The decision was made yesterday, the third and final day of the ouncil s 162nd meeting in Honolulu. The decision, which was read aloud during the meeting, says the ouncil recommends a regulatory amendment for a temporary exemption to the LVPA, and the exempted area is defined as the area seaward of 12 nautical miles from Tutuila, anu a and Swains. (This is the same recommendation that the Scientific and Statistical ommittee made last week to the ouncil and it opens up 16,817 square nautical miles to federally permitted American Samoa longline vessels of 50 feet or greater, while continuing to restrict them from 11.3 percent of the US exclusive economic zone around American Samoa.) According to the decision, the temporary exemption is authorized for an indeterminate period, but the ouncil will review the LVPA exemption on an annual basis with regard, but not limited, to the following: catch rates of fishery participants, small vessel participation and fishery development initiatives. The performance of the new Paepaeulupo o II, during her inaugural race last year, brought a whole new level of respect and fan base for Aua, which has never been a favorite to win, let alone expected to secure a place in the Top 3 during the highlight of the Flag Day celebration. But the Paepaeulupo o crew didn t let the naysayers get to them, rowing past other seasoned fautasi crews and past champions like the Fealofani Samoa II and the Fuao from Vatia to 2015 FLAG DA secure their place in the history books. This year, Aua plans to go all the way to the finish line and emerge as first place winners. Skipper Leonard Sonoma says he is very comfortable with the crew he has and he is optimistic that they will do well. I d say we are about 80% ready right now and hopefully, in two weeks, we should be at a 100% level, Sonoma told Samoa News yesterday afternoon. To help them in their quest for the gold, Sonoma and his crew took possession of brand new oars shipped in from Vermont this past Tuesday. The concern was raised by senior police officers, who believe that the handpicking of the Deputy ommissioner and the hief of Police was not conducted in accordance with the HR Promotion erit System. In December 2014 the governor issued memos naming Vaimaga aiava as Deputy ommissioner and ommander Tauese Va aomala Sunia as hief of Police. At the time of the appointments, aiava was the hief of Police, while ommander Tauese oversaw the DPS Training Division. At the time, Samoa News asked Governor Lolo why he made the appointments when there is a ommissioner to oversee DPS. The governor responded that it s a critical time of the year, with the holidays coming up and yet there are two top positions in DPS that are vacant. William Haleck was then police commissioner. Following the appointments, Human Resources Director Sonny Thompson assured that the two senior posts filled with the DPS were appointments only, not promotions, noting that each police officer must and shall be promoted according to the Promotion erit System (Time in Service; Time in Grade, Formal Education, Experience etc.) Thompson stated that most important is the salary associated with these personnel promotions and hiring criteria moving forward will be standardized accordingly. Last week a copy of the DPS s proposed organizational chart was leaked to Samoa News which indicates that Vaimaga and Tauese are to be working in their new positions permanently. Samoa News also received confirmation from the Human Resources office that the two men have received the salaries of Deputy ommissioner and hief of Police. Samoa News sent queries to the HR Director and the Governor s Executive Assistant about the concerns of the senior police officers last week; however as of yesterday, there has been no response. One senior DPS officer told Samoa News last week that the Lolo and Lemanu Administration should stop the habit they seem to have of appointing people into career service positions, because it s not right and it s illegal, and they are not following HR policies in place regarding such positions meaning the positions should be advertised internally within the Department. It s not about questioning the qualifications of the said appointments, it s about following the merit system as they preached prior to their taking office, said one disgruntled senior officer. 