3 Esida ABAZAJ Esida received her bachelor in Economics and Business Administration in 2009 from the American University in Bulgaria. Since then, she has worked for the Central Bank of Albania, as an economist at Research Department (Macroeconomic Modeling Unit). Current job duties consist in maintaining and enriching the Macro econometric Model of the Albanian economy, simulating the model with different shocks, predicting the behavior of main macroeconomic variables, and developing other models for the Albanian economy. Dr. Alin Marius ANDRIEȘ Faculty of Economics & Business Administration, Alexandru Ioan Cuza University of Iasi, Romania Alin Marius Andrieș, Phd. Habil. (in Finance), is Assistant Professor at Faculty of Economics and Business Administration, Alexandru Ioan Cuza University of Iasi, Romania. My primary research goals are directed toward understanding the impact of structural reforms performed throughout the European Union enlargement process on banking performance; the convergence of banking systems in new member states and EU candidate countries from Central and Eastern European countries; and the relationship between regulations, competition, efficiency and risk taking. My recent work investigates to what extent risk management and corporate governance mitigate the involvement of banks in credit boom and bust cycles in transition countries. Professor Thorsten BECK Cass Business School, London Thorsten Beck is professor of banking and finance at Cass Business School in London. He is also a research fellow of the Centre for Economic Policy Research (CEPR) and the CESifo. He was professor of economics from 2008 to 2014 at Tilburg University and the founding chair of the European Banking Center from 2008 to Previously he worked in the research department of the World Bank and has also worked as consultant for among others the IMF, the European Commission, and the German Development Corporation. His research, academic publications and operational work have focused on two major questions: What is the relationship between finance and economic development? What policies are needed to build a sound and effective financial system? Recently, he has concentrated on access to financial services, including SME finance, as well as on the design of regulatory and bank resolution frameworks. In addition to numerous academic publications in leading economics and finance journals, he has co authored several policy reports on access to finance, financial systems in Africa and cross border banking. His country experience, both in operational and research work, includes Bangladesh, Bolivia, Brazil, China, Colombia, Egypt, Mexico, Russia and several countries in Sub Saharan Africa. In addition to presentation at numerous academic conferences, including several keynote addresses, he is 1

At the beginning of 2007 her tasks shifted towards financial stability issues and she was appointed Head of the newly established Financial Stability Section that evolved into Department three years later. As of the beginning of 2013 she holds the position of the Chief economist of the CBBH in a newly established Office of the Chief Economist. She also has experience as the lecturer at both the U.S. and Bosnian universities. Belma holds Ph.D. in Economics from the Staffordshire University, M.A. in Economics from the University of San Francisco, and B.S. in Economics from the University of Sarajevo. Monetary and financial economics, and especially the issues related to banks' cross border activities, were always her key areas of interest. bcolakovic@cbbh.ba Professor Ralph DE HAAS Researcher, Office of the Chief Economist, EBRD Ralph De Haas (Maastricht, 1976) is a Deputy Director of Research at the EBRD. Prior to joining the EBRD, Ralph worked at the Banking Supervision and Monetary Policy Departments of the Dutch central bank. Ralph holds a PhD in Economics from Utrecht University and is currently a part time Associate Professor of Finance at Tilburg University. His main research interests include international banking and financial integration, development economics, and small business 2

Dr. Martin FELDKIRCHER Foreign Research Division, Oesterreichische Nationalbank Martin Feldkircher has been working as an economist in the Foreign Research Division at the Oesterreichische Nationalbank (OeNB) since October His main responsibilities are business cycle and macrofinancial analyses of Central, Eastern and South eastern Europe (CESEE). He is an expert in forecasting, risk assessment and developed an in house tool to quantify external spillover risks for the CESEE region. Martin Feldkircher holds a doctoral degree in economics from the University of Innsbruck. His main research interests are empirical and international macroeconomics, forecasting, aspects of the global financial crisis and Bayesian analysis. Argita FRASHËRI, MA in Economics Financial Stability and Statistics Department, Bank of Albania Argita Frasheri is the Head of Financial Markets, Infrastructure and Crisis Management Division, Financial Stability and Statistics Department at the Bank of Albania. She graduated in 1995 in Economics and Business at University of Tirana. Later on, in 2001, she gained a MA Economics at the University of Bologna, Bologna, Italy, and a Certificate on Statistics and Appliance from Faculty of Science, University of Tirana. She joined Bank of Albania in During 19 years of experience in the Bank of Albania she has been performing policy relevant economic and statistical research 3

