIRECTORY LISTING All candidates who pass the examination will receive an IICL Marine Cargo Container Inspector's Certificate and photoidentification card. These documents should be received during the month of February If you do not receive your certificate and photo-identification card by 29 February 2016, please contact IICL. Certified inspectors' names are published annually in the IICL Inspection Directory which is posted on IICL s website. Home addresses and company names and addresses are included for all inspectors who have given IICL permission to list them. Asterisks are placed opposite the names of re-certified inspectors. The Inspection Directory includes sections listing companies that employ IICL-certified inspectors. For candidates receiving a score of 90% or higher, IICL awards an Honor s Certificate in recognition of their achievement.

8 CONTENT OUTLINE FOR CONTAINER INSPECTOR S EXAMINATION Candidates should be familiar with all recommendations and information contained in the following publication: 1. Guide for Container Chassis Inspection and Maintenance, 4 th edition (2006). The Guide includes the following information: Purpose of chassis inspection, Types of chassis General inspection procedures and sequence Description of chassis components to be checked, conditions to be corrected, specific inspection procedures to be carried out for each component, etc. Nineteen diagrams. Candidates should be able to identify all chassis components. Inspection criteria for chassis (Table ). Includes USDOT requirements. Definitions and examples of wear and damage Glossary. Candidates should be familiar with all chassis terminology. Chassis conditions (color photos) Chassis Periodic Inspection Form, Sample Periodic Inspection Certification Decal Tables on lighting, conspicuity and brake readjustment limit requirements Recommended table of criteria for inspections and planned preventive maintenance of container chassis. The manual contains a table listing components to be inspected or repaired at regular intervals, criteria for determining if repair of maintenance is required, and recommended maintenance or repair procedures to be performed as required. USDOT requirements for all components, including conspicuity rules as of 1996, are included in the Annual Schedule. Candidates do NOT have to memorize the CEDEX codes for chassis.
