1 Paper to Norwich Locality Board Tuesday 21 st August 2012 Title: Norwich Alcohol Needs Assessment, Strategy and Action Plan J. Cox, Anne Louise Schofield, Jonathan Fagge and Dr A. Pereira Purpose of paper: This paper provides an update to the Norwich Locality Board about the work underway to develop a Norwich Alcohol Strategy. Q- The Board is invited to comment on the scope of the work and any additional sources of information that can inform the epidemiology workstream and its approach to prioritisation. Q- Locality Board is invited to discuss its role in the implementation of the Strategy. 1. Background In the UK, the consumption of alcohol has increased in recent years with an associated increase in health related effects. The Norwich CCG Health & Wellbeing profile identified an increasing trend in alcohol related admissions into hospital over the last 10 year period. Alcohol related liver disease patterns demonstrated wide variation in disease burden between wards. Analyses of data for females aged showed an association between alcohol related hospital admissions and teenage conceptions. The referral routes to alcohol services commissioned by the Norfolk Drug and Alcohol Partnership (N-DAP) were perceived to be less well understood by the primary care practitioners. Public Health (NHS Norfolk and Waveney - Norfolk County Council) was therefore approached by Norwich CCG Children & Families Clinical Action Team in May 2012 to support work on undertaking a health needs assessment for alcohol related harm and to develop a strategy to reduce alcohol misuse and harm caused by alcohol consumption in the Norwich CCG area. This was also supported by Norwich City Council. Norwich Alcohol Strategy development, August

2 To begin exploring this work, Norwich CCG hosted a multi-agency alcohol workshop on 13 June 2012 which confirmed wide support for a Norwich alcohol needs assessment and strategy. As a result of this event, Public Health agreed to lead a Norwich multi-agency project (Public Health lead is J. Cox). The project is planned to produce the following key outputs: a Norwich Alcohol needs assessment a Norwich Alcohol Strategy and Action Plan 2. Relationship with County Drug and Alcohol Strategy A framework for the development of a County Drug and Alcohol Strategy is currently being developed by N-DAP (draft framework in Appendix 3 for information). This framework and the strategy will aim to ensure that clear county priorities and objectives are identified whilst enabling and supporting locality partnership working and action. Public Health is working closely with the Drug and Alcohol Action Team (DAAT) team to ensure that the Norwich alcohol work is aligned with county strategy developments. Additionally, this work will support future drug and alcohol locality needs assessments by helping to address DAAT objectives for the development of these.the Norwich model of locality work will help inform locality working with other CCGs and Local Authorities. Alongside the development of the Alcohol Strategy, there is a definite need to ensue that a focus on addressing drug related needs is kept and that key considerations relating to the integrated nature of needs and service delivery are taken forward. 3. Target Population The target population is the Norwich CCG registered and resident population who are directly or indirectly affected by alcohol misuse or harm caused by alcohol consumption. Examples of indirect effects include people affected by alcohol related community anti-social behaviour, family or social networks including alcohol misuse or victims of alcohol-related crime. 4. Needs Assessment Structure Norwich Alcohol Strategy development, August

3 The Norwich locality alcohol needs assessment is based upon a refreshed DAAT Norwich CCG needs assessment and is being completed by a DAAT / Public Health team. Needs assessment update will be completed by 31 Oct The needs assessment will take an epidemiology, services mapping and effectiveness approach: 1. Epidemiology workstream: This will explore and analyse the epidemiological information describing risk factors, impacts and outcomes associated with alcohol misuse in the population. Qualitative and quantitative data for the following areas are being collected for use in the needs assessment: Theme Current areas being explored Main information provider(s) Crime & community safety Licensing, alcohol availability related to alcohol misuse: Anti-social behaviour reports Domestic abuse reports Custody Probation and youth offending Mapping Licensed premises and licenses Best Bar None accreditation Community Safety Partnership Norwich City Council Trading standards Enforcement of licenses Norfolk County Council Housing Loss of tenancy related to alcohol Norwich Norwich Alcohol Strategy development, August

Current service provision The aims of this needs assessment workstream are to: map and describe current services to treat alcohol misuse including acute and non-acute services provide case studies and pathway descriptions to understand service/organisation responses 3. Evidence of effectiveness & best practice Norwich Alcohol Strategy development, August

5 The aims of this needs assessment workstream are to identify current best practice and evidence of service effectiveness will be used to help identify opportunities for service design 4. Delivery groups Production of the needs assessment and strategy / action plan will be overseen by a multi-agency Task & Finish group (chaired by J. Cox, Public Health) which will meet monthly from 25 July until Feb Group membership is shown in appendix 1. In addition a reference group will be consulted regularly during the work to provide oversight and comment. All members who attended the first workshop have been invited to be part of the reference group. 5. Identification of priorities, strategy development and action planning A second workshop will be organised in early Nov At this workshop the Alcohol Needs Assessment will be presented to the group. Partners will be able to use the findings from the needs assessment to then help identify strategic priorities for Norwich through a facilitated workshop. This work will inform the development of an Action Plan and implementation of the strategy. 6. Reporting and accountability In addition to the Norwich Locality Board, Public Health will provide regularly reports to Norwich CCG Children & Families Clinical Action Team meetings, and N-DAP Board meetings. 7.
