We have unanimously affirmed Wage Order No. RB III-19 which raises by P15 per day the minimum wage in Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, and Zambales and by P20 per day in Aurora for workers in retail and services establishments with less than 16 workers, Labor and Employment Secretary and NWPC Chairperson Rosalinda Dimapilis-Baldoz said in a statement. With this, DoLE was able to meet its target that all of the country s 30 minimum wage rates will be above the poverty threshold level before President Aquino s term ends. This is a victory not only for Filipino workers but for all Filipinos, Baldoz added. The increase of P15 per day in Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, and Zambales shall be given in two tranches: P8 on the first which is upon implementation of the order and P7 on May 1, With this, the highest minimum wage in the region is now P364, which is above the poverty threshold of P248 for a family of five as of December 2012, DoLE Regional Director Ana Dione said. Cigaral MARIVELES, BATAAN Joint elements of the Bataan PNP and other related agencies conducted a buy-bust operation in Brgy. Biaan of this industrial town which resulted to the arrest of 10 persons. In a report from Senior Supt. Rhodel Sermonia, the arrested persons were identified as Omar Anbomin, 45, of Burgos, La Union; and Artemio Carreon, 45, of Poblacion West, Rosario, La Union. Rudy Lacadin, Central Luzon Police Office (PRO3) Director, said the suspect identified as Teejay Sabat has strings of warrants of arrest for Murder and carnapping with homicide. Lacadin said Sabat sustained gunshot wounds when he resisted arrest, engaging authorities in a firefight which took place in the suspect s safehouse in Barangay Lolomboy, Bocaue, Bulacan. He refused to surrender after police asked him to do so, Lacadin said. Sabat instead fired at the arresting authorities. Recovered from Sabat was a caliber 38 revolver with ammos. CRUZ, Zambales - Joining the world in observing Human Rights Day, about 500 displaced mine workers belonging to Coalition of Mine Workers, Families and Communities (CMWFC) and supporters gathered in front of Sta. Cruz town to air their sentiments on Thursday. They sought the help of Mayor Marty Consolacion and the Sangguniang Bayan members of Sta. Cruz. According to CMWFC, they conducted the activity to call the attention of Sta. Cruz municipal officials and other agencies of the government like the Department of Environment and Natural Resources to ensure to protect the rights of everyone. The coalition said they made the call amidst fear that the baseless allegations some anti-mining groups affect the impartiality of concerned government offices to the detriment of their own rights. We just want to be sure that the government will protect our right, if members of the antimining group have right, so we, who are legitimate residents of Sta. Cruz, we have right for livelihood and whatever benefits we can get from the industry, said the CMWFC. We hope that it would be based on scientific study the decisions of the concerned government agencies in dealing with the mining issues, the coalition added. The National Wages and Productivity Commission (NWPC) over the week announced the affirmation of Wage Order No. RB III-19 which raises by P15 per day the minimum wage in Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, and Zambales and by P20 per day in Aurora for workers in retail and services establishments with less than 16 workers. This latest wage order applies to all minimum wage earners in the private sector in Region 3 regardless of position, designation, status of employment, and methods by which the wages are paid. Exceptions are kasambahay and persons employed in personal service of another, including family drivers and workers of Barangay Micro Business Enterprises. According to Department of Labor and Employment Secretary and NWPC Chairperson Rosalinda Dimapilis-Baldoz, this meets the target that all of the country s 30 minimum wage rates will be above the poverty threshold level before President Aquino s term ends. This makes the highest minimum wage in the region at P364, which is above the poverty threshold of P248 for a family of five as of December Thousands upon thousands of workers have been patiently waiting for a wage hike, and this announcement, we re sure, has sent smiles on their faces. (045) AS a young boy, I usually passed through Nepo 1 and go straight to the store of my mother s cousin Auntie Ninia Bautista which is located in the corner of Ilang-Ilang. The smell of imported goods Hershey s chocolates, apples, sunkists, Adidas Stan Smith, Marlboro blue seal and so forth, mostly coming from Clark Air Base via the black market, gave us a glimpse of America. I say glimpse because I could not afford to buy Hershey s chocolates in one of the many stores that characterize the booming PX goods industry at Nepo and Dau in Mabalacat. The smell of capitalism permeated in my nostrils. I including my cousins would often go to Auntie Ninia to ask for a few coins and each time she will not disappoint us. After visiting our relative at Nepo 1, we would often go to the driving range to watch golf afficionados in the area that is now the popular Nepo Quad, in front of the Angeles Electric LAST week, I was surprised with how heavy the traffic has become along the JASA Road in front of the two malls in the city. While stuck in traffic, we mustered all our remaining patience to safely reach our destination while we teased and candidly amazed ourselves with the fact that hundreds of people are now rushing to the mall for their holiday shopping. So there goes that long-awaited bonus and 13 