3 samoa news, Thursday, arch 19, 2015 Page 3 Son of former police commissioner dies in Honolulu under arrest by Fili Sagapolutele, Samoa News orrespondent A local member of the Haleck family has confirmed that a man who died after his arrest by Honolulu police earlier this week is Sheldon Haleck of American Samoa. Based on information from Honolulu friends, a Hawaii News Now news station first identified the deceased as 38-year old Sheldon Haleck, from a well known family in American Samoa and a graduate of Honolulu based aiser High School. Responding to Samoa News inquiries, Avamua Dave Haleck said yesterday that Sheldon was the youngest son of William and Verdell Haleck who are now in Honolulu to sort through what happened and to take care of their son s final funeral arrangements. William Haleck, who served two years as local police commissioner and stepped down early this year from the post, didn t immediately respond to Samoa News questions and request for comments. A Honolulu police department (HPD) statement issued Tuesday, ar. 17, and provided to Samoa News yesterday, didn t identify the deceased by name. Instead it says that Honolulu police officers responded around 8:16p.m. onday, ar. 16, to an area fronting Iolani Palace (located downtown Honolulu) on a report of a male wearing dark-colored clothing and running in the middle of the roadway, acting erratically. Police claim the male refused to leave the roadway, continuously running away and evading the officers as they approached him. Pepper spray was used but was ineffective as the male continued to remain on the roadway, it says, adding that an electric gun was deployed twice, but was also ineffective. However, the male tripped and fell while trying to run away, at which time officers were able to gain control of the combative male and place him under arrest. According to the police statement, the male was escorted to the sidewalk when he suddenly became unresponsive and Emergency Services and Honolulu Fire Department responded to the scene. The male was transported via ambulance to the Queens edical enter where he expired (or died), it says. Responding to Samoa News questions, HPD apt. Rade Vanic said yesterday that he cannot provide any additional information about this case other than what was cited in the media statement. Asked if there is an ongoing investigation on this case and when it s expected to be completed, Vanic said via from Honolulu that it s common practice to conduct a thorough investigation anytime a serious incident like this occurs, but he cannot provide a date of completion. Asked if an autopsy will be carried out to determine the cause of death, Vanic responded that this case has been classified as an unattended death and in cases like these, no request is needed for an autopsy, as the Honolulu ity edical Examiner will automatically perform an autopsy. (AP) The quiet of Big Sandy s block-long commercial district was disrupted one afternoon this week when two vehicles sped into town and their seven occupants got out and began fighting. The brawl began when three men in a car pulled up in front of a coffee shop shortly after 2 p.m. onday, and a pickup carrying two men and two women stopped behind them, houteau ounty Sheriff Vern Burdick said. From what we ve been able to gather, the initial dispute actually took place on Rocky Boy s Indian Reservation, and the pickup gave chase to the sedan, Burdick told the Great Falls Tribune. The parties began fighting in the street. All the doors were flying open, and people were getting out and running around and hitting each other, said herie Stiles, one of the owners of the Bear Paw offee Shop and Deli. The commotion drew the attention of those in the area. At one point, one of the men in the pickup fired up a chain saw and began swinging it around. The man soon turned it off, and no one was injured, Burdick said. One of the people in the pickup fled the farming town of 600 in the car, and three others got in the pickup, stranding three men. One had a superficial stab wound. The car was found north of Big Sandy and impounded. All seven involved have been identified, and four have been cited for disorderly conduct. 4 Page 4 samoa news, Thursday, arch 19, 2015 THE BOB FRANEN OLUN Public Secrets By Bob Franken The cover-up often is worse than the crime. How many times have we heard variations of that quote? Usually, it s trotted out in the context of a political scandal, one that wouldn t really be a scandal if the principal had just gotten past an obsession with secrecy so severe that he or she acted suspiciously. In this case, it s a she we re talking about, Hillary linton, who repeatedly gets entangled in her fetish for privacy. It s impossible when living such a high-profile life, with all the attendant perks, financed by the taxpayers. She is about to embark on that most public endeavor, running for president, trying to get elected to enter the White House bubble. Of course, she s been in the fishbowl before, as wife of, and never could get used to the idea that her life, to a large degree, belonged to everyone. That s what makes the matter of her conducting business as secretary of state on a camouflaged, private account such a big story. It s true, as her enforcers have fanned out to argue, that others have done the same thing -- Secretary of State olin Powell, for example. And there is no real evidence that her behind-the-cloak communications were hiding anything improper or illegal. But we don t really know. We can only suspect. She makes it so easy. Her problem is that this clandestine approach is nothing new. As someone who covered all the linton scandals, and even nonscandals like Whitewater, I got used to the daily parsing of words to try to avoid simply coming out and dealing with the embarrassment of the moment. The nearly covert way that