2 Health Security Intelligence Enterprise (HSIE) HSIE is a collaborative initiative of several DHS entities: Office of Health Affairs (OHA) Provide health and medical expertise in support of the DHS mission to prepare for, respond to, and recover from all hazards impacting the Nation s health security Office of Intelligence and Analysis (I&A) / State and Local Program Office (SLPO) Coordinates DHS engagement with and support to National Network of Fusion Centers Federal Emergency Management Agency (FEMA) Joint DHS/DOJ Fusion Process Technical Assistance Program Office of Intelligence and Analysis (I&A) / Cyber, Infrastructure, and Science Division (CISD) / Chemical, Biological, Radiological, Nuclear (CBRN) and Health Intelligence Branch provides analysis and production support for intelligence products relevant to HSIE stakeholders

3 HSIE Mission and Goals Mission: To make the nation safer from all crimes and all hazards, through timely and appropriate exchange of information among healthcare, public health community, and other multi-disciplinary partners, including the Intelligence Community, law enforcement, fire service, emergency management, and private sector Overarching HSIE strategic goals Increase awareness of health security information sharing Engage stakeholders Identify health security resources Share information Protect privacy, civil rights, and civil liberties Evaluate progress 3

4 Health Security Intelligence Enterprise (HSIE) Promote the integration of the public health and healthcare communities into the national network of fusion centers State or local public health representative working in a fusion center (Full-time/Part-time) Liaison Officers (TLO/FLO/ILO) Facilitate partnerships between public health and law enforcement Health community provides valuable expertise to the fusion center on health security threats and vulnerabilities (pandemic, anthrax, chemical, biological, radiological,etc) Identify or develop necessary processes, mechanisms, and products to enhance information sharing Guidance documents and technical assistance Monthly conference calls with state and local representatives to share challenges/successes Provide mechanism for health officials to obtain clearances and access to classified information

5 Engaging HSIE Stakeholders: Collaboration & Outreach State, Local, Tribal, Territorial Outreach Public health and healthcare personnel in variety of health disciplines (public health, emergency providers, veterinarians, toxicologists, food inspectors, laboratories and lab support, medical examiners, private sector, etc) Stakeholders in human, animal, food, and agricultural health and safety HHS CDC FDA DHS USDA DoD EPA 3

6 Public Health Role in Fusion Centers Consumers: PH/HC personnel can receive appropriate and timely unclassified and/or classified threat/situational awareness information and risk analysis that will enable them to better guide their preparedness activities and enhance their ability to detect/respond to the occurrence or indicators of human-caused or natural incidents. Collaborators: PH/HC personnel provide subject-matter expertise and aid in the analysis, production, and appropriate dissemination of intelligence products. Contributors: PH/HC personnel use the appropriate protocols to share information with a fusion center on suspicious activity or criminal/terrorism indicators and warnings.

7 Examples of Public Health and Fusion Center Collaboration Interpret medical information (White powder/suspicious substance, etc) to identify indicators of an emerging terrorist threat and support law enforcement investigations Putting public health & medical information into context Suspicious drug overdoses Narcotic illness analysis (synthetic marijuana, bath salts, etc) Medical & Public Health Threat Assessments for large events Super Bowl, MLB All-Star Game, NASCAR, DNC/RNC, Boston Marathon, etc Reporting lost or stolen medical equipment or supplies, CBRN agents/materials, pharmaceuticals, etc Thefts of chlorine tanks from swimming pools Thefts of pharmaceuticals from ambulance and fire stations Environmental health protection Water systems contamination Food sources/ outbreaks

9 Health Security: Public Health and Medical Integration for Fusion Centers Baseline Capabilities for State and Major Urban Area Fusion Centers (2008): Identifies core capabilities necessary to operate a fusion center Encourages consideration of all-crimes and/or all-hazards approach A supplement to the Fusion Center Guidelines (2006) which outlines guidelines for establishing a fusion center Promotes incorporation of public safety agencies (fire, EMS, health, transportation, agriculture) Health Security: Public Health and Medical Integration for Fusion Centers: An Appendix to the Baseline Capabilities for State and Major Urban Area Fusion Centers (2011): Identifies how fusion centers can integrate the information, resources, personnel, and expertise of the public health and healthcare community into existing fusion center analytical and information/intelligence sharing processes Including health partners in planning and development of information requirements Incorporating health partners into intelligence analysis, production, & dissemination Integrating health partners in fusion center governance structure and management processes