month pay. And then I began to reflect on the reality that things have indeed changed now that we are adults and have our own kids. Gone are the days when we would ponder so hard on what gift to ask from Santa Claus, or Nepo bazaar Corporation. Nepo 2 would soon rise up as the black market intensifies. The day after the cataclysmic eruptions of Mount Pinatubo in 1991, I went around my beloved Angeles City to see the devastations wrought by the volcano. The Nepo Mart area was a picture of desolation blanketed by thick volcanic sediments As a young reporter, I witnessed the transformation of Angeles City during its dark days, into its present pedestal. As if Mount Pinatubo did not explode 24 years ago. Check and Balance Arnel San Pedro which was prevalent all over the city. The Philippine government had just rejected the continued stay of the US military facilities in the country and US forces at Clark were almost certain to leave us when Mount Pinatubo exploded without warning. It was the beginning of the rebirth of Angeles City. Painful, unassuming and full of apprehensions as the locals face the new world order. What now? Our big White Brother left us? When I started working, Christmas became a time for me to be on the other end of the rope. I was already the one giving gifts to my family, godchildren, and workmates. Now, it s actually our turn to buy clothes and new stuff for our two kids, and most probably forget our own wish list this Christmas. That s when I realized that Christmas is not for adults, it is really for kids. It is because older people especially those who are working will somehow fret a bit since they have to save up for the gift-giving. This is why most of us really look forward to our bonuses and 13 month pays so we could also buy ourselves something that we really want for Christmas like maybe a new cellphone, a new accessory, a new bag, or a new appliance. My Christmas wish for this year is for my family for them to always be healthy, for them to be able to enjoy everything that they need to the transformation of Angeles City during its dark days, into its present pedestal. As if Mount Pinatubo did not explode 24 years ago. Last December 12 and 13, I met young people in the likes of Miss Kin Reyes of the KMN Events who recently launched the first-ever tiangge called Pop Up Holiday Bazaar at the Nepo Quad in cooperation with the Nepo management. The two-day bazaar that coincides with another bazaar in front of the Holy Rosary Church was a success and I doff my hat to Kin and her co-organizers. Our very own Bek s Bibingka joined the two-day fun and all our products -- bibingka, puto bumbong and tsokolate batirol -- had been sold out. At the sidelines as I scanned the participants and the visitors, the Nepo of my youth crept in, memories of yesterdays that define my life in this now different landscape -- PX goods, the golfers driving range, the famous Goma Park, a friend who was gunned down right in Nepo 1. It seemed like yesterday and the old ice plant is my silent witness. Daddy, let s go home, my two sons blurted out, apparently having enough of the rowdy DJs. We left amid the revelry paving the way for our fellow Angelenos to partake of this rebirth. experience while growing up, and for them to be good children. That, as a parent, I may always find ways to be able to give what they truly need, and that I will always have the strength and patience to be the best mother that they will ever have. That, together with my husband, we can work together to give our children the best life possible. In the 12th century, construction began on the bell tower for the cathedral of Pisa, a busy trade center on the Arno River in western Italy, some 50 miles from Florence. While construction was still in progress, the tower s foundation began to sink into the soft, marshy ground, causing it to lean to one side. Its builders tried to compensate for the lean by making the top stories slightly taller on one side, but the extra masonry required only made the tower sink further. By the time it was completed in 1360, modern-day engineers say it was a miracle it didn t fall down completely. 8 regional news VOLUME IV NO. 126 DECEMBER 15, 2015 TUESDAY RDC 3 joins calls for DPWH, DOE for joint guidelines on Electric coops compensation by Marna Dagumboydel Rosario CITY OF SAN FERNANDO Central Luzon Regional Development Council (RDC) has adopted and endorsed support to a resolution by its counterpart in the Zamboanga Peninsula which enjoins Department of Public Works and Highways (DPWH) and Department of Energy (DOE) to fast track the issuance of joint guidelines of the latter s Department Circular No. DC Under that circular, DoE stated that electric cooperatives are empowered to construct, acquire, own, operate, and maintain sub-transmission and distribution lines along publicly-owned lands and thoroughfares and that in cases where the government needs to use such lands and thoroughfares the electric cooperatives shall be properly compensated, RDC Vice Chair and National Economic Development Authority (NEDA) Regional Director Severino Santos said. In addition, the circular provides that DoE and DPWH shall issue joint guidelines, which are consistent with the issuances of the Energy Regulatory Commission within 180 days from its implementation. However, in 2014, a contradicting directive was issued by DPWH which prohibits the provision of road right of way for the construction of buildings including posts and towers of electric cooperatives, Santos added. It further stated that should clearing operations be made for road widening and other developments, no compensation should be paid on the removal of these facilities.