Hillary conducted the effort to reform health care ultimately had a lot to do with the final plan going down in flames. So now we have a situation where she has told the world that she s willing to not stand in the way as the State Department publicly releases s she turned over to the government. What we don t know is just what she turned over, or more importantly, what she didn t turn over, from her superduper secret private accounts. In fairness, let s stipulate that Hillary linton is not the only government official who believes that the public doesn t really have a right to know. Edward Snowden is sitting in Russian exile because he spilled the beans on massive programs in which the National Security Agency and our other spooks spy on us, their fellow Americans, conduct that violates the entire tradition of our alleged right to privacy. What is it about open government that these people don t understand? How do they determine that they can t be bound by the rules of a democracy that relies on an informed electorate? In the case of Hillary linton, the question is, Where does she get off routinely hiding our business from us? She says she s learned some lessons from the failures of her last stab at the presidency, but has she? This time around -- assuming there is another this time around -- she will need to demonstrate that she can avoid the cover-ups and let us in on her secrets. 5 DEPARTENT OF THE INTERIOR S RELATIONS WITH AERIAN SAOA Excerpts from Navigating The Future by Eni Faleomavaega, published in 1995 samoa news, Thursday, arch 19, 2015 Page 5 Despite Interior Department opposition to the idea that American Samoa be represented by an elected delegate to the U.S. ongress, the American Samoa Legislature (Fono) passed a bill in 1969 which would have provided for an elected Samoan repr esentative to Washington, D.. The Interior Department was against the proposed measure and specifically instructed the governor (then appointed by the Secretary of the Interior) not to approve such legislation. However, when the appointed governor discovered that officials were re placing him, he responded by signing into law, at the airport on the very day of his departure, the Fono s bill to elect a Samoan representative. Hence, in the November 1970 elections, Paramount hief A.U. Fuimaono became American Samoa s first elected representative to Washington, D.. Having no standing in the ongress of the United States, Paramount hief Fuimaono was never accorded any courtesy or assistance from the bureaucrats at the Department of the Interior. For a proud traditional leader, this was a dilemma. But having worked previously as his Administrative Assistant, I can say without equivocation that Paramount hief Fuimaono truly loved a nd cared for the needs of his Samoan people. A classic example was the controversy surrounding the administration and distribution of the oral co ntraceptive, Depo Provera, produced by the Upjohn ompany. Fuimaono received information that Samoan women were having serious problems with m enstruation, infertility, and miscarriages as a result of using this drug, which was administered every six months by injection. Fuimaono discovered that the U.S. Food and Drug Administration (FDA) never officially approved the drug for use in the United States, although the U pjohn ompany was selling the drug to foreign countries. For several months, Fuimaono tried to get an appointment with the Secretary of the Interior, to brin g this matter to his attention, but for whatever reason, his request fell on deaf ears. I doubt very much that the request ever reached the Secretar y of the Interior. It was simply one more indication of Interior Department indifference and disdain for Samoan representation in the nation s capital. As Fuimaono s last resort, he made an appointment with Phil Burton and began to explain the entire s ituation. As he was explaining, Phil Burton couldn t believe what he was hearing. Burton s face got red and he said, Get me the phone. Where s the phone? Get me the Secretary of the Interior. The Secretary of the Interior was a friend of Phil Burton, a man by the name of Rogers orton, a former member of ongress from entucky. In five minutes, Fuimaono had an appointment with the Secretary of the Interior. Burton was well aware of the fact that the Delegates from Guam and the Virgin Islands were already i n the ongress, and the question was when and how he could assist Delegate Fuimaono and American Samoa s local leaders so that they would have the same form of representation as the other two territories. In his pragmatism, he has actually made it very convenient to stop in Apia to visit government offices, say hi & bye to relatives, hoist a few Vailima s at aliu ai Bar Upolu, then head off by air to Savaii on the same day. The regional meeting, which brings together heads of fisheries of SP member countries and territories, provides strategic guidance to SP Director s Office, the oastal and Oceanic programs under the Fisheries Aquaculture and arine Ecosystem (FAE). The meeting was chaired by Joyce Ah-Leong, assistant chief