In her recent position the main activities include but are not limited to: developing techniques and methodologies to assess systemic risk in the financial system; participating in the design and implementation of the macro prudential policy framework for Albania; supporting the decision making process on issues related the financial system stability, within BoA and on an interinstitutional level, by: identifying, discussing and recommending necessary actions. Dr. Augusto HASMAN BCC Program, the Graduate Institute Previously to joining the BCC, Augusto Hasman worked as an associate professor of economics and finance at SKEMA Business School (Nice, Sophia Antipolis, France) and Economist at the OFCE (Observatoire Français des Conjonctures Économiques de Sciences Po, Paris). Later on she gained a MSC in General Management in the same University. After gaining her degree, she worked into the private sector for 5 years. Mrs. Ibrahimaj joined the Bank of Albania in September 2010 as analyst at internal economic analysis unit, Monetary Policy Department. In her daily work she is responsible for analyzing the real economy developments, particularly regarding the production approach of GDP and analyzing the labor market developments. In addition, she aggregates and analyzes information gathered from the Confidence Surveys, the Bank Lending Survey and from the Survey of professional forecaster. She is also involved in constructing House Prices and Rent Indexes for Albania. From 2012 she is a PHD candidate in Management of Banking and Finance in Università degli studi di Roma Tor Vergata. 7 Dr. Mustafa KILINÇ Research and Monetary Policy Department, Central Bank of the Republic of Turkey Dr. Mustafa KILINÇ is the Acting Executive Director of Research and Monetary Policy Department at the Central Bank of the Republic of Turkey. He got his Ph.D. from UCLA in 2007 and started working as an economist at the Bank. His research area is related to monetary policy, capital flows, and international macroeconomics. His recent research includes works on identification of monetary policy shocks in Turkey using a structural approach, effectiveness of macroprudential policies in emerging countries in limiting the effects of global factors on capital flows and in limiting the effects of capital flows on the domestic credit growth. mustafa.kilinc@tcmb.gov.tr Dr. Yannick LUCOTTE Associate Professor, ESG MANAGEMENT SCHOOL, Paris After obtaining his Ph.D in Economics at the University of Orléans (France) in December 2012 with a dissertation entitled Essays on the interactions between inflation targeting strategies and their institutional framework An application to emerging economies, Yannick joined the ESG Management School (France) as an associate professor in September His research focuses on monetary and exchange rate policies in emerging countries, monetary policy transmission, but also on the political economy of central banking. For example, Yannick recently proposed (with Grégory Levieuge) a new index of central banks conservatism, whose the objective is to reveal the inflation aversion of the monetary authorities ( A simple empirical measure of Central Banks conservatism, Southern Economic Journal, October 2014). Macroprudential Supervision and Financial Stability Directorate, Bulgarian National Bank Mihail Mihaylov received my Bachelor s and Master s degree in Economics from the University of National and World Economy in Sofia. In 2001, I joined the Bulgarian National Bank as an expert at the Economic Research and Forecasting Directorate where I was involved in macroeconomic modelling and analysis with a focus on the developments in the financial sector. Currently, I work as a senior expert at the Macroprudential Supervision and Financial Stability Directorate. My main responsibilities include monitoring the developments in the banking system and macro financial links modelling. She is in charge of analyzing the monetary indicators and their impact on price stability. Her main tasks include analyzing and projecting the monetary developments with a special focus on lending. Professor Cédric TILLE BCC Program, the Graduate Institute Cédric Tille is Professor of International Economics at the Graduate Institute, and Scientific and General Director of the Bilateral Assistance and Capacity Building for Central Banks (BCC) programme, which is jointly funded by the Swiss State Secretariat for Economic Affairs (SECO) and the Graduate Institute. Prior to joining the Institute, he worked for nine years in the International Research Function of the Federal Reserve Bank of New York. His research focuses on the impact of financial globalization on economic linkages between countries. It encompasses both theoretical contributions on how to include international financial flows in workhorse models in international economics, as well as applied works highlighting how financial integration alters our understanding of international integration. Professor Tille has published extensively in scientific journals. At a certain point of her career she was invited to teach as Lecturer of Economics and Public Finance at Luarasi Law Faculty, later on she was appointed as the Chancellor of the Luarasi University.
