Learning about all the fantastic work being done across the state, from coalition presentations on best practices to honoring pedestrian and bicycle safety champions for the quarter, a rewarding sense of accomplishment filled the room. A lot of the encouragement and motivation came from the Coalition s leader, State Bicycle and Pedestrian Safety Program Manager Trenda McPherson. Her attention and guidance to each of the seven coalition teams helped build a strong statewide network. Throughout this newsletter, we will take a look at the work completed in the past three months. While there is still much work to be done, the coalition teams have accomplished their goals at a stellar pace. 01

2 MAIN FEATURE USDOT S MAYORS CHALLENGE With the conclusion of Florida Bike Month in March and National Bike Month in May, the US Department of Transportation (USDOT) Mayors Challenge is running in full force. As previously discussed in the last newsletter, Secretary Foxx of the USDOT launched the Mayors Challenge for Safer People and Safer Streets at the kickoff event on March 12th in Washington D.C. His challenge invited mayors and local elected officials to get involved by making a public statement about their cities and jurisdictions safety, and forming a local action team that will help improve pedestrian and bicycle safety, convenience and accessibility. Based on the information shared at the Safer People, Safer Streets Summit, each city will assess their barriers, issues, and challenges using the appropriate data. From there they will develop a work plan for how they can improve upon their infrastructure using the given Challenge activities. The activities include taking a Complete Streets approach and implementing the standards identifying and addressing barriers to make streets safe and convenient for all road users; gathering and tracking biking and walking data; developing designs that are appropriate to the context of the street; taking advantage of opportunities to create and complete pedestrian and bicycle networks; improving walking and biking safety laws and regulations, and educating and enforcing proper road-use behavior. The goal is to improve safety for pedestrians and bicyclists by incorporating safe and convenient facilities into future transportation projects. Many communities across the United States have embraced the concept of reducing roadway congestion and improving alternative transportation infrastructure. As of June of this year, 230 cities from around the country have signed up to participate in the Challenge, and Florida had the highest level of involvement with 36 cities participating. There s still time for more cities to join this movement by having their mayor or local officials approve and accept the Challenge. Once there has been approval, then the real work begins! Secretary Foxx stated that this is a concept on which the country needs focus. Quoted in the USDOT s Fast Lane blog, he said, A tidal wave is coming for us in transportation, a wave of people and freight Our infrastructure system, which struggles to meet its current challenges, won t be able to ride the coming wave. Especially when you consider today s transportation funding situation. Not only can these multimodal improvements benefit the general health and economy of citizens, they also provide a part of the solution to the large future demand for transportation infrastructure. The 30-year transportation forecast written in the USDOT Beyond Traffic draft iterates the importance of pursuing multimodal transportation systems that meet and exceed such challenges. It is not just a short-term issue, but an actual long-term problem that is important to address now. With the help of the USDOT, Florida is determined to provide those solutions. 3 FROM THE CAPITAL CITY COMPLETE STREETS IMPLEMENTATION PLAN The Florida Department of Transportation (FDOT) has made it a priority to improve safety, quality of life, and economic development for all citizens and visitors in Florida. This is why the implementation and training process for the Complete Streets initiative has been an important topic since The team s mission is to determine what modifications to policies, guidance, manuals, procedures and general practices are needed to put the FDOT Complete Streets Policy into action, and develop a work plan to accomplish these modifications. Since February 2015, FDOT has hosted events and training sessions to help clarify the logistics pertaining to project management and application of multiple topics such as transportation, land use, and design. The development of the Complete Streets Work Plan is currently being written and will set in place a process for FDOT to modify practices, standards, and guidance as needed for most projects. Different districts around the state have already started on task work and implementation plans. Topics such as road diets or roadway configurations and many other best practices are being developed across the state. Most correlate to parts of the Complete Streets Policy. Notably, there was a presentation on Florida s pedestrian/bicycle focused safety initiative and Complete Streets, which was attended by FDOT employees and private sector consultants, including engineers and planners from across the state. The expo was a great opportunity to provide comprehensive guidelines for future projects in anticipation that most future design and construction projects could be required to implement concepts showcased at the expo. Alert Today Florida was at the expo surveying attendees on their local Complete Streets initiatives. Over 400 attendees participated in the survey; all participants received an Alert Today Alive Tomorrow lanyard and goodie bag with safety tip cards. 03