Executive officer, Fisheries Division, inistry of Agriculture and Fisheries, Samoa. atagi-tofiga says Ah-Leong did an excellent job in chairing this important meeting, where a wide range of issues affecting fisheries in the region were discussed. At the meeting, atagi- Tofiga expressed concern about the effects of climate change on coastal fisheries and informed the meeting that American Samoa is facing extensive coral bleaching. She also told the gathering that outbreaks of the crown-of-thorns starfish are another major threat to the reefs of American Samoa. atagi-tofiga also explained that sea cucumber fishery exploitation continues to be an issue, and Samoa expressed similar concerns over the harvesting of sea cucumbers for overseas markets. Both American Samoa and Samoa requested assistance from SP with regard to sea cucumber aquaculture and management, and sought advice from other member countries and the SP on the sea cucumber issue, according to the meeting outcomes document. Furthermore, American Samoa requested support from SP in aquaculture development, particularly for clams and seaweed. s. PAIFI ALBAORE atagi-tofiga went on to call for the need to adopt a South Pacific Albacore measure e.g. catch rate limits proposed by the Forum Fisheries Agency (FFA) to cover the entire range of stock, something which was also expressed at the Western and entral Pacific Fisheries ommission (WPF) meeting last year in Apia, Samoa. The SP Oceanic Fisheries Program recommended that catches of albacore be set at a level that allows profitable domestic longline fisheries; and catch of big-eye should be reduced to rebuild the stock, as there is no expansion of skipjack or yellowfin catches, she said. A summary of the final outcome of the meeting states that Samoa called for further review on status of albacore stocks and urged member countries to sign the Tokelau Arrangement in the interests of the region. On the other hand, Niue requested a review of stock status for albacore, and encouraged members to adopt management approaches for the South Pacific Albacore, and to see it through forums such as the WPF. During the three-day 162nd meeting of the Western Pacific Regional Fishery anagement ouncil, which opened onday in Honolulu, the ouncil will consider amending the Pelagic Fishery Ecosystem Plan to establish a longline South Pacific albacore annual catch limit for American Samoa s exclusive economic zone (EEZ) consistent with the regional approach proposed by the FFA. According to the ouncil, the FFA has proposed that the WPF endorse EEZ-based annual catch limits and set flagbased high seas annual catch limits and a total annual catch limit of South Pacific albacore with the Western and entral DWR head brings fishery concerns to regional meetings Pacific Ocean (WPO). Options to be considered for American Samoa by the ouncil include: no action; establish an annual catch limit of 5,425 metric tons (mt) of albacore for the EEZ around American Samoa the highest level of South Pacific albacore catch reported from the EEZ; and establish an annual catch limit of 2,658 mt, which is the recent five-year average catch of South Pacific albacore within the EEZ around American Samoa. At the WFP meeting last December, atagi-tofiga told the gathering that the large increase in South Pacific albacore catch in recent years is affecting the territory s domestic fishery. Our Pago Pago based longline fleet, which has been subject to limited entry since 2005, and principally fishes in the EEZ around American Samoa, is essentially economically unviable at this time. atch rates are now at their lowest in our fishery s history, she said. She also says that American Samoa welcomes the FFA proposal and supports the establishment of firm catch limits for albacore everywhere south of the equator in the onvention Area, and we have already initiated the domestic process to establish a catch limit for the EEZ around American Samoa. She shared that American Samoa has a well established onitoring Program a creel survey program for inshore and boat based which estimates participation of fishing efforts, and to provide catch rate, species composition and size frequency for each fishing method. She also highlighted the importance of standardized monitoring across the region and called for greater assistance from SP to support standardized data collection. DWR is part of WPacFin- Western Pacific Fisheries Information Network in NOAA s Pacific Islands Fisheries Science enter (PIFS) and atagi- Tofiga encouraged other countries to establish these programs, and for SP to support these activities in other countries. The goal is data which will provide information to assist us in managing and preserving our marine resources, she said. Affidavit: Durst had been withdrawing money, had fake ID HOUSTON (AP) Authorities say real estate millionaire Robert Durst was withdrawing large sums of money and had a fake ID before his arrest this week for murder. According to a search warrant affidavit made public Wednesday, the FBI learned Durst had made withdrawals over a period of 35 days