Holt, Pomona Unified School District Panel: Leonard Hernandez Jr. Pomona Unified School District ; Edgar Castor, Homeland Security, Protective Security Advisor, Local Control and Accountability Plan The LCAP has eight important components that are comprehensive planning tool to assure that each student in our school districts are successful Basic Services is one of the eight criteria of the LCAP, we will focus on a small piece of this services.. 1
2 Local Control and Accountability Plan Providing all students with access to fully credentialed teachers in their subject areas, as well as instructional materials that align with state standards, AND SAFE, properly maintained school facilities How School District s Can Maintain Safety & Security 2
3 C.A.S.H School Safety & Security School Safety & Security Learning Objective: To provide an overview of best practices with regards to safety and security safe and secure environment for school districts within the Maintenance & Operations. M&O shares a significant part of this responsibility. Lesson learned will enable best practices C.A.SH. 4 VIDEO CAMERAS Video Cameras Safety Our schools are where are students should feel safe. Prevents bullying, fights, Evidence and Accountability Protects classroom vandalism Video recording can preserve strong evidence Word will spread throughout the community Provides surveillance and supervision A peace of mind Illegal use of activities (weekends) Liability claims Signage Promotes compliance with School District rules and policies A form of communication (24/7) Establishes protocols. School Access & Visitor Control Provide safety measures Provides notification to students, parents and visitors. Signage must be visible Provide limited access to school buildings and parking structures 4

6 Key Accountability Key and Key cards Lost, stolen or broken keys must be reported Retrieve keys from employees who have terminated or resigns. Prevention of community accessibility Those employees who have been issued a key to a building within the School District of Baraboo shall abide by the following policy. For the purpose of this policy, electronic access cards are referred to as a key and should be considered the same LOST/STOLEN KEYS Keys Any person losing a key(s) must notify District s School Security and Director of the issuing authority, Principal, building administrator immediately to ensure against compromise of the key control system. Notification should immediately be made by telephone or in person and followed by a written notification report within 48 hours containing circumstances of the loss. Written notice must include, but is not limited to: 1. Where the key was lost or stolen. 2. Time and date of loss. 3. If stolen, by whom if known. 4. Date and signature of employee. 6
7 Keys TERMINATION/RESIGNATION Upon termination or resignation, employees shall turn in all keys to the building principal or their supervisor, who shall return the keys to the Maintenance & Operations Director or his/her designee within 24 hours. RECORDKEEPING Keys Key and lock records are considered high security items and must be safeguarded and secured at all times, except when in actual authorized use. The M&O Director or his/her designee will maintain the key/lock records, including all facility locks, keys, and key holders. Records will be kept current at all times. These records will provide the basis for individual key/lock inventory and control. 7
8 Gates The first thing in securing a school site. The physical security that surrounds a school site needs to be interfaced with intelligent access control solutions across the entire campus. Generally speaking most schools will require segregated access to the main reception from the car park, at which point all visitors are vetted and their reason for wanting to gain entry to be qualified prior to being granted access to the site. In the interest of safety, all access controls must work in conjunction with any fire alarm installation to ensure a speedy evacuation of the site when required. Civic Center Community Use of Public School Facilities Communication between Civic Center, School Site, M&O, and School Security 8
9 School Security Officers Limited access to school building (designated entrance with all other access points locked from the exterior). Monitoring of school guests (report to main office, sign in, wear badges, report unfamiliar people to school office). Monitoring of the school parking lot (parking lot monitors who oversee, people entering and leaving the campus). Monitoring and supervision of student common areas such as hallways, cafeterias, and playgrounds. School community partnerships to enhance safety measures for students beyond school property Conclusion Communicate, Communicate, Communicate! While school safety and security will be of paramount to the school, decision makers are also, of course having to factor in the need to make buying decisions which actively reduce the school s carbon footprint and demonstrate best use of public funds. Safety and Security is NEVER compromise! 9

12 Threats May Come from All Hazards Critical Infrastructure Defined Critical Infrastructure Systems and assets, whether physical or virtual, so vital that the incapacity or destruction of such may have a debilitating impact on the security, economy, public health or safety, environment, or any combination of these matters, across any Federal, State, regional, territorial, or local jurisdiction. 13 Critical Infrastructure Sectors Banking and Finance Chemical Commercial Facilities Communications Critical Manufacturing Dams Defense Industrial Base Emergency Services Energy Food and Agriculture Government Facilities Healthcare and Public Health Information Technology Nuclear Reactors, Materials, and Waste Transportation Systems Water Protective Security Advisors 96 PSAs and Regional Directors, including 89 field deployed personnel, serve as critical infrastructure security specialists Deployed to 73 Districts in 50 states and Puerto Rico State, local, tribal, territorial, and private sector link to DHS infrastructure protection resources Coordinate vulnerability assessments, training, and other DHS products and services Provide a vital link for information sharing in steady-state and incident response Assist facility owners and operators with obtaining security clearances During contingency events, PSAs support the response, recovery, and reconstitution efforts of the States by serving as pre-designated Infrastructure Liaisons (IL) and Deputy ILs at the Joint Field Offices 13
14 Value of the PSA Program PSAs: Support comprehensive risk analyses for critical infrastructure Assist in the review and analysis of physical/technical security for critical infrastructure Convey local concerns and sensitivities to DHS and other Federal agencies Relay disconnects between local, regional, and National protection activities Communicate requests for Federal training and exercises Enhanced Critical Infrastructure Protection Initiative Establishes/enhances DHS relationship with facility owners and operators, and informs owners and operators of the importance of their facilities and the need to be vigilant ECIP survey Identifies facilities physical security, security forces, security management, protective measures, information sharing, and dependencies Tracks implementation of new protective measures ECIP Dashboard Creates facility protective measures index that can be used to compare against similar facilities Tool for informing protective measures planning and resource allocation Information is protected under the PCII program Information used by DHS for steady-state analysis and incident management 14

21 Online Training DHS has released Active Shooter, What You Can Do (IS-907), an online training course available through the Federal Emergency Management Agency Emergency Management Institute at The course is self-paced and takes about 45 minutes to complete. Upon completion, participants can take a short online "final exam" that is instantly scored. A certificate is given to participants who finish the entire course and pass the final exam Homeland Security Information Network The Homeland Security Information Network (HSIN) is DHS s primary technology tool for trusted information sharing HSIN Critical Sectors (HSIN-CS) enables direct communication between DHS; Federal, state, and local governments; and infrastructure owners and operators HSIN-CS Communities of Interest (COI) are used by the DHS and other Federal, state, local, tribal, territorial, and private sector partners to securely share data, techniques, best practices, and to support systematic risk based planning You may obtain an application by sending a request to HSINCS@hq.dhs.gov. Once nominated, the COI Validating Authority will review your membership application and approve or deny your admission to the COI. If the application is approved, an will be sent to you with instructions on how to log onto HSIN for the first time. 21