4 OTHER NEWS WALKWISE FLORIDA - STATEWIDE INITIATIVE Based on the tremendously successful WalkWise Tampa Bay grass roots educational campaign developed by FDOT District 7, the WalkWise Florida campaign kicked off in March 2015 in Duval, Lee, and Polk counties. Since then, WalkWise instructors have presented the program more than 100 times to over 2,000 attendees. WalkWise is a great way to promote pedestrian and bicycle safety while encouraging attendees to become WalkWise Ambassadors for their own communities by spreading the word about pedestrian and bicycle safety to their family, friends, neighbors and colleagues. The program s success will continue in the next year and FDOT District One will begin their own program in Manatee and Sarasota counties later this year. HIGH VISIBILITY ENFORCEMENT AWARD Alert Today Florida is proud to announce that the Pedestrian and Bicycle Safety Award, was presented to the Clearwater Police Department for the grant period. The award is given to the law enforcement agency that participated in the Alert Today Florida High Visibility Enforcement Initiative and presented the largest amount of improvement in their specific high-impact area. Criteria included providing substantial training to officers, amount of media advisory each department produced, and the three-phase progression: education, warning, and citation. HIGH VISIBILITY ENFORCEMENT PHASE III KICKS OFF The contracts for the grant cycle are already being collected. FDOT is overlapping their educational and outreach campaign with the high visibility enforcement operations in many different priority cities and counties across the state. Each of the eligible law enforcement agencies can apply for a contract that enables and encourages officers to use overtime operations to specifically conduct safety regulations pertaining to pedestrians and bicyclists. Funded by FDOT and managed by the Center for Urban Transportation Research (CUTR) at the University of South Florida (USF), the operation is part of the Alert Today Alive Tomorrow initiative to drive down fatalities and educate safety for pedestrians, bicyclists and motorists. It is important to recognize how important crossing guards are for providing a level of safety for pedestrians, bicyclists and motorists, while also putting themselves at risk while performing their duties. Their role is vital to driving down fatalities and providing safety within Florida, so make sure to thank your local crossing guard! 6 PAST EVENTS CYCLOVIA CITY OF TEMPLE TERRACE Alert Today Florida participated in the City of Temple Terrace s Cyclovía event on Sunday, May 17 from 9am to 2pm along 56th Street between Whiteway Drive and Bullard Parkway. Alert Today Florida staff provided pedestrian and bicycle safety tip cards and a bicycle and pedestrian survey for participants to fill out. The staff provided information to help remind bicyclists and pedestrians to follow all the traffic laws and be alert when traveling. TEAM SLR AT DAYTONA INTERNATIONAL SPEEDWAY This July 4th holiday weekend promotion provided our team the opportunity to make drivers more aware of their responsibility to put down distractions and drive safely every time they get behind the wheel; to remind pedestrians to use the crosswalk; and to remind bicyclists to obey traffic laws and ride in the direction of traffic. Scott Lagasse Jr. from Team SLR was interviewed live by NBC Sports after qualifying in 3rd position. With a fan base of over 50 million, Team SLR represented Alert Today Florida on live television. FLORIDA PTA HEALTH AND WELLNESS FAIR Florida School Crossing Guard Training Program Administrator Dana Crosby attended the Florida PTA Health and Wellness Fair in Palm Harbor, Florida on July 17th. The Florida PTA s Health and Wellness Fair was a great opportunity to provide different resources, as well as network and establish contacts with school PTAs and other organizations locally and statewide. WHAT S NEW? NEW PEDESTRIAN HYBRID BEACON TIP CARD & PARTNERSHIPS New tip card promoting use of the pedestrian hybrid beacon (also known as the High Intensity Activated Crosswalk or HAWK). The tip card provides detailed graphics showing what the drivers and pedestrians will see (see this), followed by a description of steps of what they should do (do this). New pedestrian and driver road infrastructure may be a new concept for communities, so safety tip card distribution to neighborhoods and area businesses can help spread the word on the use of these new facilities. Included on the tip card are local partners to help spread the message about pedestrian safety and the new hybrid beacon facilities. Local partners are a great way to increase the area distribution of safety tip cards. 06

The program is focused on local youth setting and achieving goals for personal and academic achievement, physical fitness, and volunteer service. They have also pledged to not use tobacco, alcohol, or illegal drugs. More than 4,000 youth and chaperones will sit in the Honor Rows for the 2015 football season. Walk to School Day is typically on Wednesday of the first FULL week in October. For 2015 this means that Walk to School Day will fall on Wednesday, October 7. Please keep in mind that all of October is International Walk to School month, so if October 7 doesn t work for your school or your community, choose another date in October and it will still count along with other events held in the month. DRIVING, WALKING AND BIKING IN THE DAYTIME OR EVENING If driving, always be aware of distractions on the roadways like glare from the sun. Constantly be alert for bicyclists and pedestrians. Invest in polarized sunglasses as they can help reduce sun glare reflecting from the windshield. If bicycling at night, always be visible for motorists by having a front white light, red reflector and a red light on the back of your bicycle, and follow all traffic signals and laws. If walking, always be visible. Cross at marked crosswalks and look left, right, and left again. Be alert when crossing. 11 ANNOUNCEMENTS COALITION CHAMPION AWARDS FOR APRIL & JULY At each statewide Pedestrian and Bicycle Safety Coalition quarterly meeting, a member who has shown tremendous efforts and contributions to pedestrian and bicycle safety is recognized. In April, the Coalition recognized Brenda Young, FDOT District Five Modal Development Manager. She has worked closely with the implementation of sharrows and Bikes May Use Full Lane signs. In July, the Coalition recognized Jennifer Fierman, FDOT District 4 Complete Streets Coordinator. The awards were presented by State Pedestrian and Bicycle Safety Program Manager Trenda McPherson. PATRICIA BYERS AWARDED 2014 INJURY PREVENTION AWARD The Florida Department of Health has awarded Dr. Patricia Byers the 2014 Injury Prevention Award. Dr. Byers is the Trauma Medical Director and the Chief of Surgical Nutrition at Jackson Memorial Hospital in Miami.