since October. The warrant was for a search on his condominiums in Houston. When Durst was arrested in New Orleans Sunday, FBI agents found a Texas ID card under the name Everette Ward, nearly $43,000 in cash and a rubber mask that could cover someone s head and neck. Durst is charged in alifornia with firstdegree murder in the 2000 shooting of Susan Berman. He is in custody in Louisiana. SF police kill woman who WAS driving erratically SAN FRANISO (AP) Authorities say two San Francisco police officers in plainclothes investigating a stolen vehicle report shot and killed a woman who began driving erratically and hitting other cars in a busy intersection after they approached her. Deputy hief Hector Sainez tells the San Francisco hronicle the officers were investigating the stolen vehicle at a gas station Tuesday night when they approached the woman sitting in a sedan. Sainez says the officers showed her their badges as they were approached and she then drove in their direction. The woman then drove off the gas station and went the wrong direction on a one-way street, striking several cars and narrowly missing a motorcyclist. The woman died at the scene. Terry cauliffe is calling for an investigation into the arrest of a college student who was shown in a photo with a bloody face as he was held down by an officer. harlottesville General District ourt records show that artese Johnson is charged on two counts: obstruction of justice without force, and public swearing or intoxication. The Alcoholic Beverage ontrol agent who made the arrest Wednesday morning, listed in court records as J. iller, said in the arrest report that Johnson was very agitated and belligerent. A statement from a group calling itself oncerned Black Students claims the arrest of Johnson was unprovoked and extreme. The brutish force used resulted in his head and bodily injuries, the group said in a statement. His treatment was unprovoked as he did not resist questioning or arrest. UVA student Bryan Beaubrun said he is friends with Johnson and witnessed the arrest. Beaubrun said Johnson was trying to get into the Trinity Irish Pub when he was stopped by a bouncer. Then, an AB officer grabbed Johnson by the arm and pulled him away from the bar to speak with a group of police officers, Beaubrun said. After about a minute, Beaubrun said, Johnson asked the AB officer to let go of his arm and tried pulling away from the officer. At that point, another AB officer grabbed Johnson from behind and the two AB officers wrestled Johnson to the ground, Beaubrun said. He said Johnson hit his head on the ground when he was tackled and that police acted with unnecessary force. He didn t need to be tackled. He wasn t being aggressive at all, Beaubrun said. Johnson did not return an seeking comment. His lawyer, Daniel P. Watkins, released a statement Wednesday night saying that Johnson is absolutely devastated by what happened. Jeb Bush or Sen. arco Rubio a big home state boost by holding a winner-take-all presidential primary under legislation that now awaits Republican Gov. Rick Scott s signature. The bill approved Wednesday by the Senate would set the state s presidential primary for arch 15, the first date available on which all Florida s delegates can go to the Republican primary winner rather than being divided up proportionally. Anyone who goes prior to that is going to be proportional. We re going to be the largest, the most diverse swing state that s going to award all of our delegates, so we re still the prize, said state Rep. Blaise Ingoglia, who also serves as the Republican Party of Florida chairman. It was the first bill passed in the Legislature s 60-day session. Scott spokeswoman Jackie Schutz said he will sign the bill. We just want Florida to be as relevant as possible and we think a winner-take-all makes that happen, said Republican Senate President Andy Gardiner, who says he would support a Bush candidacy. It s a departure from the last two Florida presidential primaries, when lawmakers broke Republican National ommittee rules and scheduled an earlier election in an effort to be more relevant in the nominating process. The strategy worked then. Even though Florida lost half its delegates, it still had significantly more than other smaller early primary states and it became a frequent campaign stop for candidates. Sen. John cain in 2008 and former assachusetts Gov. itt Romney in 2012 were propelled to the nomination after carrying Florida. The punishment for breaking RN rules will be significantly harsher in 2016, forcing Florida to take a new approach. urrent law sets the primary date as arch 1, and the state would have to proportionally distribute its Republican delegates. Democratic delegates will be proportional regardless of the date as long as it doesn t violate national party rules. Florida will not be alone on arch 15. While many states have yet to finalize their primary dates, several are expected to join Florida in what could be a huge day on the presidential primary calendar. If Scott signs the bill, it could be a boost to Republicans Bush or Rubio, both