1 Medicare Quality Bonuses And Penalties Year 3 Medicare has three payment incentive programs for hospitals that are part of an effort to make them accountable on quality. One gives bonuses and penalties to hospitals based on how well they performed on 26 quality measures. That program is called Value Based. The second penalizes hospitals that have too many patients readmitted within a month. Both programs are in their third year. A new program reduces payment to hospitals with high rates of infections and other patient injuries, known as hospital- acquired conditions. This chart shows the payment adjustments for each program for each hospital this year, as well as the adjustments for the first two years of the valuebased purchasing program. Certain specialty hospitals with special payment arrangements with Medicare, including all hospitals in Maryland and critical access hospitals in isolated areas, are also exempt. This chart only includes hospitals that are currently registered with the Medicare program.
