9 City of Watford City Watford City * nd St., NE PO Box 494 Watford City, ND Ph Fax January 31, 2014 Koser Field Walking Trail Grant Information Project Description Project Description: Watford City s existing walking trail serves to connect many of the existing facilities in the city such as grade school, high school, downtown, parks, skating rink, etc. Within the last two years several facilities (a housing subdivision, several retail stores, and a softball/baseball field) have been constructed to which there are no paths that connect them. Seventh Street SE has become much busier with car and pedestrian (many of which are children) traffic due to the new facilities. This increase in car traffic creates a safety hazard for pedestrians who are walking on the roadway. The planned project is to construct a new 1050 ft long walking path from Bolken Park to Koser Field along 7 th St SE. (Reference Attachment A) The addition of this path will serve to provide a route that is off the street for pedestrians and cyclists. This trail will be a connection between the existing walking path and a future path along 6 th Ave. SE (Highway 23 Alt.) The path will then provide a route for pedestrians to access the South Park retail development. This project will be constructed in conjunction with a separate project consisting of widening 7 th St SE, adding curb and gutter, and street lighting.

Near term: Children and adults walking or bicycling to the ball field and fishing pond. Children and adults walking to or from the adjacent residential development. Long term: Pedestrians walking or bicycling to the South Park retail development. Walkers and cyclists connecting to the path along 6 th Ave SE. Existing development along 7 th St SE consists of curb, gutter, and sidewalk adjacent to the housing development. No other off-street walking surfaces exist in the vicinity. The lack of off-street walking surfaces causes most pedestrians and/or cyclists to travel on the street. Public need for and benefit of project: Primary purpose of trail is to improve safety for young people accessing fishing pond and ball field. The number of people who would benefit from the project: o Cal Ripken team and fans: 20 players at 16 practices and 5 games. 40 parents at 5 games. o Softball team and fans: 20 players at 12 practices and 2 games, 40 parents at 2 games. o Varsity football fans: 12 vehicles parked along 7 th St SE at 2 people per vehicle for 4 games. o Track fans: 12 vehicles parked along 7 th St SE at 2 people per vehicle for 2 meets. o People fishing at 3 per day from May through July. o Pee wee baseball: 12 vehicles parked along 7 th St SE at 2 people per vehicle for 16 games.

12 o Tee ball: 12 vehicles parked along 7 th St SE at 2 people per vehicle for 16 games. o Fishing derby: 300 people for one day o Housing development residents walking this route at 10 per day all year. Context of the project in a wider plan: Supports Statewide Comprehensive Outdoor Recreation Plan survey results which request more walking paths. Supports local recreation survey which requests more walking paths. Provides a link to future walking path from existing walking path. See attachment A. Attention to the potential environmental impact of the project and efforts to mitigate adverse effects: Appropriate storm water pollution prevention measures will be taken during construction. Upon completion surface erosion will be mitigated by using erosion blankets on slopes adjacent to the fishing pond. No impact from noise or odors is expected. No impact to fish and wildlife is expected. A portion of the west shore of the fishing pond will be replaced with fill from the path. The new shoreline will be clay to match existing shoreline. No cultural impact study is planned. All excavation will be within previously disturbed right of way. Impact on adjoining landowners in the vicinity of the project: Watford City owns land directly adjacent to project. No adverse impacts are expected. Strata Suites and LSS own housing across the street. Less pedestrian traffic on their sidewalk is expected. McKenzie County School owns property to the west of the project. The school storm drain exits into the fishing pond. This storm drain will need to be extended as a result of adding fill dirt.

Project Goals: Reduce or eliminate pedestrian traffic on 7 th St SE. Provide off street route for current housing development adjacent to 7 th St SE. (Benefit to pedestrians and cyclists who would otherwise travel on the street.) Improve access to Koser Field. Koser Field is used by the high school for softball and field events during track season. The park district uses the field for Cal Ripken baseball. There is currently no off street route to access this site. (Benefit to athletes and spectators traveling to/from Koser Field by providing an off street route.) Create a connection to the future walking path along 6 th Ave SE. (Benefit to pedestrians who will be walking and/or cycling the path and who are traveling to the South Park development.