of whom are considering a presidential run. And because they re already known in Florida, it could free them up to focus on other large states as they seek the nomination. The state Republican Party still has to approve the winner-takeall primary, but Ingoglia said he personally supports the idea. Indiana State Excise Police say the newly purchased keg fell from the bed of 18-year-old Scott Benge s pickup truck Tuesday when the tailgate gave way. Police retrieved the keg from the road and cited Benge for illegally transporting an alcoholic beverage. Indiana law bars those under 21 from transporting alcoholic beverages unless they are with their parents or legal guardian. From car washes to barbecue plate sales, all the hard work paid off when the oars were delivered. Aua s fautasi committee members are now busy assembling the oars and adjusting them. Sonoma says the Paepaeulupo o II will not be in the water for the next couple of days but once everything is squared away, the crew will take the fautasi out to sea so they can try out their new toys, and get a feel for the new oars. The Paepaeulupo o II can carry up to 44 rowers and the youngest crew member is 16 years old, with the oldest being 55 years of age. Sleepovers (moe tasi) have already begun at the team s faleva a (boatshed) so crew members not only train in the evening hours, they also train rigorously before the crack of dawn. Sleepovers are an essential part of fautasi training, to ensure that all crew members are in bed by curfew and that they refrain from consuming alcohol. Overall, the Paepaeulupo o II will be powered by the same crew from last year, with the addition of five new rowers. Sonoma s goal is the same as every other fautasi captain: to win first place. The hope is to win first place this year, he said. That s the only place. The Paepaeulupo o II will be rowing out of Lane 9 during race day, between the Fealofani Samoa II and the long boat from Nuuuli. Sonoma said Lane 9 is a good lane because it places him on the far east side (towards Laulii) and therefore gives him a straight shot to the red buoy. I am very comfortable with the lane that we have been assigned to, he said. This year s race distance will be five miles, and altogether, a total of ten fautasi teams will be competing (nine local and Don Bosco from independent Samoa). For now, Aua villagers and supporters of the Paepaeulupo o II can be seen lining the shores of the east side every evening, watching the crew members train and hoping that they are prepared enough to bring home the bragging rights next month. The village support is great, Sonoma said. We have just a tremendous support system, from kids and the youth, to adults, the aumaga, and the village council it s amazing. While Aua has yet to get a taste of a fautasi race championship title, they did win a couple of heats: one in 2000 and another during the recent oastweeks fautasi competition hosted by the Dept. of ommerce. We ve never won a Flag Day fautasi title but that may change this year, Sonoma said. The Aua skipper, who was at the helm of the Paepaeulupo o in 2008, 2009, 2010, and 2012 offers his gratitude to boat builder aselino and the Aua village council for their support. Alcoa to cut production, seeks to sell off Suriname refinery IAI (AP) Alcoa has announced plans to cut production at the Suralco alumina refinery in Suriname and to pursue a sale to the government of the South American country. Suralco, which U.S.-based Alcoa runs with Australia s Alumina Ltd., will cut production by 443,000 metric to less than 1 million tons a year following an earlier production cut. Before the vote was carried out, the ouncil s executive director, itty Simonds pointed out that Lolo had first written to the ouncil last June, and again this month, voicing his concerns with federal actions imposing regulations on American Samoa such as monuments and sanctuaries, without thorough consultation with the territory. She said the letters are well written and she wanted to remind the ouncil of the governor s letters for the record. American Samoa members on the ouncil Taulapapa Willie Sword; arine and Wildlife Resources director Dr. Ruth atagi-tofiga; and Port Administration director Taimalelagi Dr. laire Poumele all argued for the postponement of the vote in this matter as requested by Lolo in his letter this month. Taulapapa and atagi-tofiga, begged for the ouncil s indulgence, [to] give us that postponement. And atagi-tofiga added, this is very sensitive to the people of American Samoa. Taimalelagi asked, on behalf of our government and most of our people, to give us three months til June so we can come with a unified voice. Asked by another council member as to what would be accomplished or agreed upon in three months, Taimalelagi said, it will probably be one of the four options presented by the ouncil for consideration on the LVPA. The ouncil s chairman, Ed Ebesui of Hawai i, acknowledged that this is a sensitive issue, which put ouncil members in an uncomfortable position to go against what you re asking for. He also noted that he has the utmost respect for the American Samoa members on the ouncil, the governor, and the Samoan people. However, he said it s very clear that something needs to be done, adding that the current status quo is not acceptable. Effectively, what we have is a private fishing reserve for a class of people who are no longer exercising [fishing in the reserve]. When the roll call vote was made, Taulapapa and another council member abstained, while atagi-tofiga and Taimalelagi voted no and eight members voted yes. Taimalelagi said for the record, no, when asked for her vote. Obama floated the idea of mandatory voting in the U.S. while speaking to a civic group in leveland on Wednesday. Asked about the corrosive influence of money in U.S. elections, Obama digressed into the related topic of voting rights and said the U.S. should be making it easier not harder for people to vote. Just ask Australia, where citizens have no choice but to vote, the president said. If everybody voted, then it would completely change the political map in this country, Obama said, calling it potentially transformative. Not only that, Obama said, but universal voting would counteract money more than anything. Disproportionately, Americans who skip the polls on Election Day are younger, lower-income and more likely to be immigrants or minorities, Obama said. There s a reason why some folks try to keep them away from the polls, he said in a veiled reference to efforts in a number of Republican-led states to make it harder for people to vote. Statistically speaking, Obama is correct. Less than 37 percent of eligible voters cast ballots in the 2014 midterms, according to the United States Election Project. And a Pew Research enter study found that those avoiding the polls in 2014 tended to be younger, poorer, less educated and more racially diverse. At least two dozen countries have some form of compulsory voting, including Belgium, Brazil and Argentina. In many systems, absconders must provide a valid excuse or face a fine, although a few countries have laws on the books that allow for potential imprisonment. At issue, Obama said, is the outsize influence that those with money can have on U.S. elections, where low overall turnout often gives an advantage to the party best able to turn out its base. The possibility of billions more for the Pentagon and an overhaul of the tax code also emerged as Republican priorities, although there were significant differences between the day-old proposal in the House and the one unveiled during the day by Senate Republicans. Defense spending aside, edicare was chief among them. Senate Republicans, already eying the 2016 elections, balked at a politically sensitive House plan to turn health care coverage for seniors into a voucher-like program for those who enroll beginning in Republicans claimed a balanced-budget, no-tax-increase approach as the House Budget ommittee neared an evening vote on its proposal. The Senate panel set its vote for Thursday. By contrast, Senate ajority Leader itch connell of entucky said President Barack Obama s budget from earlier in the year raised taxes by nearly $2 trillion, and increased the national debt by more than $7 trillion. In other words, it was more of the same old tired, failed policies of the past. He said the Republicans promise a plan that will support economic growth and more opportunity for hardworking families, while protecting our most vulnerable citizens. Obama leaned in. laiming credit for the improving economy, he said Republicans offer a path to prosperity for those who have already prospered. Reprising a criticism he leveled in his winning 2012 campaign against itt Romney, he said in leveland that the GOP budget doubles down on trickle-down. It will be weeks or months if then before Republicans can turn their non-binding blueprints into legislation and send it to the White House for Obama s signature or veto. Before that, they will concentrate on pushing the rival budgets through the two houses. Next, they will try to agree on a compromise that they concede will stand as a test of their ability to govern. Republicans promised during last fall s campaign they would try to balance the budget if they won power. They also said over and over they would work to eradicate the health care law that Obama has pledged to defend and the administration now says has provided coverage to more than 16 million individuals who previously lacked it. Details contained inside the budgets make a veto struggle with Obama over the health care law a virtual certainty, although the Supreme ourt could largely render that moot in a ruling is expected this spring on the constitutionality of a key portion of it. Senate Republicans said they intend to use legislation that Democrats cannot block to accomplish their goal of repeal. Both budgets envision a significant campaign to cut spending, with much of the projected savings coming from edicare, edicaid, food stamps and welfare. Defense spending remained a work in progress. The House proposal recommended hiking existing funding by about $36 billion next year above Obama s proposal, through an increase in an overseas account that has financed the wars in Iraq and Afghanistan. Under pressure from defense hawks, the leadership agreed to provide an additional $2 billion. As drafted, the Senate budget recommended the same total as Obama, although a move was underway to raise it to roughly the same level as the House. Both Republicans and the White House have indicated they would like to ease the cuts in the next couple of years and replace them with longer-term cuts and, perhaps, new revenues, much as was the case in To achieve their core campaign commitment, Republicans in both houses resorted to a series of sleights of hand. Both budgets assume that dozens of popular tax breaks will be allowed to expire. One allows businesses to offset the cost of research and development, and another allows individuals and families to deduct the cost of sales tax in states with no income tax. Together, the cost of renewing all of them totals $900 billion, money not in either budget. Both budgets also estimate large savings from the economic benefit of implementation of their spending proposals $164 billion over a decade in the Senate, $147 billion for the House. Without these amounts, the Senate budget would be unable to show even its minuscule $3 billion surplus for 2025, or the House its $46 billion in black ink in 2024 and 2025 combined. The Republican mayor has said he may run for governor in 2017 Putin signs treaty integrating South Ossetia into Russia OSOW (AP) Russia tightened its control Wednesday over a second breakaway region of Georgia, with Russian President Vladimir Putin and the leader of South Ossetia signing a new treaty that calls for nearly full integration. Georgian President Giorgi argvelashvili denounced the signing as a destructive move against his nation s sovereignty and territorial integrity and said it would further exacerbate tensions. The US, the European Union and NATO also strongly condemned the signing. South Ossetia broke away from Georgia in the early 1990s as the Soviet Union collapsed. Russia effectively gained complete control over it and a second breakaway Georgian region, Abkhazia, after a brief war against Georgia in A similar treaty was signed last year with Abkhazia. Both regions depend on subsidies from Russia. While Abkhazia is a lush sliver of land along the Black Sea coast, South Ossetia sticks like a thumb into northern Georgia. Indonesia calls off search for remaining AirAsia victims JAARTA, Indonesia (AP) Indonesia has called off the search for the remaining victims of the AirAsia plane crash in the Java Sea, an official said Wednesday. All 162 people aboard Airbus A died when it went down Dec. 28 while flying from Surabaya, Indonesia s secondlargest city, to Singapore. So far, 106 bodies have been recovered, with the last three pulled out from the underwater wreckage last week. Some of the bodies have been found off Sulawesi island, about 1,000 kilometers (620 miles) east of the crash site. Tatang Zainudin, the operations director of the National Search and Rescue Agency, said the final retrieval operations ended Tuesday night. The main search and rescue operation had been called off arch 3, but small-scale efforts continued for another two weeks at the request of the victims families. Zainudin said the agency planned to take family members to scatter flowers at the crash site next week. Indonesian investigators said Flight 8501 plunged into the Java Sea shortly after the pilots asked to climb from 32,000 feet to 38,000 feet to avoid threatening clouds, but were denied permission because of heavy air traffic. No distress signal was received. A cause of the crash has not been determined. Union: San Francisco police eye more officers in text probe SAN FRANISO (AP) A union official says the San Francisco Police Department is expanding its probe into whether offensive text messages were sent by officers. Police Officers Association President artin Halloran told the San Francisco hronicle in a story Wednesday that at least 10 additional officers are under investigation by the internal affairs unit. Police hief Greg Suhr did not release names, ranks or provide details of the probe. Four police officers already were under investigation for the sending of racist and homophobic texts in 2011 and 2012 targeting blacks, exicans, Filipinos and gay men. They could be fired if the probe determines they sent the messages. France scrutinizes cash economy to combat terror financing PARIS (AP) France is limiting cash payments to 1,000 euros ($1,063) and requiring reporting for bank deposits of more than 10,000 euros ($10,635) in an effort to combat the financing of terrorism. Finance inister ichel Sapin said Wednesday the idea wasn t to forbid cash, but he said the system needs more traceability and that people need to be ready to change their habits in order to help prevent more terror attacks like the ones in January that left 20 people dead in Paris, including all three gunmen. Non-residents namely tourists with a shopping spree in mind can spend up to 10,000 euros ($10,635) in cash.
